SITE ANALYSIS Monon Park is located in the southwestern part of town and is home to many amenities such as baseball and softball fields, tennis courts, basketball courts, playgrounds, and picnic shelters. There is a desire to add a splash pad to the park to offer a new, fun summer amenity to families in Monon and surrounding areas. During preliminary discussions with the park and town, two locations were analyzed. The first location was north of the tennis courts in an open field, and the second location was at one of the existing basketball courts. The positive aspects of the first location was proximity of an existing parking lot, close to the existing water and storm sewer lines, and good visibility. Some negative aspects are that there isn’t any shade nearby for parents or for kids to take a break, and it would take up space in an open lawn area that has flexibility for many uses. Also it is near the basketball courts which can often has teenagers playing and using foul language at times, and the splash pad will be primarily for younger children. The positive aspects of the second location is that it can go in place of a basketball court that is planned to be demolished, it is centrally located near restrooms, playgrounds, and a picnic shelter, and has plenty of trees nearby for shade. Shade is important for inclusive design, as children with albinism and sun sensitivity can use the splash pad much easier or for a longer period of time. A negative aspect is that it is a little farther from existing parking areas so some new parking, especially accessible parking spaces, should be constructed on the same side of the access road as the splash pad. Also while the trees provide valuable shade, it can increase maintenance with leaf litter and seed pods. After analysis and further discussion, it was determined that the location at the existing basketball court would be preferred. TOWN OF MONON SPLASH PAD MASTER PLAN

PROS • Reduced water usage by about 90% • This system keeps the water at an ambient controlled temperature. • The heating of the water allows for the splash pad to be opened for an extended seasonal time, opening the pad up a few weeks earlier in the spring and open a couple weeks later in the fall. • The recirculating splash pad is controlled by a sophisticated water quality managment system that is user friendly and automates chemical controls. • Enhanced play experience since having play features that have higher gallons per minute spray won’t impact overall water usage very much.

CONS • Recirculation will add about $100,000 to the initial cost of a splash pad • Frequent checking of the splash pad by a certified professional is required to check and top off chemicals plus log everything for your state inspections that will be made a few times a year. • There are maintenance costs associated with replacing sanitization and pump equipment, and purchasing chemicals. • Recirculation equipment will sit for 9 months out of 12 unused which may lead to issues with gaskets and seals that can dry out. • Children will drink the water, no matter how many times you tell them not to. Drinking the recirculated water is the same as drinking treated pool water and may give them gastro distress or other illness if they ingest too much. • There are higher electric costs due to the pumps, filter, chlorinator, ph balancer, etc. • The general liability costs for a recirculating splash pad versus a flow through splash pad may be as much as ten times greater. • A pump house will be required to house all of the equipment.

PASS-THROUGH SYSTEM SUMMARY A pass-through system drains water to the storm sewer or adjacent drainage feature rather than capturing it for re-use. While this system utilizes a much greater amount of water, it is less expensive initially (and sometimes long-term) and requires less maintenance. If water use is not an issue due to low costs or abundant sourcing, this system makes more sense. The flowthrough system also requires proper drainage of the water, since the used water from the splash pad has restrictions on where it goes and how it can be used.

PROS • No added cost of a recirculation system, which is estimated at around $100,000. • Depending on the frequency of the required water quality checks for a re-circulation system, it may be more expensive to check and adjust the chemicals than paying for the water usage in a pass-through system. • There are minimial maintenance costs, except your water usage costs and winterizing. • Since the water is not being re-used, chemical or UV treatment is not needed. This reduces costs and there isn’t the concern of chemicals in the water causing potential skin irritations, or swallowed water causing sickness if the chemicals aren’t balanced properly. With fresh water it is similar to drinking out of a faucet or a public drinking fountain. • There is no need for an equipment building since there is no equipment; just an in-ground vault for the valves. • No dry zone sidewalk is required, so you keep your concrete costs down. • A fresh water installation is a quicker process. • Lower liability insurance since there are no chemicals or recycled water involved. • Low electric usage since the only electrical component is a low voltage bollard activator, or if necessary a pump to increase water pressure.

CONS • Higher capacity and pressure needed for the well or city water since there is no storage tank or pump. • Water will be a colder temperature compared to that of a recirculation systems since there are no water heaters. • A flow-through system uses a significant amount of water compared to the recirculation system. • The splash pad needs to be able to drain to the city storm sewer or an adjacent drain field or ditch. • Well water with high iron content or other elements may cause staining of concrete surfaces.

UTILITIES & DRAINAGE SUMMARY There are existing water and storm sewer lines that run through the park north of the proposed splash pad site. Drawings were received from the Town Utilities Superintendent that showed the pipe locations. The water line is a 2” plastic pipe that has 250 gallon per minute capacity with 40 to 44 psi. This will be a sufficient water supply for the proposed splash pad. It is recommended to connect to the existing water line that runs just north of the splash pad. There is an existing storm sewer line that drains the baseball field to the north of the splash pad. The storm sewer line is a 6” hdpe drain tile and runs from the baseball field west across the access road, and then south to the drainage ditch. The splash pad could be connected to this existing storm sewer pipe, or a new pipe can be trenched to the south, bore under the road, and outlet into the drainage ditch. The splash pad draining at full output of 250 gpm will put the 6” drain pipe at capacity, so it is our recommendation that the splash pad has its own dedicated drain pipe to the ditch. A pass-through system is recommended for the splash pad, which drains water to the storm sewer or adjacent drainage feature rather than capturing it for re-use. While this system utilizes a much greater amount of water, it has a lower up front cost and less maintenance required. Water can be provided for a low cost since it is fed by a nearby well that has adequate capacidty, so using the flow-through systems is more beneficial. The flow-through system also requires proper drainage of the water, but with the adjacent storm sewer pipe

CASE STUDIES Saint Cloud, MN: The Splashpad at Eastman Park was designed as a flow-through system allowing water to drain into nearby Little Lake George where it can be used again to help maintain lake levels. One of the mechanical highlights of this project is a command center that controls over fifty features from a 22-valve, wall-mounted manifold operated by two controllers, each providing sixteen different sequences. This system creates an ever-changing atmosphere on the Splashpad, while conserving water by controlling water flow to never exceed 180 gallons-per-minute. The Splashpad also features Vortex’s SafeSwap system which sets infrastructure in place for future development and/or seasonal removal, allowing Splashpad features to be rearranged or moved as the needs of the facility change. Amory, MS: The city opted for a flow-through type of interactive fountain to be placed in Frisco Park. This system was recommended due to the absence of a water tank for the zero-depth fountain, and have no chance of waterborne illnesses and spreading of any disease or contamination. The mayor’s goal was to provide a 2,500-square-foot pad complete with shade structures for kids and families in our area to enjoy. The park provides a safe and fun recreational area for kids to be active in during the summer regardless of age or ability. The splash pad offers a zero-depth area of play that doesn’t require a staff. The splash pad, shade structures and bathrooms chosen cost approximately $300,000. Gautier, MS: Installed in 2016 the Splashpad at George W. Martin City Park is a state-of-the-art pad, approximately 2,000 square feet with about 27 water nozzles and features of a theme related to Gautier. It’s design focuses on the flowers, plants and animals that you interact with in Mississippi’s ecosystem. The city’s efforts to improve the water treatment, ran through the division of ClearWater Solutions, in which the public works department worked towards using a new ion exchange water treatment process. With this system in place it allowed for the splash pad to meet higher certification standards in quality of water and with the domestic system hookup and nozzles chosen the splash pad could run at a 218 GPM total flow rate. The proposed site plan situates the splash pad at the site of the existing basketball court. It is desired by the park board to remove that basketball court since it needs some upgrades and isn’t in the best location for compatible uses. Also there are additional basketball courts in the southwest part of the park. The splash pad will be about 2,500 to 3,000 square feet, and consist of a concrete pad with various in-ground and above-ground spray features. In order to conserve water usage, the spray features will be activated by a push button pedestal, and remain on for a set period of time, and then will need activated again. It will be a flow-through system that utilizes an existing park well water supply. The water supply is from an existing 2� water line that runs near the splash pad location for easy connectivity. Water will drain through a storm sewer pipe, under the access drive, into a bioswale, and then to the existing drainage ditch to the south. There are a few existing parking areas nearby, but accessible parking with an accessible route to the splash pad should be installed. Two accessible parking spaces can be located west of the splash pad across the access drive from the existing parking lot. A concrete sidewalk should connect the accessible parking spaces to the splash pad to provide an accessible route. The sidewalk will also provide pedestrian connectivity between the splash pad and existing parking lot. This location has many mature trees which will provide valuable shade to splash pad users. There are also existing swings and playground equipment, as well as a picnic shelter nearby to provide compatible uses.

ESTIMATED COSTS The total preliminary estimated project cost for the splash pad is around $240,000. This includes final engineering/bid documents, all associated construction costs, and a fifteen percent contingency to allow for some future changes, unforeseen conditions, and inflation until construction would occur. With the completion of this preliminary engineering and design report, the scope of the project is decided upon. However there may be some changes during development of the construction documents that can add or reduce cost depending on the available budget. Size of the splash pad, the type of spray features, and inclusion of additional amenities can all be adjusted to meet the final budget needs. It may be a possibility that the town utilities department could complete the water connection and storm sewer drainage work. Being able to have this work completed and therefore have the infrastructure connection ready will help reduce the project construction cost.
