ST. JOSEPH COUNTY PARKS 2019-2023 MASTER PLAN INDIANA
Extensive community engagement fueled the guiding document for this county-wide park system. While the process involved typical stakeholder and advisory group meetings, popup engagements helped increase the reach of the public portion and amplify the overall value of the feedback. The process generated more than double the responses and significantly improved the overall feedback, both in amount of information gathered and its quality, providing a more statistically valid, data driven plan.

As part of the West Side Main Streets Master Plan, Pulaski Park’s improvements sought to connect the park to broader City initiatives. Short and long-term implementation strategies were developed to determine the park’s role in neighborhood development. Cavalier Park is a public park on schoolowned property. Soccer fields are used by local leagues, and the school uses the ball field. A restroom building, natural playground, and walking trail were added to the park though this improvement project.

ENVIRONMENTAL CENTER ELKHART, IN
The first Master Plan for a keystone property along the Elkhart River, this community driven plan sought to better connect the Center to the adjacent neighborhoods and other nearby public amenities. A district-wide effort for South Bend’s first planned open space focused on improving community perception, connectivity, and use of this historic site. Project recommendations included streetscape improvements to narrow the pedestrian connections, change the oneway streets, and open the main entrance to highlight the artistic iron gateway.

Troyer Group completed a feasibility study and master plan for the development of park facilities at Lydick Bog, a natural area acquired by Shirley Heinze Land Trust for preservation. The plan included a new office & visitor center, parking, trails, and boardwalk access to the bog.

This final iteration honed the thinking around the initial concepts, reducing size of the pathways and other higher cost items to achieve a more cost-conscious concept. Additionally, we factored in play variability to make sure there were ample options for play across the spectrum of ages anticipated to play here. INDIANA DUNES STATE PARK CHESTERTON, IN
The daylighting of Dunes Creek involved removing a culvert that ran under a large parking lot, leading to high E Coli levels at the beach where the creek outlets into Lake Michigan. The project restored the creek to its original alignment and E Coli levels have since dropped. The restoration has also created habitat for many species of flora and fauna. The project received multiple awards including the Governor’s Award for Environmental Excellence.

Troyer Group worked with the City of Plymouth and a group of volunteers that were committed to creating a playground for all children. This universal design playground includes accessibility throughout, along with features and amenities that provide unique sensory experiences.

A master plan was created for the park that addressed improving the pool & ice rink facilities, historic Castle Manor, playground, restrooms, and boat launch. Troyer Group worked with the city to develop implementation of a new playground, multi-use trail, river bank stabilization, restrooms, boat launch, fishing node, pavilions, and a new outdoor patio area at Castle Manor.

The trail corridor is set along the St. Joseph River and follows Riverside Drive for appx. 3.2 miles. The overall connectivity of the area was studied to determine the most appropriate connections to the proposed trail from surrounding neighborhoods, parks, and schools. Public participation was a key component in this Master Plan study, and meetings with active neighborhood groups were held to review the analysis and gather feedback.

PUBLIC ENGAGEMENT
THE PROCESS Outreach and engagement reframes the dynamics of public projects, giving the public an opportunity to shape direction and set priorities. This increases capacity for the organization and for the project. Public engagement allows for better quality designs, emphasizing both efficacy and efficiency, ultimately making the project more authentic to its context. To get the most out of each opportunity, we employ best practice methods for increasing the value traditional engagement models while also utilizing emerging tactics that expand the reach of these processes.
Traditional Tactics: From internal/external stakeholder meetings to open public meetings, our strategies ensure that the feedback is more applicable and that there is more of it. We build engagement throughout the process, gaining momentum from the start of the process to the end, creating the type of buzz necessary to put plans to action. From exercises that prompt important community understanding to ensuring that we engage people across the spectrum of comfort, age, ability, and availability, our traditional engagement models are simply better than the rest. Emerging Tactics: To us, “meeting people where they are� means not only being present at critical mass events, such as downtown 1st Fridays or popular community festivals, but also meeting people in the spaces they occupy, such as holding pop-up engagements at picnics or community soccer league nights. Our social intercepts accommodate the full range of participants, especially if they are not comfortable with traditional tactics like public meetings.
PUBLIC ENGAGEMENT
KEY DRIVERS We employ a purpose driven engagement process that successfully addresses the “what”, increases the value of the “how”, with the entire effort focused on the “why”. Our public engagement utilizes five underlining drivers to create public investment in the process, no matter the project. Accountability: Being transparent and open about the expenditure of public dollars. Values: Demonstrating commitment to the community as well as the showcasing the priorities of the organization, agency, or department. Trust: Developing a two-way conversation and building a relationship based on participation and action. Relevance: Focus on meeting the contemporary needs of the community. Responsiveness: Opportunities to demonstrate action based on previous commitments and priorities.

At the core of our public engagement is the desire to meeting people where they are. Broadly, this means diagnosing their values and needs while connecting with them in a way that is effective for them. Knowing that not everyone can attend or feels comfortable attending traditional public meetings, we use pop-up meetings at established community events to reach the largest group of people possible.
