fter the first round of Business Speaks held in January, the Truckee Chamber of Commerce is excited to be bringing business owners back together for a quick 90 minute session to review outcomes from the January Business Speaks meetings and outcomes from the Investor meeting which include the following prioritized projects:  Growing Our Own  Develop an Employee Coop  Develop Truckee as an Entrepreneurial Ecosystem There will be handouts on each project and participants will be asked for their ideas to enhance the scope of each project – and discuss implementation strategies as they relate to their business. The groups will also get an update on current internship programs happening through TTUSD and Sierra College and an update on Mountain Housing Council. The Truckee Chamber of Commerce launched Business Speaks in January -- a game changing program for communication between business owners in Truckee. Ten distinct “Base Camp” geographic areas within Truckee create hubs for business

he Truckee Chamber of Commerce will host its Annual Awards Dinner & Auction Friday, October 12th at The Ritz-Carlton, Lake Tahoe. This is a “not-to-be-missed” event. It is the one event of the year when the business community comes together to celebrate and honor their peers and recognize excellence in our community. It truly is an evening full of Truckee pride. Last year’s event sold out

quickly, so be sure to purchase your tickets as soon as they become available. The Planning Committee has reviewed feedback received in the post-event survey and will combine their creative talents to make this another magical evening. CHAMBER NEWS Truckee Chamber of Commerce is Moving! The Truckee Chamber of Commerce is excited to announce that we are moving to a new location! After 20 years in its downtown location in the historic train depot, the Chamber is relocating to the second floor of Truckee Town Hall at 10183 Truckee Airport Road. The new Chamber office will provide a professional setting, easy parking accessibility, and individual offices for staff.

The biggest benefit of moving to the new space is a meeting room to accommodate the growing number of meetings the Chamber hosts. The Chamber will continue to maintain a presence downtown in the California Welcome Center which remains in the centrally located train depot assisting over 227,000 visitors a year.

“As the Chamber moves forward and continues to evolve, the Board decided the new location’s space configuration and opportunities created a more conducive environment for optimal performance,” said Pam Hobday, Chair of the Chamber Board of Directors. “We look forward to sharing this space with our Chamber members.” An open house will be scheduled for late spring, early summer.

Chamber of Commerce Board Openings The Truckee Chamber of Commerce is a volunteer based organization serving the interests of the business community. As a 501c6, your Chamber is managed by a board of directors willing to make a longterm commitment to the fiscal health and overall policy management of the Chamber. In addition to Chamber member programs, the Chamber has a contract with the Town of Truckee to provide visitation and economic development strategies and activities; is the Owners Association leading the Truckee Tourism Business Improvement District (TTBID); leads the Truckee Tomorrow public/private economic development initiatives; and manages and operates the California Welcome Center through a contract with the Town of Truckee and Visit California. There will be some openings on the chamber board. A list of desired skill sets, time commitments, and terms will be available on Truckee.com/truckee-chamber-commerce after April 20th. A Chamber Board Nomination SubCommittee will meet with interested candidates and make recommendations to the Chamber Board of Directors.

Google Tools for Small Businesses Event A Huge Success

On March 15th the Truckee Chamber welcomed Google Expert Trainer, Corissa Saint Laurent to Truckee for the first time. As part of the Chamber’s Knowledge Bites series, Corissa covered two Google presentations to a packed house and sold out event. Small business owners and employees of local companies learned about important

Google tools such as Google Analytics, G Suite, Google Search Console and more. Truckee Chamber is an official city partner with Google. The Truckee Chamber is also proud to support our members at these events and use their products. Membership Services Manager Megan Hines, stated “We were thrilled to feature new Chamber member Nick Visconti, owner of new roaster DRINK COFFEE DO STUFF and his delicious coffee. We also offered attendees an assortment of pastries from Chamber member SaveMart. We are an entrepreneurial town with so many great business owners, and we want to showcase and support our members every chance we get.” Based on the feedback and success of this event, the Truckee Chamber of Commerce will be bringing Google Expert Corissa Saint Laurent back in the near future to dive deeper into the many tools Google offers to help businesses succeed. The Knowledge Bites series is presented by the Truckee Chamber of Commerce, in partnership with Sierra Business Council's Sierra Small Business Development Center.

Destination Marketing Update Despite a slow start to winter, Truckee.com delivered yet another record breaking Q3 over Q3 (prior year comparison, Jan, Feb, March) – increasing sessions by 62%; growing from 49K to 79K. Keep in mind, last winter was HUGE, and TTBID advertising did not begin in earnest until March 2017. We did see a downward trend in sessions starting January 5 2018, when the outlook for snow was, well, sad. No surprise in metrics, when we compare Q2 (Oct, Nov, Dec 2017) to Q3 (Jan, Feb, March 2018) we declined in sessions from 90K to 79K, or 12% with March picking up the slack at 27K sessions.

Given a dry forecast in mid January - Truckee Marketing team began weather triggered strategies, including Visit Truckee ENewsletters ahead of and after decent winter storms highlighting snow totals at major ski areas; yielding strong open rates between 25%-29% on an 17K list. Favorite links were snow totals and intro to backcountry skiing and other content rich articles. Truckee Tourism Business Improvement District (TTBID) At press time for the Winter issue of Truckee Tracks, the TTBID Committee was considering three new shoulder season events for visitors and our community to enjoy. A few clear winners met their criteria and we are now excited to announce the first inaugural Truckee Craw Thaw (TruckeeCrawThaw.com), a FREE New Orleansinspired music event entirely produced by Truckee locals, as well as the Sagan Fondo (SaganFondo.com), a world-class gravel / dirt bike event and festival. Both event websites include a page for discounts on Truckee lodging.

The Truckee Tourism Business Improvement District (TTBID) Management Committee is comprised of two property managers, two hotel owners, one bed & breakfast owner, one nightly rental homeowner and a Chamber of Commerce Board member who is a corporate organizational consultant. This Committee oversees how the TTBID assessment is spent to drive shoulder season lodging. 2018 Truckee Craw Thaw Music Festival April 27-28 A FREE New Orleansinspired spring event, the TRUCKEE CRAW THAW Music Festival will bring a diverse lineup of American roots-inspired musicians, cajun cuisine and family fun to historic downtown Truckee, April 27 & 28. Produced by Crux Events in partnership with the Truckee Tourism Business Improvement District (TTBID) and Moody’s Bistro Bar & Beats, this new inaugural event benefits Moody’s Jazz Camp, a non-profit supporting local youth and music education through jazz. Festivities kick off the evening of Friday, April 27 with two live bands set up on Bridge Street outside Moody’s Bistro, Bar & Beats in downtown Truckee. A performance by “The Easy Leaves,” a six piece honky tonk country band, will be followed by “Jazz Mafia Accomplices,” a six piece jazz

ensemble that has been described as “throwing down a wildly eclectic mix of mind bending freestyle hip-hop, ballsy electroswing, and fiery fiddle.” The jubilation will be complimented by a tasty selection of Cajunstyle street food from the recipes of renowned Moody’s Chef William Burns. On Saturday, April 28, food and games kick off at noon with DJ Headphones and Horses spinning on the decks. Festival goers will enjoy a feast of Creole and cajunstyle street fare, barrel-aged Redemption Whiskey cocktails and craft beer. Designed to be a fun event for the whole family, activities will include crawfish races and other games. As the day turns to dusk, local legend Tim Manning will share untold stories and behind the scenes footage showcasing his career as one of the most respected cinematographers in snowboarding. From the “early days” of his snow film archives all the way through his recent award winning work in 2018, Manning will discuss the

evolution of filmmaking in the sport that has given his fans the unforgettable feeling that would make anyone want to snowboard and travel around the world forever. The festival will continue into Saturday evening with more live music; Nashvillebased “Miss Tess & The Talkbacks” are known to regularly steal the show with an eclectic sound infused with classic country, honky-tonk, southern rhythm and blues.

Sagan Fondo Truckee Gravel/Dirt Event May 3-5 Truckee has been selected as the “gravel” host location for one of two Sagan Gran Fondo cycling events in California this year and in 2019. The Truckee Tourism Business Improvement District (TTBID) has sponsored the producer Bike Monkey (in partnership with three-time world champion cyclist Peter Sagan) to bring this year’s event to Truckee May 3-5. Bike Monkey is the producer of the famous Levi’s GranFondo out of Santa Rosa. Featuring a long-course distance of 67.5 miles, the combo of trail/pavement is ideally suited for wide clearance cyclocross or gravel bikes and will take place on gravel and dirt roads through alpine mountain scenery. A shorter, 23-mile course route will also be offered. Participants should expect traffic-controlled intersections, on-bike marshals, moto officials, food stations and SAG providing rider support. Spaces are limited to the first 1,500 registrants, with competitive categories and awards for the Truckee.com

top three riders in 12 total age and gender groups. Rider registration began February 15 online at saganfondo.com, and is expected to sell out. For locals whose neighborhoods are near or adjacent to the route, a postcard will be mailed explaining traffic controls. Information can also be found at saganfondo.com/roads.

The event weekend will include a fundraising gala on Thursday, May 3, a VIP pre-ride and lunch with Peter Sagan on Friday, May 4, and the race and FREE festival, including vendors, beer, local food, live music and other ancillary events and

Truckee FlashVote First Quality of Life Survey Garners Big Response Truckee Tomorrow recently launched a “What Matters to Quality of Life” survey, the first of a four-part series of surveys that will take place this spring. Surveys measure quality of life in Truckee. The first survey was launched on February 28, 2018. Of the 786 people who had joined the Truckee FlashVote community, 473 (60%) responded to the survey plus another 65 joined while the survey was open, totaling 538 respondents. This yielded an excellent margin of error at +/-4%. The survey also yielded 641 insightful comments. Flashvote surveys are intended to be quick, taking a minute or two to complete, and are only live for 48 hours. Within 30 minutes of the survey closing, all participants were sent an e-mail with results including charts, graphs and filter tools for gender, age and more. Subsequent surveys in March, April and May drill down into areas that rose to the top as to what mattered most in the first survey, in addition to comments heard at Business Speaks Area and Investor meetings. As of press time, the count of Truckee FlashVote members is 1,415 (up from 786 at the time of the first survey). The more locals and second homeowners who join Flashvote, the better and more accurate the crowdsourced feedback will be.

FlashVote was selected as the survey App after a four-month discovery process that included evaluating national surveys and systems including Gallup, Livability and the Reno master plan citizen survey. MEMBERS IN THE NEWS Employer Solutions for Employee Housing Businesses throughout the North Lake TahoeTruckee Region are struggling with attracting and retaining employees because of the housing crisis in the area. The Mountain Housing Council of Tahoe Truckee, a collaboration of 28 regional stakeholders, powered by the Tahoe Truckee Community Foundation, is inspired by the creativity and problem solving displayed by many local employers stepping up to find housing for their employees. Below are the top five things employers can do to help with housing. 1. Master lease Business owners and employers have begun implementing master lease programs. Establishing relationships with either individual property owners, or a property management business, those employers lease properties and then sub-lease to their employees. By taking on fiscal responsibility and guaranteeing that the homes will be well maintained, employers can secure housing that may not have otherwise been part of the long-term rental market. This solution requires dedicated staff time, community minded property owners, a contract and regular communication between all parties. The Lift Coworking Expands into Conference Center Under New Leadership On April 1st, Jan Holan, a local entrepreneur and Truckee resident of 30 years, took over management of The Lift Coworking space near the Truckee Tahoe Airport and Truckee Town Hall. The Lift was founded by Eric Brown in 1994 to help incubate start-ups and provide cost-effective mobile professionals a place to work and collaborate close to the slopes and trails. The Lift helped launch several local tech startups including the Truckee Roundhouse makerspace, and Recyclist, a software solution for municipal recycling programs including the Town of Truckee. “Having a space to meet other collaborators, share ideas, innovate, and be productive was essential during the start-up and planning of the community makerspace.” says Morgan Goodwin, founder and board chair of Truckee Roundhouse. Holan is teaming up with Sean O’Toole and his Truckee-based software company, PropertyRadar to expand services to include a large conference room and reception area that hosts up to 30 people. They will also be adding a professional podcasting studio and several sound-insulating phone booths. “Our goal is to create the ideal spaces where people can collaborate, focus on individual work, take a phone call, have fun and even nap as needed. A great cowork space should be a daily uplifting experience” Holan says. Community members have 24-hour access to the work space along with 3 conference rooms. Full time desk spaces start at $300, and hot desk memberships start at $100 per month. Uplift is also committed to continuing to support community benefit activities by providing space to meet and collaborate. LABOR LAW CORNER Sanctuary State: Navigating California’s Regulation of Federal Immigration Audits Immigration compliance is something most employers spend little time on. Businesses that have no unusual immigration needs simply complete a federal Form I-9 when an employee starts work. These forms must be updated only if an immigration document has an expiration date, the employee provides new information, or the employer receives actual or ‘constructive’ knowledge’ that a worker is not actually eligible to work in the United States. I-9 forms must be retained for three years after an employee starts work or one year after an employee is terminated. Federal officials may audit an employer’s records at any time and have stepped up enforcement throughout Northern California, including rural areas such as Redding and Truckee. Usually, a local Immigration and Customs Enforcement (“ICE”) officer contacts the business, notifies it that there will be an inspection, and asks to see I-9 records. Unless ICE has a warrant, it must give 72 hours’ notice before the employer is required to produce the records. It is not authorized to view any other documents or to enter any non-public parts of the business without permission. California made the process even more dangerous by adopting the Immigrant Worker Protection Act (AB 450). Businesses are now prohibited from allowing immigration agents to enter non-public areas without a warrant or allowing access to employment records unless ICE has issued a Notice of Inspection (which provides at least 72 hours’ notice before ICE can demand access to records). Once notified by ICE, the employer must post a notice to all employees informing when the inspection will occur and the

agency demanding the inspection. This notice must be in any language usually used to communicate with each employee, posted within 72 hours of receiving the Notice of Inspection, and allow employees to receive a copy of the federal notice. The Labor Commissioner’s model notice is at dir.ca.gov/DLSE/LC_90.2_EE_Notice.pdf. If the employer receives notice of any irregularities, it must copy relevant parts of the results to each affected employee (and their union, if any) within 72 hours. The employer must also notify the employee of any meetings scheduled to resolve the issues. This law creates various problems. First, ICE officials can be intimidating. Employees will face pressure to allow immediate access to records or non-public areas, and even threats that interfering can be a federal crime. This is especially troubling for industries with seasonal employment, such as agriculture or ski resorts, who regularly employ a high percentage of seasonal migrant labor frequently targeted by ICE. Training employees to be prepared for visits is essential. Second, employers must now navigate competing state and federal requirements – such as whether to reverify an employee upon learning that documents could be falsified, or after receiving Social Security Number no-match results – each of which carries significant penalties.

Nevada County Library began its free, lifechanging adult literacy program in 1998 with grant funding from the California State Library. It is a county-wide program working out of libraries in Nevada City and Truckee. The program’s mission is to help English speaking adults build their reading, writing and speaking of English and math skills in preparation for GED type testing. This is a free, confidential service accomplished through the efforts of volunteer tutors matched one-on-one with students, and offering free instructional materials. The tutor and student work together weekly for 1-2 hours on a day/time of their choosing. Students must be 16 or older and not still enrolled in high school. Tutors must be 18 or older, able to read-write-speak English well. No teaching experience is required and training is provided. Sierra Bakehouse is owned by pastry chefs Kristy and Daniella. Daniella is originally from Connecticut and studied Baking and Pastry Arts at the Culinary Institute of America in New York. She has worked for Gary Danko's Restaurant in San Francisco, The French Pastry School in Chicago, and came here from The Ritz-Carlton Hotel in Orlando and then Tahoe. Daniella has many years of large banquet experience, teaching, making wedding cakes, and designing restaurant desserts. Kristy grew up in Reno and studied Baking and Pastry Arts at the California Culinary Academy in San Francisco. Kristy has worked for several restaurants in Reno and Boulder, Colorado. She also spent time in Italy learning about the simple, fresh, seasonal style of cooking and baking that the Italians are famous for. After starting her own baking business at home specializing in wedding dessert bars and wholesale to local food businesses, she quickly realized the need for a more spacious kitchen.

Slow Food Lake Tahoe Slow Food Lake Tahoe is a local non-profit with a mission to connect our community to the enjoyment of good, clean and fair food by inspiring a self-reliant food culture. They educate the community about growing, preparing and accessing local and sustainable food. They accomplish this goal through three projects: The Truckee Demonstration Garden, skill share classes, and the Truckee Community Farmers Market. The Truckee Demonstration Garden is located in the Regional Park. The Garden is 100% volunteer run and all harvests are donated to the Sierra Senior Services Meals on Wheels program. In 2017, they donated over 200 pounds of organic produce to this program for our local seniors. Skill share classes are focused on teaching the community how to grow their own food and how to prepare it. Some examples of past skill share topics are gardening 101, home brewing, fermented foods and chicken raising. This positon is critical in furthering the TDPUD’s efforts to provide worldclass customer service along with effectively managing TDPUD’s accounting and finance functions. Lisa has an impressive

background in senior management and accounting. Lisa was selected from a pool of qualified candidates that emerged after a national recruitment conducted by an executive recruitment firm. The TDPUD interview committee was impressed with Lisa’s previous experience and accomplishments as a chief financial officer at an academic institution and as a manager of financial & office services at an electric utility. Lisa is

experienced in negotiating with financial institutions, insurance companies, and labor unions. “We are fortunate to be able to bring this level of talent to our organization and the Truckee community,” said Michael Holley, TDPUD general manager. “Lisa will play a key role in our efforts to respond to changes in the electric and water industries and to find innovative ways to serve our customers.”

Mike Livak Joins Tahoe Truckee Community Foundation as Chief Finance Officer Tahoe Truckee Community Foundation (TTCF) have announced Mike Livak as Chief Finance Officer. Livak has been a member of the community for over 25 years and grew up in Reno. After graduating from UCLA, his passion for the outdoors brought him to Tahoe City and

he spent several years before earning his MBA with an emphasis in Finance and Marketing at the UC Davis Graduate School of Management. From 1999-2017, Livak held various executive management positions at both Squaw Valley Ski Resort and Royal Gorge, LLC. His most recent position was Squaw Valley Executive Vice President. He has

extensive experience in everything from marketing, community and governmental relations, land planning, development and redevelopment, to quantitative, analytical, and project management skills. His twenty years in senior management and his deep knowledge of our region will be invaluable to TTCF.

Mountain Area Preservation Welcomes New Faces to the Board & Staff Mountain Area Preservation (MAP) welcomes three new faces to the organization. Joining the team as the new Development Associate is Lynn Baumgartner. She will be working collaboratively with the Executive Director and Development Director to implement development, fundraising and outreach initiatives for MAP. Baumgartner moved to the Truckee-Tahoe area in 2010 to work in the environmental non-profit field. She earned her Master’s of Environmental Truckee.com

Science and Management from the Bren School at UC Santa Barbara. Before attending graduate school, she completed a BA in environmental geology at Western Washington University and served as an AmeriCorps member. She has previously worked in outreach, fundraising, communication, research, and as the director for the Sierra Nevada AmeriCorps Partnership, the region’s only environmentfocused AmeriCorps program.

Joining the Board is David Manahan and Steve Ellsworth. Manahan is the Principal of Sierra Expeditionary Learning School and Ellsworth is a professor of environmental science and statistics at Sierra Nevada College. MEMBERS IN THE NEWS Robb Etnyre Elected to the California Association of Community Managers Board Tahoe Donner’s General Manager Robb Etnyre has been elected to serve on the California Association of Community Managers, Inc. (CACM) 2018 board of directors for a second consecutive term. CACM is a professional trade association comprised exclusively of community association mangers and leaders aimed at installing success in the California common

interest development industry. This includes large scale communities like Tahoe Donner to small multi-residential communities and portfolio management companies who manage multiple properties. Etnyre was elected during a statewide CACM membership election, to serve a three -year term. “I’m honored to be reelected to the CACM’s board of directors and look forward to continuing the momentum we’ve generated over the past three years,” said Etnyre. “Great progress has been made in developing manager education, and we aim for similar success in creating quality training and resources for association board members throughout California.”

Etnyre has served as General Manager for Tahoe Donner since 2009, one of the largest homeowner association resorts in the U.S. offering the widest variety of on-site mountain resort amenities in the Lake Tahoe region. Etnyre has served on the board of directors for the California Ski Industry Association (CSIA) from 2009 to present and the Truckee Chamber of Commerce (20092014). He is also a founding member of the Orthopedics Advisory Council at Tahoe Forest Hospital (2013 to 2016.) CACM promotes and upholds higher standards and ethical behavior, in addition to providing professional educational and certification programs covering a wide range of community management topics.

Stephen Hollabaugh Receives Distinguished Service Award at UAMPS Meeting

Stephen Hollabaugh, who directs electric operations at Truckee Donner Public Utility District (TDPUD), received the Distinguished Service Award for his leadership and support of public power at the 2017 member meeting

of the Utah Associated Municipal Power Systems (UAMPS) in Salt Lake City. The Distinguished Service Award recognizes individuals for their many years of commitment and contributions to their public utility as well as their support of UAMPS and other public power organizations. Hollabaugh has more than 30 years of experience in the utility industry, first with PG&E, then with Truckee-Donner PUD for more than 23 years. He has always had a passion for the industry. He developed Truckee Donner’s power supply and transmission infrastructure and is responsible for electric operations and management of the district’s transmission, distribution facilities, GIS, IT and power supply resources.

Hollabaugh has a wide range of expertise in energy cap and trade processes, the political arena, and he enjoys excellent relationships with the Federal Energy Regulatory Commission and California power associations. Providing affordable energy with excellent customer services has been Hollabaugh’s passion. He works hard to keep employees safe and well trained. In his career, no employee has had a major accident. During the extreme winter of 201617, Hollabaugh spent many nights working with his staff to keep the lights on at homes and businesses.

Truckee Donner PUD Awards $90K Rebate to Tahoe Truckee Unified School District The Truckee Donner Public Utility District (TDPUD) awarded the Tahoe Truckee Unified School District (TTUSD) $90,000 in energy efficiency rebates to support school projects. The TDPUD’s rebate allowed TTUSD to complete energy efficiency and lighting

retrofit projects at the Joerger Drive maintenance building and parking lot, Sierra High School, and Alder Creek Middle School. The project is expected to save 174,500 kilowatt-hours annually, equating to over $30,000 saved on electricity costs per year.

The Truckee community “loves a parade” and our goal is to continue to provide a great kick-off to everyone’s 4th of July celebrations. The parade is the quintessential display of small town Americana. The 4th of July Parade, and related activities that day at the West End Beach of Donner Lake (music, games, bbq, fireworks), are a huge economic stimulus for Truckee. While it is a natural to come to Truckee in the summer, a great majority of people come at that time because of all the festivities. It is also a tradition of so many in the community – a not

New this year, Big Horn Racing will be timing the event and all participants will be chip timed.
