Polk to sue White Oak Development Developers still owe $135k for water line by Leah Justice

Polk County is planning to sue White Oak Development after not receiving payments for the construction of a water line. Commissioners Monday agreed to direct interim county attorney Mike Egan to file a

lawsuit against White Oak in Polk County Superior Court. White Oak still owes the county more than $135,000 for a water line that the county completed last year. The total cost of the line was $359,505, which was supposed to be paid in full by Sept. 1, 2009. The county has been working with White Oak since then and in February agreed to accept payments of

$34,000 each month until the bill was paid in full by June. County manager Ryan Whitson said the county has not received a payment in months. White Oak made half the total payment for the line in late August, then paid the county another $10,000 last December. Commissioners at the begin(Continued on page 3)

What’s in a name? Polk historical association reviews origin of Polk areas by Leah Justice

Green Creek was originally called “Green's Creek.” Mill Spring was known as “Mills Springs.” It was also referred to as Basin Springs. Coopers Gap Baptist Church was founded before Polk County was ever formed. These are just a few of the local historical facts presented last week during a Polk County

Historical Association meeting that focused on the origin of names throughout Polk County. Green Creek area Historical association president Anna Conner began with the Green Creek Township, which was named after William Henry Green, who is buried at the Green Creek Baptist Church. The area was first known as Green’s Creek, but the “s” was later dropped. The Melvin Hill community in the Green Creek area was named after Thomas Melvin,

McDowell Road was named after Tyson Jefferson McDowell, who was a N.C. state representative. Conner said until the 1950s, when the state was split into districts, every county in the state had its own state representative. John Weaver Road was named after a fiddler who was a farmer in Green Creek. Weaver composed the song “Fox Chase,” which is on file in the national archives. Conner played a recording of the song

Polk County paid for the water line extension out of its fund balance, with the construction being completed last fall. The extension comes off the county’s main water line that runs through Polk County connecting the Broad River Water Authority to the Inman Campobello Water Distict. White Oak’s water line is an approximately two-mile extension that runs from the Hwy. 14 and Hwy. 9 crossroad, down Sandy Plains Road to the development.

Broad River Water Authority board members reviewed a proposed $13.2 million 2011 budget at their May meeting recently, with $6.2 million being spent on updating their water treatment plant. The proposed budget includes a 3 percent rate increase - or about $15 a year for the average family. But Polk County’s 53 customers served by the water line from Broad River to the Inman-Campobello Water District (ICWD) won’t be affected. “BRWA rate increases will not be passed on to any customers served by ICWD,” Jeffrey A. Walker, general manager of ICWD, told Polk County Manager Ryan Whitson. ICWD services Polk County’s water customers. “Actually, BRWA increases the wholesale rate to us each year but I don’t foresee a rate increase for Polk County customers for several years,” Walker said.

Rep. Heath Shuler has announced the launch of a new and improved U.S. Department of Veterans Affairs online “Application for Health Benefits” form. The online form was created to make it simpler and faster for veterans to apply for health care benefits. The online application for the “Application for Health Benefits” or 10-10EZ form was streamlined and simplified. It also allows veterans to save a partially completed application to their computer and return to the application later. Previously, veterans had to complete the form in a single session, forcing many to start over if they did not have all the necessary information. The improvements also give veterans the ability to save a copy of the completed form so they have it in their personal records.

Polk employee benefits

Polk commissioners this week approved an amendment to Polk’s personnel policy that requires employees to work at least 37.5 hours per week in order to receive benefits. The hourly requirement was previously 30 hours per week or more to receive benefits. The approximately six employees who receive benefits currently at 30 hours per week will be grandfathered and continue to receive benefits.

Health district requests fee increases

The Rutherford Polk McDowell Health District this week asked Polk to approve fee increases for permits in the district. For example, the district is requesting that Polk’s new residential septic tank permit fee increase from $300 to $350 and annual tattoo permit increase from $200 per shop and $100 per artist to $400 per shop and $200 per artist. Commissioners, who are considering a new budget for fiscal year 2010-11, did not indicate whether they will approve the new fees.

common in the area. Lockhart Road was named after J.P. Lockhart, who built the road between 1912 and 1915. Lanier Street, as well as the Lanier Library and Lake Lanier, were named after poet Sydney Lanier, who lived in the area and died here on Sept. 7, 1881. Gillette Woods was named after William Gillette, who acquired a lot of property adjacent to Tryon. Gillette was a Broadway writer and actor who was best known for his role as

Sherlock Holmes and more than likely came up with the wellknown costume associated with the Sherlock Holmes character. Gillette lived in the Thousand Pines house near Tryon. Speaking of Pacolet Street in Tryon and the Pacolet River, Conner said there are several ways to spell “Pacolet.” The word has historically been spelled “Pacolatt,” "Pacolett,” and "Packolette,” as well as how it is spelled for the river. Conner said one meaning of the word is derived from a Cherokee Indian word meaning “fast running horse.” Melrose, as in Melrose Avenue and Melrose Mountain,

were most likely named by the Pearsons who settled in the area. Conner said the Pearsons came from Scotland and there is a Melrose, Scotland. Saluda Saluda was really a summer resort popular prior to the invention of air conditioning, Conner said. “If you had the wherewithal, you sent your family to the mountains,” Conner said. She said the father of the family would visit on weekends from places such as South Carolina and other low country areas and send the rest of the family with belongings to Saluda by horse and buggy.

The Cherokee spelling of Saluda is “Tsaludiyi,” Conner said, which means a Cherokee chief and corn river. Many of Saluda’s streets were named after the places that the summer residents came from, such as Louisiana Avenue and Gaffney and Florida streets. Smith Hill in Saluda was named after Dr. Daniel Lesesne Smith, who is credited for really putting Saluda on the map by building the buildings that made up baby hospitals there, Conner said. Pace was the grandson of Burrell ROWJ-036001 Pace, who was the first settler in Saluda when it was known as Pace’s Gap. Patterson Street was named after engineer Ernest Patterson, who was known for being the engineer for 40 years of the “helper” engine on the Saluda Grade. A helper was an engine in the rear of the train used to help the train up the mountain.

Conner said natives say that someone once came to the area and said, “It was so poor it wouldn’t sprout peas,” and so the name was born. Still time to help out at the barbecue festival this weekend

There are two main areas where volunteers are still needed for the 2010 Blue Ridge Barbecue & Music Festival, according to volunteer chair Gail Muir. Those areas are the evening shifts on both Friday and Saturday (all positions except for beer and wine sales) and all day both days with the Going Green effort. “The Going Green initiative is something we’re so proud of,” said Betsy Burdett, one of the Going Green chairpersons. “But if we don’t get more help, we’ll be at a real disadvantage this year.” She explained that the particular need is for people to be stationed at the nine recycling stations scattered about the festival grounds to educate and assist guests in properly disposing of their waste. “We have signs that say ‘Aluminum goes here’ and ‘Paper goes here,’ but unless there is someone there, experience has shown that we are far less successful in separating our trash, and so we wind up taking more than we should to the landfill,” Burdett said. Shift times on Friday are 2:30 to 7 p.m. and 6:30 to 11 p.m. On Saturday, there are three shifts: 9:30 a.m. to 2 p.m., 1:30 to 6 p.m., and 5:30 to 11 p.m. The festival is this coming weekend, on June 11 and 12. White Oak Manor Tryon holds cancer fundraiser lunch June 10 On Thursday, June 10, from 11 a.m. until 1 p.m. White Oak Manor will honor breast cancer survivors and raise funds for several valued employees who have recently been diagnosed with cancer. Home made baked goods made by employees of White Oak Manor and White Oak Village Apartments will be for sale along with hot dog plates, hamburger plates and soft

drinks. This event will be the first of several fundraisers to be held in the future for the employees. Creating one, unified ordinance Despite the lack of any current activity, polk County is moving ahead with comprehensive land use planning. The 20/20 Vision plan was adopted in March. It outlines broad goals for concerns which primarily arose during the development boom, concerns which many believe will arise again in the years to come. The plan, which started years ago with surveys of county residents, outlines goals for affordable housing, commercial development, land conservation, controlled growth, farmland preservation, greenspace, ground and surface water, industrial development, trails, subdivisions and zoning. The logical next step, the polk County Board of Commissioners has decided, is to create a Unified Development Ordinance (UDO). The board on Monday began looking at applications from those who served on the 20/20 committee to create one new ordinance for the county that consolidates all the county’s land use ordinances into one. That would be the flood plain ordinance, the mobile home ordinances, the watershed ordinance, the well ordinance, the ridgetop and steep slope ordinances, the zoning ordinances, the subdivision ordinances. Right now, when anyone approaches the county, County planner Cathy Ruth has to sort through all the various ordinances to find which applies the strictest codes. The UDO work, however, will go beyond just compiling current ordinances into one document. The new UDO committee will likely make recommendations for changes to county ordinances to put specific regulations into the county’s tool kit to achieve the goals set out in the comprehensive plan. plans for any “forced zoning” are being ruled out, but the unzoned northern townships remain under threat of Lake Lure extending extra territorial zoning unless polk has some, minimal control in place. For God and country To the editor: Words that at one time were the most honorable you could speak, thank goodness there are still many who continue to believe that’s so. Yet today we live in a world where there are some who would have you arrested for using those two words in the same sentence. I awoke this Memorial Day morning to a heavy downpour of rain and wondered how many barbecues and festivals would have to be curtailed or canceled. Would the fact that we’d have less holiday partying make more people reflect on the true meaning of this day? I certainly hoped so. I made my way to the Memorial Cemetery long before the annual ceremonies were scheduled. Under my umbrella I quietly walked among the graves on this hallowed ground whispering silent prayers of thanks to our fallen heroes. The rain continued to beat down and seemed to deepen the solemnity of the moment. I thought of all the adverse conditions our armed forces have fought under. From the bitter cold of a Korean winter to the blasting heat of an Iraqi page 1

summer. The whole world is littered with memorial cemeteries honoring our fallen who fought for the liberation of millions. as I passed each grave I envisioned all these battles and wondered just where these brave countrymen had fallen. My face is wet as the rain mingles with my tears. I will be back later to once again stand among old friends and veterans as they pay proper homage on this day. These men too fought for god and country and all have personal memories of fallen comrades. at the memorial service I am pleased to see the turnout as the rain continued to fall. I was especially pleased with the young people who’d come to honor their grandparents. With a sigh I thought, “there’s still hope.” a lady I didn’t know approached me and thanked me for my service. “How did you know?” I replied. “I just know.” again I felt the tears and thought to myself, “For god and Country, what else is there?” I leave with a final prayer, “May the good Lord hold all those who fought and died so that many around this country who have forgotten them could enjoy their barbecues.” – Leonard Rizzo
