Design for new Polk DSS building unveiled Polk approves 11,950 sq. ft. design by Leah Justice

Polk County got its first look this week at the design for its new Department of Social Ser-

vices (DSS) building. Commissioners met Monday with ADW Architects, which the county hired this year to design the building. Mike Esposito of ADW reviewed drawings of the proposed 11,950 square foot build-

ing. He explained how the design should meet Leadership in Energy and Environmental Design (LEED) certification requirements, which the county had specified be met. The county approved the design by a 4-1 vote, with

commissioner Tommy Melton opposing. Melton said he thinks the building is too large and the county should shave off about 1,000 square feet, but other commissioners said the extra few offices are for future (Continued on page 4)

District 38 precincts, Brannon, a former Landrum mayor, easily carried Landrum by nearly 300 votes (518-226). Six precincts were decided by 20 votes or less and the Arrowood Baptist precinct was tied at 47 votes apiece. As the Republican nominee, Brannon will move on to face Democrat and fellow Landrum resident John Lewis and Constitution Party candidate Jerry H. Blanton in the general election Nov. 2. The GOP run-off was hotly contested over the final days and included a stump visit from GOP gubernatorial nominee Nikki Haley alongside Millwood Saturday evening at Nodine’s Restaurant in Campobello. Haley became the first woman to receive a nomina-

tion for governor of South Carolina with a sweeping victory over U.S. Rep. Gresham Barrett. Haley captured 65 percent of the vote and will face Democratic nominee and state Sen. Vincent Sheheen in the general election. Millwood, 30, did not return a call seeking comment for this story, but told the Spartanburg Herald-Journal that, “some fights are worth losing.” “If I had to go back and compromise all my principles to win this race, it wouldn’t have been worth it,” Millwood told the newspaper. “I fought for limited government, I fought for the unborn – I’ve done everything that I said I’d do when I got elected, and I wouldn’t have done it any different.” “It was just a tight, very hardfought race,” Brannon said. “I think there was no more antiincumbent sentiment against him than anti-lawyer sentiment

against me. We both had things we had to work against. Thankfully, the efforts made on my behalf paid off.” In an all-conservative GOP race, Brannon also had to try to

differentiate his brand of conservatism from Millwood’s. “That was always a concern – I am very conservative, but I also (Continued on page 4)

understand that when things are bad, sometimes new and different methods need to be employed to turn things around,” Brannon said. “New and different doesn’t mean liberal or moderate – it means new or different – and you have to do things to lift the burden on small businesses and the taxpayer. “When it comes to spending, being fiscally conservative, abortion – things like that – I’m as conservative as they come.” Constitution party candidate Blanton also brings a conservative slant as a third-party candidate in the general election. “The biggest thing is that the primaries are over with and now we can get on with business,” said Blanton, 58, a retired businessman, disabled war veteran and grandfather of 12. “With the Republicans, there’s not that much change, but I think they’re running scared because of the third parties, the Tea Party and all that’s going on right now.

growth and they don’t want to build a building like the Womack building, which was maxed out in capacity on the day it opened. The new DSS building will be constructed at the county recreation park near the middle school in Mill Spring, off Wolverine Trail on top of a hill. The outside of the one-story structure will look similar to the middle school building, with light coloring, split block, brick and a metal roof. The public will enter and park at the front of the building, with employees entering and parking in the rear. Cameras will monitor both the front and rear entrances for security. The building includes an 18-person waiting area, several restrooms, storage and work room areas, secure file storage, a training room

“Myself, I want to get back to basics – states should have rights. I don’t believe in property taxes. I know we have to have taxes to operate the state, but not property taxes. I believe in the right to bear arms. I want us to get back to the Constitution.” Democrat John Lewis, president and CEO of Visions Project Development Group and a member of the Landrum City Zoning Board where he served alongside Brannon, said "I called Doug to congratulate him… I think we will campaign the right way, on the issues." “John is a good guy,” Brannon said. “We’re going to be up front with each other and shake hands and campaign.” Millwood was not the only incumbent to lose his seat in Tuesday’s run-off. Trey Gowdy won in a landslide, earning 71 percent of the vote to defeat incumbent Bob Inglis for the GOP nomination for U.S. House District 4. In the Lt. LEED certification points will be gained largely through lighting, air conditioning and plumbing, architects said. The building will be using a lot of “daylighting,” which involves placing both windows at eye level for outside views and higher elevated windows above to bring sunlight into the building. Esposito said that will reduce the amount of wattage needed to light the building. The goal is to achieve 30 percent in energy savings. In response to Melton's concern that the building is too large, commissioners discussed ways to save money on the building. Melton estimated that the building as proposed will cost the county about $152.22 per square foot. He also estimated that if 1,000 square feet (Continued on page 6)

March 2009

Once upon a time, not so long ago, a local couple

happened upon a skinny little Appaloosa mare in a dirt lot. Her owner no longer wanted to trail ride her; she wasn’t needed any more. Luckily this couple knew a few things about horses and decided to take her home with them and find the little mare a new family. Some extra food, good grass and a few trail rides later this couple put an ad up in the local feed store. At this very same time, a sweet “horse crazy” young girl had convinced her parents to let her take some riding lessons. She caught the bug and now dreamed of having her own horse. After some poking and prodding her parents answered an ad they found at the local feed store: an Appaloosa mare – for sale! The little girl, whose name is Amanda, met the little mare, who’s name is Nia, and as most dreams happen (when they come true) it was destined they be together.

Mill Spring Flea Market seeks vendors The Mill Spring Ag Center (formerly the Mill Spring School) is hosting its third monthly “School-Yard Swap Meet and Flea Market” this Saturday, June 26. Any individual or business is welcome to vend with set-up beginning at 7 a.m. and transactions open at 8 a.m. Vendors are asked to stay until 1 p.m. “We are starting quite small but we’ve doubled in vendors and shoppers in just our second month. Now this month, we hope to double in number again,” say market organizers. One way organizers hope to entice more vendors is with a Top Ten Flea Market Items list that might help people realize they most likely have hundreds of dollars in sales waiting at home. 1. Jewelry: Costume jewelry, body jewelry, designer jewelry, diamond jewelry, gold and silver jewelry, beaded jewelry and even hand-crafted jewelry seems to draw a lot of attention. 2. Electronics: Home and car audio equipment, DVD players, CD players, television sets, cameras, cell phones, satellite dishes and receivers are usually good sellers. 3. Clothing: Almost any type of clothing can be sold at a flea market, if the item is in new or good condition. Some examples of popular clothing items are T-shirts, children’s clothing, jeans, work pants, dress pants, overalls, dresses, sweatshirts, and sweaters. 4. Furniture: New and used furniture items sell well at flea markets. Outdoor furniture, couches, loveseats, recliners, bunk beds, coffee tables, night stands, and other furniture items are good sellers. 5. Tools: Whether you sell automotive tools, household tools, air tools, power tools, hand tools, woodworking tools, or garden tools. These tools can be name brand like Dewalt, Snap On, and Stanley or off brand names. These type of items attract a lot of browsers. 6. Knives: Knives of all types can sell well at a flea market. Some flea markets do not allow you to sell some of these items because of state or local laws.

7. Books: Almost any kind of books can be sold. Whether they are new, used, or rare, books are popular. 8. Candles: Soy candles, jar candles, gel candles, pillar candles, tea light candles, votive candles, and scented can be appealing to most flea market shoppers. 9. Toys: Everything from action figures and toy cars to classic toys and stuffed animals attract the children, who will drag their parents behind them to buy these items. 10. Dollar items: Everything from small toys and kitchen utensils to nail polish and fashion accessories that can be sold for $1 or multiples for a dollar will attract a lot of buyers. Most people browsing flea markets have a few single bills in their pocket just waiting to be spent. Small children usually have some allowance money to spend or can talk their parents out of a dollar to buy one of your toy items. DVDs, VHS tapes, silk flowers, novelty and gift items also sell well. You can sell almost any item at a flea market if the price is right. The Mill Spring Flea Market is also looking for a monthly certified food vendor to offer concessions for market vendors and customers throughout the day. Vendors provide their own tent and table. The market is advertised across county lines. Contact Moira at Polk County Agricultural Development office at 828-894-2281. – article submitted
