Polk BOC amends meeting schedule

The Polk County Board of Commissiones will have only one meeting next month, which is scheduled for July 12. The county will also not meet as previously scheduled on Labor Day. The board changed the schedule to meet on Tuesday, Sept. 7.

Polk approves DOT secondary road plan

The Polk County Board of Commissioners approved the N.C. Department of Transportation (DOT) secondary road plan for fiscal year 2010-2011, the main feature of which will be to begin repaving Collinsville Road. DOT and county officials held a public hearing recently to go over the plan to improve the state’s secondary roads within Polk County.

Polk commissioners have an interim attorney to fill the shoes of Tom Hix until December. Hix is out on medical leave currently, with attorney Mike Egan serving as interim. The county decided following a closed session Monday night to appoint Egan as interim until Dec. 5. The county will make a permanent appointment on Dec. 6, 2010.

Woman injured at Green River helicoptered to hospital

A 24-year-old female was taken to Spartanburg Regional Medical Center by helicopter yesterday after having an accident while tubing on the Green River. The Polk County Emergency Services says Regional One landed and took one patient to Spartanburg. The accident occurred around noon yesterday. The woman's identity and the extent of her injuries were unknown as of press time yesterday.

The number of places producing locally grown food in Polk County is growing rapidly, and it shows in the "2010 Local Food Guide for Western North Carolina." The guide, recently released by the Appalachian Sustainable Agriculture Project (ASAP), includes nearly 20 agricultural operations in Polk County. Lynn Sprague, director of agricultural economic development in Polk County, says he has been introducing producers to ASAP and encouraging them to take advantage of its resources. “ASAP is one of the best marketing resources for farmers in Western North Carolina,” says Sprague. “ASAP not only publishes the food guide, but offers direct marketing cost share grants, business planning and marketing courses.” Sprague adds that the food guide has become a forum for businesses, farmers and others with similar interests to contact each other and share information. Nearly 100,000 copies of the free guide will be distributed this year at stores across the region, according to ASAP. “ASAP is helping to rebuild the local economy, preserve rural land and heritage, encourage sustainable agricultural practices, and increase access to fresher, healthier food,”

Polk County Sheriff Donald Hill says since Cisney’s arrest, there have been no other break-ins in the area and the sheriff’s office is hoping the arrests have put a stop to the theft ring. The sheriff’s office has recovered some stolen property. The property stolen from the homes included electronics and televisions. The break-ins are still under investigation and further charges are pending, according to sheriff’s office officials.

ARC grant to help 30 people start own building diagnostics businesses One of five grants to benefit WNC region Five grants totaling $835,000 were awarded by the Appalachian Regional Commission to support projects in Western North Carolina, Gov. Bev Perdue announced last week. *** Most narrowly focused on Polk County was a grant to the Isothermal Planning and Development Commission (IPDC) of $100,000 to help create green jobs in Rutherford, McDowell and Polk counties. IPDC plans to use the funds to train 30 individuals in the building diagnostics field. After the training is completed, the individuals will be able to lease three sets of building diagnostics equipment, allowing them to start their own businesses. Building diagnostics is the process of data collection regarding conditions, detection and analysis of faults/abnormality/defects in building materials and fabrics. This process often uses advanced technology such as infrared thermography, ultrasound, radar, vibration, and lasers.

Seventy percent of the funds of this grant will go to provide suupport and technical assistance to economic, community development, and long range planning needs. Some of the funds will be the Western North Carolina Housing Partnership, a project administered in Polk County by the Isothermal Planning and Development Commission. The project works on affordable housing issues, including recruiting developers to develop affordable housing in a 31-county service area. Also receiving funds will be the 21st Century Communities Program, administered by the N.C. Department of Commerce. The 21st Century Communities Program, a federal program begun in 2001, seeks to assist selected counties with responding to business and industry closures and the loss of thousands of jobs in the manufacturing and textile industries. *** Burke County received $100,000 to benefit the Foothills Higher Education Center, a partnership between Western Piedmont Community College in Morganton, Appalachian State University and Western Carolina University. The center on the Western Piedmont Community College campus trains workers for jobs in the health care industry, offering bachelor’s degrees and certification courses in nursing, social work, recreational therapy, laboratory sciences or health care management. *** The Conservation Fund, a non-profit headquartered in Arlington, Va., which works to conserve land, train leaders and invest in conservation at home, was awarded $100,000. According to an informal survey conducted by the N.C. Employment Security Commission recently, N.C. employers have about 2,000 position types, representing about 4,000 jobs, they are seeking to fill over the next month to 45 days. Tryon officials recently announced that another shipment of curbside recycling bins has arrived. Town of Tryon residents who have not already received their curbside recycling bins with the Tryon seal on the sides may pick up their curbside bins and information sheets at Tryon Town Hall. Bins are distributed in sets of two, one green bin and one blue bin. Tryon Public Works Director Joel Burrell stated, “This is good news for the many customers who have requested these curbside bins since the last supply was exhausted. Recycling is good for keeping sanitation rates down and for protecting the environment.” These curbside recycling bins were purchased with the assistance of a grant from the North Carolina Solid Waste Management Trust Fund that is administered by the N.C. Department of Environment and Natural Resources, Division of Pollution Prevention and Environmental Assistance (NCDENR-DPPEA). The grant was a 1:10 match grant with the town providing $1 for every $10 of grant funding toward the purchase cost. This was the final shipment included in the grant award.

Our continuing mission here at Pavillon is to educate the public about the disease of addiction, and to reinforce the fact that it is treatable.” As part of this ongoing effort, Vance has increased Pavillon’s involvement in the community, ranging from participation in Rutherford County Community Engagement and Polk County Leadership Initiative to an extensive outreach of its Children’s Program. Pavillon’s Children’s Program is prevention-focused and is directed toward children affected by a parent or relative addicted to drugs or alcohol. It is offered free of charge to children in the community through partnerships with the North Carolina Drug Treatment Courts, Boys and Girls Clubs, homeless shelters and other organizations. Pavillon’s Children’s Program has recently received recognition for its services in the form of grants from the Janirve Foundation, the Cannon Foundation, the Community Foundation for Western North Carolina, and the Rutherfordton Kiwanis, among others. TFAC receives technology grant from PCCF The Polk County Community Foundation awarded a grant for sound equipment and computers to help fully renovate the auditorium at Tryon Fine Arts Center. New speakers and a mixing board replaced outdated equipment that was reaching the end of its life span, enabling the efforts of the very best performers to reach the ears and hearts of audience members. Two computer monitors purchased will help run a new lighting board, provided by a grant from Electronic Theater Controls. Because Tryon Fine Arts Center strives to produce a variety of shows for a variety of audiences, equipment must be continually updated and able to backup any aspect of a performance that might go wrong at any given moment. average of 25 percent of the cost of police vehicles each year, and this does not include the insurance. 3-Since a portion of our town vehicles have diesel engines, I think we should investigate biodiesel. I know several people who make it for less than $1.00 per gallon. I bought a diesel VW in 2009, and I am getting over forty miles per gallon on the road, with an average of town and highway mileage for the first twenty thousand miles of over 39MPG. I do not know if bio-diesel is feasible for the Town; however, it is worth investigating. 4-When the drug dog retires, we should eliminate the vehicle that is set up with the cage in it for a dog. This can be a savings because we will not have to dog proof a car or pretty much restrict a car to the trainer. 5-I also know that servicing vehicles as often as recommended by the manufacturer is sometimes not enough. The last four vehicles that I owned I changed the oil more often than was required saving wear and tear on the engine. With the exception of one that I traded early, I got over 115,000 miles on each car, getting a good price when I sold them. This saves on wear and tear of the engine. 6- Are we to the point where we could use a vehicle pool? The Town could have a limited number of each type of vehicle and users could devise a schedule of use. We already do this with some of the vehicles. 7- I researched cars that run on compressed natural gas at a show a couple of years ago. We need to see if this is feasible here. It might do for a vehicle that just stayed primarily inside the city limits. 8- We have a car at the water department. Do we need it? Could the meter reader go pick up the samples and take them to be mailed? Do not forget that when I took office in 2001 we were approximately 1.5 million in the red. We worked hard to reduce employees from 46 to 36, reduced vehicles at Town Hall from two to zero, reduced the police vehicles from

six to four, eliminated the health insurance benefit for retirees ( way too costly), and eliminated the manager’s car. While I am aware of the fact that all of these recommendations might not be easy to be implemented, I am sure that some of them can be. Each dollar that we save is a dollar earned. As I said a few years ago, we must do something or the Town will lose workers or have to increase taxes. We are now at that crossroads, and the only way to preserve our Town is to work on a policy of “workforce” reduction, raise taxes, or cut services. The magic bullet of cutting costs that so many are sure we can do is, as usual, easy to write letters about, but the reality is we have been doing this all along. — J. Alan Peoples, Mayor

With the end of the school year upon us, children are looking forward to summer and enriching experiences made possible 2x2.5 through Summertime Kids grants from The Community Foundation 5/21 of Western North Carolina. A total of $55,905 in grants has been awarded to 31 nonprofit organizations or public agencies that serve less fortunate children living in the 18-county mountain region. Specifically, the program targets low-income children, children living in remote or rural areas, children with disabilities or children who have suffered from neglect or abuse. Polk County Public Library, Polk County Schools and Saluda School all received grants from the Community Foundation of Western North Carolina. It’s not what you expect. There are no tears, at least not today, although the participants have experienced enough grief to make anyone cry. Each of them has a heart-wrenching story, but that’s not what they are about today, not right away. It’s nine o’clock in the morning and eight women have gathered at T.J.’s as they do every Friday for coffee, and maybe a warm biscuit or an English muffin, and companionship. You might expect LOLs… little old ladies. They are not. They are a cross section of the community - young, old, middleaged - eight women, tied by the common thread of loss. That loss may be a mother, a son, more likely a husband. Some are closer to their personal tragedies than others, some are coping better than (Continued on page 28)

Fabulous 4th Bike Tour July 4 Tour fundraiser for Thermal Belt Rotary Club of Tryon The 27th annual Fabulous 4th Bike Tour is scheduled for Sunday, July 4. This event is the primary fundraiser for the Thermal Belt Rotary Club of Tryon. All of the profits from the event are donated to worthwhile charities in the area. The profits from last year’s event were in excess of $10,000. The money went to Boy Scout Troops 150, 155, and 659, Steps to Hope, Red Cross, Har-

mon Field, Polk County Youth Football, Polk County Rescue Squad, Thermal Belt Amateur Radio Club, Polk County 4H Clubs, Tryon Fire Department, ARC of Rutherford, books for 4th grade students and scholarships at Polk County and Landrum High Schools. The tour will begin with a mass start at 8 a.m. at Harmon Field in Tryon and will cross two states and four counties before ending back at Harmon Field. The 2010 route will be the same as the previous year. Approximately 500 riders

are expected to participate in this event. Members of the local Amateur Radio Club will be providing emergency communications from mobile and stationary locations along the route. The Polk County Rescue Squad will assist with a mobile medical unit, and sweep vehicles will pick up disabled riders along the entire route. Riders may pre-register for the Fabulous 4th Tour by completing an application online at www.fabulous4thbiketour. org. Onsite registration will begin at 6:30 a.m. on the day

of the tour. The tour route was originally designed and organized in 1983 and the first ride was in that year. It has since grown to be one of the most popular short tours in the southeast with more than 5,400 feet of cumulative climbing with both long hills and short steep ones. the low end at around 1.8% as compared to the United Kingdom (2.9%), Canada (3.4%), France (2.9%), Netherlands (3.5%), Ireland (3.7%) and the winner, Luxembourg (8.6%). Iceland (1.1%) and Germany (1%) come in lower than the U.S. but keep in mind that they both, like every other country, have valueadded taxes (VAT) that aren’t counted as income tax. Now let’s look at individual tax rates. And to keep it simple, let’s just look at the “Married, 2 kids” category. The U.S. rate is given as 11.9%. If you want to live in countries with lower rates you’ll have to move to Ireland (8.1%) or Iceland (11%). The next highest rate relative to the U.S. is Luxembourg at 12.2% followed by New Zealand (14.5%), Korea (16.2%), Mexico (18.2%) and Switzerland (18.6%). So you want to talk about “taxed to death”, the winner is Poland at 42.1% followed closely by Belgium at 40.3%. The overall U.S. taxation level (Federal, state & local) compared with our GDP is approximately 28%. There are plenty of countries that pay less including Japan and Korea at around 27% and Mexico at around 8%. Middle Eastern countries have the lowest rates and they are all less than 5%. In a way, you could say that we are paying

for their governance costs when we buy their oil. Our neighbor, Canada, pays around 33% but it appears that about every other developed nation pays significantly more than the U.S. The winner in the developed world is Denmark at 50%. What does all this tell us? Obviously, what we’ve been doing for the last 30 years is not working. We’ve all been told that lower corporate taxes would lead to healthier growth with a resultant increase in the amount of taxes paid into the Treasury. Well, I no longer believe that is so. You could easily conclude that U.S. corporations are not re-investing their tax incentives into ventures that generate taxable U.S. income. Many of my friends and family are fond of saying “we are taxed to death.” I’d say that the people of Poland and Belgium are close to that honor but “We the People” of the U.S. can’t credibly make that complaint given our rank in the list of countries that clearly pay at higher rates. It is time for us to re-think our old impressions and beliefs about governance. Taxes paid or tax credits given should be like investments that give a return in economic growth and raise the boat for everybody on board. The benefactors of current governance priorities are sinking the boat. Rodney Gibson is the former Mayor of Saluda.

Summer hoops camps set Do you have youngsters who are interested in basketball? on July 12-14, the seth Vining Jr. Foundation will be co-sponsoring a shooting camp for students, grades 1-12, at the polk County High school gymnasium. Costs are very reasonable for the camp. Families with more than one student will receive a fee discount. this summer the camp will be under the direction of Josh Mcentire, varsity boys head basketball coach. they will be joined by Craig Culbreth, Michelle Fagan, Chauncey Barber and a host of volunteer coaches. “We feel like our camp will be instructive for everyone,” said Josh Mcentire, camp director. “the camp will be structured just like last year’s camp.”

My reward is seeing a student improve. I get more satisfaction of hearing about

Brandon Jolley left polk County High school with his name all over the school’s baseball record book, something he hopes to see happen all over again as he continues his career at UsC salkehatchie. Jolley signed a grant-in-aid Monday with the junior college, which is part of the University of south Carolina system. Indians head coach Bubba Dorman said he was thrilled to get the third-baseman/pitcher for the next two seasons. “I know the coaches here (at pCHs) and so I know I’m getting a good player who knows the game and one who plays it the right way,” Dorman said. Jolley said he visited the allendale, s.C. campus twice before finally deciding to accept the scholarship offer. “At first, I said no, I didn’t want to leave home,” said Jolley. “But after I thought about it, I decided I can’t sit here in polk County all my life. . . . It’d be a waste of talent.” He said he hopes his two years at the junior college level will be a stepping stone toward his dream of playing in the Major Leagues. “I want it to go further than college,” Jolley said. “It’s always been a dream of of mine to play

up there in the Majors.” Jolley, a four-time all-conference performer, left pCHs as the all-time school leader in three offensive and two pitching categories. He set school records in hits (101), runs scored (86), mult-hit games (27), pitching wins (27) and pitching strikeouts (198). as a senior, Jolley batted a team-high .449. on the mound, he was 9-2 with a 2.07 earned run average. “He’s a two-way player, and I like that,” said Dorman. “guys who can pitch and hit are tough to find, and he can do both.” the Wolverines also won 69 games during Jolley’s career, a school record for victories by a single class. a winning attitude is also something Dorman is looking to infuse after a 13-41-1 record this past season. He said he believes Jolley will be part of a turnaround for the Indians, who play in NJCaa region X against schools such as powerhouse spartanburg Methodist, Louisburg College, Cape Fear Community College and Catawba Valley Community College. “We struggled with pitching,” Dorman said. “our best pitcher had one win and a 4.07 era. the rest had eras over 7, so I think he can help us there and with the bat.”

Brame joins PAC as summer intern DeAnn Brame, a rising senior at the University of North Carolina at Asheville, has joined The Pacolet Area Conservancy (PAC) as a summer intern. Brame is helping PAC implement a new documents policy. Brame’s internship was made possible by The North Carolina Land Trusts Small Grants Program to Support Diversity Initiatives. The grant program is facilitated through the Conservation Trust for North Carolina in Raleigh. A history major with an interest in curatorial and archival

work, Brame has helped archive UNC Asheville’s “Special Collections,” and has worked on a project archiving documents for the Unitarian Universalist Church of Asheville. She was referred to PAC by Blue Ridge Forever Director Phyllis Styles. According to Brame, “My internship at the Pacolet Area Conservancy has provided me with an opportunity to expand my horizons. I’m learning about the field of conservation, which has much more to it than most people realize.” – article submitted
