Last week, Polk County Sheriff's Office Administrative Assistant Kim Pack called on police, fire and rescue personnel around the county to help with the efforts. Sheriff Donald Hill paid for a cookout for volunteers out of the special jail fund. Several volunteers from the sheriff's office, the Tryon and Columbus Police Departments participated, along with Casey Jolley 2x3 with the Green Creek Fire Department, Columbus Police Chief Butch Kennedy, Columbus Mayor Eric McIntyre, Kan and a few volunteers 6/30 only from the community at large. Zoning hearing for Columbus mobile home park

The Polk County Zoning Board of Adjustment will hold a hearing Tuesday, Aug. 3, at 4 p.m. on an appeal filed by the Thistle Lane Mobile Home Park, located on Thrush Lane in Columbus. The zoning administrator initially issued a zoning compliance permit, then revoked the permit and required removal of the mobile home on the grounds that further evidence was presented that a previous mobile home had been removed longer than one year. A mobile home park is not a permitted use for the Highway Commercial zoning district. If a nonconforming use is abandoned for a period of one year or more, it will not be allowed to be re-established. The public hearing will be held in the Womack Building in Columbus.

ZF Group to build plant in Laurens County, S.C.

Automotive supplier ZF Group will spend $350 million on a transmission plant in Laurens County, S.C., 30 miles south of Spartanburg, that will create 900 jobs beginning in 2012. Friedrichshafen, Germany-based ZF said Thursday it would supply fuel-efficient transmissions for passenger cars and the light truck market from the plant being built in Laurens County, near Owings. S.C. Gov. Mark Sanford said it was the largest single jobs announcement ever for Laurens County, where an 11.5 percent jobless rate in June tied it for 26th among the state’s 46 counties.

Tennessee Valley Authority compliance

The Tennessee Valley Authority says in a court filing that it is complying with a judge’s order to cut pollution from its coalfired power plants that drifts into Western North Carolina. The Fourth Circuit Court of Appeals has yet to rule on TVA’s appeal of Judge Lacy Thornburg’s decision against the utility following a trial in U.S. District Court in Asheville. But TVA said in a compliance report that it is taking the required steps to cut emissions from four power plants closest to North Carolina. Experts said the issue has serious health implications. The N.C. Division of Air Quality recently has issued a string of code orange warnings for the higher elevations in the Asheville area and other metropolitan areas of the state.

Records show a 15.1 percent increase in visitors to Great Smoky Mountains National Park in June of this year over last June, and a 3.3 percent overall increase for the year, according to a National Park Service news release. From May to June, the number of vehicles passing through the park’s 13 entrances increased by almost 200,000. Park spokesman Bob Miller, however, said there was construction near the Cherokee Orchard Road counter, just outside of Gatlinburg, which could have skewed statistics showing an 11-fold increase at that entrance. But Miller said there is an increase at two of the three main entrances, which is a better indication more people are coming to the park.The Gatlinburg entrance is up 4.9 percent from last June, and the Townsend gate is up 4.5 percent from the same period. The lone decrease was at Cherokee, N.C., down 3.6 percent. This year, through June, the park had 4,050,759 total visitors, up from 3,920,765 for the same time period in 2009.

Tryon assistant fire chief 'separated' from department Facing simple assault charges by Leah Justice

Tryon’s assistant fire chief and streets supervisor Steven Pace was placed on leave from his position and “separated” from the fire department last week following charges of assault and communicating threats.

A magistrate with the Polk County Sheriff’s Office filed charges on July 16 against Pace. The simple assault and communicating threats charges are related to an incident that allegedly occurred at the Tryon Fire Department recently. Pace has been employed with the town since April, 2000. The length of his leave has not yet been determined.

Youth production of 'Charlotte's Web' opens tomorrow Patrons are greeted by the music of Phil and Gaye Johnson. Then curtain up, and the audience sees a barn's flying rafters, hay bales, fences, a pig trough, ladders, platform levels… and filling the upstage of the Tryon Fine Arts Center, a huge metal spider web. This can mean only one play: E. B. White's beloved children's tale "Charlotte's Web" as dramatized under White's guidance by Joseph Robinette. This is the fifth year the Tryon Little Theater and Tryon Youth Center have partnered to produce a summer play in which the entire cast is ages 8 to12. Starting back in 1970 the Youth Center began producing one show each summer for young actors aged 8 to 21. Finally in 2006 it was decided to do a second production each summer which could really feature the younger kids. Gasperson responds to questions on hospital funds Editor’s note: Following is the full response from Polk County Commissioner Ray Gasperson to questions sent by the Bulletin regarding the county’s $285,000 gift to St. Luke’s Hospital last year. An article summarizing the responses from commissioners, candidates and St. Luke's Hospital ran in the Friday, July 23 Bulletin. Look for full responses from other commissioners and candidates in upcoming editions. The history of taxpayer money being used for the capital projects at St. Luke’s Hospital dates back several decades. The current hospital building was built by Polk County in 1972 and leased to the St. Luke’s Hospital Corporation for $10.00 per year. The current lease (revised Feb21,2000) will be valid until 2025 and requires that the hospital can only be operated as a nonprofit general hospital. It is important to note that although the taxpayers of Polk County provided large amounts of funding for the construction and outfitting of St. Luke’s Hospital in the early 1970s, since that time many individual benefactors and foundations, especially the St. Luke’s Hospital Foundation, have provided critically needed funding to keep the hospital in operation. chase of a former doctors office owned by St. Luke’s Hospital located at 35 Walker Street, Columbus for office space to house the Polk County planning, building inspections and IT departments. On the surface, the location and square footage of the building seemed like a wise use of taxpayer money; however, the terms of the agreement and the amount paid raise questions. When the option to puruse new logo chase agreement between Polk Countyeffective and St. Luke’s Hospital 2/8/10 was entered into on September 18, 2006, the county included a $200,000 payment for the option. This action received unanimous approval by the board of commissioners, which included two current commissioner candidates for the November 2010 election, Ted Owens and Tom Pack. In the official minutes of the September 18, 2006 BOC meeting, commissioner Owens stated that this was an “arrangement for the hospital to renovate the emergency room and for the county to buy an additional building.” One year later, in September of 2007, the county closed on the property and paid an additional $200,000. The purchase of this building would have been wise use of taxpayer money if the property had been worth $400,000. However, I can find no evidence that any certified appraisal was done before the closing. According to the Polk County tax appraisal office, the building and lot was valued at $226,662 in 2007, and after the 2009 re-evaluation (which reflects current real property values) at $223,215. One can only conclude that the commissioners in 2006 and the next board in 2007 (Continued on page 9)

which included commissioners Watson and Melton, wished not only to purchase the building for office space, but to also provide an approximately $175,000 donation of taxpayer money to St. Luke’s Hospital for capital improvements. In April 2009, the county received $285,000 from the sale of the James Tool Building. This money was paid back to the county through an economic development initiative. During the April 20,2009 BOC meeting, several hospital administrators, board of trustee members, doctors and other citizens connected with St. Luke’s apprised the board of the dire financial condition of the hospital. After the presentation commissioner Melton, who also sits on the board of trustees of St. Luke’s Hospital, made a motion that the board of commissioners give the $285,000 to St. Luke’s Hospital with no repayment required. At that meeting, I was opposed to giving the money to the hospital because I wanted the county to use the money to repeat the success that had happened with the James Tool partnership between private business and local government. This partnership resulted in a new business being attracted to our county, provided new jobs, became a success, and then a full repayment of the seed money. There was no second to Melton’s motion. During a subsequent meeting, an ad hoc committee was formed to investigate the needs of the hospital. After several weeks of work this committee along with the Economic Development Commission strongly recommended that the board of commissioners approve giving the $285,000 to St. Luke’s Hospital. I am also aware that the hospital is one of the largest employers in the county, and

that it provides a vital service. These facts, along with the report given to the BOC by the committee and the EDC, convinced me at that time to vote in favor of the funding. It now appears that the funding along with the hospital eliminating some positions, raising fees for medical services, and hard work by personnel has resulted in a major improvement of the financial picture of the hospital. Currently the annual interest and principal payments for the Polk County Middle School debt is approximately $2,000,000 per year, which is equal to over seven cents on our current tax rate. Because of this debt and other funding cut backs by the state, I believe that it will be difficult for Polk County to give additional funding to St. Luke’s Hospital until the debt for Polk Middle School has been paid, economic conditions have improved, and the county is again in a position to give raises to county employees. — Ray Gasperson

the tryon running Club and Malone Coaching will present their first running clinic beginning at 7:30 a.m. this saturday at the Harmon Field track. triathlete and coach Katie Malone will teach “running 101,” a session that will include warm-up, stretching, running form/biomechanics, group skills and drills, individual evaluation of running form, and Q&a. Malone will be there for one hour and participants should be prepared to run/walk two-three miles. students K-12 may attend for free, while the cost for non-students is $10. the tryon running Club (trC) is an informal group of local runners that regularly meets on tuesdays at 5:45 a.m. at Harmon Field for speed work and most saturday mornings for longer runs. tryon Country Club member John albee not only shot his age during Monday’s tryon Men’s golf association play at tCC, he bettered it. albee, 81, shot a 7-over-par 79 to help his foursome win ALBEE the 18-hole event. “It was a competition that in order to win it, we all had to play very good golf,” said albee, a retired U.s. army Lt. Colonel who moved to tryon in 2003. albee was teamed with Bill Bayse, tom Wilkes and ted Hiley. While the feat of shooting one’s age is something of a golf rarity, albee said he has accomplished it several times, the most memorable of which being a career-best 4-under 68 at tCC two years ago at the age of 79. “that was the best I’ve ever shot,” he said. “once in a while it happens. rarely, though. FENCE received a grant from the Polk County Community Foundation to develop an interpretive trail brochure and guide. The 2x2.5 small signs are posted with numbers from 1 to 100 and letters A 4/8 through ZZ which will be keyed to a legend on the back of a trail map giving the the name of the plant or tree or feature marked. A roWJ-036001 brochure will also be printed that will list the tree, plant with the Latin name and description for those wanting more information. Celebrate St. Luke’s turn around In the midst of an election, candidates are always looking for ways to differentiate themselves, searching for issues that will get the voters’ attention and drive them to the polls. The sincerity of the passion behind many of these issues is often questionable, but the issues must be considered. In recent weeks, one issue that has arisen here is polk County’s donation to St. Luke’s Hospital last year. after a few months of study, the polk County Board of Commissioners unanimously decided to support St. Luke’s growth plans with the money it received from the sale of the James Tool building — $285,000. at the time, the wish was that St. Luke’s Hospital would use the money to help turn itself around financially. Now that it has done just that, instead of celebrating, we find ourselves in a discussion about how we might have used the money to better effect for the local economy. Now that we have seen the result which was wished for, some seem to want the money back. The same money might have been put to use for another business opportunity and, if successful, like James Tool, repaid to polk and rolled over again and again. That is possible. No one can ever know now. What we do know is that a key economic player in the county, one of the county’s top employers, was helped. What caught the public, and the candidates’ attention, was the fact that St. Luke’s announced recently that it was financially strong enough again to offer its staff raises — two percent raises. polk County employees this year are doing without any increases, again. It is hard to compare private enterprise with goveernment jobs: the job market and skills required, the privately funded retirement plans versus state pensions, revenues from competitive services versus taxes. Let’s just stop for a moment and celebrate St. Luke’s success. — JB
