Commissioners broke with Polk County tradition Monday by naming Ray Gasperson (D) chairman of the Polk County Board of Commissioners instead of top vote getter Ted

Wharton, Hannon join BBQ festival team Benton Wharton and Brook Hannon have signed on to help make the music part of the Blue Ridge BBQ & Music Festival the best ever, according to festival chairman Chuck Britton. “We are so pleased to have the experience and energy of

They and a small staff have been promoting and subcontracting in the event management and concert/festival business across the nation since 2007. Mountain Roots Management is the presenting company for events such as the Asheville Music Jamboree (AMJam), Smilefest and the Smilefest Reunion, Asheville Earth Day and Just Because You’re Asheville. “I grew up at the barbecue
festival in Tryon, helping my father, Carl Wharton, and getting to know the community of cookers,” said Wharton. “I also gained some insight as to the relationship between the festival and the community. I am very excited to be a part of this and feel vested in helping the event grow for and with the community. This is going to be a great year – we have many wonderful surprises already shaping up.” Wharton steps in as entertainment chairman, a position formerly held by Peter Eisenbrown, who has resigned after 16 years of service to the festival.

The new chairman is assisted by Hannon, who brings to the table many abilities as well as some firsthand experience with entertainers, having produced and recorded music for several artists ranging from country to hip-hop and having accompanied international recording artists Jay-z and Ginuwine on tour dates. Hannon, born and raised in Tryon, holds a degree in broadcast communication. “As I was growing up here in Tryon, the festival was always a part of my life. Getting to be a part of something I’ve grown to love, to have some creative

control in where the entertainment is headed, is very exciting to me,” Hannon said. “I really want to apply my knowledge and experience in the entertainment field and help take the festival to a new level.” “The new entertainment team is planning new things, but we’re not making drastic changes,” said Britton. “If you’ve always enjoyed the music at the festival – there’ll be plenty here for you to like. Newly elected Polk County Sheriff Donald Hill was sworn in, along with commissioners Owens, Gasperson and1x1 Pack. Initially, 11/29 the board could not agree on the agenda adoption. PackPORtt-040207 said he wanted three items that touched on personnel issues to be voted on after a closed session due to questions he wanted to ask the attorney. The agenda was adopted by a 3-2 vote with those items staying before the closed session. The selection of chair and vice-chair was the first of what turned out to be a long night of debate over a couple of items. The majority of items on Monday’s agenda were minor items and gained unanimous votes, such as approving meeting and holiday schedules and appointing commissioners to boards. The board was not unanimous on the selection of its attorney
(see article in the Friday, Dec. 10 Bulletin) or a request to upgrade a part-time department of social services position to full-time. At the close of the meeting some board members said they thought the first meeting went well. McDermott commented that she felt it was a good start and there were a lot of items where the full board agreed. She said she also appreciates new ideas. Gasperson also mentioned that all commissioners are seasoned and have a lot of different areas of expertise. Gasperson, an incumbent, McDermott and Walker have served since 2008, while Owens and Pack both served previously. McFalls asked Owens and Pack later in the evening what they were doing in their chairs because everything he’d seen Monday was 3-2 votes. “You’re working for the people,” said McFalls. “You’re not working for the parties. You're going backwards and you need to move forward.”

Tryon Christmas parade today
Tryon will hold its annual Christmas parade today, Wednesday, Dec. 8, at 5 p.m. The parade will travel through downtown Tryon and will feature many participants from area businesses and organizations, high school bands and local fire departments. Santa’s sleigh will be a highlight of the parade. Children can also visit Santa after the parade at the Tryon Fire Department on Howard St across from Rogers Park. Steps to HOPE receives $3,000 grant from PCCF Steps to HOPE was recently awarded a grant in the amount of $3,000 from the Polk County Community Foundation through the foundation’s unrestricted grants fund. Last year, Steps to HOPE received a smaller grant from the foundation, which was used to assist clients with holiday gifts for children, seasonal clothing and other basic needs. Letter wrong about trials of soldiers in war crimes To the Editor: In the Nov. 19 issue of the TDB was an article in reply to my letter of Oct. 8 in regard to the international criminal court. The article was written by Mr. John Washburn who is associated with ICC. This letter more or less confirms one of my basic fears and that is a trial by an international court of our troops for war crimes or genocide against civilians. I personally don’t condone genocide, but this leaves some unanswered questions. Suppose a pilot fires a rocket into a building where known enemy combatants are gathered and there happens to be a civilian in the midst. Is that pilot guilty of a war crime? Who decides? Does the ICC decide? Mr. Washburn, you say there’s no jury trial. So that rules out a jury of your peers. You also say there’s no jury in a military trial.

That’s right, but in the Navy we came under the UCMJ or Uniform Code of Military Justice and were convened by United States military officers in a court martial. To me, that’s close to a jury of your peers. You’d also be represented by military attorneys from J.A.G. Suppose a soldier is tried and convicted and sentenced to several years in prison. Where does he serve out his sentence? In one of these loaner prisons furnished by some foreign country where his family and loved ones can’t afford to visit or somewhere in the U.S. where he’ll have visitation rights? If his right to trial by jury is taken away, what other rights are sacrificed? Too many inconsistencies involved here. It’s strange to me that they want to move the terrorists from Guantanamo and try them in the U.S. where they will get full constitutional protection and move our troops overseas to be tried where a lot of these rights are denied. Some people in Washington seem to be asleep at the wheel. — Wayne Bilbrey

the three main conflict styles – collaborating, competing and avoiding, and that each style is appropriate depending on the situation and the relationship. While competing is an essential part of participating in sports, the students learned that using that style all the time could ruin relationships. They also discussed that while collaboration can be helpful in some situations, it’s not ideal for all because of the time and energy that are involved. The final activity involved an auction that gave the students the opportunity to collaborate or compete with each other. While the students ended up competing with each other, they learned that collaboration could have easily been achieved if they had just talked to one another. Students also learned that mediation provides the opportunity to talk to one another, but they don’t need mediation to resolve every conflict or situation – they just need to communicate with each other to understand other perspectives and needs. James “Jim” Robert Hess, 66, died Tuesday, December 7, 2010, in the Smith Phayer Hospice House, Landrum. Born in Denver, CO, he was the son of the late Robert William and Mary Jane Davidson Hess. He was raised in St. Petersburg, FL, earned a B.S. in criminology from Florida State University, and a master’s in public administration from University of South Florida. He served the State of Florida first as a juvenile court counselor and then as a senior child welfare administrator with the Department of Health and Human Services for a total of over 35 years. In 2002, he moved to North Carolina and began a new career as a real estate broker first with WWE and then with Remax, finally retiring in 2009. Jim was very active in the local Kiwanis Club, and served as president. He loved people and serving their needs; he was known for his gifts as a negotiator who valued and preserved personal relationships. He especially loved riding his horse and was active in FETA. Survivors include his wife, Gail Gardner-Hess, a son, Matthew Hess (Theresa) of Clear-
water, FL, a sister, Betty Jane Bristol (Matt) of Richmond, VA, two grandsons, one nephew and one niece, three grand nieces and two grand nephews. A Mass of the Christian burial will be held at 10:00 a.m. Thursday, Dec. 9, 2010 in St. John’s Catholic Church, Tryon, with Father Patrick Winslow officiating. Burial will be in Polk Memorial Gardens, Columbus. Family will receive friends from 6-7 p.m. Wednesday night, Dec. 6, 2010 in the McFarland Funeral Chapel with a reading of the Rosary beginning at 7 p.m. Memorials may be made to the American Cancer Society, 154 Milestone Way, Greenville, SC 29601-3166. No Need 2 Speed campaign nets 26,870 speeding violations 616 total violations in Polk County The North Carolina Governor’s Highway Safety Program (GHSP) announced recently that state and local law enforcement officers cited 26,870 motorists for speeding during the No Need 2 Speed campaign, which ran Nov. 15 - 28. A total of 78,229 traffic and criminal citations were issued statewide, including 616 in Polk County. “We appreciate the efforts
of state and local law enforcement agencies that participated in this campaign,” said David Weinstein, director of GHSP. “Their efforts make our highways safer and aim to remind motorists to obey the speed limit.” Officers also issued 3,879 safety belt and 794 child passenger safety violations and 1,281 drug charges. In addition, they apprehended 873 fugitives from justice and recovered 82 stolen vehicles. – article submitted

Benjamin Tyler Utley Benjamin Tyler Utley, 38, of Inman, died Saturday, December 4, 2010 at his home. Born March 24, 1972 in Oakland, CA, he was the son of Dr. Joella Jordan Utley of Campobello and the late Dr. Joe R. Utley. He lived in California and Kentucky before the family moved to Spartanburg, SC in 1983. He was a member of First Presbyterian Church and became a Stephen Minister in 2009. He graduated from Knox High School, Long Island, NY, in 1991. He earned an associate degree in horticulture at Spartanburg Technical College, was a certified nursing assistant, and was working toward becoming a certified medical assistant. In addition to his mother, he is survived by his wife, Barbara Allen Utley; his twin sons, Joseph Tyler Utley and Jonathan Paul Utley; his sister, Jennifer Utley Phillips and husband Kenneth Franklin Phillips and their son Jayden Tavon Phillips. Ben’s family also includes his wife’s family, Gloria Allen, Gordon Allen, and Gra Allen. He has many treasured aunts, uncles, and cousins across the states. Ben was a loving husband, father, son, and a friend to many. He had great passion for helping others and working with those in need. He will be greatly missed. The family will receive friends 6-8 p.m. Wednesday, December 8, 2010 at Floyd’s Boiling Springs Chapel. Memorial services will be held at 3 p.m. on Thursday, December 9, 2010 at First Presbyterian Church, conducted by the Rev. Dr. David A. Renwick and the Rev. Ansley B. Page. A Carolina Christmas concert in Saluda Dec. 11 A Carolina Christmas concert will be performed at The Saluda Mountain Jamboree on Saturday, Dec. 11 at 7 p.m. The concert will be free. This concert program started over seven years ago at The Lockhart Church in Union County, SC, and has grown to a large cast of performers from surrounding areas. Many members of this large cast of performers are The Jamboree’s friends from The Southern Pointe Band. This concert will feature some favorite Christmas songs and Bible narrations. The Jamboree staff hopes to transform the Jamboree into a mountain Christmas wonderland with just a touch of “Jamboree” style. Many of the decorations were donated by Kathy and Don Mixon. The concert will start at 7 p.m. The concession area will be open with hot dogs, popcorn, soft drinks, and snacks. You can take these snacks into the auditorium to enjoy during the concert if you wish.
