Polk set to close on purchase of mental health services building by Leah Justice

Polk County expects to finalize this week the purchase of the building, located at 94 White Drive in Columbus, planned as the new home of the county’s mental health services. The Polk County Board of Commissioners approved a budget amendment

The total price of $110,583 includes the purchase and closing costs.The property includes a house on 9/10 of an acre, currently owned by Thermal Belt Outreach Ministry. Polk County’s budget amendment to pay the $110,583 for the new mental health services building specified $83,098 be taken from the county’s mental health fund and $30,485 from the county’s undesignated capital reserve fund balance. Family Preservation Services currently provides mental health services for Polk County and has for the past five years. In May, the county approved a 10-year agreement with Family Preservation to provide mental health services in the building. Family Preservation

The county’s mental health services are currently located in the Jervey-Palmer building in Tryon, which the county is trying to vacate. The only other county service located in the Jervey-Palmer building is the department of social services (DSS). A new DSS building is under construction off Wolverine Trail in Mill

Spring. The new DSS building is scheduled to be complete in August, with the county planning to move DSS services to the new building in September. Polk County Manager Ryan Whitson said in May that the county hopes to have the Jervey-Palmer building completely vacated by the end of Oct. 2011.

UDO committee looks at legislation giving county more flexibility in subdivision approval process The Polk County Unified Development Ordinance (UDO) Advisory Committee heard on April 26 from Polk’s planning consultant, who explained a recent change in legislation that would allow discretionary regulations to be included in the subdivision approval process without having zoning as the underlying regulation. This change became effective January 1, 2010. Prior to 2010, subdivision approval and denial was based on specific standards; it was a straightforward approval process without flexibility.

This new legislation would allow Polk County to approve major subdivisions based on the consideration of discretionary factors through the quasi-judicial process. Individual subdivisions could be approved or denied based on generally stated standards such as: impact on flood areas, watersheds, groundwater and other factors This process may require preparation of an environmental assessment. This option does not protect residents in the northern townships of the county from the possibility of Lake Lure extending its

extra territorial jurisdiction (ETJ) into Polk County. If those property owners are concerned with this possibility, the consultant said, they may request zoning if they are able to meet the state requirements to zone. The UDO committee agreed to proceed with the option of including discretionary regulations for major subdivision approvals, rather than relying on conditional use approval, which would have required an underlying zoning designation placed on the unzoned areas of the county, White Oak and Cooper Gap Townships.

The revised subdivision portion of the UDO draft will be delivered to the committee in July. The next UDO meeting is scheduled for July 21 at 7 p.m. at the Polk County Senior Center in Columbus. This is an open meeting and all are welcome. New policies, safety plan for Polk transportation ‘No show’ penalties among new rules by Leah Justice

The Polk County Transportation Authority has a new safety plan and new passenger rules. The Polk County Board of Commissioners met Monday, June 6 and approved the new transportation policies and procedures. Transportation authority director Jewell Carswell told com-

missioners the safety program puts the transportation department in compliance with federal requirements. The new policies and procedures include several vehicle and safety checklists, drug/alcohol and other employee policies and a new policy to help cut down on passenger no shows and excessive cancellations. Carswell said her department is trying to cut down on excessive cancellations and incidents

where drivers will go to pick-up a scheduled trip and residents no longer want the ride but did not cancel. Under the new policy for passengers, riders can be suspended from using the service if they schedule a trip and then fail either to make that trip or to cancel it three times in a 60-day period. Passengers who cancel a trip within 24 hours before its scheduled date could also have service suspended after three cancella-

tions. Commissioners commented on how valuable the transportation department is to Polk County residents. Carswell said the department need has increased greatly because of the economy. Commissioners said transportation drivers may provide one of the few contacts with people some residents have. They also said drivers have often saved lives by finding residents in a medical emergency and getting help.

WCCR presents soap operas, kiddy adventure programs June 20 Highlights of soap operas and juvenile adventure programs from radio’s golden age will be presented at the June meeting of the Western Classic Radio Club (WCCR) held Monday, June 20 at 2 p.m. in Studio 118 on the ICC Polk campus. Excerpts from the radio programs of “Ma Perkins,” “Helen Trent,” “Life Can Be Beautiful,” “Superman,” “Terry and The Pirates,” “Jack Armstrong” (the All-American Boy) and

many others will be presented. In addition, some Bob and Ray parodies of these old radio formats will be heard. The TV segment will feature a 1947 documentary that explores old-time commercial radio at its peak. Seen at the radio mike will be Bob Hope, Jack Benny, Fred Allen, Walter Winchell,

Edward R. Murrow, Arturo Toscanini, Fibber McGee and Molly (with their famous closet sound effect). At intermission, “Professor” Hoyt will present another old-time radio trivia quiz. There will be no prizes for correct answers. Around 3:05 p.m., the Wonderful Olde Tyme Jazz (WOTJ)

will continue its Summer Jazz Series. In 1978, Eddie Lock put together a one-of-a-kind “dream team” for a live recording to celebrate the global language of music with messages of joy. Lillie Mary Henson

Lillie Mary Henson was born in Glassy Mountain Township, S.C., near Tryon on September 12, 1916 to Augustus and Eliza Cantrell Henson. She died June 9, 2011. After completing high school in Tryon, she took nurses training at Mission Memorial Hospital in Asheville, N.C., and became an R.N. in 1938. She joined the Army Nurses

Corps in September 1941, three months before the bombing of Pearl Harbor. Her first assignment was at the Station Hospital at Camp Croft, S.C. From there, she and 11 other nurses volunteered to go to North Africa. She was in the European Theatre of War from Oct. 1942 to Sept. 1944. After discharge from the Army Nurse Corps in Dec. 1945 as a 1st Lieutenant, she worked as a nurse and earned a B.S. in nursing from Women’s College UNC at Greensboro and a B.S. in nursing education from Duke University.

Afterwards, beginning in 1957, she worked as a nurse and taught nursing at Veterans Hospitals in Asheville (Oteen): Hines, Ill.; Muskogee, Okla.; and Kerrville, Texas; until her retirement in 1979, when she moved to Landrum. Wherever she lived, she loved the church, especially Landrum First Baptist, where she taught Sunday School and was active in WMU. She served for years as a volunteer at St. Luke’s Hospital in Columbus. She is survived by a brother, Albert Henson of Tryon, and

several nieces and nephews. Funeral services were held Sunday, June 12, 2011 at Petty Funeral Home, conducted by Rev. Andy Allen. Burial was in Landrum Cemetery with military honors. Memorials may be made to First Baptist Church of Landrum, 300 E. Rutherford St., Landrum, S.C. 29356 or to SRMC Hospice House, 686 Jeff Davis Drive, Spartanburg, S.C. 29303. Edwards wins TCC Men’s Club championship again Fred Edwards Jr. won his third consecutive Men’s Club championship at Tryon Country Club (TCC) recently, with scores of 67-73=140 over Benji McCall at 68-74=142. Third place went to Tommy Gardner with a score of 70-75=145. Fourth place went to 14-year-old Will Ballard 70-78=148. Edwards was also responsible for the course conditions as the club’s course superintendent. This year’s event was the 69th club championship held at TCC. The championship has been held every year since 1939, excluding the war years of 1943,1944 and 1945. In the First Flight, Steve Walker with 77-81=158 topped Craig Gillie with an 84-80=164. In the Senior Men’s championship, Tyce Marshall edged out Gary Laughter by two strokes, 154 (76-78) to 156 (79-77) In the Senior’s First Flight, Bill Kelly was first with scores of 89-83=172. recognized statewide as the S.C. Cheerleader of the Year. She was also named the 1A Cheerleader of the Year by SCSportsFan.com. Morgan said the award belongs to her team. She also said after competing against 2A competition every year it felt good to finally beat them. “Without my team, I couldn’t

have done it,” the senior said. “It feels like we’ve finally been recognized as more than just a little, 1A school.” Her coaches, principals and athletic director surprised Morgan at the school one day with a plaque and the honor. Morgan was nominated for the award by her coach, Christina Graves. “I nominated Brooke be-

cause of her extraordinary talent, commitment, hard work and support to the team,” Graves said. “She is also a very well rounded student by succeeding in cheering, academics, clubs, volunteer work and many other extracurricular activities.” Morgan cheered all four years at Landrum and was captain in her final two years.

William Bruce Williams

Bill Williams, 86, of Tryon Estates, Columbus, passed away on June 10, 2011 at the Hospice House of the Carolina Foothills. Bill was born on December 4, 1924 in Johnstown, Penn., to Raymond Eugene Williams and Emaline Shaver Williams. He was a graduate of Westmont High School. Bill was a Marine Corps Sergeant during World War II, participating in both the Guam and Iwo Jima invasions.

Robert J. Westfall, 78, of Landrum passed away in his home on June 11, 2011. Mr. Westfall was a veteran of the Korean War, and was retired from General

After returning home, he began his career with Household Finance and married his bride of 64 years, Jean Mattern Williams. His career spanned 35 years until he retired in 1984 as a vice president. Bill and Jean retired to Fairfield Bay, Ariz.,where he became a respected voice in the community. He was founding partner and board member of a new local bank. He was part of the committee that built the beautiful Kirk of the Hills Presbyterian Church in the Bay. As an active member of the Fairfield Bay Shrine Club, he

helped guide the celebrity golf to raise funds for the Shriner Children’s Hospital. He also enjoyed 15 years of volunteer work with the Fairfield Bay rescue squad, driving an ambulance. Throughout his life Bill was a religious man, loving husband and wonderful father. Survivors include his wife, Jean Mattern Williams; daughter, Cathy S. Berlin of Tryon; son, William B. Williams Jr. of Mills River, N.C.; grandson, Bryan J. Williams of San Mateo, Calif.; and sister, Jane Williams Lambing of Pacific Grove, Calif.

Memorial services will be held at 3 p.m. June 20, 2011 at Tryon Presbyterian Church. The family requests that in lieu of flowers, donations in Bill’s name be sent to the Shriners Hospitals for Children, Office of Development, 2900 Rocky Point Dr., Tampa, Fla. 33607 or to Hospice of the Carolina Foothills, 130 Forest Glen Dr., Columbus, N.C. 28722.
