Blazing barbecue weekend Record attendance numbers at festival by Samantha Hurst
Gatekeepers at the Blue Ridge Barbecue and Music Festival held this weekend at Harmon Field couldn’t sell tickets fast enough as organizers delighted in record numbers of attendees. “I think we doubled everything,” said festival chairman Chuck Britton. Britton said early numbers show 12,198 paid gate admissions, while 2,898 kids came through both days and another 3,688 adults got in without charge during free admission hours Friday morning. Planning board works to replace elevation with slope in MRPO Slope restrictions to apply across county by Leah Justice
A subcommittee of the Polk County Planning Board held its first meeting on Thursday, June 7 and agreed it makes sense to apply slope restrictions throughout the entire county.
The planning board is specifically working to put slope restrictions in place of the current elevation restrictions in the county’s mountain and ridgeline protection ordinance (MRPO). Board members agreed that whatever threshold is determined will apply in (Continued on page 6)

gize for vendors running out of barbecue Saturday night. Texas Rib Rangers, an 18th-year vendor, came with 500 pounds of meat and sold 400 pounds Friday night alone. Britton said vendors had already replenished their booths with additional food shipments after Friday’s crowd, but no one could have expected double the attendance of last year. “We ran out of food but what that did was send people to our other area restaurants – the economic impact I believe was realized by our local businesses. Plus, these people do come back to our area. So, we’re feeling extremely good about the turnout.” Britton said he was again especially grateful for volunteers this year. “Our volunteers – you can’t say enough about those people that came out here to help. We had more than 400 volunteers taking care of each and every little aspect,”
he said. And while organizers and vendors reveled in record numbers, this year’s festival couldn’t have ended better for Bobby Roberts and David Mauro either. The barbecuing fanatics – one of Two Old Men and a Grill from Cherryville, N.C. and the other behind The Blue Bloods barbecue team from Hammond, La. – first met at a competition in Pensacola, Fla. While there the two men and their wives discovered a kinship in firing up their smokers side by side. This year the two won side by side, grabbing Grand Champion and Reserve Grand Champion titles, respectively. “That man is the reason I’m doing what I’m doing, so to get this with him is amazing,” Mauro said of his barbecuing mentor, Roberts. “It’s like I told ya – this man taught me everything I know. ample; Roberts’ win here in Tryon marked his fourth Grand Champion title in five months. “This feels fantastic – it’s (the Grand Champion win) just as good as the first one,” Roberts said. Two Old Guys and a Grill also captured the Governor’s Cup, the State of North Carolina championship. Roberts knows how to get it done, but he said it isn’t rocket science. “We make it taste like meat,” Roberts said. “When you start out doing this you want to throw everything on it, but then you learn to scale it back.” Snagging the overall win came about from consistently placing in the top 10 in all four categories – third in chicken, sixth in brisket and ribs, and 10th in pork. Tryon hears testimony in Hannon CDBG complaint Council to hear findings June 19 by Leah Justice
The investigative committee of Tryon Town Council heard testimony from the Hannon and Littlejohn family on June 5 regarding a complaint about a house being left out of the 2008 Community Development Block Grant (CDBG) project, through which several houses in Tryon’s Eastside were renovated. The family of homeowner Haywood Hannon has filed a complaint because the home at 57 West Livingston Street was dropped from the project because of lack of funds. The family was also upset because the home was hooked up to town sewer to comply with grant restrictions. Brook Hannon, grandson of Haywood Hannon, initially voiced concerns over the project during town council’s April 2 meeting, at
which the town returned $43,533 to the state. The budget for the Hannon house renovations was $52,000 but the estimate came in at $70,000. Paula Kempton of Isothermal Planning and Development Commission (IPDC), which administered the grant for the town, said she tried to get a contractor to use the remaining approximately $43,000 to do as many renovations to the house as possible but the state wouldn’t allow the work because it wasn’t enough money to bring the home up to code. Brook Hannon told the investigative committee on June 5 his grandfather agreed for the town to run a sewer line only because he was led to believe it was necessary and part of getting his house renovated. Town officials said the sewer hookup was a separate issue from the renovations and that they tried everything to get the house com-
pleted. Kempton said contractors could not have noooked up the sewer without Hayood Hannon’s permission. Councilman Roy Miller, liaison for the project, said he did everything to try to get the house completed, even go as far as to get the town to offer $10,000 toward the project while asking the state for an additional $25,000, which was denied. Grant funding paid for the sewer connection, which was one of Brook Hannon’s questions to the town. He said he wanted to know who was responsible for his family having an additional expense of $60 per month without the upgrades to the home. Hannon said Miller didn’t tell the family that the house was not going to be renovated. Miller said he thought the house was going to be included until the final word in December 2011. Councilman George Baker asked Hannon what he wanted the town to do, referring
to his question as “blue sky.” Hannon answered once that he wanted the sewer disconnected, but the septic tank was removed when the sewer connection was made. Hannon also said he wanted the opportunity to secure the additional funding in order to complete the renovations, but town officials said it was too late for that since the town already sent the remaining funding back to the state. Hannon ended by saying he hopes when the town secures additional funding for CDBG projects his family’s home will be put at the top of the list. Kempton said that is possible if the home meets the criteria in the future. “We all wanted the house to be fixed,” Miller said. “And I think that in all fairness and clarity everything that we did is documented.” The grant does allow one home to be dropped from the project, (Continued on page 6)

all sections of the county and that they all want scientific reasons for choosing at which slope more strict regulations begin. The county has discussed requiring studies before a
structure can be built on land with a slope of 30 percent or greater, but planning board members are seeking input to determine that slope percentage. Planning board member David Smith said he doesn’t want to knock anyone out of being able to build their own home, but the board does need to look at the restrictions from the point of groundwater recharge, septic systems and erosion. “I want it based on fact,” Smith said. “I think we should go out and look and come up with what’s best for Polk County. The only way we can do it is get scientific experts to come in and tell us.” Smith had done some research prior to the meeting with calculations on how to compute slope and data from other areas regard-
ing building restrictions on slope. Smith said 24 percent was the average slope at which restrictions were implemented in areas he researched, but he specified that no one forbid building. “The thing I got out of looking at all of this is just about everyone looks at percentage (of slope) but is careful to make sure everyone looks at the building envelope, and once you get above a certain percentage different building code kicks in,” Smith said. “It doesn’t forbid anyone from building.” Polk County Planner Cathy Ruth showed a slideshow of pictures taken from the top of the Sanctuary development in Columbus Township to give people an idea of what a 30-percent slope looks like. Board member Michael Axelrod said he looked at his property and places that had an 18-percent slope seemed logical to build on, but an area his family sleds on when it snows has a 32-percent slope, which seems too steep to build on.
“I’d have a hard time envisioning a house built into that (32-percent slope),” Alexrod said. Board member Bill Ennis said if someone wants a basement and it’s 30 feet deep a contractor would need a 30 percent slope to build on. Ennis said what the planning board needs to decide is what they are trying to restrict. He asked whether the concern was landslides and erosion. Erosion was another topic of the board’s meeting, with Wayne Horne discussing the importance of vegetation. Horne said he was up at World’s Edge recently when a downpour hit the area. Where there was no vegetation on a 10-percent slope the water was moving gravel, Horne said. “Where there was vegetation there was nothing,” Horne said. “If you’re disturbing more than a third of an acre something’s got to be done.” Horne also gave his opinion on how strict the ordinance should be, saying he wants to ensure, “If Joe
Citizen wants to build a house they can come in and not jump through a bunch of hoops.” “I just don’t want to make the land worthless to someone that owns it,” Horne said. The planning board is working to amend the Unified Development Ordinance (UDO) draft, which includes mountain and ridgeline protections that currently restrict commercial development on elevations above 1,650 feet. The planning board will recommend the UDO ordinance to the Polk County Board of Commissioners for final approval. The next planning board meeting is scheduled for this Thursday, June 14 at 5 p.m. Engineer Dave Odom is scheduled to speak to members, as is Karyl Fuller, a GIS planner with the Isothermal Planning and Development Commission, who will speak on viewsheds. All planning board meetings allow public comment and are held in the second floor meeting room of the Womack building in Columbus.

sewer and the family complied, the family assumed that CDBG funds were expended on the property under the guise of preparing the property for the additional work originally authorized under the CDBG grant,” states the letter. “With this expenditure of CDBG funds, it would seem there is a legal mandate to complete the originally planned work on the property.” Baker asked Brook Hannon what he thinks the town did wrong, and Hannon answered he has nothing against the town. “Why would we do bad things to you guys?” Baker asked. “What’s our motivation to go down there and destroy your neighborhood?” Baker added that at the time the town asked Haywood Hannon to hook up to town sewer, the town did not know the house renovations would not be completed. The investigative committee will present its findings to the full town council on June 19. If the town finds no wrongdoing, the complaint can move forward with state officials.

Littlejohn (daughter of Haywood Hannon, who lives in the home) sent a letter to Tryon with their grievance on May 2, 2012. The letter states that the homeowners have concerns that work that was completed on their home to connect the property to city sewer has resulted in additional expenses. Former Landrum High pitcher drafted by Atlanta Braves by Joey Millwood
Alex Wilson walked out on the outfield grass at Landrum’s baseball field June 6. The former Cardinal pitcher has spent the last three years pitching for Wofford College, but as he stood on his old stomping grounds, his past was on his chest and his future was on his head. Wilson was wearing a Cardinals T-shirt, but on his head was an Atlanta Braves hat. The former Cardinal was taken in the 15th round of the Major League Baseball draft last week by the Braves. For Wilson, who grew up a Braves fan, it was a dream come true. The draft day experience was something he said he’ll never forget. “It was awesome,” he said. “It really was. All of my family was around.”
Wilson had turned down offers from the Tampa Bay Devil Rays in the ninth round and the Philadelphia Phillies just after the tenth.Wilson was able to get a larger signing bonus and get drafted by the team he wanted at the later pick. Wilson is just the second Cardinal to ever be picked up in the MLB draft. Former Cardinal Travis Henson coached Wilson for most of his high school career and Henson was beaming with pride. “I’m very proud of Alex,” Henson said. “He’s a tremendous athlete and an even greater person. He continues to work at his craft.” Current Cardinal coach Ray McCallister was excited as well. McCallister was an assistant coach for Wilson’s entire Landrum career. “They’re getting a guy that

LHS Athletic Booster Club Golf Tournament held for 10th year The 10th annual LHS Athletic Booster Club Golf Tournament was held May 19 at The Links O` Tryon Golf club. A record 31 four-man teams participated in the event. The Landrum Drug team, led by Dennis Burdette, won while the Dewey Smith team came in second place, breaking a three-way tie. Closest to the Pin winner on No. 4 was LHS JV golfer Will Owens. Closest to the pin winner on No. 12 was Dewey Smith. Barry Foy was the Longest Drive winner on No. 18.

PCHS to participate in football passing league event June 30 Polk County High School recently committed to being one of 17 teams playing in the first North Carolina Passing League event at Erwin High School on June 30. The U.S. Army Asheville Recruiting Company is sponsoring the event. Each team is guaranteed to play four games with three games in pool play and at least one game in the single-elimination champion-

Jimmy Scarbrough
Jimmy Leon Scarbrough, 61, of Hooker Road in Columbus died Sunday, June 10, 2012 in Hospice House of the Carolina Foothills, Landrum. Born in Leveland, Texas, he was the son of the late Leonard Haynes and Anna Mae Smith Scarbrough. Jimmy was a veteran of the U. S. Navy and had lived in Polk County since 2004, coming from South Carolina. A retired respiratory therapist, he briefly volunteered with St. Luke’s Hospital. He was of the Baptist faith. Surviving are: his wife, Glenda S. Scarbrough of the home; three sons, Clay Scarbrough (Lisa), John Scarbrough (Elizabeth) and Jimmy Jordan

Grace Fowler Bley
Grace Fowler Bley, adored wife, mother and grandmother, transcended to heaven on June 6, 2012, preceded in death by her husband, William Bley; son, William Steven, and brother, Dewitt Fowler. Surviving Grace are her beloved sister, Eileen Watson; her daughter, Connie Bley Palsgrove; a son-in-law, James Palsgrove Jr.; a niece, Patty Dankert, and her granddaughters, Kristen and Kathleen Palsgrove. Grace was born on Feb. 12,
Scarbrough, all of Stony Point, N.C.; a daughter, Anna Duran (Carlos) of Des Moines, Iowa; three sisters, Novella Creed (Earl) of Davenport, Fla.; Norma Rumbaugh (Bobby) of Tishomingo, Okla. and Linda Pike of Irving, Texas. Also surviving are nine grandchildren and Dolly, Callie and Pete, his furry friends. Private memorial services will be held Tuesday, June 12 in the McFarland Funeral Chapel, with Rev. Dean Elliott officiating. Recently, I discussed advance directives and the purpose they serve. There’s actually another form of advance directive that is available, typically to the very ill, terminal or elderly that also takes effect under certain circumstances. It’s called a DNR, or do not resuscitate order. The first and biggest difference between this directive and other advance directives, particularly the living will, is that this document, while it may have been requested by the person or patient in question, is not created by that individual or by an attorney. It is created by the person’s physician, and its primary purpose is to clearly state that you do not want your heart or breathing restarted under certain conditions or circumstances. Obviously, while you are alive and able to communicate your wishes, a DNR will not enter the picture. A DNR states that rather than take heroic, life-saving steps to sustain your life, you, in your living will and through your physician, have indicated that you be allowed to die. However, a DNR is not honored if cardiac arrest occurs during surgery or certain other procedures meant to improve the quality of life or expected to lead to your significant recovery. Some patients, or their families, for personal or religious reasons choose to be kept alive as long as possible, no matter the

Tomahawk workshop set for Father’s Day weekend at Tryon Arts & Crafts School Tryon Arts and Crafts School will host a one day tomahawk and power hammer certification workshop with Robert Silver on Saturday, June 16. In the workshop, students will learn to safely operate a power hammer and use the hammer to forge a tomahawk from a ballpeen hammer. They will learn to forge, heat treat, temper and grind the tomahawk blade, which can be attached to a wood handle. The goal of this class is to bring students to a basic understanding of safe power hammer operation and workmanship in the forge. Instructor Robert Silver has been smithing for approximately14 years. He took a beginning class at John C. Campbell Folk School and had a lot of continuing help with a friend who had been smithing for a good bit longer. He has forged quite an assortment of items – tables, fire screens, candelabra, hooks and hangers. He said he enjoys making knives, but specializes in tomahawks made from hammers, square stock and railroad spikes.
