Tryon unveils proposed Depot Plaza master plan Attendees raise parking, property boundary issues by Barbara Tilly

Business and property owners in the Depot Street area of Tryon got a first look at the town’s proposed Depot Plaza master plan on Monday, June 18. The plan includes a plaza between the renovated Tryon Depot (now occupied by Millard & Company) and the dental office being constructed nearby for Dr. Hooker. The area would also be reconfigured to add parking spaces, and a water feature would connect the Depot Plaza with Trade Street, running beside the Rotary Clock Tower. Polk commissioners debate water line to CooperRiis Healing Farm by Leah Justice

Polk County commissioners are currently undecided about who should pay for a water line to CooperRiis Healing Community. Specifically, commissioners debated whether the county should pay to get the water line just to the property or to

Tryon, said Dean Trakas of Brady/Trakas, the architects for the project. The primary goals for the depot area, he said, were to develop a public space for events and to improve parking in the area. The design is tied into the overall Streetscape plan for downtown, with the aim of visually connecting the Trade Street area with the depot area and Pacolet Street, Trakas said. Several of those attending the meeting said they were concerned about parking in the area. In addition to customers and employees of the businesses, attendees said, parking is needed for the approximately 55 people who attend Bingo on Friday nights at the American Legion. “We are very concerned about parking,” Robin Michaels said. “We need a minimum of 22 spots for owners and one staff member for each business in the area.” Trakas said the proposed plan

increases the number of parking spaces in the area from 29 to 47. “We tried to cram in the most parking spaces possible,” Trakas said, “while keeping all but one of the existing trees.” Property owner and attorney

Bill Miller said he feels the town should have contacted all the property owners before developing the plan. He said according to his survey, which he brought to the meeting, his property includes the parking spots in front of the

The county is in the process of constructing water lines between the Polk County Middle School and Polk County High School to connect to the Town of Columbus’ water system. The total cost of the water line to the middle of the CooperRiis property is $111,543, with $27,000 of that cost being the line from the edge of the property past Healing Farm Lane. Commissioners questioned where nonprofits fall into the county’s policy regarding water line extensions. Businesses and subdivisions have received water lines from the county and have paid a percentage of the cost or the entire cost, depending on the situation. Homeowners have also paid for requested extensions by paying 40 percent of the costs if the homes were not located on a trunk line. Commissioners said Monday that the policy doesn’t address nonprofits. They said the county has set a precedent by paying for extensions to the Mill Spring Agricultural and Development

Other debates occurred on whether the line to CooperRiis is considered a trunk line for economic development and whether the county should pay for the extra 1,000 feet CooperRiis requested. The Polk County Tourism and Economic Development (ETDC) Commission gave its support for the CooperRiis water line. County manager Ryan Whitson said he doesn’t know whether CooperRiis falls under the county’s water extension policy, and if it’s for economic development it’s up to commissioners to decide who pays. He also said he considers the water line along Hwy. 108 to be a trunk line. Commissioner Tom Pack said the equestrian center along Hwy. 9 was required to pay for its water line, but commissioner chair Ray Gasperson said they weren’t required to pay – they offered to pay. “I just want to make sure we’re treating everybody the same,” Pack said. Commissioner vice-chair Renée McDermott said the county’s water line extension policy does specifically address subdivisions, and the county has paid for (Continued on page 6)

for the Town of Tryon, the master plan that served as the starting point for the Depot Plaza proposal was originally developed through community input and funded by a N.C. Rural Center Economic Innovation Grant. Armbrust said the town asked Trakas to revise the plan recently to reflect infrastructure upgrades made possible by Tryon’s award in March of a N.C. Department of Commerce’s Main Street Solutions Fund grant of $150,000, with $50,000 pending. Asked whether the grant would cover all the proposed improvements, Armbrust said the initial cost analysis for the project has been done, and it included all improvements proposed in the Depot Plaza plan.

trunk lines. She said Hwy. 9 and Hwy. 108 are considered trunk lines, and the county has paid for those water lines through its fund balance. Whitson said the extra 1,000 feet CooperRiis is requesting would allow the nonprofit to get lower insurance rates because the buildings would be closer to a fire hydrant. He also said the extra line would prepare for future growth. “If we’re taking it out of the general fund should we spend taxpayer money on further out to save them money?” Pack asked. “Should we just look at getting to their property and they take care of the rest?” Gasperson argued that since it was a trunk line the county should pay for it. “Why would we require them to pay something when it’s a trunk line?” Gasperson asked. Commissioner Cindy Walker said she felt uncomfortable about the proposal. She said when the county agreed to purchase a house for mental health services, Family Preservation paid to remodel the house. “They spent a portion of their money to help with that deal,” Walker said. CooperRiis Executive Director and President Virgil Stucker said the healing farm is grateful for the county considering running the line. He said about 600 people have come through the facility and CooperRiis is growing, with an-

other facility in Asheville. CooperRiis had 21 employees in 2003 and now has more than 140 full-time employees and more than 30 parttime employees, Stucker said. CooperRiis plans to build eight additional homes, with the first phase being the construction of three homes, Stucker said. Stucker said CooperRiis is a nonprofit and has to raise money to cover costs and that about half of the participants are on scholarships. Stucker also said converting to county water from the current well system will cost CooperRiis $37,000, and hooking up to the new system will cost another $70,000. “I’d think we’ll be the big customer on the end so (the county) won’t have to flush (the line),” Stucker said. “My understanding is we will pay for years to come for nice, fresh water coming from Polk County.” Commissioners decided to look into some numbers regarding the connection, including how much an estimated 140,000 gallons a month will cost CooperRiis. Stucker said the amount purchased will increase as CooperRiis expands. Commissioners also said they want a contract to be drawn up regarding CooperRiis shutting down its well system once it is connected to the county. The water line is proposed to be a 12-inch line that will extend 2,560 feet, with two fire hydrants, from the county’s current line at the intersection of Hwy. 108 and Hwy. 9 in Mill Spring. The water would come from the county’s well system located at the middle school campus.

David A. Herbert

David Arthur Lee Herbert, 58, of 121 White Oak Mountain Road, Columbus, passed away on Sunday, June 17, 2012 at his residence. He was born in Charleston, S.C. and was the son of the late Arthur Lee Herbert and Lettie Stouder Herbert. David was raised in Columbia, S.C. and graduated from the University of South Carolina. David worked for the Whirlpool Corporation for 24 years, in sales and executive leadership positions, and received the Division Retail Director of the Year award in 2006. Upon relocating to Columbus, David managed the Watson Flooring and Appliance store in Columbus. More recently, David worked with Eastern Marketing Corporation as the district sales manager. David is survived by Linda Burgan Herbert, his wife of 36 years; sons Jonathan Herbert of Hudson, N.C. and Jason (Christin) Herbert; granddaughter Madison of Batesburg, S.C.; brothers Geoff (Amy) Herbert of Greenville, S.C. and Chris (Mary) Herbert of East Flat Rock, N.C.; sister Dona (Mark) Corley of Leesville, S.C.; and step-mother Ginger Herbert of Columbia, S.C. Memorial services will be held on Saturday, June 23 at 2 p.m. at McFarland Funeral Chapel, Tryon, with Rev. Philip A. Whitehead officiating. Ours Catch on to local arts excitement Have you paid attention lately to the abundance of art-related activities passing through and even highlighting our area? The Bulletin’s readers tend to be fairly astute and aware of happenings in our local art scene but in case you’ve missed the buzz, we’ve been very fortunate lately. Monday, June 18 the Tryon Theatre appeared as a scene from Hollywood, complete with red carpet, tuxes and “paparazzi” for the premiere of “Get Better.” “Get Better” features not only the area’s own Robert Linder and Beverly Moore but also the beautiful mountain areas of our towns as characters in their own right. This Thursday, dancers from New York take the stage at the Tryon Fine Arts Center, and this weekend the Tryon Gallery Trot will offer a look at the area’s finest artists. The point to this editorial is basically to say – if you haven’t taken advantage of the art world that surrounds us here in the mountains, you should. Obituaries

Sybil Norah Chirgwin

Sybil Chirgwin, the self-styled English streetwalker, passed away on June 16, 2012 in Indianapolis, Ind. Sybil Norah Daniels was born on the Ides of March, 1919 in London, England, where she grew up with four siblings. She met her husband, Keith Chirgwin, in London before WWII through the Society of Friends and traveled with him by train to Vienna, carrying information and jewelry back to London to aid Jewish refugee efforts. Sybil worked for His Majesty’s Stationery Office during the war and experienced the bombing of London during the blitz. She and Keith met again several years later and were married in 1945. They immigrated to Canada in 1950 with their only 0tfn0COn- InDD - page 50 child, John, and thence to Ohio in 1953. Keith’s work as an electrical engineer took them to Los Angeles in 1964, where Sybil ran a thrift shop for a number of years. When

Keith retired in 1981, they joined several old friends from Ohio and moved to Tryon, living on Warrior Drive and on Doubleday Road, where they celebrated their 50th wedding anniversary, before moving to White Oak of Tryon, where Keith died in 2003. In her years of widowhood, Sybil became well known about Tryon for her energetic walking, active tongue and opinionated conversation along Trade Street. To her claim as the English streetwalker, she always added, “But I haven’t made a penny at it.” She proudly served as queen of the Tryon April Fools parade in 2010 and 2011. She suffered a decline in health at the beginning of the year while visiting family in Indianapolis, where she passed away. She is survived by her younger sister, Peggy, in the UK; her son, John; her adored grandchildren, Vanessa and Geoffrey; and her greatgranddaughter, Maybelle. No funeral or public service is planned. Memorial donations may be made to the Thermal Belt Outreach Ministry, P.O. Box 834, Columbus, N.C. 28722.

VFW Post 10349 awards 2012 Patriot Pen winners Padgett and Smith VFW Post 10349 recently awarded certificates to this year’s Patriot Pen winners Katherine Elizabeth Padgett and runner up Isaac A. Smith. Both students are sixth graders at Polk County Middle School. The theme for this year’s writing contest was “Are you proud of your country?” The Patriot’s Pen writing contest is open to sixth, seventh and eighth grade students enrolled in public, private or parochial schools in the United States and its territories. Homeschooled students are also eligible. Presenting the certificates were Johnny Taylor (left), Post Quartermaster and Americanism Chairman, and Geraldine Taylor (right), Ladies Auxiliary Americanism and Youth Chairman for VFW Post 10349 Mill Spring. Summer camps for children at TFAC

The first session of art and music camps for young children at Tryon Fine Arts Center begins next week. These sessions will run from 10-11:30 a.m. Monday – Friday June 25-29 and July 23-27. In five lessons, Tryon Fine Arts Center gives a summer’s worth of music, stories and activities designed to inspire a lifetime of learning. In Kindermusik summer camp, Bryant Belin will guide the child and parent/caregiver as they play, learn, sing, dance, create and share in the fun of making music together. In the summer art class, art teacher and Kindermusik mom, Julia Snyder, will extend the themes and playfulness into a visual arts environment. Each class can stand alone, or children can get a whole arts experience by enrolling in both the performing and visual art. Enrollment in TFAC summer sessions includes: • Five developmentally appropriate classes for parents and children, ages newborn to 7 in Kindermusik and ages 4-8 in art • One set of at home materials, including a literature book, CD of music from class and other special materials for each family participating in Kindermusik • All art materials for a themebased project for art students. According to organizers, TFAC’s summer sessions can enhance language and literacy skills, social and emotional development,
