Council originally considered also lowering the minimum gallons specification that defines the base rate, which would have caused more significant increases depending on how many gallons a user consumed, but council decided to go only with the one-percent increase. Councilman Roy Miller said if the town increased the rates by one percent and decreased the usage allowed for the base rate, that would be a double increase. Sewer rates are calculated at one and a half times the water rate. Council members said they want to implement a one-percent increase in water rates for the next five fiscal years. The increase is expected to generate an additional $15,000 per year in water revenue for the town. Other additions to the budget include a $500 Lake Lanier encroachment fee for any new structures built over the water. Tryon water rates were a main topic of discussion between council members and customers during the town’s June 19 meeting and public hearing. Miller said the town entertained an offer from an outside entity (Ni America) to partner and purchase the town’s water and sewer, but “let it fall by the wayside and we continually ask our citizens to pay for it.”

“My point is [Tryon’s water/sewer system is] broken. If we go to someone else [sell the system] they will fix it and they will go to the utilities commission and they will raise rates.” -- Tryon Mayor Alan Peoples

“We’ve been talking about this since 2003. We’ve increased and we’ve increased [water rates]. At what point are we going to talk with some outside entities? It’s up to us to make the best decisions for our citizens.” -- Roy Miller

“In the realistic realm, we have to do something,” Miller said. “We’ve been talking about this since 2003. We’ve increased and we’ve increased. At what point are we going to talk with some outside entities? It’s up to us to make the best decisions for our citizens.” Lake Lanier resident John Calure said Tryon’s two-tiered system of charging more for outside customers dates back to 1926 when the system was built. He said then the town figured it can’t tax outside customers but it can make them pay for the pipes. “The pipes are paid for, I assume,” Calure said. “We are still discriminating against people outside the town.” Calure said he’d loved to be annexed into Tryon but South Carolina won’t allow it. Councilman George Baker said price discrimination is not against the law. “I have never understood why the Town of Tryon bothers to give people outside the town water,” Baker said. “It costs us a great deal more to service outside.” Calure said he challenged Baker to show him where it costs more. Tryon Mayor Alan Peoples asked Calure if he uses Harmon Field. Calure replied “yes.” Peoples said some of Tryon Township residents who pay (Continued on page 6)

taxes for Harmon Field see that as a balance. Councilman Doug Arbogast suggested another way of obtaining water revenue could be to charge a fee for people who have meters but do not have service, most likely people who are parttime residents. Others agreed, saying the town still maintains the lines and meters for customers who are disconnected. Council said it will later discuss the possibility of charging a modest fee to the unconnected customers. Public works director Joel Burrell said at any given time approximately 250 customers are disconnected from the town’s water service. Other residents expressed concern over high water, sewer and garbage bills in Tryon, with one resident saying she’s asked people in other areas and no one

else pays $90 a month for water and sewer. Peoples said he must be doing something wrong because he pays $118 a month. Business owner Bill Crowell said if residents think water bills are high, they should try paying a commercial water bill in Tryon. Peoples said for years the town had an ABC store with profits of up to $300,000 a year, which were put into the town’s budget, and that is no longer the case. The town has taken from the general fund and used it for water/sewer in the 11 years Peoples said he’s been on council. “My point is it’s broken,” Peoples said. “If we go to someone else (sell the system) they will fix it and they will go to the utilities commission and they will raise rates.” Peoples said he thinks it’s inevitable the town will work to join a county-wide water system. Miller said at some point there “has to come an end to the

madness.” “In just my opinion, we’re at that end,” Miller said. Miller said Tryon is not growing as a city; it has lost industries and they are not coming back. He said the elderly population is dying out and new people are not coming in. “It’s up to this board to make some hard decisions,” Miller said. Council discussed other ways to reduce rates, with the only other option being reducing staff. Peoples said he made the mistake one time of suggesting the three towns form a Polk County Police Department (leaving the sheriff’s office) and he thought

he was going to be run out of his town. The town did receive an offer to sell its water and sewer systems from Ni America, with the town reforming a public works committee to study the option. Tryon has also for years participated in joint discussions with Polk County, Columbus and Saluda about forming a water authority to share resources. So far, all the systems have been connected to allow resources to be shared. Tryon’s new budget begins July 1. The total budget includes $1,623,974.58 in the general fund and $1,685,349 in the water/sewer fund.

Wolverine baseball earns end-of-season accolades by Samantha Hurst

The Wolverine baseball team never satiates its hunger for another win or a better season. “I don’t think we’re ever satisfied,” said Head Coach Ty Stott. “I don’t think our team would accept finishing third or fourth again – it’s all about raising the bar.” Escalating that standard meant completing the team’s sixth winning season in a row this year and nabbing top honors in the Western Highland Conference (WHC). The WHC named pitcher Roberto Taft as its baseball Player of the Year, while Stott was named Baseball Coach of the Year. “It’s always a boost for the program to get those awards – you don’t get coach of the year or player of the year unless you’ve had a really good season,” Stott said. “Roberto really deserved it because without him we couldn’t have finished first. He and Joel Booker both provided a lot of leadership this year.” Stott said Taft’s best games of the season were against the Wolverine’s toughest opponent of the season – Mountain Heritage. In the two team’s second matchup, Taft allowed only three hits and struck out Mountain Heritage’s pitcher on a change up. Stott said Taft’s strength lies in his pitching diversity and hunger for the game. “Roberto can throw a fastball, change up and curve - all for strikes; it’s rare to find a pitcher that can do that consistently,” Stott said. “Being just such a competitor on the mound doesn’t hurt either. wants and expects the ball.” Stott said getting strong pitchers on the mound also boosts a team’s confidence tremendously. Brandon Jolley was another solid pitcher who came through the program, capturing 27 winning games. The school record before that season was 16. “I think we do a good job of knowing who can help us and in what position they can help us,” Stott said. Polk County boasts the most players selected to the All-Conference team this year with five. Mountain Heritage had four chosen. Wolverine players selected include seniors Booker and Tyler

Ridings, juniors Alec Philpott and Dylan Turner and freshman Bryce Martin. “When you have kids [past players] like Andre Overholt and Jim Ollis who a lot of younger kids want to be like, that doesn’t hurt,” he said. “Kids notice when you are winning conference championships and getting All-State players every year. They want to be part of a winning program.” Stott began coaching the Wolverines 17 years ago. In 1999, his fourth year coaching, Stott and his team pulled off a winning season – one of the first in school history. In 2000 the team captured its first conference

championship. The team repeated conference wins in 2007, 2009, 2010 and its latest this season. The Wolverines also made it to the third round of state playoffs in 2007, 2009 and 2010. They made it as far as the fourth round in 2008. “Making baseball important is what it took. There was a time when it wasn’t the in thing to do – now people want to be a part of our program. It comes from winning and it comes from tradition,” Stott said. “We’ve got a group of kids right now that really want to play baseball.” Coach Stott has led the Wol(Continued on page 11)

was an only child. From an early age, it was evident that she enjoyed the gift of a beautiful voice. After she graduated from Andrew Johnson High School, she was accepted at the Julliard School of Music, where she earned a B.A. in voice. She later earned an M.A. in music education from Columbia University and did post-graduate work at the Westminster Choir College in Princeton, N.J. Helen enjoyed a long career as a music educator in East Meadow, Long Island, N.Y. and in Wayne Township, N.J. public schools. She loved sharing her passion for music with children and engaging young students in chorus performances. Helen also maintained

her love for performing, appearing as a soprano soloist and in quartets throughout the region. Upon retiring, Helen and Tom moved to Columbus to be closer to their children. Helen continued to share her musical gifts in her new community. She was a faithful member of Tryon Presbyterian Church and choir and the Foothills Music Club for many years. She sang in the Community Chorus, with the Gilbert and Sullivan Savoyards and she particularly will be remembered by her grandchildren for her performance as Grandma Tzeitel in “Fiddler on the Roof” at the Tryon Fine Arts Center. In 2010, Helen moved to

Charlotte where she resided at Regency Retirement Village and attended Charlotte Friends Meeting. She continued to sing and harmonize up until the day before her passing. Helen is survived by a daughter, Helene Hilger; a son-in-law, Arnie Cann; a daughter, Susan Hilger, and Tim Minkkinen, all of Charlotte, N.C.; and two grandsons, Adam Cann of Lubbock, Texas and Michael Cann of Philadelphia, Pa. A memorial service will be planned to celebrate Helen’s life. In lieu of flowers, memorial contributions may be made to the Crohn’s and Colitis Foundation, 386 Park Ave South, 17th Floor, N.Y., N.Y. 10016.

thing it allows is for the coach to really get to know opposing teams. Polk has been in the WHC for seven years, giving Wolverine coaches an understanding of who can knock even the best fastball out of the park and who plays aggressively on the bases, for example.

Stott said he’s looking down the line into seventh, eighth and ninth grade where he can see pitchers, catchers and other strong players coming up. To keep those players determined to win, he said he and the Wolverine staff try to do things

with the players that he never had as a young player. The players all get their own batting helmets and there’s even a winning game T-shirt given to the standout player after any win. Stott said these things may seem small but they build a program – a winning one.

Tryon council denies CDBG grievance filed by Hannon by Leah Justice

Tryon Town Council denied a complaint made by the Hannon and Littlejohn family regarding planned renovations of their house being dropped from the Community Development Block Grant (CDBG) project along W. Livingston Street. Council met on Tuesday, June 19 and unanimously denied the grievance, stating the town feels everything was done to try to get the house completed. “The grievance committee determines that the complaint is not valid,” states the town’s determination. “The town acted in good faith in seeking the grant to rehabilitate six homes; due to rising materials costs and unforeseen project expenses there were not sufficient funds to undertake rehabilitation of the final home; the property was fairly the final home due to the priority the other homes had with el-

Tryon downtown in slow decline

To the editor: I read with considerable interest the front page article from the June 22 Tryon Daily Bulletin entitled “Tryon a ghost town.” There is no doubt that the assertions made by Mary Prioleau are true. The evidence is apparent and the negative consequences are growing. Since I came to Tryon 10 years ago, our downtown has seen a slow and persistent decline. As a pastor I am always keenly aware of how the economy and civil issues have a direct effect on the life of not only churches, but every not-for-profit institution, and

Per the CDBG regulations, the installation of the sewer connection was not deemed the commencement of the revitalization work on the property such that that revitalization work must be completed under the grant.” During the project, the town had requested an additional $25,000 from the CDBG in order for Hannon’s house to be completed, but the town was notified in December 2011 that the request was denied.

the present business and political situation in Tryon is untenable for the sustenance of a vibrant community life at every level. It was therefore serendipitous that on the same day that this article appeared in the TDB the Rt. Rev. Kirk Smith, the Episcopal Bishop of Arizona, posted the following on his web blog. While Bishop Smith’s focus was on the structures of the Episcopal Church and its upcoming general convention, his words are just as true for our situation here in Tryon: “The first step in a growth policy is not to decide where and how to grow. It is to decide what to abandon. In order to grow, a business must have a systematic policy to get rid of the outgrown, the obsolete, the unproductive.” “So stated the world’s leading

business guru Peter Drucker more than 40 years ago. His “principle of abandonment” was central to his teaching, and has been incorporated by virtually every American corporation and business writer since then. According to Mr. Drucker, institutions must constantly examine their structures and methods to determine what is productive and what is not. If it is not working, get rid of it. Growth will never take place as long as time and energy are spent supporting people, programs and products that do not produce. Before management can decide what needs to be done differently, they must first “clear the decks” of anything from the past that may restrict innovation. We can honor the past without letting it set the

agenda. For an institution to move forward, it can never look back. In Drucker’s words, “Abandon all but tomorrow.” The question I would ask of our local civil and economic leaders is this, “Why are we stuck and what are you going to do about it? Apparently Saluda, Columbus and Landrum are finding solutions, and places like Highlands are booming. Why is Tryon dying? No excuses.” There are many proactive moves that could be made to improve the current state of things, but it will require courage, resolve and a willingness to make some serious and courageous sacrifices. – The Very Rev. Dr. Michael Doty Rector, the Episcopal Church of the Holy Cross, Tryon

A surprising fact from the lAnDFill research SeRviCe is that the likelihood of first-time marriages during (Phil) - 859-2054 middle age is extremely low, and most never-married boomers will 8am-6pm remain unmarried. What do all those statistics mean, and why does it matter? Well, 1x1for the moment, it may not be 2/14 a situation viewed as terribly frightening, but as those single 3/10,13, 16 boomers continue to age and failing health becomes more common, the question, “Who will care for me?” begins to come into play. Just think for a moment: how many people in your age group do you know who are involved in caring for a family member – either a spouse or elderly senior parent? It used to be a family member, particularly spouses, who provided the majority of care to ill or elderly seniors. But more and more adults – an estimated 33 percent - aren’t going to have a spouse to rely upon when the need for caring or support arises. And unmarried people are less likely to have had children who can step into the role of caregiv-

ers when required. These shifts in our family patterns, with more people being and remaining single, are a huge potential problem for society and its ability to care for single building, boomers as Remodeling, they age. There are some interesting statistics about the 78 million or so Baby Boomers, and those numbers don’t paint the type of picture many boomers are hoping for or expecting. Two researchers at Bowling Green State University’s National Center for Family and Marriage Research (NCFMR), using census data, found that 33 percent of all American adults aged 45-63 are unmarried. That represents an increase of unmarried of almost 250 percent since 1980. While a majority of single boomers are the result of divorce, 1/3 of current single baby boomers have never been married, and only 10 percent of the unmarried boomers are widowed. The research also showed that divorced boomers have more economic resources and better health than their never-married counterparts. Among those single boomers, 20 percent are currently living in poverty, while just 5 percent of married boomers share that level of economic situation. Additionally, single boomers are twice as likely to be disabled and are less likely to have health insurance. Those statistics become even more worrisome as we look to the future, when today’s boomers become tomorrow’s aging seniors.

Students who have participated in the Polk Central School Chess Program automatically qualify. Others will need to pay a $1 registration fee and answer a simple question about a board position. Board 1 plays standard rules. A take-back move is when a player regrets having made a cer-

tain move and is allowed to redo it. Board 2 allows one take-back move per game. Board 3 allows two take-backs per game, and Board 4 allows three. All boards play by these rules: You touch a piece, you take it or move it, if possible; illegal moves lose. At the end of 15 minutes, the side that has taken more pieces wins, if no resolution has occurred. If the piece count is even when time is up, the side that used fewer take-back moves wins. The tournament will follow the following schedule: 2 p.m. registration, 2:30 rules review, 2:40 qualification; 3 p.m. Round 1, 3:20 Round 2, 3:40 Round 3, 4 p.m. break, 4:30 Round 4, 4:50 Round 5, 5:10 tie-breaking, 5:30 awards and 6 p.m. adjourn.
