Polk sets UDO public hearing for Sept. 17 by Leah Justice

Polk County commissioners have scheduled for Sept. 17 a public hearing and special meeting at which they could approve the majority of the unified development ordinance (UDO). Commissioners met Monday, Aug. 6 and debated whether the

county is ready to move forward with the UDO, which combines all county ordinances into one document. Commissioner Ted Owens voted against setting a date for the public hearing and special meeting, saying commissioners have not yet seen a draft ordi-

nance to review. The UDO committee recommended a draft earlier this year and sent it to the Polk County Planning Board, which has been holding weekly meetings to review and revise the draft before

The Tryon Youth Center’s 24th annual car raffle drawing has been postponed until Sept. 15, 2012. Organizers said the required 300 tickets will not have been reached by the originally planned drawing date of Aug. 11. The winner of the raffle will take home a 2003 classic Ford Thunderbird, currently on display in the parking lot of the Tryon Federal Bank in Tryon. In lieu of the car, the winner may opt for the cash award. Money raised through the raffle, above the cost of the Thunderbird, will be used for Tryon Youth Center’s operating

“If you have questions, then there’s a problem,” said commissioner chair Ray Gasperson. Commissioner vice-chair Renée McDermott said commissioners have attended the UDO and planning board meetings and comments have been allowed. She also said commissioners have been given two copies of the UDO draft. “So there’s no need to draw this out,” McDermott said. “It’s not necessary.” McDermott also said the idea of setting the public hearing so early is to give everyone a great deal of notice so the public can be prepared and can comment. Owens said he just wants to get it right when the county approves the UDO and doesn’t think the time for commissioners to comment is during planning board meetings. County planner Cathy Ruth said the planning board should be able to get through the UDO, minus Article 25 on the ridgelines, in the next two to three meetings. The ridgeline portion, she said could take months. The public hearing on Sept. 17 will begin at 7 p.m., followed by a special meeting where commissioners could consider adopting the UDO. Commissioners said this week it is possible they will hold a joint work session with the planning board to discuss the recommended draft prior to the public hearing.

The planning board has decided to work separately on article 25, which deals with ridgelines, because it will be time-consuming. The planning board also still must determine the slope level at which special regulations for building will be required. Elevation requirements have been taken out of the draft as recommended by the UDO committee. “We’re going to schedule a hearing on the UDO that has not been officially presented to commissioners by the planning board, correct?” Owens asked. Owens argued that setting a public hearing pbefore the planning board submits an official recommended ordinance is not standard procedure and questioned why other commissioners are rushing. He said he’d feel more comfortable waiting on the recommendation and having an opportunity to discuss any questions commissioners may have with the planning board. The Polk County 2x2 Board of Commissioners will hold a public hearing on August 20, 2012, at 3:00pm in the R. Jay Foster Hall of 5/5, 6/16,7/28,9/8 Justice, Womack Building, Columbus, NC, concerning a proposed Changed 4/22/11s economic development incentive for a local manufacturing SFOR-­038697 expansion as authorized under NCGS 158-7.1. The purpose of the public hearing is to receive public comment concerning an economic development incentive offered by Polk County for economic development activities as authorized by NCGS 158-7.1. The incentive offered will be a county investment of $115,000.00 over a three year period. Mill Spring man turns himself in on marijuana discovery by Leah Justice

A Mill Spring man turned himself into the Polk County Sheriff’s Office after a helicopter discovered marijuana growing on his property. David August Schneider of 125 Hawkins Dr., Mill Spring was charged with felony manufacturing marijuana and misdemeanor possession of drug paraphernalia, according to sheriff’s office reports. The sheriff’s office, N.C. Highway Patrol and the N.C. State Bureau of Investigation (SBI) discovered two areas with marijuana growing in Polk County last Thursday, Aug. 2. Officers discovered a small number of plants growing around Schneider’s home in Mill Spring and another 505 plants growing in Saluda. In total, officers estimated the seizures to have a street value of $1.26 million. No arrests are expected in the

Saluda marijuana discovery because of the location the plants were found. The N.C. Highway Patrol provided the helicopter. The sheriff’s office participated in cutting down the plants and will destroy them. Schneider was released from jail on a written promise to appear in court.

Back to School Bash set for Saturday, Aug. 11

Preparation for the Back to School Bash passed a milestone Tuesday night, Aug. 7, when volunteers at Tryon United Methodist Church finished filling 300 bags of school supplies for area children. The end-of-summer celebration, set for Saturday, Aug. 11 from 10 a.m. – 2 p.m., features free food, inflatables, games and an assortment of school supplies geared for every grade. Back in the days when I was a professional watercolor artist I spent a great deal of time trying to “read” the market since my only source of income depended on patrons liking the work I had to offer. It was a tough gig in many ways because back in the 70s and 80s landscape watercolorists were a dime a dozen, with many of us producing offset lithographic prints by the truck load. The outdoor art fair craze was already in decline and competition for representation in reputable galleries was intense. I was fortunate, however, in that I did very well on the competitive art show circuit and gained good critical reviews on much of my work, and since name association went a long way toward pricing and selling I

began to do pretty well overall. However, I quickly learned that my art was not me and I was not my art. During the late 70s I had been riding a rush of excellent reviews and impressive acceptances, then the Iranian Revolution occurred and the energy crisis sent the country into a recession. Anyone who was producing art in those days will remember how the arts in general took a tremendous beating as the buying public realigned their priorities. At best, artists and craftspeople make marginal livings on very small profits. The cost of materials is high and no matter how hard you work there are only so many hours in a day to create a volume of respectable

NOTICE OF PUBLIC MEETING The public shall hereby take notice that on Tuesday, August 14, at 4:30pm, the Town of Columbus Planning Board will conduct a public meeting at the Columbus Town Hall, located at 95 Walker Street, Columbus, NC. The Planning Board will consider a request from the developer for Foster Creek Preserve to Amend the Master Plan for their development. The proposed amendment is to allow for the removal of an area containing approximately 306 +/- acres from the Master Plan and to renew approval of the Master Plan in accordance with Section 153.32(B)(2)(d)6 of the Town of Columbus subdivision ordinance in the event of such removal. Christ Community Church celebrates first anniversary Christ Community Church celebrates the one-year anniversary of the Cowboy Church Friday, Aug. 10 at 6 p.m. Over the past year or two, the Cowboy Church has grown to be the third largest Cowboy Church in the upstate. The ‘Rattlesnake Incident’ – the rest of the story To the editor: I wrote recently about an incident in which I (reluctantly) helped a gentleman catch a rattlesnake on 108 between Tryon and Columbus. I didn’t get the man’s name or intentions at the time, which I regretted later. I put a post including a picture on Facebook about it for fun and the incident took on a life of its own -- Polk County’s version of viral. For those unfamiliar with Facebook, I had 21 “likes,” which means that 18 people read it, enjoyed it but had no comment. Those who did comment provided a wealth of information that I thought the TDB audience would find interesting. The comments: Bonnie Joy Bardos: It’s the snake whisperer! He’s either got himself a new pet named “Rattler”

or he’s having fried snake tenders for dinner (and a new belt). Wally Hughes: Did it look like a rattlesnake to you? Elvin Clark: He was only a couple of feet long but he did have a rattleish tail. Bonnie Joy Bardos: He might be even shorter now: those tenders are bite-size. Couple of feet: on the feet. New boots. (Can you tell I have a vivid imagination?) Lauren Field Halbkat: Dangerfield Ashton. I would bet money on it. He is the only guy I know that has a rattlesnake habit and carries ski poles for hiking. :) Anne Foster Day: Elvin, his name is Daingerfield Ashton. I’m friends with him on FB. Known him forever. The school is now open five days a week and generally follows the Polk County Schools’ calendar. Children begin when they are 2 years old and meet Tuesdays and Thursdays. The 3-year-olds meet on Mondays, Wednesdays and Fridays, while the 4-year-olds attend all five days. This year Tuesday School has announced it will have a mixed-age classroom, giving parents the option of sending their 3-year-olds five days a week instead of three. Influenced by Tryon’s rich cultural heritage, fine arts are an integral part of the Tuesday School curriculum, along with a major focus of children learning through play. Whether attending regular music class with Gaye Johnson, creating art to be exhibited at the yearly art show, acting in plays or writing their own books, the children are exposed to art daily. Various field trips also help expand their cultural awareness. Some places the children have visited over the years include the old Lee Dairy Farm, local apple and peach orchards, the Greenville Zoo, Buck’s Pizza, The Book Shelf and Hands On Children’s Museum. verse new families each year, and reinvents itself to meet the needs of the current families every year. This past year, parents redesigned the Tuesday School logo and developed a vision statement. Parents’ perspective on their children’s education is encouraged. The community has always been an integral part of the nonprofit school through participation in events and generous donations. Twenty years ago, the current and former parents created an anniversary yearbook. This year, the parents plan to create another yearbook and are relying on former families, teachers and students to contribute photographs and information. The parents said they would like to create a list of all teachers and students who have attended and where their lives have led them. A reunion event is planned as well. Forty years ago this month, several mothers organized a cooperative playgroup at Tryon First Baptist Church for their preschool children, so those not looking after the children could attend an exercise class led by Dorothy Quest at the Congregational Church on Tuesday mornings. Soon the mothers wanted a more structured situation for the children, so they hired June Williams, and Tuesday School began. The mother’s group began meeting on Tuesdays, thus the name Tuesday School stuck. The school eventually moved to the Congregational Church, where it has been for the last 30 years. Tuesday School is one of the nation’s oldest parent cooperatives, with its longevity attributed to parent dedication, community involvement and the outstanding level of developmentally appropriate education children receive from the teachers. It is governed and led by parents sharing a common goal of providing the best education for their children and serving the community. Hundreds of local children have attended the preschool over the years, and many former students now enroll their own children.
