The Town of Columbus recently conducted a survey given to businesses to get opinions on

the possibility of installing key lock boxes so local law and fire officials have access to buildings in case of emergencies. Columbus Town Council met March 21 and heard from George Alley, who conducted the survey for the town. Alley said he sent out 120 sur-

Sprague leaving agricultural development post May 1 by Samantha Hurst

Polk County Agricultural Economic Development Director Lynn Sprague announced this week he would be leaving his post to take on a new position with the Southern Resource Conservation and Development Council. “I was very pleased to come to Polk County and bring the resources that I knew to the county level. Now I’m looking forward to taking what we did here and seeing what we can take to other counties,” Sprague said. “I think the process can work in other places. What we did here was really neat both economically and through community building.” Sprague will serve as the SRCD council’s new executive director in Waynesville, N.C. The council covers seven western counties and the Cherokee nation. His work in the new position

will include focus on natural resource management, recreational issues related to parks, marshland work, agricultural easements and economic work related to those natural resources among other items. He said he doesn’t expect to experience as many one-on-one connections in the new job like he made here in Polk County. “I’m going to miss the people. The idea that you can walk in the grocery store and talk shop is great. When I get spread out across seven counties I won’t have as much of that real local contact and I’m going to miss that,” Sprague said. Sprague would have marked five years with Polk County this August. Three years ago he took on revitalization of the Mill Spring School into what is now the Mill Spring Agricultural Center. “We took it from a dead horse

to a live, vibrant building,” Sprague said of the new activity birthed in the center. Sprague said he’s encouraged to know there are many people interested enough in the future of agriculture in Polk County to keep momentum going. “I think we’ll be looking for people out at the ag center to take leadership for different programs,” Sprague said. “We’re looking for someone to get up before 5 in the morning to start cooking breakfasts for 100 people for example. The ag breakfasts have done so much to bring people together … my only fear would be that there won’t be people at the griddle making those types of things happen. Sprague said if there needs to be shifts in the county’s agricultural development program it’s a good time to do it. He said

Lynn Sprague works with two college students assisting at the ag center on spring break last year. (photo by Samantha Hurst)

he is very encouraged to know the farmers markets are in good hands and will continue to grow as well as various other programs that others have taken ownership of now.

County plans for Green River games Polk commissioners address concerns by Leah Justice

Green River Games organizers say they are well on their way to hold the event in Saluda on Sept. 7 and 8 and addressed concerns with Polk County commissioners during a meeting March 18. John Grace, Green River Games organizer, said he is well underway acquiring necessary permits and has secured the event headquarters to be located at the Saluda Party and Event Center. He has also secured parking at the General Store and Wilderness Cove Tubing. Grace said a permit has been secured for use of the game lands and he’s been in contact with law enforcement and gone over crowd control. The website for the event was scheduled to launch tomorrow, April 3. Commissioner Ted Owens asked Grace about the status of the games and said commissioners would like to know background. He also asked if Grace could give the county any assurances on safety. Grace said on the course there will be a series of volunteers and organizers with a radio communication system they’ve already tested for access points. Grace also said he’s working with Blue Ridge rescue, who he’s worked with before. Owens asked about Saluda and county rescue departments as well as Polk EMS. Grace said he’s hasn’t contacted them yet but will. Regarding any road closures, Grace said the games will include one 5k run for about an hour, but it has been recommended to have a lead and follow-up car with a deputy rather than closing the road. That race will start that Saturday at 9 a.m. he said. Owens also asked Grace about the area being an alcohol free area and how he is going to be able to control that. Grace said the same as he does everywhere. It’s against the law, he said.

Grace said the type of people who will come to the Green River Games are going to be athletes and their families. He said the games are certainly not going to provide alcohol. “I think everybody will be pleasantly surprised with the behavior of the group that comes out for this,” Grace said. Foothills Chamber of Commerce President Laura Weicker said the chamber board of directors supports the Green River Games. “We believe this event will have benefits to economics both now and years to come,” said Weicker. She said the impact is far reaching and has the potential to draw people internationally. “It will help put Polk County on the map as an outdoor enthusiast destination,” Weicker said. “Tourism is our biggest industry. It is an industry, nonetheless, that we’d be foolish to ignore.” Saluda Mayor Fred Baisden said he wholeheartedly supports the games. He said when Grace came to the city last year and wanted to have the awards ceremony for the Green Race, businesses had their highest grossing day in their history. “Everybody was well mannered, everyone got along well and had a good time,” said Baisden. Saluda Business Association President Sara Bell said her board has met several times regarding the games and supports the event. She said members of the business association reported record sales on the weekend of the Green Race awards ceremony and this event falls right in line with the mission statement of the N.C. Small Town Main Street Program, which Saluda has been chosen to participate. “We know this event will bring in a demographic we need and want in our town,” Bell said. “I don’t think we all know what this event will do for our area in terms of branding our area as an outdoor destination,” she added.

key lock boxes should be voluntary (90-percent), while 10 percent said they should be mandatory. Alley said overall, larger businesses seemed to be more in favor of the idea than smaller businesses, which expressed more concern about others having access to their buildings. “There is no way access will be allowed into my business that is not controlled by me,” stated one business owner who commented on the survey. “If there is a fire, there are plenty of windows that can be broken.” Another concern raised by a business owner was lock boxes wouldn’t be a good idea because businesses would be advertising that they have keys outside. “If everyone starts having these boxes outside their business, it won’t be long before crooks know they are there, which would provide easy access,” commented one business owner. “As with many (government) programs, they begin with a well-meaning premise, but often end up causing more harm than good. Let’s just leave things the way they have always been.” One business said they have the boxes at another facility and having access to a building quickly is always good especially in a fire situation. Others, however, responded that it should not be required and that it is not necessary. The idea of key boxes for businesses was first discussed in January. The town’s current policy in times of alarm calls, including for fire or burglary, is to locate an emergency contact person to come

and unlock a building. “The Columbus Town Council is considering whether or not it would be beneficial for town businesses to have key lock boxes installed on their premises,” stated the survey. “These boxes would provide emergency personnel timely access in emergency situations such as burglary or fire. This would limit any potential property damage in the event that immediate access is necessary and, with false alarms, get emergency services personnel back into service more quickly. Currently, local businesses are required to provide a contact that will be available to unlock the premises within ten minutes. Over the past year, not one request has resulted in an adequate response and emergency services personnel have been consistently detained, many times up to 45 minutes or more.” Key boxes are used throughout the state and are often required by building/zoning inspection offices to ensure accessibility to commercial buildings in the event of an emergency. The typical key box is a secure, tamperproof device with a lock operable only by a fire department master key and containing building entry keys that may be required for access in an emergency. Before utilization, town staff said, a strict policy for maintaining and securing the master key would be in place and policies would be developed to ensure that no tampering would occur with the keys. Alley said he is gathering more information on key boxes, including researching what’s been successful in other areas and plans to present more details during council’s April meeting. Cardinals varsity baseball falls to Blue Ridge by Mark Schmerling

Visiting Blue Ridge sent 10 runners across the plate in the first inning, on the way to defeating Landrum, 14-1 in varsity baseball action Thursday, March 28. It was “not a pretty game,” observed Cardinals’ Coach Ray McCallister, who is trying to get his players to gel as a team. “We’re a young team,” noted McCallister. “We have 12 ballplayers. We have to become one team, no matter what it takes.”

In fact, the Cardinals have but two seniors, and lots of younger and talented players who could be the core of a successful team. The chilly breeze seemed to hone, rather than hinder, the Blue Ridge bats. The Tigers began their half of the first quietly, with an infield single and a walk. However, Blue Ridge’s big shortstop Jordan Brabo drove one of starter Jonah Corn’s pitches to deep right, for a two-run triple. Corn

bore down and fanned the next batter, but a hit batsman, a run scored during a rundown, a dropped infield pop, another two-RBI hit by No. 7 Brabo, which gave Blue Ridge its ninth and 10th runs, knocked Corn off the mound in favor of Caleb Pruitt. Entering the game with two outs, Pruitt gave up a line single to left, walked the next batter to load the bases, but got his third man to pop to second to end the inning.

In the first, the Cardinals’ Gavin Bishop led off with a triple to right. His teammates also hit the ball hard, but couldn’t move him 90 feet. Caleb Bruce lined out to right center, Billy Ryan flied out to right, and Trevor Walker made the third out on a fly to deep center. That’s about the way it went for the Cardinals the rest of the way. Blue Ridge scored a run in the second on three singles,

TWGA sets off 2013 golf season On Tuesday, March 26, the Tryon Country Club Women’s Golf Association opened its 2013 golfing season in the clubhouse’s beautifully decorated-for-spring Donald Ross room with a delicious breakfast prepared by June Current, chair, and her committee; Parky Flanagan, Lib McKeller, Dee White, Caroline Brown and Hoppy Long. President Joyce Arledge welcomed the new members of the TWGA and introduced the new officers: Caroline Brown, vice president; Cynthia Terwilliger, secretary; he and

T

Modern ag- economics for a rural county: small is beautiful The ag-scene in Polk County has seen rocky soil in the past couple weeks. On a county and government level, change has come. Decision-making is underway determining the various levels of importance, economicallyspeaking, that the ag center, the office of Agricultural Economic Development and farming play for Polk County’s economy. At least in my circles, its’ all anyone is talking about. I sat down with farmer Lee Mink of Mill Spring and LEAP Farm this past weekend. LEAP Farm is a non-GMO, bio-diverse small family farm using organic methods of growing for a multimarket base right here in Polk County. Lee sells at tailgates, to restaurants, a local Community Supported Agriculture (CSA) and directly off his farm. The following are excerpts from both Lee and myself, beginning with this from farmer Lee.

“One thing we have to remem- farming in Polk County. It was ber about the ag center is how its a perfectly timed gift, literally, to still in its beginning stages and our county and we must continue that its’ value to our county is its momentum. Now he is gone more important than ever. Just and we have some critical choices five years ago, the ag center was a to make. I say if we want to keep cold, empty structure, that hadn’t Polk County rural and green, had use for over 12 years, and (and we have a mandate written through a farming community through a citizen-survey that says that is hungry for identity and fur- we do) then we must continue to ther development opportunities, support the ag center and spend an even larger community stepped our money on agricultural development, placing forward to value on our help bring this In Good big small, diverse, building and its farms and recmission to the Taste ognizing how foreground for by these farmers Polk County’s Carol Lynn Jackson are cropping up future. We are everywhere in now, in just five short years, a unified and diverse leaps and bounds. We need to community taking responsibility allow the ag center to continue for our future by keeping Polk to grow up and not take 10 steps County rural and with grassroots, back.” Do we want to continue to thought-filled growth. The ag center and Lynn Sprague is the grow in grassroots fashions, best thing that’s happened to knowing one another as small and

medium-sized farmers, building deep roots in strong horizontal firmament? Do we want vertical growth with distribution development for a few large production farms taking Polk County grown to areas like Charlotte and Atlanta? Do we want the big international buffalo-sized industry to come to town and promise hundreds or thousands of jobs and possibly not follow-up on their word? These are our choices, but only when we share our voice. Elected officials that don’t hear from us have to educate themselves and risk making decisions over shortsited spreadsheets that may be subscribing to development models that just don’t work anymore. We want them to believe that small is beautiful. Let them hear from us. If we don’t take care of ourselves and our food and water (Continued on page 15)

and throw all of our food dollars to huge box stores and corporations that send it rapidly further downstream. What kind of future do we want to have? We are at a critical tipping point and we must make our voices heard to ag-related planning boards and our county commissioners. Lynn Sprague got us outside the box, connecting people so we could empower ourselves. He is one of the hardest working persons we’ve ever seen in a county position.

Let’s keep working hard and keep looking ahead. Lets’ continue to support and ask for development funding for our diverse, clean, fair, small and medium-sized farmers. We may not see thousands of jobs through agriculture as its developing now, but we will see hundreds more jobs in the beginning and we will see liberation: local, clean and fair food made more and more available to our community. Right here at home. That, we must always remember, is priceless.

St. Luke’s Hospital recently honored its employees for their years of service with a special luncheon. These individuals have spent 30 and 35 years working at St. Luke’s, joining the local hospital just after St. Luke’s moved to the current location. “We are fortunate for the commitment and compassion of our employees, whether they’ve been here 35 years or two years,” says Ken Shull, CEO of St. Luke’s Hospital. “They are the heart and soul of St. Luke’s Hospital, and they are dedicated to providing exceptional care, close to home.” – article submitted by Jennifer Wilson
