There were 280 child protective reports made to the Polk County Department of Social Services (DSS) during 2012 with 215 of those reports meeting the legal criteria for an assessment/ investigation on allegations of abuse, neglect or dependency by

a parent or caretaker. The Polk County Community Child Protection Team presented its annual report to Polk commissioners on April 22. The child protection team met five times during 2012 and reviewed four of the reported cases, all of which

had been substantiated for child sexual abuse. The annual report from the team includes contributory factors, gaps in services and strategies to address gaps in services.

The contributory factors the child protection team identified included substance abuse, sexual abuse, domestic violence, mental health issues, physical abuse, financial stressors, family discord, emotional abuse and unstable and inadequate living arrangements. During 2012, Polk County’s DSS conducted approximately 115 investigations, assessments and in-home services per month for child protective services. This number grew to approximately 120 per month beginning in July 2012, the start of the county’s new fiscal year. There is an average of 22 new child protective service reports made each month, according to Polk DSS director Lou Parton. Child placement or foster care currently includes 38 children in custody. Parton said beginning July 1, 2012, there were 30 children in legal custody of the agency and as of April 24, 2013 an additional 27 children had been placed in custody due to neglect/ abuse in the home. Of those, 15 achieved their permanent plan of either reunification with their parent, adoption, custody/guardianship or emancipation, Parton said. Of the total children in custody since July 1, 2012, four children were transferred back to their home county. The Community Child Protection team is a multi-disciplinary team involving various agencies working with children and families. The team includes staff from DSS, the health department, the DSS board, Western Highlands, Polk County Schools Head Start, a mental health and medical provider, juvenile court counselor, the state bureau of investigation, Steps to HOPE, EMS, the county manager and the sheriff. Polk County’s Community Child Protection Team was established in response to Executive Order 142 in May 1991. The purpose of the team is to promote a community wide approach to the problems of child abuse and neglect by bringing together designated community representa-

tives to meet regularly and review cases of abuse and neglect and to review all child deaths in which a child/children have been involved in reported neglect or abuse. Following the child protection team’s report last year, the Polk County Board of Commissioners sent a resolution to the state in support of lowering the mandatory school age requirement from 7 years old to 6 years old. “Many of the issues presented in previous reports to commissioners still remain the same,” states the 2012 report. “Substance abuse, mental health, unstable living situations, inadequate parenting, domestic violence, etc. all impact the health and wellness of families affected by child abuse and neglect and thus our entire community.” The child protection team asked commissioners to be aware of the needs that are prevalent and the opportunities they have to make a difference. Specifically, the team asked for the county’s participation in child abuse prevention and awareness events and funding of staff at schools to develop prevention education programs focusing on parent and community engagement. “We want all of our children to live in stable, loving and stimulating environments-at home, at school and in the community,” states the team’s report. “It is only in our ability to provide a safe and secure environment for them that they will learn and grow and meet their potential. Our children are the future and their vision for Polk County will be a reflection of our efforts.” Recent child awareness events included Join the Movement on April 18, where approximately 40 individuals attended and 24 committed to additional training to learn more about the steps that can be taken to prevent, recognize and react responsibly to the reality of child sexual abuse. Several county agencies also participated in pinwheels for child abuse awareness month and held the county’s first child abuse awareness day last month. abuse awareness month included the Partnership for Children, which planted pinwheels at four Polk daycares, the Polk County EMS, Seasons Home Care, the Polk County Sheriff’s Office, which shared with police departments and democratic women, St. Luke’s Hospital, Steps to HOPE, Polk County Schools Pre-K, Polk

County Clerk of Court, Polk County Cooperative Extension, the Town of Columbus and Polk County DSS. The month of May is Foster Parent Appreciation Month. Polk is in great need of foster homes. Of the total children in foster homes, 18 of Polk’s children are placed outside the county.

County unemployment numbers released Wednesday, May 1 show Polk County with the seventh lowest unemployment rate in North Carolina at 7.0 percent for March. Of the county’s 9,162-member labor force, a total of 642 people remained without jobs in March. The national indicators show things slowly moving in a positive direction.” So far this year 45 new companies have registered with Polk County government.

George William Frank Esterling

George was a consummate horseman who lived his life immersed in horses. There wasn’t a horse he couldn’t handle and most horses related to him and did whatever he asked. He was primarily a jockey for most of his life and he raced on the flat and over the sticks. He trained horses as well. His greatest memory was riding in the Grand National Steeplechase in Aintree, England. He rode a big Irish chestnut gelding called Irish Lizard and trained by Vincent O’Brien. According to George, Vincent was hoping to pull off a coup with the pair but his plans came to naught when the Garda caught his stable lads cutting the telephone wires. George said that Vincent lost his license for a while over this. George and Irish Lizard ran third to Dick Francis on Royal Tan in 1953. His ashes are being sent to his niece in England who will scatter them (with permission) at Becher’s Brook on the Aintree steeplechase course. During his life with horses, he was a jockey, a trainer and a huntsman. He also worked for the Firestones and Du Ponts, then moved down to the Landrum area to work for Janet Peterson. After he left Mrs. Peterson and Glassy Mountain Farm, in his

semi- retirement he worked with Dr. Bob McDaniel at Twin Oaks Veterinary Clinic. To the very end, his mind was as sharp as a tack and he had a plethora of wonderful horse stories. He was an avid huntsman and his hounds loved him. His beloved wife, Camilla, died five years ago. She was his soul mate and helped him in the stables and kennels. They both adored dogs and had a succession of whippets, lurchers and Jack Russells. His last Jack Russell, Tina, now lives with Dr. Bob in Gowensville. An interesting tidbit is that Lester Piggott is a cousin. George is pictured here on his favorite horse, Tantivy, surrounded by adoring fox hounds. George’s Epitaph: On any course he would ride a horse, For any amount he was willing. If he thought he could win a race He’d ride it for a shilling. For jockeys come and jockeys go But we thought he’d go on forever.

Mariotti’s magic flows onto Tryon art scene

The delicate silk ripples slightly, and Christine Mariotti tightens the frame with a careful twist. Soon a garden of purple wisteria vines will blossom on the delicate silk scarf she’s painting. The brush hovers, straight and true. After she’s painted the scarf, she will steam it, setting the colors so this silken slice of springtime will be washable. “I knew when I was in first grade that I would be an art teacher,” Mariotti said. “From age 7 to 67, I never veered from what I wanted to be and do. And an artist’s skill and work continue to improve constantly throughout life, so it’s a wonderful field.” Mariotti adapts traditional silk painting techniques to fit her own style. Whereas many artists outline with glue and then fill, Mariotti paints free hand on the silk. “Each piece is totally unique, a one-of-a-kind original,” she said. She has established a strong reputation as an artist specializing in textiles and unique dyeing techniques, and she’s taught fashion illustration and more. She has studied Chinese painting with Ning Yeh, master of Chinese brush painting, and traveled to China to learn with him. “During a trip to China, I began to see the roots of the styles that I like, and with a good teacher, I could sense the direction of the work that was to come,” she said. Her teacher provided analogies, saying that leaves were like many minnows rushing toward the same food, and a blooming flower resembled Marilyn Monroe’s skirt flying up. “The analogies put something into students’ minds to help with remembering concepts and to get the energy flowing,” she said. She practices the brush strokes, again and again, with an intense concentration that stills the wandering mind. The thin rice paper tears easily, and must be mounted and sprayed to last.

Her work demonstrates a delicate balance between free-flowing creative force and a careful discipline steeped in thousands of years of tradition. “Life contains short happiness and good memories, but art lasts beyond even the memory of happiness,” Mariotti said. Mariotti not only enjoys classical techniques, but also continually invents new artistic techniques. Her portfolio includes exquisite wearable textile art, Chinese style paintings, and cards. Her artistic observations often result in serendipitous solutions. She noticed that toilet bowl cleaner bleached out color in fabrics, and now she has created a line of T-shirts adorned with portraits of beloved pets. After bleaching out the chosen form, she draws and shades with pen to create wearable memories. “There’s nothing bad about art. If you don’t like something you’ve done in art, you can do it again,” Mariotti said. Mariotti arrived in Tryon in 2008, where she enjoys her home and studio with her 10-year-old Cocker Spaniel, Rudy. She teaches a Thursday morning painting class, and maintains her website, www. christinemariotti.net. She’s become the director of events at Tryon Arts and Crafts School, and vice president of Tryon Painters and Sculptors,

where the group show “Inspired by Matisse” will open May 11. Mariotti’s next class will be folding, tying and dyeing in the shibori textile tradition. Students will make three shibori silk scarves. “When I teach, I bring out the creativity within and awaken the creative spirit of my students,” Mariotti said. “Tryon has wonderful people.” Tryon felt familiar to Mariotti from the start. Mariotti’s traveled to Italy, and lived in California and New York before taking root here. “I love living here in the woods,” she said. “There’s inspiration everywhere. Last fall, I did a series based on my neighbors’ driveways. You can feel anonymous in a big city. A final free workshop will be held on Friday, May 10 at 10 a.m. in the upstairs of the Saluda Library. Lou Holloway, a landscape architect and manager of the Hendersonville Main Street Program will lead this workshop. During the historic 20th anniversary of the USMC Mud Run held in Columbia, S.C. on April 27, a local team took first place honors in the All-Female Division. Team No. 109, consisting of Mandy Wolfe, Lori Geddings, Ellen Seagle and Mary Mujica, conquered a 6.2-mile all-terrain course with 36 military obstacles, which included walls, trenches and mud holes. Team members had to work together to strategically maneuver through each obstacle, which involved climbing, swimming, crawling or jumping. “We had practiced course attack and execution and we were very pleased with the results,” Wolfe said. This biannual event raises money, awareness and support for marines, veterans and their families across the nation who have been wounded or killed while serving on active duty.
