Tryon approves budget without tax rate Town awaiting state decision on $90k in revenue by Leah Justice
Tryon Town Council adopted a budget last week without setting a tax rate. The town is waiting on the North Carolina state legislature to adopt its budget and decide whether or not to release hold
harmless revenue to local governments this year. This revenue was created by the state to offset any potential loss for cities and towns as the state collected sales tax monies from counties to cover its costs of taking on Medicaid. Tryon’s hold harmless revenue for this year was estimated at about $90,000.

Columbus enjoys 51 years of community celebration Columbus marks its 51st Fabulous Fourth event this year with what the town hopes will be a family-fun environment. Columbus town manager Jonathan Kanipe said the town works hard to accommodate the approximately 7,000 people that attend each year. “We get a lot of people in the evenings for the fireworks. There’s obviously a lot that goes into it, but I think it is really important for the community to come out and be together especially on July 4, which is such a great day for our country,” Kanipe said. “I think the town really wants to make sure that continues happening and is invested in doing that for the community.” The music schedule is packed from 10 a.m. – 10 p.m., and the food and craft vendors will provide all you need to get you through the day and into the night. The Polk County Tailgate Market will be there in the morning so
anyone needing last minute items for their holiday cookout can buy them local. The Little Detroit Car Club will hold a car show from 10 a.m. – 2 p.m. for those “gearheads” among the community. The kids and family games share the lawn at Stearns Park, and run from 10 a.m. – 2 p.m. These games are organized and sponsored once again by Crossroads Baptist Church. Amusement rides provided by ABC Party Rentals open Wednesday, July 3 at 5 p.m. and finish after the fireworks on July 4. Tickets will be available for purchase the day before and day of the festival from the ride vendors on site. The Columbus Fabulous fourth committee has planned entertainment for the whole family and all types of interests. The 4th of July ceremonies kick off at 10 a.m. with the National Anthem sung by Anita Williamson. Following the opening ceremony, community talent will fill the stage beginning with Dance Dynamics, followed by the gospel ensemble Part of the Plan at 10:30 a.m., the 2012 Polk Talent Show winner Kiyon Stalie at 11 a.m. The morning is rounded out with Adawehi Teen Drummers’African drumming at 11:30 a.m. At noon, the Fabulous 4th celebration will have an hour of veterans events to honor servicemen and women. The American Legion and VFW of Columbus will host the hour and provide information and recognition for all veterans. Council met for a special meeting on Friday, June 28 when the town had hoped the state would have made its decision but hadn’t. The town is required to adopt the fiscal year 2013-2014 budget by June 30, so leaders adopted it under N.C. General Statute 159-15, which states, “If after July 1 the local government receives revenues that are substantially more or less than the amount anticipated, the governing body may, before January 1 following adoption of the budget, amend the budget ordinance to reduce or increase the property tax levy to account for the unanticipated increase or reduction in revenues.” One penny in tax revenue for Tryon is approximately $16,000, so it would take five cents in property taxes if the town had to make up the amount through property taxes alone, which doesn’t appear to be the case. “While the town hasn’t discussed a tax increase, they have left it on the table, though we are anticipating that the state will come to some sort of a compromise which will allow funding for municipalities to not be as adversely affected,” said town manager Joey Davis. “I really think that the council would look at every possible alternative before agreeing to raise the tax rate.” Council decided last week to hold approximately $20,000 in contingency from various line items and agreed to visit the idea of employee holiday bonuses later
in the year, depending on how the budget looks in November. State legislation is expected to adopt its budget later this month, with Tryon planning to adopt a tax rate at its August meeting. The town doesn’t hold a regular meeting in July. If the state withholds the hold harmless revenue, Tryon could pull from its fund balance, raise the tax rate or cut that amount from the budget. Tryon’s approved budget is for a total of $4,188,268, including $1,609,637 in the general fund and $1,700,026 in the water sewer fund. Other funds total $878,605 including $60,000 for Powell Bill, $13,000 for tourism development, $225,995 in sanitation, $383,755 for the fire department and $195,855 for Harmon Field. The town is increasing water/ sewer rates by 1 percent and sanitation rates by 2 percent. The town also agreed to a 1 percent employee raise beginning today with the merit or bonus pending at 1 percent in November. Council also wants to set aside money to replace the roof at the Harmon Field building. The Harmon Field budget includes $7,000 for capital outlay, but commissioner Roy Miller said the town needs to put money specifically for the roof because without a new roof the town cannot sell the building. Davis agreed to come back to council in August with estimates on fixing the roof. Tryon’s new budget year began today, July 1. Tryon’s tax rate last year was 47.78 cents per $100 of property valuation.

St. Luke’s Hospital’s Laura Walker pushes pedals to the top Run. Check! Bike. Check! Swim. Check! Pedal 102.7 miles in less than 10 hours. Check and double check. The 102.7-mile bike ride to the pinnacle of Mount Mitchell was recently checked off Laura Walker’s “Bucket List” of things to do in her lifetime. A very fit physical therapy assistant at St. Luke’s Hospital, Walker says she participated in the May 20 “Assault on Mount Mitchell” purely for the experience. And she’s certain it was one experience she will never forget; nor ever repeat! “This was my first attempt to ride the ‘Assault on Mt. Mitchell,’ and it’s safe to say it was also my last!” Walker said. “It’s great to cross the finish line, but it’s even better to cross and say ‘it’s finally over.’” The “Assault on Mount Mitchell” is an annual bicycling endurance contest that starts in Spartanburg, S.C., winds through country roads and crossroad towns before climbing 10,357 vertical feet to end, amid cheers and chants, at the summit of Mount Mitchell, the highest peak east of the Mississippi River. Mount Mitchell is located in Mount Mitchell State Park in Yancey County, N.C. Only 1,300 cyclists are accepted to participate. Half choose to stop in Marion at the base of the strenuous climb up the mountain. The other 650 cyclists continue the climb; this year, Walker was one of only 50 women who finished the entire ride.

Other St. Luke’s employees who have challenged themselves in past years were unable to participate in the bike ride this year. So Walker began training on her own back in January, following a training program on the website for the Freewheelers of Spartanburg. The Freewheelers is a group of cyclists who help sponsor and organize the elite bike ride. For the past six months, Walker was cycling up to 100-150 miles a week. Though this was Walker’s first
cycling event, she is no stranger to competition. She is an avid runner and competes in numerous road races. Walker also competed in numerous sprint triathlons (running, cycling and swimming) and placed in the top three of her age group every year. Just like the energy and enthusiasm she shares with her patients, Walker can empathize with a patient’s mental and physical push through the pain and doubt on the road to recovery. “I understand how difficult it
can be to keep pushing yourself, whether it’s pain from hours on a bicycle or pain following knee replacement,” Walker said. “But it’s a really great feeling when you reach your goal, whether it’s to the top of the mountain or a walk around the hospital.” Her first time up a mountain on a bicycle, Laura pushed and pedaled for nearly 10 hours to reach her goal. Ann Gargiulo: Finding home at a slower pace

After 35 years in New York City, Ann Gargiulo felt ready for a calmer pace of life. She worked hard handling the stage performing rights for Broadway musicals, yet as she strolled in Central Park, she began to yearn for a life in the country. “I read an article by George Morris about the most horsefriendly towns in the South,” she said. “John and I had a look at Tryon, and I fell in love with the place.” Tryon had arts, crafts, mountains, horses, golf, outdoor activities and opportunities for community involvement. It fit every criteria. The town proved to be a special place for her mother, too; Ann’s mother and stepfather moved to Tryon when she did, and her mother died in 2007 at the age of 102 ½. “We were so fortunate to find Tryon Estates,” Ann says. Ann was used to keeping very busy, so it wasn’t long before she opened Vines and Stuff, a gift shop on the main street of Tryon. Her husband, John, owns and manages the building. “I really strive to have a welcoming, enjoyable experience, with a large variety of items so that people don’t have to go out of town to shop,” she said. “I like having a diversity of products to encourage people to shop locally.” The shop reflects Ann’s appreciation for diversity and her aesthetic sensibilities. She loves the scent and voluptuous beauty of peonies, and she enjoys gardening. Many of the soaps and specialties at Vines and Stuff come from France. Ann went to school at the Sorbonne in Paris, and majored in art history and French at Boston University. She particularly enjoyed the South of France. She had taken years of French, and speaking the language fluently helped her make connections to the local people.

“Even in France, I preferred the countryside,” she said. “The people went out of their way to be welcoming.” Ann spent much of her life in England, since her mother was English, and the English boarding school differed radically from her American high school in Del Ray, Fla. Due to her family’s work promotions, she attended four high schools and three colleges in England, California, Connecticut and Florida. When she settled into life in New York City, she thought she’d settled for good. She considered going back to live in France, but New York City drew her close. The call of the countryside never left her, though. She and her husband have lived here for 13 years now. “We’re working harder now
than we were in New York,” she said. “I would like to have more time for reading, gardening and golfing, but running a business takes time, with buying, displays, paperwork and bookkeeping.” She recently visited New York City and walked across the Brooklyn Bridge. A carousel encased in a huge square glass box gleamed in the light, and it was enchanting, but the city life no longer suits her. “We came back happy, but absolutely exhausted,” she says. “I love to visit, but I can’t live there anymore. It’s too fast-paced now.” Ann says she’s met wonderful, supportive people here, and she hopes her shop shares the qualities of the town environment of Tryon. “It’s a friendly, comfortable, pleasing atmosphere that’s calm but fun,” she says.
