Saluda responds to audit findings by Leah Justice

Saluda commissioners addressed concerns brought up in the 2011-2012 audit report including payroll issues, cell phone records and credit card use. The Saluda Board of Commissioners met Aug. 12 and heard from Mayor Fred Baisden, who said numerous people have asked why the city is hiding things in the audit.

The audit report, issued by Crawley, Lee & Company, PA, noted that board minutes for fiscal year ending June 30, 2012 were not prepared in a timely fashion. Saluda officials said minutes have since been completed in a timely manner. The auditor also noted the city wrote checks for Christmas bonuses and

awards to various employees without taxing them for FICA and state and federal withholdings. Auditors also said in one instance the hours on a timesheet calculated by an employee did not match the total time for the day. “We recommend the time sheets completed by the employees be recalculated before being approved and paid,” states the audit report. “Additionally, the city could consider the implementation of a time clock that would limit the possibility of these types of errors in reporting. Furthermore, the use of a time clock could address the governing body’s concerns over whether an employee is properly documenting their time worked.” Baisden said employees are filling out time sheets on Monday and are changing their time sheets, which indicates to him that something’s not right. “I’m a due diligence kind of person and we need to get a handle on that to make sure when someone looks at a time sheet that’s been changed from five to nine, or whatever, it raises questions,” said Baisden. “I know for a fact there are times that people have changed their time sheets.” Commissioner George Sweet asked why the city does weekly timesheets, not daily. City administrator Erny Williams said the sheets are done versus work orders and some employees don’t return to city hall at 4 p.m. Williams said the audit only found one instance and asked that other issues be brought to his attention at the time. “If you were paying attention to what was going on, you would have it,” Baisden said to Williams. Sweet said he’d be happy to get together with Williams to figure out a way to tighten the process. “The way it’s being done, to me, is not sufficiently controlled,” Sweet said. Auditors also found that personal calls were being made on city cell phones. Employees have since turned in all city cell phones. “We noted during the review of

expenditures that cell phone charges paid by the city included several phone numbers that appear to be of a personal nature,” states the audit report. “We recommend that the cell phone bills be reviewed by a member of the governing body to determine if the city’s business cell phones are necessary and if it would be less costly to the city if employees were reimbursed for a portion of their personal phone bills in lieu of maintaining city cell phones.” Baisden said at the time of the audit, Saluda had three cells phones with one having 83.4 percent of calls for personal use and another having 100 percent of calls for personal use. “We don’t have cell phones anymore,” Baisden said. “I’m not saying that people shouldn’t be paid for using their personal cell phones.” Williams said as an administrator he has no way of communicating with staff other than cell phones. He said the three cell phones cost the city $140 and at that particular time, paying $140 a month versus paying part of 10 employees’ phones was the best deal. “I turned the phones in because it’s a recurring issue all the time,” Williams said. Baisden said there was a 1,400-minute plan, after which employees were billed for overages, and someone increased the minutes. Baisden said he doesn’t care if it’s $65 or $140 it’s still using taxpayers’ money. Resident Ellen Rogers told Williams that he handled himself well during the conversation, but said personnel issues shouldn’t be discussed in public. “You do not berate your staff in front of the public,” Rogers said. Baisden said he was sorry to Williams if he berated him. Commissioners also discussed credit card and fuel card purchases. The board approved the mayor pro-tem reviewing Williams’ purchases with Williams in charge of reviewing other staff purchases. Staff said fuel cards are monitored with pin numbers in order to see who made what fuel purchase.

Geneva D. Cochran

Peggy Joyner Sibley

Geneva Durham Cochran, 91, of Columbus passed away Friday, August 16, 2013 at The Hospice House of the Carolina Foothills, Landrum. Born in Polk County, she was the daughter of the late Luther and Josie Henderson Durham and widow of Fred B. Cochran who died in 2002. She retired from Southern Woven Label Mill in Columbus. Mrs. Cochran enjoyed cooking and sewing for her family. She was of the Baptist faith. Surviving is one son, Albert Cochran (Janice) of Mill Spring; one daughter, Lois Edwards (Larry) of Columbus; one brother, Burley Durham (Dorothy) of Tryon; one sister, Louise Flynn of Columbus. Also surviving are six grandchildren and eight greatgrandchildren. A funeral was held Sunday, August 18, 2013 in the McFarland Funeral Chapel, Tryon, with Dr. Chris Osborn officiating. Pallbearers were Teresa Cochran, Robbie Edwards, Timothy Edwards, Brandon Edwards, Zane Johnson and Jake Johnson. Burial was held in Polk Memorial Gardens, Columbus. Peggy Joyner Sibley, 77, passed away quietly at White Oak Manor on August 17, 2013 after a long battle with Alzheimer’s. She was the daughter of the late Alfred Troy and Vida G. Dunning Joyner of Rich Square, N.C. and the wife of S. Dan Sibley of the home. After graduating from Meredith College in Raleigh, N.C. she and Dan were married and she taught school until starting to raise a family. Peggy was very active, she enjoyed sports, quilting, knitting, needle work and homemaking. She and Dan spent many years in Burlington, N.C. and moved to Tryon in 1999. Peggy became active in the Congregational Church and sang with the Caroline’s. In addition to her husband, she is survived by three sons, Scott Sibley of Lakeville, Minn., Phil Sibley (Gina) of Macon, Ga. and Matt Sibley (Kerri) of Delray Beach, Fla. Also surviving are five grandchildren, Josh, Shelley, Sloan, McKenna and Griffin. She is also survived by one brother, Troy Joyner (Diane) of Suffolk, Va. Memorial services will be held in early October. Memorials may be made to White Oak Manor, 70 Oak St. Tryon, NC 28782; Hospice of the Carolina Foothills, 130 Forest Glen Dr. Columbus, NC 28722; or to The Alzheimer’s Association, 901 S. A memorial service will be held at the First United Methodist Church in Rutherfordton on Tuesday, August 20.

It was a magical, quintessential scene, and I loved it very much,” he said. The workers shared a purpose and a deep sense of community. They worked hard together, and they played hard together, too. “I had good friends on the orchard. We had a small community of workers, mostly hippies and Mexicans who hung out together, supported one another, and had a really good time,” he said. “I was into music, playing guitar, writing songs and singing, so whatever we did together was always full of music.” During the 1960s, he was involved in the anti-war movement, and wrote for and helped publish an underground newspaper in Los Angeles, called The Free Venice Beachhead. “I still look back on those times as an era when the world was alive in a way that it hasn’t been since then,” Quinlan said. After retiring from working in the orchards, Quinlan put many of his poems together in a book titled Blue Smoke Spirals from the Chimney, published by Coal City Press and available on amazon.com. “It expresses my feeling that a

lot of blue, sad feelings spiral from the soul. The poems represent difficult feelings that arise,” Quinlan said. His poetry, like his photographs, appear under his pseudonym of Joe Mulligan. “In my photos, I’m trying to capture anything that really is beautiful and uplifting to the human spirit,” Quinlan said. “My photographs show patterns of the universe, fragments of beauty like the pieces of a hand-sewn quilt.” Orchard work had physical demands, and Quinlan has stayed very fit. He rides a bicycle, hikes and does Yang 24 form of Tai Chi. He also edits books and does ebook publishing. “Anyone, with a little bit of help, can put their writings on amazon. com and bring them to the attention of a worldwide audience,” Quinlan said. “I’ve been a writer all my life, and a teacher of English.” He says living in Tryon next to a mountain lake, surrounded by forest, helps him focus. “There’s a sense of peace and solitude here. It helps me to meditate and it helps me to do my work in website design and ebook publishing,” Quinlan said. “I live with a beloved friend, and my little black dog fills my heart with joy just by wagging her tail.”

Dr. Charles P. Blomeley Dr. Charles Perry Blomeley, 81, of Sylvan Lane, Mill Spring passed away Saturday, August 17, 2013 at his home. Born in Tampa, Fla., he was the son of the late William Stanley and Ursalene Elzey Blomeley. A veteran of the Korean War, having served in the U. S. Marine Corp., he later graduated from Washington Missionary College, Tacoma Park, MD and received his doctorate from Howard University Medical School in l965. Mr. & Mrs. Blomeley moved to Polk County in l966 to begin a practice with Dr. Roy Morgan. For 27 years Dr. Blomeley was the medical examiner for Polk County and was the director of the Emergency Medical Services for l7 years. He was a member of the Tryon Seventh-day Adventist Church. Surviving are his wife of 57 years, Helen Wittschiebe Blomeley, of the home; two

Two quarters of action at Friday, Aug. 16’s Border Showcase Classic IX, might be the jolt the Polk County High School Wolverines needed to begin their regular season this Friday, Aug. 23 when they host Shelby. Game time is 7:30 p.m. With some key starters out hurt, Polk played gamely against AAAA Spartanburg, before bowing, 27-0. That was one of three

match ups at the event, hosted by Gaffney (SC) High School. The event is the brainchild of Polk head coach Bruce Ollis, who viewed this as a means of bringing together some of the top teams and players in the region. For the Wolverines, that was Anthony Carson. This year, the Wolverines will face a number of formidable opponents. Shelby is one of those. “Shelby,” predicts Ollis, “is going to be a very talented team. Win, lose or draw, we feel it will makes a better football team.”
