Construction clients are failing to engage with the new building safety regime, according to research carried out by the Building Engineering Services Association (BESA).
The Association used its regional meetings with members as ‘focus groups’ over a six-month period to gauge take-up of measures introduced under the Building Safety Act and awareness of roles, responsibilities and risks associated with the legislation, which has been in force since 2022.
The main findings where “total lack of engagement” from clients with BESA members reporting that “not a single client” had discussed compliance with them. They asserted that, far from finding evidence of any significant culture change, the pressure to deliver projects faster and more cheaply was increasing at the expense of quality and safety.
Members from all UK regions confirmed that project decisions remained primarily driven by cost and speed, particularly by owners and developers whose buildings were not classified as ‘higher risk’ (HRBs). This confirmed the suspicion that most clients believe the Act only applies to this type of building.
“As there is currently very little enforcement of the legislation and, therefore, no apparent consequences, clients are still subjecting contractors to aggressive and sub-economic pricing,” said BESA’s director of specialist knowledge Rachel Davidson.

“Not a single client has asked any of our members about compliance with the Act. Tenders are still being won on lowest price and still being value engineered throughout the project on non-HRB works.
“Several contractors who insisted on applying more rigorous safety measures said they had been priced out of projects as a result,” said Davidson, who called for a government driven public awareness campaign to improve client engagement.
BESA members also expressed concern about the number of projects being delayed due to additional planning constraints exacerbated by severe shortages in local authority building control departments.
The need to pay for additional third-party testing to ensure building components meet the specification when operating as a system is another potential source of higher cost and project delays, the BESA meetings reported.

AIM’S improved ranges meet rainscreen challenges
AIM has enhanced its Open State Cavity Barrier (OSCB) and Wall Cavity Barrier (Red Edition) ranges to meet the fire safety challenges of rainscreen cladding on medium and high-rise buildings. uPVC is particularly suitable as a substrate for doors and windows as it often requires little maintenance. However, as the material can stain or discolour and fade over time, painting uPVC is the perfect way to provide a quick update. The two most important characteristics for painting on uPVC are adherence and weatherproofing. FIREFLY®’s contracting partner, KRASI Fire Protection Limited, has successfully upgraded a Northamptonshire Healthcare Foundation property by replacing a mineral wool system with FIREFLY®’s fully tested barrier systems and ancillary products. The installation, completed in April 2024, included FIREFLY® Apollo Lite™ 30:30 and Apollo Horizontal barriers, along with bespoke access hatches and Collaroll.
KRASI, a Coventry-based specialist, replaced non-compliant fire barriers to meet modern
safety standards. Their Contract Manager, Daniel Oldacre, highlighted FIREFLY® as the only manufacturer offering a fully tested hatch as part of their barrier system. The team installed 300 square meters of barriers, creating separate compartments with protected zones. FIREFLY®’s FR 120 hatches, tested to EN 1363-1 2020 and certified by IFC, provide two hours of fire resistance. Manufactured from woven and non-woven glass, they ensure flame, smoke, and heat resistance, with easy installation using ancillary products for full certification.

New lifts revealed at Asticus building
The Asticus London building, a striking ten-storey landmark, has undergone a remarkable transformation, with architects Aukett Swanke envisioning a Cat A office refurbishment achieving BREEAM Very Good accreditations. Stannah worked with MND Construction Services and Aukett Swanke to create modern and compliant step-free access throughout. Stannah installed three passenger lifts, as a triplex, each accommodating 13 people. It installed the lifts using a scaffold-less method. These passenger lifts were specified at 1000kg capacity and operated at a speed of 1.6m per second, providing a quick and efficient ride for passengers. Stannah also installed a fourth lift which is for firefighting but can be used as a normal passenger lift - a firefighting lift is an essential safety asset in high-rise buildings.
