• Through the Special Operational Equipment TLS contract, TSSi employs techniques, advantages and economies of commercial business practices to reduce overall logistics cost to Defense Logistics Agency. TSSi has over 10 years of success with this contract. • TSSi has coordinated with U.S. Army preventive medicine program offices to update the Army Field Sanitation Kit and today provides the only authorized NSN version of the kit as well as custom kits. • TSSi provided product sourcing and procurement, then assembled and shipped six different EOD kits consisting of over 800 components in support of Marine Corps EOD units worldwide. • Through a five-year BPA, TSSi provided the FBI with all personal body armor kits and accessories, including tactical plate carrier and pouches. • TSSi provided U.S. Air Force Special Operations Forces and OSI personnel with clothing and equipment items through the Battlefield Airman Management Systems (BAMS) contract. • TSSi provided shelters, custom personal hygiene kits and other items to support XVIII Airborne Corps’ deployment for Haiti earthquake response. • In support of the Department of Homeland Security and Headquarters, U.S. Coast Guard, TSSi provided complete logistics services and pre-positioning of personal protective equipment in the event of an HPAI (H5N1 Avian Influenza) outbreak.

PRODUCT DEVELOPMENT In addition to providing commercialoff-the-shelf (COTS) equipment, TSSi also works with military, law enforcement and disaster response organizations to develop new products and customize existing products to meet their specific mission requirements. DLA TLS PROGRAMS U.S. DEFENSE LOGISTICS AGENCY TAILORED LOGISTICS SUPPORT PROGRAMS

The Tailored Logistics Support (TLS) Contract through the Defense Logistics Agency (DLA) allows the U.S. Military, U.S. Federal Agencies, and other authorized customers, to order brand specific, commercial off the shelf part numbered items through DLA Prime Vendors. As a recipient of the DLA Special Operational Equipment Tailored Logistics Support (TLS) contract, TSSi provides quality equipment and services to military commands, federal agencies and other authorized customers worldwide. The Defense Logistics Agency (DLA) Troop Support developed and supports the TLS program. The program was created as a result of DLA Troop Support’s commitment to fostering partnerships between its vendors and its customers. The TLS program infuses supply chain management best practices into the procurement process of commercial goods and services to the U.S. Government. These best practices
FREQUENTLY ASKED QUESTIONS How Can I Partner with TSSi? The easiest way to partner with TSSi is to start the conversation. TSSi is happy to walk you through the TLS contract process. Forming a relationship with TSSi allows TSSi to gain best pricing for you on all TLS orders. Let your representative know in advance what products you will need and they will be able to secure best pricing on the items and brands you need. What are Prime Vendors? There are six Prime Vendors on the DLA contract, of which TSSi is one. When a request is submitted for a specific product, DLA will contact the six prime vendors who will then reach out to the manufacturer for a bid quote. Each prime vendor will then place a bid back to DLA with their best price and lead
time. This allows the end user to benefit from the prime vendor’s relations with the manufactures and secure best pricing. What is the Benefit of Using TLS? The biggest advantage of TLS is being able to obtain the exact items you need without the administrative work of obtaining multiple competitive bids. By teaming with TSSi on orders, best pricing can be achieved to save money. What types of items can go on the TLS Contract? All items must be commercial off the shelf items that are TAA compliant and Berry compliant where applicable. Examples of commonly procured items are tactical equipment, tactical communications, weapons accessories, clothing and boots, range items, and detection equipment. What is the Berry Amendment? Requires all food, clothing, fabrics, fibers, yarns, and other made-up textiles, and hand or measuring tools to be grown, reprocessed, reused, or produced within the United States.

As a subsidiary of Noble Supply & Logistics, TSSi operates under Noble’s TLS contracts with the Defense Logistics Agency. Purchases are funded through MIPR (Military Interdepartmental Purchase Request) or MILSTRIP (Military Standard Requisitioning and Issue Procedures).
SPECIAL OPERATIONAL EQUIPMENT (SOE) CONTRACT # SPE8EJ-21-D-0022 The SOE TLS program provides tailored logistics support for Defense Logistics Agency customers’ special operational equipment requirements. The Construction and Equipment Directorate of DLA Troop Support designed the program to provide responsive, high-quality products at fair and reasonable prices to its customers, including military installations, federal agencies, and other Army, Navy, Air Force, Marine Corps, and Coast Guard customers worldwide. The program delivers services to customers globally utilizing a combination of commercial support and Government transportation capabilities. FIRE & EMERGENCY SERVICES EQUIPMENT CONTRACT # SPE8EH-19-D-0017 Under the FES TLS program, Noble provides mission-critical supply and logistics support for structural firefighting, aircraft crash and rescue, hazardous material response, emergency medical response, homeland security, and domestic preparedness operations.
MRO TLS PROGRAM Under the MRO TLS Program, Noble provides Maintenance, Repair, and Operations (MRO) supplies directly from integrated Prime Vendor supply contractors. The program includes a full range of MRO supplies and incidental services in support of installations in the contract region. GSA MAS CONTRACTS GENERAL SERVICES ADMINISTRATION CONTRACTS General Services Administration (GSA) and TSSi are committed to providing innovative solutions to meet the needs of all Federal agencies through the Multiple Award Schedule (MAS) contracting vehicles, and by so doing, foster effective, sustainable and transparent government for the American people. GSA offers consolidated contracting to negotiate better prices and reduce administrative costs for Government agencies purchasing goods and services through GSA schedules. GSA pre-negotiated prices and terms with TSSi and has awarded our contract under the MAS program based on these pre-negotiated terms. This type of contracting enables Government agencies to make purchases faster and to leverage the buying power of the government.
HOW TO PURCHASE USING OUR GSA CONTRACTS Purchase Card Holders TSSi accepts the government purchase card for purchases in any amount up to the purchase card holder’s threshold. GSA Advantage! is an online shopping and ordering system providing access to TSSi’s complete catalog of items on our GSA contract. Purchases Below the Micro-Purchase Threshold Buyers may place orders at,or below, the micro-purchase threshold without the requirement to survey at least three schedule contractors. Purchases Between the MicroPurchase Threshold and the Simplified Acquisition Threshold Purchase card holders who have a spending limit above the micro-purchase threshold use streamlined order procedures and reasonably consider available information about the supply or service. Reasonable review of items means: • Survey at least three GSA schedule contractors through the GSA Advantage website; or • Review the GSA price lists of at least three GSA schedule contractors; or • Request quotations from at least three GSA schedule contractors; and • Place the order with the GSA schedule contractor that represents

the best value, then document your decision. Purchases Over the Simplified Acquisition Threshold Place orders on a competitive basis, or if you can’t, justify why in accordance with FAR 8.405-6. Follow ordering procedures in FAR 8.405 by sending a Request for Quote through GSA eBuy or providing your RFQ to as many GSA contractors as practicable to ensure you receive quotes from three GSA schedule contractors. Make a best-value determination based on the selection criteria described in your RFQ, then document your decision. Contracting Officers Orders placed against a GSA Schedule contract must follow the procedures set forth in FAR 8.4. They may be set aside for small businesses at the Contracting Officer’s discretion, and TSSi is a verified Service-Disabled Veteran-Owned Small Business. Contracting Officers must still conduct Acquisition Planning as required by FAR Part 7. GSA Blanket Purchase Agreement (BPA) TSSi can assist authorized customers in establishing a GSA BPA. GSA’s Cooperative Purchasing Program The Cooperative Purchasing Program allows state, local, and tribal governments to purchase specific categories of security and law enforcement products and services offered through TSSi’s GSA contract. GSA ASSISTED ACQUISITION SERVICE TSSi works with customers who wish to take advantage of the GSA Assisted Acquisition Service (AAS). AAS provides custom acquisition, project, and financial management support services to Federal agencies and military organizations. AAS supports the full spectrum of the acquisition life cycle, so the customer can focus less on acquisition management and more on their core mission activities. AAS will guide you through the procurement and acquisition process and help you make the best decisions for your agency needs.
WHO CAN USE GSA CONTRACTS? GSA Order OGP 4800.2 authorizes the use of GSA by all executive agencies and other Federal agencies and military organizations, as well as the District of Columbia, qualified nonprofit agencies, and certain other organizations that are identified in this GSA Order. DOD CONTRACTS DLA INTERCONNECTION EQUIPMENT (IEC) CONTRACT # SPRBL1-20-D-0015 The objective of this contract is to move from the current environment of disjointed ordering under a multitude of contract vehicles to a holistic (10)-year Long-Term Contract supporting the universe of interconnection items. The Government foresees this contract providing the following: • Rapid Acquisition Capability – Awards to multiple vendors enables quick response to surge and warfighter needs. • Advance Planning – The Government will share the quarterly forecast for Interconnection equipment with awarded companies. There is also the potential for deep dive analysis at an annual supply chain review. • Cooperation/Collaboration – Opportunities for awardees to have integrated conversations at the DoD level on issues on and/or solutions to the Interconnection Equipment industry.
USAF TRY, DECIDE, BUY CONTRACT # FA860619D0039 The primary purpose of the contract vehicle is to provide support to authorized customers for all operational equipment, supplies, and related incidental services necessary to perform their missions. It will allow for the rapid acquisition of commercial items and fielding the latest commercial technology. Users shall include Air Force (AF) Active Duty, AF Reserve, Air National Guard, and Department of Defense (DoD) joint warfighters; and may include other agencies as well. Examples of authorized users could range from USAF Major Commands to other Programmatic Offices with relevant requirements. Task Order proposals will be utilized to compete all requirements between the awardees. This contract served to qualify a pool of responsible contractors who are capable of competing for task orders.
USAF SPECIAL WARFARE MULTIPLE AWARD CONTRACT # A8629-20-D5055 The purpose of the contract is to modernize and equip Special Warfare (SW) dismounted operators. DOD CONTRACTS DHS ICE SPECIAL RESPONSE TEAM BODY ARMOR CONTRACT # HSCEMS-17-D-00008 The objective of this contract is provide ICE Special Response Teams (SRT) with armor, helmets, plates and chemical masks for SRT Operators, Fugitive Operations Team Members (FUG OPS), and Task Force (TF) assigned agents and officers for U.S. Immigration and Customs Enforcement (ICE) from both Homeland Security Investigations (HSI) and Enforcement Removal (ERO). The contract provides entire kits for graduates of the SRT certified basic school (SRT New Operator), replacement armor kits for active SRT operators (SRT Replacement), and ballistic plates and helmets for FUG OPS and TF agents and officers. This contract assists the local Special Agents and the Field Office Director (FOD) to procure vetted ballistic materials and ensure continuity by ordering the same items for use across the United States which will increase accountability, training and uniformity.

The Field Sanitation Kit is a preventative Medicine Kit that provides the end user with preventative medicine items down to the individual issue level (i.e. insect repellent, water purification, etc.) that can be carried with them on all deployments. CONTRACTS SSES CONTRACT # 47QFNA19A0033 The Special Operations Forces SSES Program is responsible for providing management, direction and guidance for the planning, development, acquisition, testing, fielding and product improvement efforts for United States Special Operations Command (USSOCOM) Survival, Support, and Equipment Systems programs and products. These systems include but are not limited to: backpacks, extremity protection, clothing, load carriage, body armor vests, land and maritime communications, eye protection, Visual Augmentation System (VAS) mounts, ballistic plates, soft armor, helmets and tactical combat casualty care items. The SSES Program Manager (PM) is further charged with cradle-to-grave life-cycle management of these systems. The legal origin of IDIQ contracts is the Federal Acquisition Regulation (FAR) section 16.504(a) (48 C.F.R. 16.504). IDIQs are also sometimes called “Task Orders” or “Delivery Order Contracts.” IDIQ contracts are a subtype of Indefinite Delivery Contract (IDC), which is a “vehicle that has been awarded to one or more vendors to facilitate the delivery of supply and service orders.

NATIONAL STOCK NUMBER (NSN) National Stock Number (NSN) as it is known in the US a 13-digit numeric code, identifying all the ‘standardized material items of supply’ as they have been recognized by all NATO countries including United States Department of Defense. A National Stock Number is simply the official label applied to an item of supply that is repeatedly procured, stocked, stored, issued, and used throughout the federal supply system. It is a unique item identifying series of numbers. When a NSN is assigned to an item of supply, data is assembled to describe the item. Some data elements include information such as an item name, manufacturer’s part number, unit price, and physical and performance characteristics. NSNs are an essential part of the military’s logistics supply chain used in managing, moving, storing, and disposing of material.
