HAZARDOUS INCIDENT RESPONSE EQUIPMENT (HIRE) – NEW YORK STATE CONTRACT NUMBER: PC69039 (JUNE 1, 2020 – MAY 31, 2025) BACKGROUND On the Hazardous Incident Response Equipment (HIRE) contract, TSSi has partnered with Industrial Strength Industries (ISI), our New York State Woman Owned Small Business partner. Between them, TSSi and ISI have combined experience of over 65 years in the business of providing equipment to First Responders and Law Enforcement agencies and individuals.

CONTRACT SCOPE The purpose of the HIRE contract is to provide Authorized Users with a means of acquiring various types of hazardous incident response equipment consistent with the Department of Homeland Security Authorized Equipment List (DHS AEL). The Authorized Equipment List (AEL) is a list of approved equipment types allowed under FEMA’s preparedness grant programs. The AEL consists of 21 equipment Categories, which are divided into Categories, Sub-Categories and then individual equipment items (Products). TSSi has been awarded items in categories 1, 3, 6, 19, and 20 and can add additional items to our offering under those categories once per year: Category 1: Personal Protective Equipment (PPE) Category 3: CBRNE Operational and Search and Rescue Equipment (Unmanned Aircraft/ Drones Excluded) Category 6: Interoperable Communications Equipment (Limited to Satellite Phones/ Communication & Accessories) Category 19: CBRNE Logistical Support Equipment Category 20: Intervention Equipment

AUTHORIZED USERS Any state or local government entity in the State of New York and participating states, which are (as of June 6, 2019): Alaska, Connecticut, Vermont, Maine, South Dakota, Pennsylvania, Florida, Maryland, Virginia, and Washington.

In response to numerous requests from SOF Medics, TSSi is now offering our M-10 Medical Backpack in a version that is adaptable to ALICE-style frames. Vehicle Assault Medical Platform TSSi’s TACOPS™ Vehicle Assault Medical Platform (VAMP) is designed to attach the M-9 Assault Medical Backpack to the seat of your vehicle. Modular Vehicle Platform The TACOPS™ Modular Vehicle Platform (MVP) securely attaches to every style of vehicle seat to include those not having adjustable head rests. The newly redesigned TACOPS™ MVP consists of a large 21” x 15” PALS platform with 11 rows of webbing and a nylon protector panel for the front of the seat. The PALS platform includes a full-length internal plastic stiffener and 11 adjustment straps to keep it held tight against the seat back and to prevent the entire panel from bouncing around while driving over rough terrain with it fully loaded out. Vehicle Attachment Straps The TACOPS™ Vehicle Attachment Straps provide an inexpensive platform for mounting the TACOPS™ M-9 and M-10 Medical Backpacks directly to the back of vehicle seats. This system was designed due to repeated customer requests for a way to position their TACOPS™ M-9 or M-10 Medical Backpack in a fixed and easily accessible location inside of a vehicle for quick access. We couldn’t have made the solution any simpler. These TACOPS™ Vehicle Attachment Straps securely tighten down on every style of vehicle seat to include those not having adjustable head rests. The EXFIL® Ballistic Visor is a low-profile, lightweight visor system that mounts quickly and tool-free to the front section of the EXFIL® Rail 3.0 accessory mounting system. It quickly adjusts into three preset positions (down, up and stowed), and provides clearance for NVG mounts when in the stowed position. The EXFIL® Ballistic Visor comes standard with a flexible upper flange to prevent debris and liquid from seeping into the wearer’s eyes from the brim of the helmet.

F. Weapon Video Display (WVD) The WVD is a modular thermal and camera sighting system that mounts to the MIL-STD-1913 Rail Interface of a weapon by means of a La Rue Throw Lever. This modular, integrated system provides thermal image output to an LCD Display for CQB capability. A Thermal Reflex Sight™ allows for nighttime thermal viewing of targets. A Side View Camera Module that mounts to either side of the rail provides viewing of potential targets and obstacles around corners. Thermal Reflex Sight™ provides increased situational awareness by eliminating the need to view through an optic for close quarter battle (CQB) operation.
