1973: WARANDPEACE? IELMUN?s Historical UN Security Council is debating the 1973 Arab-Israel War, also known as the Yom Kippur Conflict. How did it shape the history of the Middle East, and, most of all, what role did the Security Council play?

urprisingly enough, t he most import ant global consequence
of t he Yom K ippur War can be found in an economics t ext book. I n fact , t he war fought bet ween I srael, Egypt and Syria in Oct ober 1973 had long- last ing effect s on t he world?s economy as t he Arab members of OPEC est ablished an oil embargo as a react ion t o US?s support of I srael, which lead t o a global energy crisis t hat radically shocked West ern economies. So, if Ronald Reagan and M argaret That cher were able t o get elect ed and t o enforce neo- liberal agendas some t en years lat er, it is part ly due t o what happened in Sinai and on t he Height s of Golan in aut umn 1973. Yet it is more t han economics t hat were affect ed by t he conflict ; t he Yom K ippur War plays an import ant role in t he complex and t ragic hist ory of I sraeli- Arab relat ions. I t cannot be underst ood wit hout considering t he Six- Day War of 1967, during which I srael?s pre- empt ive at t ack against it s Arab neighbours result ed in a disast rous defeat for Egypt , Jordan and Syria, and in I sraeli occupat ion of t he Sinai peninsula, t he West Bank - including ent ire Jerusalem- and t he Height s of Golan. The UN Securit y Council passed a unanimous resolut ion in November 1967. Resolut ion 242 int roduced t he concept of ?land for peace?, urging for I sraeli wit hdrawal, compensat ed by t he recognit ion of it s nat ional exist ence. Resolut ion 242 represent ed t he ground for lat er negot iat ions and peace agreement s, yet t he applicat ion of t he principle had t o wait unt il anot her war.
Egypt ?s and Syria?s at t ack proved successful, and t raumat ized I sraeli public opinion by dest roying it s confidence in I sraeli milit ary superiorit y. Nevert heless, I sraeli forces managed t o organise a count er- at t ack, led by lat er President Ariel Sharon, and it s t roops succeeded in crossing t he Suez Canal and t hreat ening Cairo by Oct ober 15t h. I n few days, t he US and t he USSR, in order t o prevent dest abilising escalat ions in a relat ively calm period of t he Cold War, negot iat ed a deal t o st op t he war. W hen UNSC?s Resolut ion 338, calling for a ceasefire, was passed on Oct ober 22nd, about 15.000 soldiers had already lost t heir lives. Resolut ions 338 and 339 posed t he condit ions for t he solut ion of t he Egypt ian- I sraeli conflict , by reaffirming t he principle of ?land for peace?. The war and it s conclusion marked t he cont emporary hist ory of t he M iddle East . The event s of 1973 opened t he door for agreement s bet ween Egypt and I srael, whose peak was reached in t he Peace Treat y of 1979, one year aft er Camp David. I srael progressively wit hdrew from Egypt , and t he relat ions bet ween bot h count ries improved. The UN provided blue helmet s t o buffer t he border, and Cairo event ually implicit ly recognized I srael,

dieses Jahr so ein großes Thema darst ellt ? I ch hat t e vergessen, wie es sich anfühlt , an der freien L uft zu sein. Ein paar Hände umfassen meinen verst aubt en St off und t ragen mich durch das ganze Gebäude bis vor die große Eingangst ür, an der ich schon so viel Zeit verbracht habe. Wie die Räume der Schule hat auch sie sich kaum verändert . Vielleicht ist sie ein bisschen verwit t ert er und vielleicht ein bisschen erfahrener als vor einem Jahr. Und t rot zdem fühlt es sich jedes M al an als sei keine Zeit vergangen.
Die St immung wird immer gespannt er. Ein paar sehr beschäft igt e M enschen laufen hekt isch an mir vorbei. I ch höre sie best immt und koordiniert in ihre Smart phones sprechen, um die let zt en Det ails der K onferenz zu organisieren, oder kurzfrist ig noch ein paar Planänderungen durchzuführen und sie lächeln mir st olz und ehrfürcht ig ent gegen, sobald sie an mir vorbeikommen. Schon bald füllt sich der Hof mit immer mehr Jugendlichen, die eifrig darauf wart en, ihre L änderschilder zu erhalt en und in ihre Rollen als Diplomat en einzut auchen. Auch ich bin gespannt auf die K onferenz und die hit zigen Debat t en innerhalb der

Alle Teilnehmer der Simulat ion sind ihm st rikt unt erworfen. Es gibt keine Unt erschiede, keine Ausnahmen. Black tie und business style bilden den Rahmen des int ernat ionalen M it einanders. Es ist die ewige K onst ant e der Veranst alt ung, die Tot alit ät des Auft rit t s und ihr st eriler Vorhang, hint er dem die Teilnehmer in aller Ruhe ihre rhet orischen Fähigkeit en vernachlässigen können ohne, dass es ihnen jemand übel nähme. Verpönt sind T- Shirt s und ?prolet arische? Jeansst offe, die das int ernat ionale Diplomat ent um verschreit . Niemand möcht e aufgrund seiner K rawat t enlosigkeit oder seiner Vorliebe für Birkenst ock- Schuhe negat iv auffallen. M an fällt durch klassische Zeit losigkeit und st erile Formalit ät auf. Oder auch nicht . Der Delegiert e verschwindet hint er der Absolut heit des Format s. Reife M einungen? Reflekt iert e Argument e? Attenzione, bella figura! Die Fassade muss sit zen. Niemand kann mit einem sakkolosen Delegiert en oder einer nachlässig gekleidet en Delegiert en eine ernst haft e Debat t e führen. ?Form st at t I nhalt ? heißt die Devise, an die man sich halt en sollt e, falls man beabsicht igt ernst genommen zu werden. Nur mit der I st anbuler Hit ze könnt e man Probleme bekommen. Sodann machen die t ürkischen Sommert emperat uren aus der seidenen K rawat t e plöt zlich einen galgenmäßigen St rang und aus dem konkurrenzlosen Blazer einen saunaart igen Wint ermant el. Dumm wäre der, der glaubt , dass das Regelwerk für diesen Vorfall keine L ösung hät t e.
