Çanakkale’s Lapseki region on the Anatolian side of the city, 3UHVLGHQW (UGRþDQ announced that the mega-scale project will be completed and ready for service on 18 March 1922, some 18 months earlier than the initial date in the contract.
The president recalled that the contract of the project noted the date to be 2023, but the president said, the negotiations ended up with the resolve to complete project at an earlier date. He further stated that Turkey continues to carry out mega projects like the

OECD LIFTS TURKEY’S GDP GROWTH ESTIMATE OECD has revised up its estimate for Turkey’s economic growth in its global economic hnmehhd' In the interim OECD Economic Outlook, which was released on March 13, Turkey is estimated to have grown at 6.9 percent in 2017. In the organization’s previous report in November 2017, Turkey’s economic growth was estimated to exceed 6 percent in 2017, GULYHQ E\ VWURQJ oVFDO stimulus and an export market recovery. Turkey’s GDP is expected to rise by 5.3 percent for 2018 and 5.1 percent for 2019, from 4.9 percent and 4.7 percent respectively. “Growth in Turkey is projected to moderate from the exceptionally rapid pace seen in 2017 as government stimulus measures fade, but could remain at around 5 percent over 2018-19 given strong labour force growth and improved external demand,” the OECD stated. In November 2017, the OECD predicted an increase of 3.6 percent for 2017 and 2019, and a rise of 3.7 percent for 2018. APRIL 2018 ISSUE 57

Display advertising investments also rose 16 percent annually to stand over TL 1.2 billion ($337 million) in 2017, the statement read. Advertising based on display or click received the largest investments with TL 879.7 million ($241 million) last year. Video advertising investments surged by 50 percent during the same period and reached almost TL 270 million ($74 million).
The statement added that the amount of advertising through e-mail shrunk to TL 5.2 million — while in-game ads (IGA) grew to TL 13 million. Some 76 percent of social media ads — $93 million — were viewed on mobile devices, according to IAB Turkey. Mahmut Kursun, IAB Turkey’s Chairman, said digital ad investment contributes VLJQLoFDQWO\ WR WKH FRXQWU\ V JURVV domestic product. “When this contribution is considered, the sector’s growth of 15.5 percent plays an important role for Turkish economy,” Kursun said.

The partnership deal -- “BARQ,” meaning lightning in Arabic -- is particularly aimed at producing Aselsan’s “Stabilized Advanced Remote Weapon System” and electrooptical reconnaissance and surveillance systems. The deal was signed by Aselsan and Barzan Holding directors on the sidelines of the Doha International Maritime Defense Exhibition and Conference (DIMDEX 2018). Barzan also signed with Turkey’s Defense Industry Undersecretariat a memorandum of understanding to explore opportunities for cooperation, said Undersecretary Ismail Demir.

he number of Turkish companies investing in Serbiaâ&#x20AC;&#x2122;s capital Belgrade for easier access to the European market increases daily. Some 10 companies from textile and 10 companies from medium-to-large end of the automotive sector have reportedly invested in the city. The total Turkish investment has reached $100 million. Many companies that are attracted to incentives are also preparing for new investments. Turkish companies are aiming to get closer to the European market through Serbiaâ&#x20AC;&#x2122;s capital Belgrade. For companies that want to reduce their logistics costs and time and increase their capacity, Serbiaâ&#x20AC;&#x2122;s favorable incentive system, high training power and lower minimum wage increase the attractiveness. According to the information provided by Turkeyâ&#x20AC;&#x2122;s Ambassador
to Belgrade Tanju Bilgiç, Turkey has invested around $100 million in the region. The potential for bilateral energy expansion between Turkey and Brazil is evident with projections of $440 million in investments in energy infrastructure by 2026, Brazilian Ambassador to Turkey Eduardo Riccardo Gradilone Neto has said. Neto said trade relations between Brazil and Turkey have witnessed a rebound from $1.8 billion in 2016 to $2.2 billion in 2017. â&#x20AC;&#x153;This result is attributed to the improved economic performance of both countries in 2018,â&#x20AC;? he added. Energy sector cooperation is one of the areas that the economic and trade promotion sectors of the Brazilian Embassy are closely following, Neto stressed, adding that this is also a topic on the agenda of the Turkish-Brazilian Economic Cooperation Commission that meets periodically to identify trade and cooperation opportunities between the two countries. Neto said the oil and gas sector is expected to absorb 71.4 percent of the $440 million total, 26.2 percent is anticipated for the generation and transmission of electricity, and the supply of biofuels is set to increase by 2.4 percent.

capacity in electricity increased to a total of 85,200 MW as of the end of last year, the data said. The biggest investment last year was made in natural gas and coal power plants. Natural gas combined cycle power plants with a power generation capacity of 2,621 MW were installed in one year. The investment amount of these plants was approximately $2.23 billion. An investment of $1.56 billion was also made in 320-MW capacity imported coal power plants that also
commenced generating power in the same period. Last year, a total of 1,821 MW of renewable energy capacity started operating. With an investment of $900 million, wind power plants with a capacity of 746.3 MW were taken into operation in the same period. In addition, around $1.1 billion was invested in hydroelectric power plants with a capacity of 736.9 MW. The investment for geothermal, biomass, waste heat and solar power plants with approximately 338 MW of installed power reached $332 million.

According to data collected from the 8OXGDĂž ([SRUWHUV Association, most of the water resources were treated in the Marmara region in the northwestern provinces of Bursa and Sakarya. The bottled spring water exports increased by 5 percent in tonnage terms and by 4 percent in value, compared to the 2016. Last year, 429,619 tons of spring water was exported. Among the countries Turkey exported, WKH 8 . UDQNHG oUVW 108,824 tons of water which was worth $12 million, according to the association. Germany ranked second by importing 86,553 tons of water worth $14.6 million. Turkeyâ&#x20AC;&#x2122;s export to Germany increased 37 percent in 2017 compared to the previous year.

ore than 1 billion people are expected to watch the event live on 100 channels worldwide. The adrenaline junkies who jump from building to building have recently started attracting attention. The event, known as freerunning and parkour, is the fastest growing sporting event in the world. The event, held every year on the Greek island of Santorini, will be hosted in Mardin this year. Some 25 freerunners from around the world will participate in the championship to be held in May. Particularly, Middle Eastern youth have shown great interest in the event, which is expected to welcome 60 freerunners from the region at the world championship level. In 2018, Ministry of Economy will continue pursuing an active trade policy in order to increase our exports and to strengthen Turkeyâ&#x20AC;&#x2122;s integration to the global economy.
With the â&#x20AC;&#x153;Turkish Exports Strategy for 2023â&#x20AC;? was initiated by the Ministry of Economy and Turkish Exporters Assembly, it is planned to improve 7XUNH\ V FRPSHWLWLYHQHVV LQ WKH ZRUOG PDUNHWV WR UHDFK D PRUH pH[LEOH production capacity and provide more support for exporters. In this sense, we had an exclusive interview with Nihat Zeybekci, Minister of Economy, on current state of economy and objectives for coming year. How would you describe the current state of economic relations between Turkey and the United States and what policies can be enacted to enable further bilateral investment? Economic relations between Turkey and the US has always been quite VDWLVIDFWRU\ %RWK FRXQWULHV RIIHU HDFK RWKHU PDQ\ SRWHQWLDO EHQHoWV LQ trade and investments. Our trade volume has doubled over the last ten years and exceeded 20 billion dollars. Besides trade, obviously investments is a major aspect of our economic ties. Being a very dynamic economy at the heart of Eurasia, Turkey offers many RSSRUWXQLWLHV IRU 86 FRPSDQLHV :H FDQ VHH WKDW WKLV LV UHpHFWHG WR oJXUHV US is currently the second biggest investor in Turkey.

While there are many great opportunities and a satisfactory level of economic partnership between the two countries, we face a risk that such close economic ties may be overshadowed to a certain degree, by protectionist measures. An overall inclination by the US Administration to resort to such measures towards all countries is what makes us point to these risks. Especially with respect to iron and steel products, Turkey is already facing protectionism by the US in the form of anti-dumping or countervailing duty measures. Therefore, we donâ&#x20AC;&#x2122;t want to be subjected to any more measure that would harm trade between the two countries. Aside from these, there are several cooperation platforms between Turkey and US that are being operated quite effectively such as the Trade and the Investment Council; Framework for Strategic Economic and Commercial Cooperation Mechanism and the Economic Partnership Commission. We also have very effective private sector organizations that support economic ties between the two countries. Utilizing such platforms, I hope and believe that private sector representatives from both countries will continue to bolster our economic relations by realizing more bilateral trade and investments. What are some of the Ministryâ&#x20AC;&#x2122;s primary development goals on relations between Russia and Turkey? Trade and economic relations between Turkey and the Russian Federation have recovered greatly in 2017. &RPSDUHG WR oJXUHV APRIL 2018 ISSUE 57
â&#x20AC;&#x153;Our policies, strategies as well as our supports and the trade and buyers missions we are organizing are all designed in a way to reinforce this strategy.â&#x20AC;?
Turkeyâ&#x20AC;&#x2122;s exports to Russia increased by 57.8% and were recorded as 2.7 billion dollars; while Turkeyâ&#x20AC;&#x2122;s import from Russia increased by 28.7%. In 2018, the positive trend is continuing. Our primary goal in Turkish-Russian trade and economic relations is to keep this positive trend and to investigate more cooperation areas between the two countries. To achieve this goal, we are attaching high importance to our bilateral cooperation mechanisms such as Turkish-Russian High Level Cooperation Council and Turkish-Russian Joint Economic Commission (JEC). We held 15th Turkish-Russian JEC Meeting in Kazan on 19-21 October 2017. Moreover, we created seven different sub-working groups under JEC Mechanism to increase the collaboration in different sectors from both countries. We have also been continuing the negotiations of Trade in Services and Investment Agreement and we DUH HDJHU WR oQDOL]H LW DV VRRQ as possible. Another priority for us is resolving the visa problem for Turkish citizens in their visits to Russian Federation. In this regard, re-entry into force of the Visa Exemption Agreement of 2010 between

the two countries is our primary target. Last but not the least, removal of restrictions by the Russian Federation against Turkish agricultural products in all entirety is also one of our expectations. Currently there are limitations regarding the number of companies that can export tomatoes to Russia from Turkey. Both countries have traditionally had a deep collaboration in trade, investments and especially in contracting services. Our ultimate goal should be to sustain our natural economic relations and seek ways to enhance it to much higher levels. To this end, we will continue to cooperate closely with our Russian counterparts as well as to utilize every cooperation platform effectively with the participation of private sector from both sides.
Job creation in some sectors has slowed down recently. Which sectors are you prioritizing for development until 2019? Job creation is an important challenge for the Turkish economy. Our labor force is increasing by around 1,2 million people each year. Therefore, while we grow economically, we need to make sure that we are creating jobs that match with the skills and qualities of the labor force. Our incentive system is designed to boost the innovative and productive capacity in many critical sectors, and employment is always a key component of the incentives. Priority investment areas within incentive system are GHoQHG VXFK WKDW WKH\ FDQ EHQHoW IURP YHU\ DWWUDFWLYH rates of supports. These sectors cover a wide range from manufacturing (automotive, defense, pharmaceuticals, etc.) to services (education, railroad and maritime transportation, convention centers); from energy (production from ORFDO FRDO HQHUJ\ HIoFLHQF\ investments, etc.) to R&D related business (test facilities, wind tunnels, investments made to produce products developed by an R&D Project) and high technology investments. Moreover, investments in Turkeyâ&#x20AC;&#x2122;s least GHYHORSHG UHJLRQV EHQHoW IURP extra employment-related supports. Political tension between Turkey and European Union rose after some political decisions were taken against Turkey? Remembering that EU is Turkeyâ&#x20AC;&#x2122;s largest export market what are Turkeyâ&#x20AC;&#x2122;s expectations from EU? Turkey is closely integrated to the EU in commercial and economic terms. sides. While the EU is our most important trade partner, 7XUNH\ LV WKH oIWK ODUJHVW WUDGH partner of the EU. We have launched the Update of the Customs Union process with the aim of increasing mutual gains provided by the Customs Union. By Updating the Customs Union we are aiming to extend it to new areas such as the services and agriculture; and we are also aiming to overcome certain structural shortcomings in the current arrangement. Currently, we are waiting for the Commission to receive the mandate from the Council to initiate the negotiations with Turkey. I continue to meet with the EU Commissioners and my counterparts from many EU countries, and overall I witness a positive approach towards the Update process as well as sustaining good economic relations with Turkey. When it comes to economic matters, be it the Customs Union or something else, I know that all sides are very constructive. Strong economic ties between Turkey and EU FRXQWULHV EHQHoW DOO $QG , believe there is no reason to expect that good economic relations would fall victim to some provisional political issues. As Turkish Exporters Assembly and Economy Ministry, a target has been devised for 2023. What challenges have you faced along the path to 2023 thus far in reaching the targeted $500 billion export volume, and what makes you sure that Turkey will meet its stated goals? “Turkish Exports Strategy for 2023” was initiated by the Ministry of Economy and Turkish Exporters Assembly in 2009. In 2023, we are aiming
to attain 1.5% of total world exports. In addition to that, we are planning to improve Turkey’s competitiveness in the world markets, to reach D PRUH pH[LEOH SURGXFWLRQ capacity and overcome certain structural problems of our exports related sectors. As you know, the global economic crisis has decreased total world trade unexpectedly. Like all other countries, Turkey’s international trade has been affected by these negative developments. In 2002, Turkey’s share in the total world trade was only 0.55%. As a result of continuous efforts and rational planning carried out by our government, in 2017, our share in the total world trade almost doubled and reached to 0.92%. 2023 strategy is about more than just numbers. It also has a long term perspective to shift production from relatively low technology sectors to high value added areas and achieve new investments in high-tech sectors.
The “2023 Exports Strategy” help us enhance human capital and improve collaborations among public, private sectors and NGOs. Creating industrial clusters, improving the transportation infrastructure, encouraging R&D, design and branding activities, implementing product DQG PDUNHW GLYHUVLoFDWLRQ strategies and supporting SMEs are all under the same umbrella that we refer to as the 2023 Exports Strategy. Our policies, strategies as well as our supports and the trade and buyers missions we are organizing are all designed in a way to reinforce

this strategy; and I believe we will attain very satisfactory outcomes both in quantitative and qualitative terms. What initiatives have been put in place that will facilitate manufacturers to move up the value chain? Indeed, increasing the share of products with high addedvalue in our total exports is one of our basic goals. With this regard, various support programs for exporters are provided by our Ministry. Currently, 230 oUPV ZLWK EUDQGV KDYH been supported within this program. We hope to increase the awareness towards Turkish brands and products abroad and are pleased to receive positive feedbacks from foreigners. What is the Ministryâ&#x20AC;&#x2122;s strategy to further increase the economyâ&#x20AC;&#x2122;s FDI pull? Turkey has attracted almost 195 billion dollarsâ&#x20AC;&#x2122; worth of FDI since 2003. In addition to Turkeyâ&#x20AC;&#x2122;s economic, demographic and geographic advantages, Turkey has developed a very comprehensive investment SROLF\ WR VWLPXODWH )', LQpRZV into the country further. This multi-dimensional investment policy comprises of elements to improve the investment environment, provide legal guarantees through international investment agreements and decrease cost of investment through generous investment incentives. Turkey has developed a very comprehensive investment policy to stimulate FDI bgĂ&#x2014;hpl bgmh ma^ \hngmkr further.
Turkey has established a sound business and investment environment and currently has one of the least restrictive FDI regimes among the OECD member states. Moreover, to attract more key investments that would help technologic transformation, curb import dependency and foster economic growth; Turkey has been operating a generous investment incentive system since 2012. This system has SLOODUV DQG LQYHVWRUV EHQHoW incentives according to the size, type of industry, location and the type of product being produced. Lately, towards the end of 2016, we have incorporated another very important incentive mechanism called the Project Based Investment Incentive Program. This program promises unique DQG pH[LEOH VXSSRUW instruments to investors operating especially in the oHOG RI UHQHZDEOH HQHUJ\ production technologies, integrated metallurgy investments, petrochemicals, medical equipment and health related technologies, pharmaceuticals, biotechnology and nanotechnology investments, light rail systems and
high-speed trains, air, naval and ground defense systems, aircraft and space technologies, information and telecommunication technologies. It is a very pH[LEOH V\VWHP ZKHUHE\ HDFK investment project is treated separately and supports are tailored separately for each investment. The Ministry is supporting Turkish exporters on e-trade/e-export? We see there are some serious incentives. What are Ministryâ&#x20AC;&#x2122;s expectations from this support program? The share of e-commerce in world trade is increasing continually. The rules of e-commerce and international marketing and sales techniques are changing. In order to speed up our entrepreneursâ&#x20AC;&#x2122; adaptability with this new turnaround, we started to support e-commerce sites through collective membership. With this new approach we will not only gain collective bargaining and cost advantages but also get synergy with collective action. E-commerce has not only started to transform retail trade but also international trade. We need to act quickly
and raise awareness. I believe collective membership of the companies will serve this purpose. What are some of the Ministryâ&#x20AC;&#x2122;s primary development goals for the year ahead? In 2018, our Ministry will continue pursuing an active trade policy in order to increase our exports and to strengthen Turkeyâ&#x20AC;&#x2122;s integration to the global economy. In this respect, the initiation of formal negotiations for the update of the Customs Union will be among our top priorities. Moreover, while on the one hand, we will work for the conclusion of ongoing Free Trade Agreements (FTAs) negotiations and for the initiation of new negotiations, on the other hand we will continue to modernize our existing FTAs. Our exports have increased by 10,2% in 2017. Exports, together with investments have become the major driving force behind the high growth attained last year. High growth in exports are expected to continue in 2018 and I believe we will easily reach and even surpass our goals in the Medium Term Programme.

in modern history, the process of change from an agrarian and handicraft economy to one dominated by industry and machine manufacturing. This process began in Britain in the 18th century and from there spread to other parts of the world. Two features of industrial revolutions led the way to technological revolution. First of them was revolution in transportation. Birth of E-Commerce
History of ecommerce dates back to the invention of the very old notion of â&#x20AC;&#x153;sell and buyâ&#x20AC;?, electricity, cables, computers, modems, and the Internet. Ecommerce became possible in 1991 when the Internet was opened to commercial use. Since that date thousands of businesses have taken up residence at web sites. $W oUVW WKH WHUP HFRPPHUFH PHDQW the process of execution of commercial
transactions electronically with the help of the leading technologies such as Electronic Data Interchange (EDI) and Electronic Funds Transfer (EFT) which gave an opportunity for users to exchange business information and do electronic transactions. The ability to use these technologies appeared in the late 1970s and allowed business companies and organizations to send commercial documentation electronically. Although the Internet began to advance in popularity among the general public in 1994, it took approximately four years to develop the security protocols (for example, HTTP) and DSL which allowed rapid access and a persistent connection to the Internet. In 2000 a great number of business companies in the United States and Western Europe represented their services in the World Wide Web. At this time the meaning of the word ecommerce was changed. People began to define the term ecommerce as the process of purchasing of available goods and services over the
Internet using secure connections and electronic payment services. Although the dot-com collapse in 2000 led to unfortunate results and many of ecommerce companies disappeared, the â&#x20AC;&#x153;brick and mortarâ&#x20AC;? retailers recognized the advantages of electronic commerce and began to add such capabilities to their web sites.

The announcement was made at a press conference under the leadership of the Minister of Economy, Nihat Zeybekci. Ministry of Economy, along with the related NGOs, will be the pioneers in guiding Turkish exporters to set foot on the global e-commerce market.

Since 2000, while the world population has increased by 1.1% per year on average, the total number of Internet users, internet population, has increased by about 13.2% each year. Today, nearly half of the world’s population has become Internet users, but the Internet population will continue to grow rapidly in the coming period. When we look at the distribution of the Internet by region, we can see that in Asia and Africa, which account for more than 70% of the world population, internet penetration is below the average, with 46% and 34% respectively. The main goal of the e-commerce is to reach more consumers and increase sales volume. Unlike traditional structures, retailers can offer competitive prices because they have lower cost advantages on the online platform. In recent years, fashion retailing has developed rapidly in our country thanks to the e-commerce made by targeting women. According to Deloitteâ&#x20AC;&#x2122;s research, about RI 7XUNH\ V OHDGLQJ RQOLQH UHWDLOHU provides services only to the eCommerce channel. These players, who are called â&#x20AC;&#x153;pure playersâ&#x20AC;?, are on their way to creating their own brands in general. On the other hand, in the inner market, the activities of online retailers are divided into two groups as vertical and horizontal trade. Websites that focus on just one area are vertical; while web sites offering a large number of products from different sectors are doing horizontal e-commerce. Companies can offer their products on their own web sites and / or on shopping platforms. Shopping platforms offer diversity and price advantage to customers by collecting products from multiple vendors or multiple products in different categories on a single internet site. Markets can open their own retail outlets through these platforms, as they are in open markets, or they can make their own sales by creating the product warehouse itself, just as it is in multiple categories. Private shopping centers offer the products they provide to the user with a certain discount or promotion possibility. In addition to discounts, consumers can also access special products such as boutique designs. Free membership, also known as closed circuit system, is being studied. The sale of the product is made on the internet site and payment is made by cargo. This category includes clothing & accessories, furniture & decoration, electronics and so on. a large number of products are offered for sale in different categories. In 2023, the Republic of Turkey will celebrate her centennial anniversary. The Turkish government has set out a set of concrete objectives covering various aspects of governance. Realization of these objectives will not only raise the standards of peace and prosperity at home but will also reinforce Turkey’s contributions to her neighborhood and indeed the world.

Her inherent advantages emanate from her central geography, profound historical experience, young and educated demography and dynamic economy. Turkish foreign policy mobilizes several complementary political, economic, humanitarian and cultural means and has global reach. The Council of Europe was established after the Second World War to achieve a greater unity and collaboration in Europe on the basis of common European values, standards and institutions. The Council was founded in 1948 with two statutory bodies; the Committee of Ministers representing the governments and the Council of Europe Consultative Assembly representing the parliaments. NATO
North Atlantic Treaty Organization (NATO), also called the North Atlantic Alliance, is an intergovernmental military alliance between several North American and European countries based on the North Atlantic Treaty that was signed on 4 April 1949. NATO constitutes a system of collective defense whereby its member states agree to mutual defense in response to an attack by any external party. NATO Headquarters are located in Haren, Brussels, Belgium, while the headquarters of Allied Command Operations is near Mons, Belgium. NATO is an alliance that consists of 29 independent member countries across North America and Europe. An additional 21 countries participate in 1$72 V 3DUWQHUVKLS IRU 3HDFH SURJUDP with 15 other countries involved in institutionalized dialogue programs. Turkey attaches the utmost importance to NATO’s role in maintaining security and stability in the Euro-Atlantic area.
Ever since our NATO membership in 1952, the North Atlantic Alliance has played a central role in Turkey’s security and contributed to its integration with the Euro-Atlantic community. Turkey, in return, has successfully assumed its responsibilities in defending the common values of the Alliance. Turkey attaches the utmost importance to NATO’s role in maintaining security and stability in the Euro-Atlantic area and in providing a forum for political-military consultations on topics of interest to its members. Indivisibility of Alliance security, solidarity among Allies and a fair risk and burden sharing as well as the consensus rule, are NATO’s guiding principles and should remain as such. Adherence to these principles as well as NATO’s ability to adapt to the changing security environment, have made NATO the most successful military alliance in history. The success of current and future missions and operations will play a crucial role in shaping NATO’s future. Turkey will continue to provide appropriate support to these operations.
ORGANIZATION FOR ECONOMIC CO-OPERATION AND DEVELOPMENT (OECD)

Starting from the 2000â&#x20AC;&#x2122;s, Turkey-OECD relations reached new heights parallel to the EU accession and national reform processes. Today, relevant Turkish authorities and bodies are following the OECD work more closely, making their contributions DQG EHQHoWWLQJ IURP WKH RUJDQL]DWLRQ Recently, national regulatory bodies have also focused their attention to the OECD work. OECD Ankara Multilateral Tax Center operates in Ankara under the management of the Turkish Ministry of Finance. Apart from Turkey, OECD Multilateral Tax Centers are operational in Austria, Hungary, Korea and Mexico along with the Ankara Center, which is one of the most active ones. Since 1993, OECD Ankara Multilateral Tax Center has hosted education seminars on tax matters for over 4.000 participants from 45 countries. In 2012, Turkey carried out the Chairmanship of the Ministerial Council Meeting of the Organization for Economic Co-operation and Development (OECD) after 26 years. In 2013, Turkey hosted a series of important OECD events, including the Informal Meeting of OECD Ministers of Education, Ministers Conference on Universal Health Coverage, and Global Forum for Information Economy. In addition, Turkey hosted the 2013 Ministerial Meeting of the International Energy Agency, which operates under OECD.
