oseph Sheley spent much of his first year as interim president of California State University, Stanislaus, touring the Central Valley and meeting with business and community leaders and elected officials. In May 2013, the CSU Board of Trustees rewarded Sheley’s hard work with a permanent appointment as president of CSU Stanislaus. Now in his first full academic year as president, Sheley continues to lay the groundwork for a new era of community partnership that will help uplift the entire region. Sheley, who received a proclamation from the Turlock City Council in July 2013 and whose appointment was celebrated with an investiture ceremony on campus Nov. 22, 2013, is a strong advocate for university-community partnership. “I’ve driven to cities and towns all over the region … to meet people and to listen to them, to see where our students live and work, and to send the message that we will come to them,” Sheley said in his 2012 fall address to the campus community. “We are not an island. We are part of an important region, and we truly want to partner in moving this region forward.” Sheley believes the university and the community should become stronger advocates for each other. CSU Stanislaus alumni, faculty, staff and students should not be shy, he said, when it comes to boasting about the university’s accomplishments and contributions to the region, among them: • CSU Stanislaus has been featured in the Princeton Review’s “Best Colleges” ranking for seven consecutive years and in U.S. News & World Report’s Best Colleges ranking 17 times.
• The university has been recognized by the Princeton Review as one of the most environmentally responsible colleges in the U.S. and Canada, appearing in all four editions of the “Green Colleges” publication. • For seven consecutive years, CSU Stanislaus has been named to the President’s Higher Education Community Service Honor Roll for its commitment to volunteering, service learning and civic engagement. The university’s Office of Service Learning works with faculty members and more than 2,400 students every year on community service projects and communitybased research initiatives, providing nearly 54,000 volunteer hours to the region and an estimated economic impact of more than $1.14 million in services to the local community in 2012 alone. • The College of Business Administration at CSU Stanislaus earned renewal of its prestigious accreditation through AACSB (the Association to Advance Collegiate Schools of Business) International. The college was first granted AACSB accreditation in 2003, and in a mark of distinction, it received its renewal without the need for any continuing review from the accrediting agency. • Gökçe Soydemir, the Foster Farms endowed professor of business economics, will release the third edition of his Business Forecast Report for the San Joaquin Valley. The report is a valuable tool for the area’s business and community leaders, providing annual projections and midyear updates for the Valley’s labor market; regional housing conditions; prices and inflation; and depositary institutions and capital markets.

Welcome to Turlock, the second-largest community in Stanislaus County. Over the past 60 years Turlock has grown to more than 70,000 residents. Turlock has, however, retained its small-town charm and diverse agricultural heritage. Since 1949, when the Turlock Chamber of Commerce was first chartered, its members have worked to improve the vitality and quality of life in the Greater Turlock Area. The Chamber has taken an active role in ensuring that growth and economic stability continues in a positive manner, and that Turlock is a desirable and contemporary community in which to raise a family. This goal is continually being realized through teamwork with community leaders, through the support of area businesses and through the hard work of volunteers. Our committees, activities and programs create a unique environment that fosters both networking and community involvement. As the voice of business in our community, the Chamber’s goal is to advocate for the best interests of our members and for what is best for our entire community; working as a representative of both small and large businesses, retailers, professionals, educators, service providers, governmental entities, manufacturers, non-profit organizations and individuals. Recreation abounds in Turlock with more than 14 soccer fields, three volleyball courts, four softball fields and one hardball field, and you can visit Turlock Lake just a few miles out of town. Turlock is proud to be considered a family-oriented community. Being Turlock’s No. 1 business resource, citizens look to the Chamber for the area’s economic well-being. That is why we seek to have a major impact on business, the creation of wealth and future growth of the Greater Turlock Area.

he history of how Turlock was named varies; however, some believe it originated from the term “turlough,� an Irish dry lake. Founded on December 22, 1871 by prominent grain farmer John William Mitchell, the city was comprised of a post office, a depot, a grain warehouse and a few other buildings. Mitchell and his brother were successful businessmen, buying land and developing large herds of cattle and sheep that were sold to gold miners and others as they arrived. They were also leaders in wheat farming and cultivated tracts of land under the tenant system. Eventually, the Mitchells owned most of the area, over 100,000 acres, from Keyes to Atwater. In the early 20th century, 20acre lots from the Mitchell estate were sold for $20 an acre. Turlock experienced economic and agricultural growth and development in the early 1900s and was incorporated in 1908. A thriving community with a diverse population brought its skills, ideas, capital, culture and religious beliefs to this area. Turlock prospered and became the hub of activity throughout the end of the 19th century. A Board of Trade (known today as the Turlock Chamber of Commerce) was formed along with a school district, a newspaper and numerous religious and civic organizations. By 1960 businesses had grown and Turlock became home to California State University, Stanislaus. Today, with a population over 70,000, Turlock has achieved its early city planning goals of creating a safe environment, a strong school system and maintaining a hometown atmosphere. Economically sound and agriculturally elite, Turlock continues to promote growth and development that complements both the city’s business and industry, as well as the needs of its residents. www.turlockchamber.com

nown as the heart of California’s Central Valley, Turlock is centered among California’s most popular tourism destinations with access to San Francisco, Yosemite Park and Monterey Bay, as well as Turlock’s many cultural activities that draw thousands of visitors each year. Turlock is adjacent to major highways and interstates including Hwy 99 and I-5, which is located just 15 miles west of Turlock.
RA I L A large portion of our industrial land has railway access. The BNSF Railway, Union Pacific, Burlington NorthernSanta Fe and Modesto & Empire Traction Co. railways service the Central Valley. AIR The Modesto City-County Airport offers daily air service to San Francisco International Airport. Low-cost leisure charter flights to Wendover and Laughlin, NV, flown by United, are scheduled periodically. Private charter service is available through Sky Trek Aviation. Modesto Aviation offers flight lessons and pilot instruction. San Francisco International Airport, San José International, Oakland International and Sacramento International Airports are about 100 miles from Turlock. WATER The Port of Stockton is 45 miles north and provides a deepwater port with direct access to the Pacific Ocean. The Port of Oakland is approximately 90 minutes to the west. TRU CKI NG Overnight delivery is possible to all major markets in California. Several national freight carriers serve the area. BU S Greyhound Bus lines serve Turlock and city bus service is provided by Bus Line Service of Turlock (Blast). Since 1998, Blast has provided a fast, safe and economical way to travel around Turlock for work, school, appointments and shopping.

In 2005, a devastating fire forced the closure of the Carnegie Arts Center. For the seventh consecutive year, CSU Stanislaus was featured in the Princeton Review’s “The Best 377 Colleges,” recognizing it as one of the country’s top institutions for undergraduate education. The campus opened its doors to 765 students at the Stanislaus County Fairgrounds in 1960 as Stanislaus State College. The college moved to its permanent campus in 1965, and it was awarded university status and renamed California State University, Stanislaus in
1985. Today, the university enrolls nearly 9,000 students and boasts more than 50,000 degreed alumni.

he Westside Industrial Specific Plan includes 2,600 acres that will accommodate and nurture the development of a major industrial/commercial center in Turlock’s industrial west side. The city of Turlock has prepared WISP to facilitate economic and job development through orderly growth and development. The plan was prepared during a time of significant change in the structure of the national economy. The plan was adopted in 2006. A Certified Environmental Impact Report has also been adopted, saving significant time and money for those that want to develop. Many types of manufacturing jobs have declined nationally or have been transferred elsewhere. However, the essential need for food and agricultural products indicate an opportunity to create a center for an
enduring and sustainable economy based on agricultural products and related processes and services. It is anticipated that the benefits available from WISP and the Enterprise Zone will stimulate industrial development. In addition to the development of WISP, the city has invested $15 million in backbone infrastructure improvements to provide “shovel ready” sites for industrial development. A significant portion of the Greater Turlock Area, including the entire WISP area, is located in Stanislaus County’s Enterprise Zone. The Enterprise Zone is a statesponsored tax benefit program designed to reduce the cost of doing business.
There are several areas in Turlock designated for retail and office use, including a recently renovated and viable downtown area property along Hwy. 99 and areas near Emanuel Medical Center, as well as commercial areas on Geer Rd., Golden State Blvd. and Countryside Plaza. The downtown area has several multi-story buildings with upper stories zoned for commercial, office and residential use.

Nothing demonstrates this better than our Cardiovascular Services Department. At Emanuel, we recognized the need to have emergency heart care available locally and built a program from the ground up to rival any cardiac program in the Valley. In Emanuel’s Cardiac Cath & Interventional Lab, area cardiologists and interventional radiologists can perform everything from lifesaving emergency angioplasties to complex non-surgical treatments and diagnostic procedures. Our cardiac operating suite is equipped with the very latest technology, and our surgical team performs a variety of open heart procedures. In June 2013, in recognition of the quality of our staff, technology and procedures, Emanuel received full accreditation as a Chest Pain Center from the Society of Cardiovascular Patient
The same philosophy also built the Emanuel Cancer Center, which brought comprehensive cancer care to our community in 2007. People from the greater Turlock area and Merced County no longer have to travel to distant cities to receive medical and radiation oncology treatments. Through Emanuel’s radiation oncology partnership with Stanford Medicine, Emanuel Cancer Center patients have access to these cutting-edge technologies and treatments right here at home. Emanuel Cancer Center is fully accredited by the American College of Surgeons’ Commission on Cancer in recognition of its quality of treatment and care. Looking ahead, Emanuel will continue to serve the changing needs of our community even as low patient counts, decreasing reimbursements and increasing rates of uncompensated care present challenges to hospitals across the country.
