RAILWAY TRANSPORT – THE LIVING ARTERIES OF THE CITY

Since the first underground railway entered into service in London in 1863, railway transport has become a part of everyday life and the first choice for improving urban transportation. Whether it is called the ‘Underground’ (in England) or mass transit (in other places), there is no changing its importance. Public transport planning in Taiwan’s Danshui and Kaohsiung has pushed the words ‘Light Rail’ into media headlines. The Loop Line in Kaohsiung has attracted particular attention for not only being the first light rail line in Taiwan, but also defining the shape of development in Kaohsiung for the next 100 years.

What is the difference between light rail and mass transit? Put simply, it comes down to the type of right-ofway used. Those who have used mass transit before have found it to run on viaducts and in underground tunnels. No railway crossings or traffic lights are involved, even at ground level. This type of right-of-way, which sees no interference from other forms of transportation, is known as Type A. The most obvious advantage of the Type A rightof-way is the independence it offers. Traffic variables are greatly decreased and control is increased, producing benefits such as system safety, punctuality, speed and high reliability. However, acquiring this type of right-of-way incurs huge land requisition costs. In highly developed and densely populated urban areas, land requisition presents a major source of bottlenecking.

Light rail systems have been used for some time in the West. In the early years, trams were used extensively. These trams ran on tracks and were powered by overhead power lines. Because such trams have to obey traffic lights and do not have their own dedicated lanes, they are classified as a Type C right-of-way. In the last 20 years, the light rail transportation systems developed by the West have been given dedicated lanes that must be coordinated with other modes of road transport (and must obey traffic lights). These systems are classified as a Type B right-of-way.

Light rail can operate in the form of connected vehicles running on the streets or with a dedicated right-ofway as a"Pre Mass Transit"system. In terms of city transportation planning, it can be tailored to local conditions and decrease construction costs.

At the operational level, light rails are ‘tracked’ urban public transportation systems that can operate with smaller turning radii, gradients and streets while being powered by overhead power lines. The system’s simplicity, light loads, low costs, short construction times, high returns and scalability mean that it is often characterize by nongated fares, basic stations and single-driver carriages. Light rail trains are just 30 m long and pass quickly through road intersections. Because unlike traditional trains they require no railway crossings, they do not cause traffic congestion. The introduction of railway transport has also encouraged the general public to use public transportation, decrease the use of private vehicles and lower road loads. The benefits of such transportation are obvious. Due to the

Railway transport has played an increasingly important role in our everyday lives. Its high capacity means that a system failure or accident could lead to major damage and loss of life. As light rail systems run through densely populated urban areas, the effect of accidents cannot be ignored. • May, 2013, Taiwan A 4-hour breakdown by the Taiwan High Speed Rail caused major delays for people travelling north and south. • September 2013, Hangzhou The Jiangdi breakdown on Hangzhou Metro Line 1 forced 113 passengers to walk for half an hour along the 1.2 m high-maintenance walkway in the tunnel to reach safety.

• August 2011, Nanjing sparks flew from the outside of a moving train on Nanjing Metro Line2. The carriages filled up with smoke, and the third and fourth carriages were vertically displaced by nearly half a metre. • The end of 2011, Shanghai There are a series of accidents in the Shanghai Metro. Nine incidents such as an overtaking collision, the implementation of speed limits and burning odours all occurred within 1 week. These accidents made the general public wary of railway transport. No matter how convenient railway transport may be, convenience means nothing without safety.

RAMS – The key jigsaw piece for the railway transportation industry Although light rail differs significantly from mass transit in terms of scale and construction, its safety requirements are identical to that of high-speed rail and mass transit. All of these systems rely on professional and rigorous RAMS to validate their safety and smooth operation. Although Western countries have used the RAMS mechanism for many years, it remains a relatively foreign technology in many emerging countries. Strategy in China In 1989, TÜV Rheinland established its first Chinese branch facility in Shanghai and began to develop the Chinese market. According to the latest research report published by an American PR consulting firm, the majority of consumers in Western industrialized nations do not trust “Made in China” products -- particularly Germans, who hold the lowest level of trust towards Chinese businesses. As its products are no longer cheap and its quality is still not up to standard, the Chinese manufacturing industry is facing an imminent transformation crisis. “China has first-class manufacturers, but overall it still has plenty of room for improvement,” according to Dr. Bayerlein, who adds that as a “Made in Germany” firm, TÜV Rheinland will assist the Chinese manufacturing industry to reach out to overseas markets and provide local users with enhanced services. In 2012, Lenovo’s sales volume was ranked no.1 in the world. Such a remarkable performance not only originated from stringent quality control, but also from in-depth understanding of the European and US markets. “Besides quality, European customers also care about whether the productmanufacturing process is

eco-friendly,” Dr. Bayerlein explains. Lenovo invited TÜV Rheinland to supervise its production process, improve the eco-friendliness of its materials, and track its carbon footprints. On May 28 last year, Lenovo’s LT 2323z became the first monitor in the world to successfully earn a TÜV Rheinland green certification. In addition to green certification, TÜV Rheinland’s GS certification is also a key for Chinese businesses to enter the European market. Choosing GS-certified products has become common among European consumers. At the same time, when a dispute arises, GScertified products represent safety, acting as a guarantee for manufacturers. “Every time I come to China, I always discover new opportunities,” says Dr. Bayerlein. TÜV Rheinland’s experiences in China are unique and precious, and can act as lessons for the company’s services in other regions. Walmart requires electricallyoperated products to meet or exceed OSHA standards, and has added us to its list of labs authorized to certify electrically-operated products with its safety agency listing mark (cTUVus Mark), effective from 19 August 2013, informing all suppliers and merchandise quality engineers. Our North America subsidiary has been accredited as a Nationally Recognized Testing Laboratory (NRTL) by the US Occupational Safety and Health Administration (OSHA) since 1995, and in January 2001 we were accredited by the Standards Council of Canada (SCC). Products tested and certified for the American and Canadian markets by us will be awarded the TÜV Rheinland NRTL mark (cTUVus mark). These approvals have strengthened our leading role in providing regulatory access services for

European directives specify the role of EU representatives of manufacturers outside the EU. A separate EU Representation Agreement must be reached for every product type/family, and must be valid for 5 years unless terminated earlier. The representative must be indicated on the product label and Declaration of Conformity.

In cases where the European representative is not specified or does not exist, the products do not comply with the directives in spite of their fulfillment of the essential safety requirements and thus cannot obtain certificates.

HEBEI PROVINCIAL INSTITUTE OF PRODUCT QUALITY SUPERVISION AND INSPECTION

TÜV Rheinland recently signed a strategic cooperation agreement with the Hebei Provincial Institute of Product Quality Supervision and Inspection (HBZJY) covering testing and certification services for mediumand high-voltage cables. The cable industry plays a pivotal role in Hebei’s machinery manufacturing industry, and certification will pave the way for local products to enter the global market. The agreement will allow companies receiving HBZJY’s wire and cable product inspection reports to gain access to 54 IEC members such as EU countries. The province’s 564 wire and cable product companies will certainly benefit. According to the agreement, the National Specialty Cable Quality Supervision and Inspection Centre of the HBZJY will perform testing on products that have already received accreditation from the International Electrical Commission for Electrical Equipment (IECEE), and will issue CB testing reports. We will help manufacturers transfer to other related certificates based on the CB reports. The agreement marks the consolidation of the resources and advantages of both sides. Apart from providing

the Chinese exporters of medium- and high-voltage cable products with a convenient one-stop service for testing and inspection, the agreement will boost product competitiveness in the global market in terms of quality and safety.

Denmark Postpones Ban on Indoor-use Products Containing Phthalates until 2015 The Danish Ministry of the Environment recently published a press release to postpone its phthalate ban until 2015, reasoning that the four phthalates are far more common than expected and that it would be impossible for manufacturers to phase out their use within the planned timeframe. Background Danish Executive Order BEK No. 1113 was published on 26 November 2012, banning the import and sale of indooruse products containing the phthalates DEHP, DBP, BBP and DIBP, and products with parts containing these substances that may come into contact with the skin or mucous membranes. The order excluded every article already regulated by other EU regulations, and originally came into force on 1 December 2013. Key Changes Summary

Scope: indoor-use articles and products with parts that may come

into contact with the skin or mucous membranes. Definition: indoor-use articles are products expected to be placed, kept, stored, set up, suspended, interpreted, applied, secured or similarly used indoors for a considerable amount of time over their lifespans. Limit: ≤ 0.1% for each of DEHP, DBP, BBP and DIBP. Exemptions: this order does not apply to medical equipment inner seals in drug containers toys infant articles (DEHP, DBP and BBP) cosmetic products materials and articles intended for food contact or used goods that complied with Danish requirements when originally sold. (EU) No 665/2013 and (EU) No 666/2013 were entered into force on 2 August 2013. (EU) No 665/2013 is a commission delegated regulation supplementing directive 2010/30/EU with regard to the energy labelling of vacuum cleaners. (EU) No 666/2013 is an implementation measure for ErP Directive 2009/125/EC (2005/32/EC) for vacuum cleaners. Products covered: electric mains-operated vacuum cleaners, including hybrid vacuum cleaners. The regulation does not apply to wet, wet and dry, battery-operated, robot, industrial or central vacuum cleaners, or to floor polishers or outdoor vacuums. The vacuum cleaners covered must comply with the requirements of (EU) No 666/2013 and Directive 2009/125/EC to earn the CE mark. TÜV Rheinland offers consultancy for products being assessed against the directive to minimise the financial risks associated with a sales ban resulting from non-compliance. You will be protected against the penalties imposed by European

authorities for marketing a product that does not comply with the statutory requirements. Vacuum cleaners shall comply with the following requirements from 1 September 2014(Stage I): annual energy consumption ≤ 62,0kWh/ year rated input power ≤ 1600W dust pick up on carpet for carpet vacuum cleaners ≥ 0,70 dust pick up on hard floor for hard floor vacuum cleaners ≥ 0,95 energy label containing the necessary information: suppliers’ name or trademark, model, energy efficiency class, average annual energy consumption, carpet or hard floor cleaning performance class, sound power vacuum cleaners level, etc.

Ningbo 10th Anniversary: Green Week

Green Week was one of the 10th Anniversary Campaign events of our Ningbo office. During the week, colleagues were encouraged to travel to work using public transportation or by biking or walking. Car sharing was also a popular solution as an alternative to public transportation. At lunch times, colleagues were encouraged to switch off computers, monitors, printers and other electrical devices and to take the stairs instead of elevators. They were also asked to sign before they could receive a registered amount of paper. We collectively ensured that each piece of paper was put to a good use, thus avoiding waste.

HK 25th Anniversary: Free Fruit Day 2013 is TÜV Rheinland Hong Kong’s 25th anniversary. As part of the celebrations, a second “Free Fruit Day” was held recently, with colleagues and visitors enjoying pitaya, a low-sugar fruit that is high in fibre and a good source of Vitamin C, calcium and magnesium. A boat trip was also held on the evening of 26 July. Thirty colleagues joined the trip to enjoy the beautiful night views and have fun squid fishing.

Basketball Tournament with ZTE

TÜV Rheinland Hong Kong awarded Happy Company Logo

ZTE was invited to a basketball tournament at the Shekou Sport Centre in Shenzhen recently, joining a team from TÜV Rheinland Guangdong and two teams from TÜV Rheinland Shenzhen. The Guangdong team won the event; Shenzhen team 2 took second place and ZTE took third. Ms Lili Hu, COO of the Shenzhen office, and Mr Wang Zhihui, ZTE’s Director of the Corporate Quality, attended the games.

TÜV Rheinland Hong Kong was awarded the “Happy Company” logo by the Happy Workplace Campaign. Over the last 25 years, the number of staff members in Hong Kong has grown from 3 to over 500, all of whom receive competitive employee benefits and enjoy a quality work environment. Test Seal for More Security in Online Shopping

TÜV Rheinland Certified Robot Suit for Medical Use

Shopping on the Internet has many advantages and is already a routine for many consumers. However, not all electronic shopping portals have the necessary security standards.

CYBERDYNE Inc.’s medical robot suit HAL (Hybrid Assistive Limb(R)) obtained a “passport” to the European market with the EC certification by TÜV Rheinland. HAL is a robotic suit that supports and expands the physical capabilities of people with physical disabilities. CYBERDYNE wishes the HAL to be used widely at rehabilitation/care welfare facilities in EU and thinks that this is the beginning to the world market.

As part of the independent and voluntary certification, the TÜV Rheinland testers carry out covert test orders, monitor the transfer of data and analyze and assess all important processes. “We have developed a new test so that consumers shopping online can recognize in an instant whether the shop they are shopping at is trustworthy,” says Ralph Freude, an IT expert at TÜV Rheinland. Now, successfully tested shopping portals will receive the seal “Certified Online Shop.”

Hungary Acquisition of NDT Special Service Provider TÜV Rheinland Intercert Kft in Hungary has acquired 100 percent of Minell Quality Control and Services Ltd. The company provides services in the area of non-destructive testing for industrial clients particularly in the energy business. With the acquisition, TÜV Rheinland strategically and geographically expands the portfolio in Industrial Services.

The first company since 2008 to receive accreditation as a REACH services provider from the Korean Government, TÜV Rheinland’s Korean subsidiary is able to support local exporters in cooperation with Luxcontrol to comply with the European chemicals regulation. Potential TÜV Rheinland Korea customers interested in REACH consultancy services can apply directly on the government’s REACH home page.
