ALFA BUS Jiangsu Alfa Bus Co Ltd was founded in 1999. Its products encompass 6-m to 18-m midrange and high-end passenger vehicles, tourist buses, group vehicles and public buses.

Challenges Th e pure electr ic bus manufactured by Alfa Bus was selected by Italy’s urban bus operator at an exhibition. This operator wanted to purchase a large number of these buses for the public transport system in Italy’s Grosseto Province. All pure electric vehicles exported to Italy must pass the European Community’s Whole Vehicle Type Approval (WVTA). WVTA is an extremely strict certification system for whole vehicles and safety parts and systems that is enforceable by all member countries of the EU.

Solutions Relying on their rich experience and technical expertise in the vehicle inspection and certification field, the professionals of TÜV Rheinland carried out a series of inspections at Alfa Bus over a half-year period, covering a total of 26 certification items. In such inspections, TÜV Rheinland focuses on setting high standards for the electromagnetic compatibility (EMC) and safety and environmental performance of electric vehicles. In the Alfa Bus case, all 26 items passed the WVTA certification process, allowing it to sell its first type of pure electric buses to Italy.

BOHONG GROUP Founded in 1999, the Bohong Group is a diversified enterprise focusing on the manufacture of automotive parts and automobile sales services, supplemented by investments in the property and finance sectors.

In the automobile sales service field, the service quality of a 4S (sales, spare parts, service and survey) store must meet the requirements of the OEMs’ brands. The 4S stores had experienced unstable business performance. It requires a professional company to provide coaching to raise the quality of its operations and return on investment.

UIH is a fairly young company. At present, 85% of its staff are R&D engineers, including a number of very recent graduates with little experience. The company thus lacks in-depth knowledge of international standards and regulations, which hinders the product R&D process.

TÜV Rheinland provided face-to-face expert coaching at an early stage of the product development process to helped engineers to better understand international standards and regulations, such as IEC 60601/1 (3rd edition), to ensure that products meet these standards and requirements at the R&D stage. Such coaching is of considerable help in ensuring

products’ ability to access international markets in the future.

Cooperation UIH is a start-up, and its cooperation with TÜV Rheinland has just begun. From the beginning, however, this cooperation has taken place across the board, with TÜV Rheinland providing training, testing, certification and technology solutions.

THE WORLD’S FIRST CERTIFICATION STANDARDFOR WEARABLE DEVICES

Wearable devices are the hot topics in recent years to the extent that they are expected to become mainstream consumer electronics before long. With the sale of wearable devices on the rise, numerous companies have contributed to R&D, but product safety, performance, interoperability and durability still exhibit room for improvement. To address this gap, TÜV Rheinland has launched the world’s first certification standard for wearable devices to help manufacturers stand out and gain a competitive edge. This certification will also help consumers choose the safest high-quality wearable devices while promoting industry development.

The use and experience of wearable devices are directly affected by users’ habits. TÜV Rheinland’s wearable device certification process assesses the durability, environmental adaptability, skin contact, battery characteristics and electromagnetic interference of devices and components to ensure comfortable fit and ease of use.

To meet the certification requirement, wearable devices must fulfil three requirements: safety, smart function and wearable function. Such devices are expected to integrate into the user’s life as seamlessly as possible, which may mean close contact with the user to collect data for long periods. Users’ primary concern is device safety, and we test the safety of the device, the battery and the power adapter. Wireless connectivity, electromagnetic compatibility (EMC) and hazardous substance use are also concerns in minimising the potential hazards of wearable devices.

In addition to assessing the safety and wearable functioning of the devices, our certification process also assess smart functions, the responses of imbedded sensors and the information security, connectivity, assessability and data analysis capabilities of the devices and their processors (smart phones, tablets, PCs, cloud processors, etc.).

TĂœV RHEINLAND TAIWAN: DOUBLE ACCREDITATIONS FROM ZIGBEE AND BLUETOOTH ALLIANCES

According to market research, the smart home market could

Although the concept has existed for a long time, the inclusion of different home appliances in the smart home environment means that a unified standard has yet to be introduced. As such, certification and testing remains a problem, though smart homes currently have some commonly-used communication technologies such as Bluetooth, ZigBee, Wifi, etc. TĂœV Rheinland Taiwan is the only professional telecom testing laboratory with double accreditations from the two major alliances of ZigBee and Bluetooth, and can therefore assist manufacturers to enter the smart home market.

The applications of the smart home mainly include home entertainment, home care, security monitoring and smart home energy. The home automated network environment integrates network communication, sensor and monitoring systems to achieve safe and convenient functions. Different terminal devices such as security, lighting control and home environment monitoring are no longer a stand-alone operating system. Instead, communications can be exchanged and controlled between devices via mobiles or computers. With the continuous upgrading of some communications technology specifications in recent years, software and hardware manufacturers are becoming more active in planning smart home applications and services. Home automation is expected to be the next emerging market after wearable and portable devices. REDUCE HEAVY BURDENS DUE TO REACH REGULATION

TĂœV Rheinland provides all-range REACH services for manufacturers in Taiwan. Its Pressure Equipment and Industrial Safety IT Department arranged a seminar titled as "Challenges and Opportunities from REACH Regulations for Manufacturers in Taiwan" in Taipei office. Senior business supervisor Su Lifang introduced the REACH Regulation and registration flow for chemical material manufacturers. And Zhang Zhixiang, Manager of Softlines was designated to explain how finish products manufacturers should respond. At last, Ms. Nathalie Moreau, senior consultant from the Global REACH Team described expectations of the EU and opportunities for non-EU manufacturers combining with her observations in EU. She also accepted consultancy from the industry that day. EU REACH Regulation has been enforced since 2007 and completed two important terms by Dec. 2010 and May 2013. All small

and medium-sized enterprises in EU consider REACH Regulation as the regulation bringing heaviest burdens of all time. Therefore, many enterprises in EU hope that suppliers outside EU can bear the responsibility for registration, especially completing registration through upstream raw material suppliers, which may reduce the cost of the entire supply chain. So, even raw material manufacturers who do not deliver products directly to EU countries may receive the demand to provide EU registration statements from downstream buyers.

TÜV RHEINLAND SUNCUP™ COMPETITION - A REAL WALK FOR PV PANELS

TÜV Rheinland, a global leader in independent inspection, testing and certification service, announces the first-ever TÜV Rheinland SunCup™ benchmarking test to be held in Yunnan, China. The competition, the first of its kind in China, aims to objectively rank data on photovoltaic products.

Advanced in-house developed measurement systems will be provided in the contest by TÜV Rheinland to monitor and extract the maximum power of the participating panels continuously, while synchronizing them to the weather and irradiation recorders. The benchmarking test simulates the operation of solar panels in a power plant for a period of over a year. During this time the panels are continuously exposed to actual outdoor conditions and maintained at their maximum operating power point while the current, voltage and temperatures are recorded by the second. Environmental and irradiance data is synchronously recorded and provided along with the panel information for deep analysis. In the end, the top panels will be rated based on the recorded data. All participants will receive a quarterly report outlining their position in the

BENQ FIRST ON BOARD FOR NEW TREND OF LOW BLUE-LIGHT & FLICKER-FREE DISPLAYS People are spending an increasing amount of time on their computers, mobile phones, tablets and cameras these days. In order to protect our eyes and to prevent them from injury from long-term exposure to the blue-light wavelengths of LCD monitors, electronic-display devices that emphasize flicker-free, low blue-light features have quietly emerged as the new mainstream in recent years. Major international manufacturers have gone into the production of such displays, among which BenQ gained the lead by being the first to obtain TÜV Rheinland’s first flicker-free LCD monitor certificate. Although the ‘flicker’ phenomenon usually refers to a very slight difference in contrast brightness and usually is undetectable to the human eye, flicker originating from LED, illuminating devices, televisions, or monitors which require long-term exposure during normal use are considered harmful to the human eye. In the past, flicker-free was the standard consideration for 3D monitors, but the market now is turning to 2D monitors, with those that exhibit the flicker phenomenon considered inferior products and incapable of high-definition presentation.

In addition, it is generally thought that longterm exposure to blue-light environments may cause macular degeneration and be harmful effect to the human eye. Therefore, the market is developing low blue-light products safer for users, especially for gamers, who must concentrate on screens for long periods. “Low blue-light designs can reduce stress to the human eye, but may result in the distortion of color richness. Our low blue-light quality certification aims to balance the two problems,” says Jerry Lin, project manager of the display devices department. TÜV Rheinland is a professional and experienced certification body for displays. We have developed our specific 2PfG display-quality standards for the testing and measurement under different levels of environmental brightness, blue-light strength, wavelength, etc. For example, displays need to be flickerfree, even in darkrooms and environments with low brightness and lighting. With our measuring equipment and professional team, we can quickly measure screen reaction times up to 0.1ms, suitable for mobile phones, laptops, tablets, and all-in-one computerscreen product testing.

Recognising age-appropriate toys, being careful when playing with toys that have small parts or sharp edges and wearing protective gear when riding scooters, bicycles, etc. were among the areas covered.

The aim of the “Toy Safety FunAwareness Programme” was to minimise the risk of injury and cultivate safety awareness in children when choosing and playing with toys by engaging, empowering and educating. Over the past few months, our toy safety experts have visited kindergartens in Hong Kong, Guangzhou, Beijing and Shanghai and attended public events, bringing fun and joy, along with safety tips, to the children.

Date: 12 June BEI Location: Zhong Fu Hui Kindergarten JING Students: 60 The kids not only had fun but also remembered the safety tips after the entertaining performance of the clown. They quickly raised their hands and eagerly answered the questions asked by our engineer, and received small gifts as prizes. At the end of the session, every kid had become a little expert on toy safety!

Date: 28 May GUANG Location: Suihua Kindergarten ZHOU Students: 30 The programme included clowns, who acted out scenes familiar to the children, recommendations by safety experts, knowledge contests and the interactive ‘Let Me Try It’ section. They were taught the importance of reading and understanding the age label, recognising the dangers when playing with balloons, toys with small parts and paints, and of wearing well-fitting protective gear when riding scooters, etc.

Experts from TÜV Rheinland showed them how to find out if a toy is suitable by reading the age label, and to identify any potential risks and avoid injuries. The programme was very well received by children and teachers alike.

Tuvy, our mascot, appeared in the show, along with our safety expert and a clown, who acted out scenes familiar to the children. The children received a vivid and instructive demonstration on how to play with toys safely and how to protect themselves.

Kids enthusiastically participated in the experiments, and also in the football shooting competition.

THE ENERGY STAR PROGRAM REQUIREMENTS FOR TELEVISIONS DRAFT 1 VERSION 7.0 HAS PUBLISHED The U.S. EPA recently published the ENERGY STAR Program Requirements for Televisions Draft 1 version 7.0 on Jun 2, 2014. EPA welcome stakeholder comments on Draft 1 specification, data specific to UHD TV performance and Standby-Active, Low no later than June 30, 2014. The Draft 1 Version 7.0 specification includes the following key elements:

Network Functionalities in StandbyActive, Low: In order to ensure comparability of products’ energy performance in Standby-Active, Low, the Department of Energy (DOE) proposes an additional test in Section 4.2 to confirm whether a TV maintains a network presence and meets the definition of Full Network Connectivity.

On Mode Requirements: The proposed requirements reflect the performance of the top 14 percent of TVs currently in the EPA dataset. EPA anticipates that by the time the specification takes effect in 2015— taking into account the yet-to-be released models in early 2015—the selection of qualifying models will be even greater.

Standby-Passive and Standby-Active, Low Requirements: EPA is proposing new power limits of 0.5 W for Standby-Passive Mode and Standby-Active, Low Modes without network connectivity. EPA proposes a 1 W limit for products in StandbyActive, Low Mode with full network connectivity, based on existing information on power budgets necessary to support the latest networking technology.

Ultra High Definition (UHD) TVs: EPA intends to consider treatment for UHD resolution based on additional data received between now and the release of Draft 2.

ILLINOIS BANS PLASTIC MICROBEADS IN COSMETICS Illinois has passed Senate Bill 2 7 2 7 i n t o law, bec o min g th e first state to ban microbeads in cosmetic products. Microbeads are synthetic plastic beads used as ingredient in cosmetic and personal care products, such as facial cleansers, scrubs and toothpastes by the exfoliating properties. They are directly discharged into waste water systems, contributing to plastic pollution in waterways. Microbeads as highly efficient toxic accumulators are intentionally released into the environment, ultimately threatening the food chain. The Illinois Senate Bill 2727, passed on June 9, 2014, prohibits

the manufacture of personal care products containing synthetic plastic microbeads effective from December 31, 2017 and the sale of such products effective from Decem b er 3 1 , 2 0 1 8 . For overthe-counter drugs, manufacture of products containing synthetic plastic microbeads is prohibited by December 31, 2018 and the sale of such products is prohibited by December 31, 2019. Other states such as New York, Ohio and California also seek to propose legislation in microbeads ban. A number of major cosmetic manufacturers have already pledged to voluntarily phase out use of microbeads in their products. Books and Sports Equipment Donation to Lushan Renjia School Colleagues in our Chengdu office recently visited Lushan Renjia School, which is located in the Ya’an earthquake area. We donated books and physical training materials and we will continue to pay attention to and support the school in the future.

Tree Planting Event On 12 April 2014, more than 130 people, including our employees and their families, came to Yanqing county in the suburbs of Beijing to plant trees. Our employees and their families from TÜV Rheinland (China) Ltd participated in this activity, which not only highlighted the company's social responsibility, but also gave the children a vivid lesson about environmental protection.

DIY Rice Dumpling The first TÜV Rheinland Hong Kong DIY rice dumpling class was held on 26 May in the Hong Kong office. Thirty participants joined the class and together they made over 100 rice dumplings. Colleagues enjoyed the class very much and were happy to take their DIY rice dumplings home to share with their families.

Earth Hour Colleagues in our Chengdu office participated in Earth Hour by turning the lights off from 2pm to 3pm. This activity not only saved electricity, but also enhanced our awareness of protecting the environment.

Won the Second Place in the EUROpean CUP The TÜV Rhineland Shenzhen and Guangdong United team won the runner up in the EUROpean CUP for the first time on 7 June – our best performance since we joined the tournament in 2012. We invited Huawei Technologies, Lenovo, Emerson and TÜV Rheinland Hong Kong to participate in the EUROpean CUP organised by the European Chamber of Commerce (EUCCC).

Partnership between TÜV Rheinland & IP500 Alliance

TÜV Rheinland wins a Frost & Sullivan Award

TÜV Rheinland has joined the IP500 Alliance as a partner for the worldwide certification of IP500 products. IP500 is the global wireless standard/ platform for security and safety applications in the IoT (Internet of Things) landscape. It allows to connect fully interoperable various security and safety devices (e.g. like smoke, intrusion or HVAC sensors & actuators) in Building Automation applications.

Each year, the Frost & Sullivan Award for Customer Value Enhancement is presented to the company that has demonstrated excellence in proactively creating value for its clients with a focus on improving the return on the investment that customers make in its services or products. This year, TÜV Rheinland earned the award based on the following achievements: Expertise in Wireless Technology and Testing, with a Special Emphasis on ZigBee® and Medical Devices.

By providing a single chip solution (SoC), the IP500 Standard is the only standard supporting international safety regulations in an IPv6 based wireless sensor network at a low price tag.

Saudi Arabia Visit the Government Authorities of Saudi Arabia The Philippines Makati Shangri-la Hotel Receives ISO Certificates TÜV Rheinland Philippines awarded the 5-star hotel, Makati Shangri-la, with ISO 14001 and ISO 18001 certificates on May 29, 2014. Makati Shangri-la, being one of the most prestigious hotels in the Philippines, further solidifies its position as a world-class hotel by being certified for these two ISO standards. The certification process was conducted in the months of April and May, 2014. During this period, TÜV Rheinland Philippines meticulously audited Makati Shangri-la’s policies and procedures on environmental awareness and responsibility. At the same time, the hotel’s policies and procedures on occupational health and safety were also inspected and reviewed.

On 5th of May, 2014, TÜV Rheinland delegation headed by Mr. Stephan Schmitt Chief International Officer was warmly welcomed by the Saudi Standards, Metrology and Quality Organization (SASO). SASO Governor thanked Mr. Schmitt for services provided by TÜV Rheinland in coordination with SASO in Saudi Market. The Governor highlighted to TÜV Rheinland Delegation the key objectives of SASO and what role they expect from Certification Bodies (CBs) including TÜV Rheinland to play in supporting SASO Objectives. Mr. Schmitt assured SASO of TÜV Rheinland commitment for Saudi Arabian market and long term intentions that TÜV Rheinland has in developing and strengthening existing relation with SASO.
