Energy Efficiency and Sustainable Construction Certification

Since FIFA requires all arenas to have an international sustainable construction certificate, they turned to TÜV Rheinland for the commissioning process.

Brazil The 20th FIFA World Cup will take place in Brazil in the summer of 2014. The Arena Corinthians is currently under construction to welcome the world’s best 31 teams and their fans. The 140,000 m² arena is being built in the eastern district of São Paulo and will host up to 68,000 spectators during the 2014 FIFA World Cup. For such an event, stadiums need to meet the technical requirements of FIFA.

Solutions and Results In order to ensure the quality of the installations and operations and to guarantee that all systems in the Arena Corinthians operate within a sustainable performance, three experts from TÜV Rheinland provided commissioning services for the energy consumption of all systems and equipment. For this, we tested and assessed the construction in compliance with relevant energy consumption standards such as the ASHRAE 90.1 requirements for the energy efficient design of buildings. A computer modeling was previously carried out to ensure operations under optimal performance. During the project, the TÜV Rheinland experts supervised tests in the systems and inspected the manufacturing process of specific equipment, thus ensuring the sustainable construction of the entire arena.

The Hungarian regulations require that a health and safety coordinator be appointed at construction sites in order to ensure safe work conditions which do not jeopardize health. In the course of their work, the coordinators held training for those entering the construction site and cooperated in the site inspections of the authorities. HUNGARY Health and Safety Coordination at the Construction of a Football Stadium The TĂœV Rheinland H&S-coordinators prepared the health and safety plan at the beginning of the work along with the project specific risk assessment and held daily inspections in the construction phase in order to check the observance of the regulations.

SAUDI ARABIA Amusement Park Inspections - Safety above All To ensure amusement park rides are operating at maximum safety levels.

TÜV Rheinland Arabia has been performing rides inspections in Kingdom of Saudi Arabia since 2008. The scope of rides inspected varies widely, from an inflatable bouncy castle to a roller coaster in a large amusement park. To meet the huge demand for rides inspection, TÜV Rheinland Arabia formed two teams consisting of an electrical and a mechanical engineer. With support from TÜV Rheinland Industrial Services in Germany, we have inspected more than 400 rides, amounting to approximately

50% of all the rides in the Kingdom. It was established that many of these rides were not up to standard. Upon inspection completion, clients were given rectification recommendations. Followup visits were made to determine whether appropriate rectifications had been successfully implemented. Certificates, valid for one year, were issued to rides which passed those follow-up inspections.

It sounds just like a James Bond film. Agents move under cover through the mass of people. Behind the scenes, the team leaders coordinate the action with earpieces and walkietalkies. But their mission is not to protect Her Majesty. The agents are auditors from TÜV Rheinland. They are investigating safety management at 1. FC Köln’s home matches – incognito, of course. The club itself had the idea of being inspected. “Our fans want to enjoy their football in a great

atmosphere, without having to worry about safety,” explains Thomas Polte, project manager for the certification project at 1. FC Köln. Sport means emotion all over the world – and there are always risks when large numbers of people come together. In an emergency, it is essential that they work together quickly and smoothly. The TÜV Rheinland inspection has made the processes more systematic, so that event organizers, safety staff and the fire service can work together in a more targeted way than before, should a fire break out.

The popularity of Tesla Motors is re-igniting the light of hope for electric vehicles at a time when people are still uncertain about the future of EVs. According to the company’s 2013 Q1 financial statement, its featured EV Model S was ranked first in sales of deluxe motorcars in North America, defeating the Mercedes¬ Benz S series, BMW 7 series and Audi A8. Imp-Exp Executive magazine recently interviewed Xia Bo on the theme of electric vehicles. As Mr Xia explained, Tesla Motors is likely to become a product with epochmaking significance, similar to Apple’s abilities to drive development industry-wide.

“Corner overtaking”, matching international standards “Around five or six years ago”, Mr Xia said, “our headquarter raised EV development to strategic heights. Under the Group’s overall planning, investments in EV cables and components across Greater China have increased”. He introduced that our services range from product design to consultation, from vehiclespecific components

inspection to whole-vehicle testing and from the training of car-maker employees to safety training for users. “With respect to the electric vehicles and their relevant cables, batteries and motors, the manufacturing level of Chinese enterprises is on par with their foreign counterparts”, Mr Xia explained. He added that in the new energy vehicle industry, it is definitely possible for Chinese enterprises to successfully execute a “corner overtake” of their foreign counterparts. In the EV (and its components) industry, the leading enterprises and thirdparty have standards that are not shared by the various third-party testing and certification agencies. “Only by consolidating the different information and thoughts can industry-recognised standards be formed to facilitate industrial growth”, Mr Xia noted. “Seen from this perspective, we are acting as a bridge, delivering the voices of the domestic enterprises and recommending our standards to the world, thus influencing the evolution of the international standards.”

Top ranking by strength In the vigorously growing domestic EV market, TÜV Rheinland is always cooperating with domestic agencies to promote the market’s development. Mr Xia confirmed that over the 25-year relationship between TÜV Rheinland and Shanghai Electric Cable Research Institute (SECRI), both parties have – beginning with inspection and testing – committed to the multi-directional strategic partnership, providing testing, certification and multinational solutions for Chinese electric cable manufacturers. “The growth of electric vehicles has generated bigger opportunities, and more challenges”, Mr Xia explained. “On the one hand, EV electric cables are diverse, including those used for battery charging, inside cables and even the wiring harness. On the other hand, the technical requirements and standards of the new cables get left behind by product development, and only those who are prepared with excellent competency can win market recognition. TÜV Rheinland is the leader capable of doing this.”

The all-category service across the entire value chain In the EV industry’s new energy field, EVs, the smart grid and even the relevant smart electric meter are covered by TÜV Rheinland’s business framework. The business line covering the new energy industy chain, which is of a great scale, is explicitly demonstrated. “From the perspective of our clients”, Mr Xia said, “we not only provide the testing, but also service beyond their expectations”. It is understood that the domestic

mainstream and joint-venture car makers such as BMW, VW, BYD, Chery and Brilliance BMW, and other components enterprises such as Delta and Phoenix are all clients of TÜV Rheinland. “For the thirdparty testing and certification agencies, we are dedicated to transforming Chinese enterprises from ‘Made in China’ to ‘Created in China’.”

In response, the Bureau of Standards, Metrology and Inspection (BSMI) has introduced new regulations requiring all imported or locally produced 3C Li-ion batteries and power banks sold in Taiwan after May 1, 2014, to be tested and certified at a BSMI-appointed lab. Battery products previously followed the standards of related electronic products, and were not considered independently regulated items. The new BSMI announcement requires battery products to comply with the following inspection standards: CNS 15364 and CNS14857-2 for 3C secondary Li-ion cells and batteries; CNS 15364, CNS 14336-1 and CNS 13438 for 3C secondary Li-ion power banks;

and CNS 14336-1 and CNS13438 for 3C Li-ion battery chargers. When batteries pass BSMI-mandated tests and have the safety mark applied, this not only enhances consumer safety but also allows vendors to pass government aftermarket surveillance. TÜV Rheinland has added a new safety-enhanced battery laboratory in Taiwan to its existing battery laboratory in Shenzhen. This new lab has enhanced fireproof, explosionproof and environmental protection facilities. We have also obtained TAF and BSMI-appointed laboratory accreditations, and thus can provide BSMI testing and certification services for global 3C Li-ion cell packs,

mobile power packs, battery chargers, etc. Apart from BSMI testing services for 3C Li-ion batteries, manufacturers may also apply for other multiple international certifications such as CE, CB, GS (Germany), PSE (Japan), KC (Korea), cTUVus (North America) and UN Transportation Testing (UN 38.3) for lithium batteries, thereby enjoying “One-Stop Testing Service” convenience.

TOY SAFETY FUN-AWARENESS PROGRAMME OFF TO A STRONG START The programme aimed to cultivate safety awareness and reduce unintentional injuries among children by engaging, empowering and educating them about safety aspects when choosing and playing with toys. TÜV Rheinland Hong Kong successfully organised the first ever Toy Safety Fun-Awareness Programme in the Greater China region on 10 April. Our efforts were bolstered by the YMCA Hong Kong International Kindergarten and its 30 enthusiastic pupils from K3, who chose to participate in this unique event. The children left the programme with laughs and Easter goodies, but more importantly, knowledge about toy safety and TÜV Rheinland’s role in the arena. During the event, the kids enjoyed the clown’s performance on topics that were intertwined with the

toy safety tips shared by our colleagues. We illustrated toy safety tips such as recognising age-appropriate toys, being careful when playing with toys that have small parts or sharp edges and wearing protective gear when playing with scooters, bicycles, etc. To enrich our Child Fun and Safety Programme, we produced the Greater China version of TÜV Rheinland’s children’s magazine – TÜVtel. It combines science with games and awareness about toy safety, and has been recognised by the German Federal Ministry of Education and Research. Toy Safety Fun-Awareness

Programme will allow us to continue to raise awareness among kids and their parents on toys and products safety issues, and will be rolled out in other cities across Greater China soon. Statistics indicate that over 80% of elevator accidents are triggered during the maintenance circle, which means that a lack of fine maintenance and inspection is the number one reason for such accidents. Routine inspections by a third-party organisation are essential to eliminate unsafe factors in elevator operation. Such

inspections constitute one of the key services of our ECMT department. Our inspection service covers private residences, hotels, hospitals and shopping malls. In January of this year, we inspected the 24 elevators in the InterContinental Qingdao. Our service included witness inspection, on-site testing

and a measurement process to ensure the safety of such components as the elevator tractor, braking system, speed governor, safety tongs, buffer, door lock and limit switch. We also evaluated the quality of the elevators’ maintenance, thus giving the hotel owner an accurate picture of the safety of elevator operations.

After a safety inspection, we issue a test report listing any safety hazards found. We can also subsequently issue confirmation that corrective actions have been taken to ensure safe operation.

QINGDAO INDUSTRY AND COMMERCE BUREAU JOINTLY LAUNCH ‘CONSUMER SAFETY ACTION’ CAMPAIGN

The intention was to improve of consumer knowledge regarding product safety and quality, to advocate scientifically proven measures of safety and to effectively protect consumers’ legal rights and interests. Consumers tend to rely on their experience and knowledge of specific brands when purchasing products, along with the manufacturer’s descriptions and advertisements. However, they rarely receive professional guidance concerning product safety, either before or after purchasing. They often have no way of knowing whether the claims of retailers regarding efficiency levels (of products such as refrigerators, for example)

are true, or whether particular electrical products meet acceptable safety standards. Support in these areas from a neutral and professional testing agency can be extremely beneficial to consumers. To mark the International Consumer Rights Protection Day (15 March), Qingdao Industry and Commerce Bureau and the Industry and Commerce Bureau of Laoshan District jointly launched a public ‘Consumer Safety Action’ with TÜV Rheinland Qingdao.

As part of the campaign, our experts demonstrated and explained issues concerning safety and energy efficiency to consumers at our laboratories, where electrical products and refrigerator efficiency are tested. Various points were covered, including how the compliance of electrical products with safety standards can be identified, the actual energy efficiency of ‘energy-saving refrigerators’, the safety of domestic electrical sockets and the correct way to use products. More than 50 people visited our laboratories, and gained valuable knowledge concerning national standards that apply to electrical products.

Mexico Published New Energy Efficiency Standard NOM-32-ENER-2013 The standard was published in the Official Gazette on 23 January 2014. It will be enforced 240 days after the publication date (around the middle of September), and the labeling requirements will be impemented 90 days after the standard is enforced (around the middle of November). Products that are already in Mexico’s stores and that were imported before the standard is in force can be exempted from compliance with the standard. However, stores will need to prove this if the authority decides to verify the product at the retail level. The Standard applies to the following electronic appliances and equipment with single-phase supply voltages of 100 to 277 volts AC and 50 or 60 Hertz, which are manufactured or imported to be marketed in Mexico: digital television adaptors; set-top boxes for the reception of television signals via cable, satellite or Internet protocols;

image-reproduction equipment such as printers, scanners, photocopiers and multifunctional devices; microwave ovens; stand-alone, separable or non-separable sound-reproduction equipment with one or more audio functions; video-reproduction or home cinema equipment with a DVD (digital versatile disc) or HD-DVD (highdensity digital versatile disc) function; and televisions with LED (lightemitting diode), LCD (liquid-crystal display), PDP (plasma display panel) or OLED (organic light-emitting diode) screens.

EU REACH: ECHA proposes five substances for authorisation list On 10 Feb 2014, the ECHA proposed that five substances of very high concern (SVHC) should be subject to authorisation. All five substances are used in high volumes and have widespread applications. Four of the substances have properties that are hazardous to human health and are classified as carcinogenic, toxic for reproduction or respiratory sensitisers. The fifth entry comprises an SVHC that is harmful to the environment due

to its degradation to a substance with endocrine-disrupting properties. Substances that are subject to authorisation under REACH may not be manufactured or used in the EU unless a company applies for and is granted authorisation for a specific use. Authorisation can be extended to an immediate supplier and to downstream users who source the chemical from this company. Note that authorisation does not apply to substances in an article.

Abu Dhabi/ United Arab Emirates Inspection Services for Abu Dhabi Oil Company TÜV Rheinland Middle East (UAE) was awarded a three year contract to provide corrosion mapping and inspection services to Abu Dhabi Company for Onshore Oil Operations (ADCO).ADCO is part of Abu Dhabi National Oil Company (ADNOC), owned by the Government of Abu Dhabi. TÜV Rheinland Middle East (UAE) will first provide corrosion mapping and inspection services. The company will then conduct long-term asset integrity evaluations during plant shutdowns, covering all ADCO assets. Moreover, TÜV Rheinland will provide ADCO with all conventional and advanced NDT equipment and services on a call out basis.
