TRAILS AND BIKEWAYS M A ST E R

In 2013, the City of Temecula was recognized as a bronze level Bicycle Friendly Community by the League of American Bicyclists. This designation is an indication of the community’s support for bike lanes and trails, and the City’s commitment to alternative modes of transportation. The plan update will include a checklist to help the City track its progress (measured in miles of bike lanes, outreach programs, number of daily bicycle commuters, number of bike racks, etc.) in order to move from bronze to silver, gold, and eventually platinum!

Connecting trails and bike lanes is essential for creating a healthy and livable community. Healthy and livable communities are where employees, entrepreneurs and business owners want to live and work. Cities with a high quality of life attract creative and talented workers as well as employers who are the engine for a community’s economic growth. The City continues to position itself as a hub for recreation and economic growth in southwest Riverside County. Look for new bike lanes, trail openings, intersection treatments, and bike racks in the near future.

During the past year, the City has been working with the consulting firm, KTU+A to update to the Trails and Bikeways Master Plan to develop a bicycle network focused on improved safety, and filling in the gaps of its existing bicycle and trail network. The plan will focus on building the infrastructure to connect Old Town, Wine Country, shopping centers, schools, and the City’s many parks, trails and open space areas. The plan will also have suggested bike routes, including a loop around the City, a route connecting Wine Country to Old Town, and a north-south route for mountain bikes utilizing existing easements with dirt roads.

In addition to the Trails and Bikeways Plan update, the City partnered with the Sierra Club, National Park Service, and neighboring Cities of Murrieta, Wildomar, and Lake Elsinore on development of a multi-use trail along the Murrieta Creek corridor that will connect the four cities, which is approximately 14 miles from Old Town Temecula to Lake Elsinore.

THE FINISH LINE IS IN SIGHT The end of another legislative session will draw to a close by the end of next month. We started the session in January with more than 2,300 new bills being proposed to regulate, tax or otherwise impact your business, your home or your life in some fashion. Over the course of the year that number has been reduced by about 1/3 and, if history is any indication, the Governor will be the recipient of 1,100 or 1,200 of these missives for his approval or rejection. The Southwest California Legislative Council has had a very busy year monitoring this onslaught of legislation, taking action on over 90 bills that would have the greatest negative OR positive impact on your business and our region. As usual, the Council has sought to remain as bipartisan as possible and to try to support as many bills as we oppose. It hasn’t been easy. It’s a Sacramento fact that most bills seeking to increase regulations or taxes are authored by Democrats while most bills seeking to restrain government overreach, reduce costs and eliminate hoops to jump through are Republican. It’s also an uncomfortable fact that very few Republican bills of substance even make it out of committee while Democratic authored job killers are put on a fast track. That’s the frustrating nature of our efforts in the capitol as the Voice for Southwest California business in Sacramento. Coming into the final; 30 days we still have a number of scary bills out there that would have a significant and deleterious impact on our state - Bills like SB1, which would add a 12 cent a gallon gas tax, hike vehicle license fees by 50% and increase vehicle registration fees by 80%. Or SB350, that proposes to reduce petroleum use by 50% by 2030 while increasing the current Renewable Portfolio Standard to 50% by 2030 and increasing energy efficiency in buildings by 50% by 2030, without regard to the impact on individuals, jobs and the economy. California Air Resources Board to make you reduce your greenhouse gas emissions to 80% below 1990 levels by 2050 with no consideration of the economic side effects. Bills we’ve talked about earlier like SCA5, ACA4 and SB789 would like to circumvent Prop 13 tax protections by making it easier for cities, school districts and water boards to raise rates and taxes with a lower threshold than the currently mandated 66%. It’s hard to get 2/3 of the population to vote to raise their own taxes but you can easily fool at least half the people half the time, and that’s what they’re counting on. Fortunately it takes a 2/3 majority in the legislature to pass these measures and in 2015 the Democrats no longer hold a super-majority vote. So unless they can pry a tax vote out of a few Republicans, we may be spared these measures for another year. But they’ll keep trying. There’s still hope for a few of our supported bills as well but the positive impact they would have is far outweighed by the negative impact of these others. Next issue we’ll have our annual Bill Tracker report with a summary of all the bills that make it through and how our legislators voted on your behalf. That’s the part that keeps them honest - not how many bills they manage to get passed but how they vote consistently on the issues of importance to you. It probably comes as no surprise that our local folks are doing pretty well for us despite the odds against them and we look forward to updating you on our advocacy efforts and successes.
