Getting to Know Jeff Kurtz
gEnERal ManagER Of thE PROMEnadE tEMECula Tell us about your family I am married to Bertha Kurtz and we have three kids - Joshua 19 years old, Brianna 16 years old and Jeffrey Jr., 12 years old. Where did you grow up? I grew up in Southern California. When I was young I lived in the Sunnymead and Riverside area. As a teenager I lived in the Walnut and Diamond Bar area and attended high school at both Walnut High School and Diamond Bar High School. I graduated from Walnut High.) What do you like to do for fun? I am an avid fisherman and am passionate about fly fishing and deep sea fishing. I also enjoy camping and hiking with my family. I work with my son’s Boy Scouts troop and enjoy camping and hiking with them as well. I also like to ride dirt bikes in the fall and winter. My favorite place to ride is Glamis. Where is the most interesting place you’ve gone on vacation? Yellow Stone National Park. I took my family camping there and we had a great time watching wildlife and learning about all the geological and natural history in the park.. What is the most unusual job you’ve had? I used to work at the Wild Animal Training Center where I specialized in training big cats. I was in a program where I would work with big cats (Lions, Tigers, Jaguars, Leopards, Panthers, etc.) training them to follow commands used for working in movies and TV shows. This was the most memorable time of my young adult years. Where do you see the mall in 20 years? According to Mayor Jeff Comerchero it will be an NFL stadium. I would be okay with this as long as I get to manage it. If Maryann Edwards has her say, we will have a Nordstrom department store. Nordstrom would be a great addition some day. Actually, I would expect to see the Promenade continue to evolve and change as retail and development changes over time. It will depend on our customers and what they want the mall to look like in 20 years. As lifestyles and fashions change, the mall will change with them. In any case, technology and environmentally conscious business practices will drive the way we do business going forward. We are already starting projects to make our mall more environmentally responsible and will continue to use reusable resources and environmentally safer materials.

One thing for sure is the Promenade will still be in the center of our community as a place to enjoy gathering to shop, dine and have fun. Besides being a TVCC Board member, what other organizations are you involved in and why? I am also on the Board of Directors for the Southwest Riverside County Boys & Girls Club and Co Chair for the Marketing Committee of the club. I am a supporter of the Temecula and Murrieta Student of The Month programs and support many other organizations in the community through the Promenade’s marketing and PR sponsorships. I am an Assistant Scout Master in Troop 90. I am a Deacon at East Hills Community Church. Why do you think being a member of the TVCC is important? It is important for our business community to have connections with each other. The Chamber offers many ways to keep businesses and professionals connected including a large menu of events and opportunities for businesses to grow, educational training and resources, seminars to keep businesses on the cutting edge of technology and programs to make benefits for employees more accessible and affordable. The Temecula Valley Chamber of Commerce will continue to grow its political leverage to improve laws and regulations that affect the business environment in our community. In order for any business to benefit from membership through the chamber, you must get involved in the events, programs and projects and take advantage of the many opportunities available to grow your business. You were a Team Captain in the recent TVCC membership blitz, tell us about that experience. This event was a blast! Many current chamber members came together to connect with businesses not currently a part of the membership to share with them all the benefits of being a member of the Temecula Valley Chamber of Commerce. Not only was this event a way to grow the membership for the chamber, it also had somewhat of a competitive element to it! Competition is something I never shy away from. Right after the first Membership Blitz Chair meeting, Julie Ngo really set the competitive bar high by announcing that her team would win. I love a challenge and this one was right up my alley. The Chamber blitz sponsored 170 new members into the Chamber. This event was a huge success and was a great opportunity for those involved to be reminded of all the great things the chamber has to offer our businesses. My team was the Brown team and we called ourselves the Promenade Posse. The atmosphere of the event was fun and exciting, everyone had a great time.
4th Annual Women in Business Forum Written by Kim Wilder-Lee, The PR Maven.com.
The Temecula Valley Chamber of Commerce is proud to announce the date for its 4th Annual Women in Business Forum. The event, themed “Keys to Success: Create. Connect. Conquer.” will take place on Thursday, September 30, 2010 at Wilson Creek Winery from 9:00 AM-1:30 PM.
Title sponsors of the event are Abbott Vascular and Pechanga Resort & Casino. Affiliate sponsors include Kaiser, Community Little Book, the Law Office of Dennis Fabozzi, Southwest Healthcare Systems, and Commerce Bank of Temecula Valley.
Last year’s event drew more than 200 women and guests from across the Inland Empire and beyond who came to hear the panel of speakers, meet other local women in business, dine on fine fare and view the works of local female artists in the Art Pavilion.
Tickets are $30 and include continental breakfast, business expo, lunch, panel presentation and entrance to the Artists’ Pavilion. A pre-paid reservation is required. Local businesses are invited to purchase expo tables which are priced at $100 for Chamber Members and $150 for non members. Please contact the Temecula Valley Chamber of Commerce for more information at (951) 676-5090 or visit www.temecula.org.
“We are so looking forward to our 4th Annual Women in Business Forum,” said TVCC President, Alice Sullivan. “Every year we challenge ourselves to top the previous year’s event, and this year we have put together a stellar panel of topic speakers and participants who are sure to leave a lasting impression on our audience. Attendees can still expect to hear fascinating, relevant and inspiring stories from some of our area’s most innovative and successful businesswomen, and we will be bringing back the Art Pavilion featuring the photography, drawings, oil and watercolor paintings by some very talented female artists.” This year, the main topic speaker will be Dr. Karen S. Haynes, President, Cal State University, San Marcos. Lunch will follow the remarks of Dr. Haynes, who will share her personal story of the choices, sacrifices and trade-offs she’s made along the way to becoming a two-time University President in a male-dominated field. Guests will then be treated to a roundtable discussion by five extraordinary businesswomen who take on the theme of “create, connect, conquer.”
Shooting in the dark will take on a whole new meaning glOw ball tOuRnaMEnt at tEMECula CREEk inn The first-time event at Temecula Creek Inn will start with a 6:30 p.m. banquet and followed by a nine-hole, four-person scramble tournament, which tees off at 7 p.m. under a “shotgun start” format. Announcing a New Benefit for TVCC Members a dEntal Plan sMall EMPlOyERs Can affORd
If you’re a small employer and don’t think you can afford to offer your employees a dental plan – we have great news for you. First Dental Health (FDH) has a plan every employer can afford and one that will benefit every employee. FDH created New Dental Choice (NDC), California’s first licensed dental discount plan, to give small employers access to the same deep discounts and large network of dentists typically reserved for large employers and insurance companies. Because it’s not insurance, NDC provides immediate, substantial and unlimited savings on all dental care. There are no deductibles or waiting periods. Employees save between 15 % and 60 %on all services including cleanings, exams, x-rays, fillings, crowns, and even on dental implants, orthodontics and teeth whitening. And there is no limit on the frequency of services and amount of money employees can save. NDC doesn’t require employer contributions so the plan can be offered voluntarily. And Chamber members (with two or more enrolling) receive a special group rate of just $6.00 for employees and $8.00 for employees with dependents. Individual coverage is also available. For more information about New Dental Choice for your company contact Susan Lawson or susan.lawson@newdentalchoice.com. To learn more about New Dental Choice and to sign up go to www.temecula.org and click on programs. You will also find more information on other savings programs for Chamber members. Take advantage of these terrific benefits of membership.
No matter what your game of choice is…

Membership Blitz a BIG Success! MORE than 150 volunteers and 170 New members
Thank you to our volunteers!
The Temecula Valley Chamber of Commerce announced its increase in 170 new members after their incredibly successful membership blitz. “What an exciting week it was! The enthusiasm throughout the Chamber was infectious and it showed in our membership numbers,” said Alice Sullivan, Temecula Valley Chamber of Commerce President and CEO. “We had positive responses from both current Chamber members and businesses throughout Temecula. “We had MORE than 150 volunteers who were willing to make calls, send emails, knock on doors and most of all ask,” continued Sullivan. “Sure, they were asking businesses to join the Chamber, but more importantly they were asking people to join in an effort that affects all businesses and, in turn, can make a sizable difference in the community as a whole. And usually good things happen when people come together.” “A well-run chamber of commerce is a vital resource for referrals, networking and support. But it is also a way to open doors and create relationships otherwise not possible. Also, a good chamber actively monitors legislation,” said Sullivan. “This is something business owners don’t always have the time to do themselves, but something that can have a tremendous effect on their business. We have the Southwest California Legislative Council that researches all state and federal legislation to provide our member businesses a voice.” Special awards from the 2010 Membership Blitz go to: • • • • •

Thank you for Shopping Temecula First! Another Shop Temecula First Winner!
TVCC member Jeannie Openshaw of Wright Productions was the lucky winner of the Couples Weekend Stay-cation with the Shop Temecula First promotion in December. She then turned it in to the wedding of her dreams at the South Coast Winery Resort. The scratch off ticket gave her a 3 day Stay-cation that included two nights accommodations in a beautiful villa, a romantic dinner for two at the Vineyard Rose restaurant and a couples massage at the Grapeseed Spa courtesy of the South Coast Winery Resort in Temecula. Jeannie was in the midst of planning her wedding to William Wright in December, so she decided to plan the wedding around the South Coast Stay-cation. The wedding was held on Friday evening, April 16th as the sun set on a warm spring evening in Temecula. A small group of family and friends gathered in the spacious villa and the ceremony was held in the back patio overlooking the vineyards. A reception dinner was held in the semi-private dining room at the Vineyard Rose restaurant with lots of South Coast wines on hand. The next day Jeannie and Bill enjoyed a couples massage at the Grapeseed Spa followed by an intimate dinner for two at the Vineyard Rose restaurant. Jeannie Openshaw Wright can’t thank the TVCC chamber, Shop Temecula First and South Coast Winery Resort enough for making the wedding of her dreams come true.

State Senator Dennis Hollingsworth has introduced a proposal, SBX6 5, which would infuse new life into the local auto and motorcycle sales and bring California in line with more than 20 other states. Specifically, his proposal would allow a perspective car or motorcycle buyer to deduct the value of his or her trade-in vehicle from the “sales price” of a new auto or motorcycle purchase on which the state sales tax is imposed. Currently, California taxpayers are required to pay sales tax on the full price of a new vehicle purchase, even when providing a tradein vehicle in lieu of a total cash payment. Furthermore, by bringing the state’s tax code into line with other states, there are hopes that this will provided incentives for more dealers to locate to California. Assembly Member Kevin Jeffries continues to introduce legislation that will shed more light and transparency on state government. Jeffries introduced ACA 8 last year that requires the Legislature or committees in both houses to post an agenda containing a description of each item 72 hours in advance before action can be taken. He has now introduced ACA 31, requiring all legislative meetings and votes to take place between the hours of 9am and 9pm, when the public can more fully participate in the legislative process. “This was an easy decision for the chamber to support both legislative proposals. Both of these legislators continue to protect the Temecula Valley business community and the surrounding region by introducing
business-friendly legislation,” said Alice Sullivan, President and CEO of the Temecula Valley Chamber of Commerce. “We urge our members and the business community to join with us in supporting the legislative proposals in order to help facilitate the process in Sacramento. We cannot thank the State Senator and Assembly Member enough for introducing such pieces of legislation,” continued Sullivan. Please help our efforts today by logging on to www.SouthwestCA.biz for more information and send a support letter on these two important pieces of legislation. Temecula Valley Chamber Promotes Business At State Capitol The Temecula Valley Chamber of Commerce met in Sacramento at the State Capitol with three area state legislators that represent the Southwest California region. The Chamber, along with its regional business advocacy coalition, the Southwest California Legislative Council (SWCLC), discussed legislative priorities such as: state fiscal reform and responsibility, investing in statewide infrastructure, and job creation and retention throughout the Southwest California region. The Chamber also urged legislators to continue supporting the business community throughout the region. “The chamber continues to be proactive when reaching out to our area legislators when discussing issues that impact our business community,” stated Alice Sullivan, President/CEO of the Temecula Valley Chamber of Commerce. Great Customer Service World Relief Offered is thE bEst way tO build businEss! On Friday May 28, my family and I were on our way to Lake Skinner for a weekend camping trip. Unfortunately my truck broke down on the 15fwy and we had to get towed off. The tow driver took us to Rancho Ford where Debra* and George** took great care of me and my truck. At first I was worried about getting ripped off by dealer prices, but that’s not what happened. I told George about my situation and he was very understanding and we negotiated a fair price to fix my truck. Now my truck runs great -they did a fantastic job! George really went above and beyond to help me out and I really appreciate it. I just wanted to let people know about the true professionals down at Rancho Ford and if you’re in the market for a new car of truck or just need service keep Rancho Ford in mind.” Daniel Nilsson, Rancho Palos Verdes. * Debra Reutzel is the service advisor Rancho Ford. ** George Cox is the service manager at Rancho Ford.

Valley Young Professionals Which Tax Records Can You Throw Out Now? by Nicole Albrecht, Financial Accounting Services, Inc. Maybe it’s a good thing that the April tax filing deadline and the urge to spring clean coincide. But before you head to the trash can, make sure you’re not disposing of tax records you might need. In general, you must keep records that support items shown on your individual tax return until the statute of limitations runs out generally three years from the due date of the return, or the date you filed, whichever is later. In most cases, the IRS can audit your return for three years. You can also file an amended return on Form 1040X during this time period if you missed a deduction, overlooked a credit or misreported your income. So, does that mean you’re safe from an audit after three years? Not necessarily. There are exceptions: If the IRS has reason to believe your income was understated by 25 percent or more, the statute of limitations for an audit increases to six years. If there is suspicion of fraud or you don’t file a tax return at all, there is no time limit for the IRS. How Long to Keep Documents? Like anything involving the IRS or other government agencies, there’s no easy answer to that question. But here are some basic guidelines to follow for individuals (guidelines for businesses are in the right-hand chart below): Completed tax returns. Many tax advisers recommend holding onto copies of finished tax returns forever. Why? So you can prove to the IRS that you actually filed. Even if you don’t keep the returns indefinitely, you should hang onto them for at least six years after they are due or filed, whichever is later. Backup records. Written evidence that supports figures on your tax return, such as receipts, expense logs, bank notices and sales records, should generally be kept for at least three years. Exceptions. There are some cases when taxpayers get more than the usual three years to file amended returns. You have up to seven years to take deductions for bad debts or worthless securities, so don’t toss out related records. Real estate records. Keep these for as long as you own the property, plus three years after you dispose of it and report the transaction on your tax return. Throughout ownership, keep records of the purchase, as well as receipts for home improvements, relevant insurance claims, and documents relating to refinancing. These help prove your adjusted basis in the home, which is needed to figure the taxable gain at the time of sale, or to support calculations for rental property or home office deductions.

VYP MIX IT UP WITH NETWORKING EVENT AT ONE OF TEMECULCULA’S NEWEST HOTELS VYP held its monthly VYPER event at Springhill Suites by Marriott, Temecula’s newest hotel on Thursday, May 27, 2010. With a host of raffle prizes awarded throughout the night, Brian Walker with Farmer’s Insurance was the big winner with a free one night’s stay at Springhill Suites, which was donated by our event host to one of the first 30 attendees. “The VYPER mixer at SpringHill Suites was one of the liveliest events we’ve had to date. Thanks to our great group of sponsors, VYP members and guests were able to enjoy a number of activities while meeting other young professionals in the Valley,” said Tiffany Carreon, VYP Committee Chair. “This event was a perfect example of the great benefits members can expect when they join and how being a part of this growing group can impact their business.” A Special Thanks to May’s Sponsors: • Cregar Printing • Massage Envy • Pechanga Resort & Casino • Spring Hill Suites by Marriott • Timmy d. Securities. To accurately report taxable events involving stocks and bonds, you must maintain detailed records of purchases and sales. These records should include dates, quantities, prices, dividend reinvestment, and investment expenses, such as broker fees. Keep them for as long as you own the investments, plus the statute of limitations on the relevant tax returns. Individual Retirement Accounts (IRAs). The IRS requires you to keep copies of Forms 8606, 5498 and 1099-R until all the money is withdrawn from your IRA accounts. With the introduction of Roth IRAs, it’s more important than ever to hold onto all IRA records pertaining to contributions and withdrawals in case you’re ever questioned. (Continued on page 29)

Marketing Tip: digital vs. PRint
Cody Fletcher, Director Interactive Marketing, The Creative Bar
There’s a movement that has been on the rise for quite some time now, and if you’re not on the wagon, you’re going to be left behind. While print advertising and marketing is on the outs, there are still some key points to keep in mind before ditching print all together. One major element print offers that digital cannot – value. Digital is excellent for new technology, budget savings, and exploiting witty marketing ideas at the drop of a hat, but relying solely on digital marketing for your business will cut out a core demographic. Our suggestion is to look at your marketing plan and make sure there is a balance of Print & Digital marketing. Keep your print advertising & marketing professional, classy, and eye catching. When planning your Digital marketing & advertising take your time to look at new technologies and what catches your eye. Keep your digital marketing fun and entertaining, keep it fresh with content and always track your results.

IE Small Business Development Resource Center Helping TVCC Members
Our story began in 2006 when my husband, Bob, tired from the daily commute to San Diego, decided to start his own business. He looked at numerous franchise opportunities and narrowed it down to an Inspect-It 1st franchise. We discussed all the pros and cons and it really seemed like a good fit with his personality and strengths. Bob was always a hands-on type of person and it made sense that his first job, at 16, would be an assistant at an old-fashioned neighborhood hardware store. He loved to figure out what was wrong with something and then try to fix it. Customers loved him and his casual yet professional approach to solutions. It’s these same attributes that his clients love about him today. Now fast forward many years to 1st quarter 2006. To finance the business we borrowed half the money from a low interest credit card and the other half from our equity line of credit on our home. This didn’t seem like much of a risk at the time, after all I was a Marketing Manager with D.R. Horton and business was booming, and I could manage to keep us afloat on my salary. By 2nd quarter 2006, Bob had finished his intensive training and certification program through Inspect-It 1st, performed his 10 practical inspections that were closely monitored and critiqued, and had become involved with the Murrieta and Temecula Chambers. It was at the Chamber that he met Paul Nolta and began to take some of the workshops offered for small business owners, such as; Starting Your Own Business and How to Write a Business Plan. Making connections and learning the basic skills of business ownership gave Bob the confidence to jump in and start to market himself and the business. Bob completed 28 inspections that year. Toward the end of 2006, the real estate market was changing, banks were in a crisis, and layoffs were happening throughout the industry, and D.R. Horton was no exception. In April 2007, I was laid off as part of a massive nationwide effort. I contacted everyone I knew in the homebuilding industry, and outside, and no one was hiring my type of position. I was forced to focus my attention on becoming more involved in our inspection business and ultimately decided by October, 2007, that I would give it 100% of my attention. Just like Bob had done a year earlier, I began to take Paul Nolta’s workshops on Starting a Business, Marketing, Financial Planning, etc... I was in unchartered waters since my background was corporate marketing and I was used to a 4mil+ budget and a staff of consultants and assistants. Taking off my corporate hat and putting on my grassroots hat was not easy. But, armed with a plan and a will to survive, we pushed through the fear. We took advantage of every opportunity to meet our target market, Realtors, on a one-to-one basis. Bob went to open houses, became an affiliate member of the local Board of Realtors, joined the Temecula and Murrieta Chambers, and networked, networked, networked! We completed 2007 with 131 inspections. 2008 was a pivotal year for us. We were really starting to see the momentum we were creating but we knew we needed to take another leap in order to grow. My focus was to run the office and handle the marketing while Bob focused on managing the inspections and delivering great customer service. We began to make more of an effort to network together which really helped us grow. We also decided to incorporate and I attended SBDC seminars on the process. In addition, I started taking one-on-one Quickbooks training at SBDC with Al Gohary. He was so knowledgeable about the software

and very reassuring that I would be able to master the bookkeeping side of the business. April 1, 2008, was the start of newly formed corporation. And we ended this year with 472 inspections. From 2nd quarter 2007 to the same period 2008, we had grown 356% which was a record for Inspect-It 1st nationwide and ended the year in the number 1 position. In a quote from a Press Release provided by our home office, it was stated: “Murrieta’s area Realtors, buyers and sellers are clearly choosing to ‘Inspect-It 1st’ with Bob & Pam,” stated Kylene Golubski, Vice President of Business Development for Inspect-It 1st. “A business doesn’t experience this kind of growth unless you’re doing something right. In the Waysack’s case, they’re doing everything right, and their commitment to customer service and professionalism is clearly resounding with people in Murrieta.” We achieved the number 1 spot in the nation. By 2009, our business had become very recognized throughout the local real estate market and also within the community. We had achieved preferred contractor status with almost all real estate companies and worked tirelessly to maintain our highest level of customer service. We ended the year with 587 inspections, residential and commercial, which earned us the number 2 spot in the country. The current real estate market has been a challenge for anyone connected to it, and we are no exception, but we have consciously decided not to let the negative press affect our attitude or our determination to succeed. We love this business and enjoy every opportunity we get to educate our Realtors and our clients about this industry and about ways to better enjoy their homes. Here is a recent quote from our company’s vice president about why we have been successful. “Pam and Bob are a dynamic duo and an asset to the Inspect-It 1st organization. Pam’s marketing savvy combined with Bob’s commitment to delivering the highest quality service is a powerful combination. They have a very clear understanding of their competitive differentiators and client value proposition, and then consistently deliver on that brand promise with each client. When you’re out to be the premium provider for an industry, you hold yourself to a higher level of expected performance - and Pam and Bob never fall short.” Since starting the business, Bob has also become CREIA Certified (California Real Estate Inspection Assoc.) which requires 30 hours per year of additional training. To learn more about our company, visit our website at www.rwaysackinspects.com. We also have a Facebook Fan page where we share interesting homeowner incentive programs and relevant news.

Get your business noticed!
The Importance of Vehicle Wraps We are talking about advertising your business on your vehicle. Sure people have been lettering their vehicles since the advent of the automobile. But now you have more options. You can have full color advertisements on your vehicle. This form of advertising is called “wrap” advertising and it’s the practice of completely or partially covering your vehicle with vibrantly printed vinyl. This effectively turns your vehicle into a mobile billboard.
same routes at the same time each day, this means you have the same potential clients seeing your advertisement over and over again.
This vinyl is highly durable and is laminated after printing with a clear UV protection materials. This gives the material approximate 5 year durability. The sky is the limit when it comes to the designs you can place on your vehicle.
A new adage in outdoor advertising is: “Loud and simple”. Contrast is the key, this is why police cars are typically black and white; your brain subconsciously notices it. Think about colors that catch the corner of your eye.
Here is a tip for our fellow chamber members: Currently the best bang for your buck in vehicle advertising is to have a full color print covering the entire rear window using perforated vinyl. When inside the vehicle looking out it looks just like a tinted window.
Full color rear window or tailgate advertising can be created, designed and installed for under $150. This really is the most cost effect advertising out there! These perforated window prints are perfect for your store fronts too, not only are they a great marketing tool but they also cut down on the summer heat!
Did you know the average vehicle in Southern California is seen by 16,000 people every day? That’s the equivalent of more than 4 million views of your advertisement per year. The rule in advertising is, “it takes 6 touches before a potential client takes action”. Since most of us are creatures of habit, driving the
A good way to start is by advertising on the rear window or tailgate of your vehicle. You could add graphics to the sides or even a full or partial wrap as you see the results. The key is to start getting noticed. We now live in a multi-media world where simple vehicle graphics no longer get noticed.
For more information about car wraps or other marketing, printing and graphic design options, contact Luminosity Digital Graphics at 951-698-4344 or www.luminositydg.com. Financing available on vehicle wraps, signs and window graphics. Temecula Today | July/August 2010

South Coast AQMD
PERMit aPPliCatiOn PEnalty aMnEsty To help protect the region’s business climate and clean air interests during current economic conditions, the South Coast Air Quality Management District has established a temporary permit application penalty holiday. This amnesty program is designed to provide most businesses an opportunity to obtain AQMD air quality permits without incurring late fees or violation penalties. Some facilities, especially small businesses, may be unaware of the requirements for air pollution permits for their operations, and the potential penalties for failing to obtain those permits. You may need an air quality permit If you use any of the following...abrasive blasting equipment, baghouse (dust collector), dry-cleaning equipment (petroleum solvents), engines >50 HP (driving emergency generators, fire pumps, etc.), gasoline storage and dispensing equipment, printing press (flexographic, lithographic), spray booth (automotive, paint and solvents), etc‌ If a business does not have all required air quality permits to construct or operate certain equipment, and it is being brought into compliance with applicable rules and regulations, AQMD will not seek penalties for violation of rules that require such permits. In addition, AQMD will waive the normal higher processing fee for failing to obtain a permit. Businesses that come into compliance at this time could see cost savings ranging from $300 to over $5,000. The business, will be required to pay normal permit processing fees. If you are aware of businesses in your area currently operating equipment that emits or controls air pollution without proper air quality permits, please inform them of the benefits of this program. All facilities are eligible to participate, with the exception of certain equipment at large facilities known as Title V sources and facilities that have been discovered by AQMD and issued a Notice of Violation of rules requiring permit to construct or permit to operate. For any businesses that plan to participate, we urge quick action as this sixmonth amnesty program is only in effect for applications submitted between Feb 5th and Aug 4th 2010. Daniel R. Walters has been a journalist for more than forty years, spending all but a few of those years working for California newspapers. Mr. Walters joined The Sacramento Union’s Capitol bureau in 1975, just as Jerry Brown began his governorship, and later became the Union’s Capitol bureau chief. In 1981, he began writing the state’s only daily newspaper column devoted to California political, economic, and social events. In 1984, Mr. Walters and the column moved to The Sacramento Bee. His column now appears in more than 50 California newspapers, as well as some other states. Dan Walter’s hard-hitting and thoughtful commentary make him a popular speaker for businesses and associations that have an interest in understanding the California economy and how upcoming legislative decisions will affect them. Mr. Walters is always “in the know” with his topics. He presents the inside story of politics and policies, unheard by most, to his audiences. Joe’s coaching work often centers around Vision Development, Strategic Planning and Strategic Communications. Prior to becoming a coach he served in Public Relations positions with Fortune 50 companies, as a “corporate ambassador” to international customers, and as CEO of an international trade association where he testified before Congress many times.

Multi-year issues. Records that support figures affecting multiple years, such as carryovers of charitable deductions, net operating loss carrybacks or carryforwards or casualty losses, need to be saved until the deductions no longer have effect, plus seven years, per IRS instructions. Burden of Proof The burden of proof, or the responsibility to substantiate items on your tax return, at one time rested entirely on the taxpayer. Since the passage of the Internal Revenue Service Restructuring and Reform Act of 1998, the burden has shifted to the IRS in the event of a courtroom proceeding, but only if you meet the requirements to retain proper records and make them available for inspection. So while the law now takes some heat off taxpayers, it only applies if you diligently maintain records and cooperate with reasonable IRS requests. Important: Before tossing out financial documents, shred them thoroughly. Identity theft wreaks havoc in victims’lives after information is stolen and used for fraudulent purposes. One way identity thieves obtain confidential data is by rummaging through trash. Temecula Today | July/August 2010
