SUCCESS IN BUSINESS: THE VAIL RANCH HEADQUARTERS SITE For a while the place was empty and dusty. Once the center of activity, it was quiet and fenced off. The old buildings stood proudly against the sun, rain and vandals, trying to stave off a fateful end, a haunting skeleton whose bones barely remember the story. Fortunately, the story is not forgotten. The center of old Temecula has come back to life after sixty years of abandonment and is once more a thriving commercial center where you can step away from the everyday and enter the romantic yesterday of Temecula. The Wolf Store adobe is the first business to welcome visitors to the property as they pass through the arch, a portal to new delights offered from the past. Built on the old Butterfield Stage Trail, the Louis and Ramona Wolf’s general store was home to the Temecula Post Office, it was the Justice of the Peace office, and it offered hotel rooms. The place was so famous that author Helen Hunt Jackson worked it into her novel Ramona calling it the Hartzel Store. It is one of the oldest buildings standing in this part of Riverside County. Carrying on the tradition of hospitality, Augie’s Coffee and ALa Minute Creamery now are in the Wolf Store greeting visitors and delivering up

superb roasted coffee and innovative flavors of ice cream made to order. What a great place to sip and spoon tasty treats surrounded by updated vintage décor. Walter Vail bought the property in 1905 and made it into the headquarters for his 87,500-acre cattle ranch. It was the hub of the wheel, the center of the enterprise, the heart of the operation. From here, cowboys rose to see the pink of dawn and rested while a scarlet dusk painted the sky. It was their home. Strong coffee, beef steaks and pie sat on the long table at the end of the day. It was where they worked and where their labors were rewarded – at Vail Headquarters. To support the enterprise, the Vail Company built a cookhouse, foreman’s house, bunkhouse and a couple of barns in about 1910. In addition, a water building was constructed to house equipment to measure precipitation and water flow in the creek. These buildings still remain. Just past the Wolf Store is the cookhouse which is presently used as an antique store by the nonprofit Vail Ranch Restoration Association (VaRRA) until someone leases the building, which the owner, Jerry Tessier of Arteco Partners in Pomona thinks would be ideal for a restaurant.

The foreman’s house has been transformed into a cook’s delight which offers tasty, small batch, local food products. Cheflavor stocks flavorings to enhance each meal and offers lunch items to enjoy on the porch or out in the open park area. They have cheese and crackers, pickles, bread, beer and wine – all kinds of treats for the palate. Chef Matt Green also offers cooking classes. The bunkhouse is home to two businesses, Winchester Western Saddlery and Vail Pizzeria. The saddle shop offers all things Western from bandanas to reins. The interior design utilizes the original wood floors and beams. Look for the historic bunkroom display to visualize how it looked during the ranch heyday. Vail Pizzeria offers the unique experience of creating your own pizza. Top it with as many items as you please and the price is the same, with an optional green, cilantro based crust that is habit forming. Across the Butterfield Trail from Vail Pizzeria is a working blacksmith shop. A blacksmith bends iron there on Sunday afternoons and Tuesday mornings for visitors to Sunday Funday and Farmers Market.

The red Machinery Barn is available for a restaurant or brewery with spacious areas for indoor or outdoor dining and entertainment. Across from the Wolf Store at the front of the property, past the performance stage is a new retail building was constructed in 2016 to resemble a mule barn that burned down in 1929. It is home to Nectar, a women’s clothing boutique, and Moonbeams and Elephants, an infants and children’s boutique. They will soon be joined by Juice it Up in an adjacent suite and a hair salon upstairs. Throughout the park-like setting are benches for repose and plaques to explain the history of each building. During special events artisan vendors offer beautiful merchandise and children can enjoy miniature train rides and stagecoach rides on the pathways. The venue may be rented for small gatherings. In 1989 some historians took action to secure four acres and the remaining six buildings for posterity. What could have been lost is now a heritage location for people who want to wander through the grounds and imagine the cowboys, stagecoaches and all the activities of yesteryears. Come to Vail Headquarters. Wander. Stay a while.

Terry dedicates numerous hours and resources assisting several non-profit organizations with their fundraising efforts. Nicole obtained her bachelor’s degree from Middle Tennessee State University and her Master’s Degree in Health Promotion and Education from the University of Toledo. She is on the board of the Temecula Education Foundation, Michelle’s Place, the Economic Development Coalition and the Leadership Chair for Valley Young Professionals. He and his wife own A.J.s Amethyst House, a Women’s residential treatment & detox center. Bernie is a developer by nature. 2016 GOLD BUSINESS OF THE YEAR ABC Child Care Center Malinda Margiotta, owner and executive director of ABC Child Care Center has been a pioneer in the child care field for over 30 years. In 1996, she designed, built and furnished a state of the art child care center. This center consists of 20,000 square feet that operates 17 classrooms and provides care for 350 children on any given day. In 2004, in response to the request of the community, Malinda designed and built a second center in Harveston, which is now operated by her daughter and son-in-law as the family legacy continues in the Temecula Valley. Commitment to improving the quality of childcare is apparent in all Margiotta accomplishes. Malinda’s quest for better care for children doesn’t end with a beautiful school, a revolutionary curriculum, a wonderful staff appreciation program, and the amenities for parents that ABC offers.
Cherise has lived in the Temecula Valley since 1989. She and her husband Rusty started their hot air balloon company, A Grape Escape Balloon Adventure, in 1991 and have enjoyed watching the valley’s tourism grow. Cherise has been involved with Visit Temecula Valley since before its inception. She first served as chair for the Temecula Valley Chamber of Commerce tourism council. She has been a VTV board member for the past 9 years and currently serves as Chairman of the Board for the bureau. She has been actively involved within the community serving as a chairperson for the Temecula Valley Balloon & Wine Festival for the past 15 years. She is currently the President of the Temecula Valley Balloon Association and is an advisor to the Balloon Federation of America’s Professional Ride Operators Division. She is a member of the Rotary Club of Temecula and currently serves on their Taste of the World fundraising committee. She enjoys her involvement in the VTV organization and looks forward to the opportunity to serve again.

There are bills to waive franchise taxes for start-up businesses, reduce CEQA paperwork for some projects and to assist in workforce development and affordable housing. We’ll have to see where it all goes. There is no doubt this will be a pivotal year at both the state and federal level. 2,500 NEW BILLS AND COUNTING Sacramento is entering the first year of the 2017-2018 Legislative Session and they’re off to a fast start on some issues. The Southwest California Legislative Council is monitoring the frenetic activity in the capitol as lawmakers rushed to get their bills in by the February 17 deadline. So far we’ve seen 1,689 new Assembly bills and 808 new Senate bills, plus 100 or more Assembly Resolutions, Senate Resolutions, Concurrent Resolutions, Joint Resolutions, etc. It’ll take a week or so before we know the actual total as they’re still sorting through late submissions. Now you might think over 2,500 bills sounds like a lot. It is. Not only is that a lot of proposed rules, regulations and fees designed to impact nearly every aspect of your business and private life, but we are also facing a strong headwind in Sacramento that could make this a very challenging year. In the most recent state elections, the Democratic Party picked up enough members to attain a super-majority in both Houses. That means that virtually anything that party wants to pass, will pass because Republicans don’t have enough votes to stop it. Feel free to discuss the ramifications of that with Assembly Members Melendez or Waldron, or Senator Stone when next you see them. This may be a chilling fact for business owners as the Democratic Party in Sacramento has shown a propensity to favor tax increases, business regulations, environmental regulations, development restrictions and worse. Already some of last year’s failed bills are back, bills that would add to an employer’s burden for parental leave and family care. There’s a bill, AB 199, that would significantly increase the cost of housing as Assembly Member Chu wants to inject more government into private residential development. Senator Herzberg wants to redefine what a sewer is in SB 231, as he tries to do an end run around Prop. 13 and raise your taxes without a vote. Senator DeLeon, President ProTem of the Senate, has SB 54, which would declare California a sanctuary state. While the lion’s share of new bills are still awaiting referral to a committee, and some few have been assigned, SB 54 has already passed out of one committee and is headed on a fast track. To counter that, Assembly Member Melendez has introduced AB 536, which essentially says ‘if the state does something really stupid that would cause the county to lose federal funds, the county could elect not to follow state law and continue to work with the feds’. Admirable, but will be lucky to survive committee. There are a few more good bills in the mix that the SWCLC has supported. Senator Roth has his perennial bill SB 37, to return money to Wildomar, Menifee, Eastvale and Jurupa Valley that the Governor appropriated from them in 2011. Assembly Member Steinorth has a bill AB 53, that would allow people to put tax-free money in a savings

CITY OF TEMECULA TO HIRE AN ADDITIONAL 11 SWORN LAW ENFORCEMENT OFFICERS
Recently, the City Council voted unanimously to approve the amendment to the agreement with the County of Riverside which will increase the number of law enforcement officers assigned to the City of Temecula by a total of 11 positions. Mayor Maryann Edwards stated, “The hiring of additional law enforcement officers is not only exciting but the direct result of our resident’s desire to retain a high level of public safety. The City Council and I are truly committed to providing the community with the excellent law enforcement service that they expect and deserve.” Mayor Edwards added, “I am pleased to say that the funding of the 10 sworn officers has been made possible by the citizens of Temecula vote to pass Measure S and the 11th officer will be provided as a result of the Pechanga Intergovernmental Agreement.” Measure S was approved by the voters on November 8, 2016 and will be enacted on April 1, 2017. Voters approved the Measure in order to maintain 9-1-1 emergency response times, prevent cuts to local paramedic, police and fire protection; provide youth, senior and disabled services among numerous other traffic/freeway improvements and other general services. The City currently employs 100 sworn police officers which is ten positions below desired levels. Measure S funds will allow the City to provide one officer to every 1000 residents as described in the City’s General Plan. One additional officer is being funded through mitigation and agreement with the Pechanga Band of Luiseño Indians. Three positions that have been unfunded since 2009 are being filled along with seven additional officers being hired to meet the level of commitment to public safety as prioritized by the citizens and the operational needs of the City. The 11th officer, funded 100% by Pechanga will be hired pursuant to the Intergovernmental Agreement which stipulates the Tribe to pay for one officer assigned to the City due to the expansion of the Pechanga Resort and Casino. This officer will be dedicated to the southern portion of Temecula. Additional positions will be filled on April 1, 2017 to coincide with the initiation of Measure S revenue collections. Positions will include; 1 Special Enforcement Team Officer, 2 Motorcycle Officers, 1 Accident Investigator, 4 Patrol Officers (which will increase the coverage from 180 to 200 hours) and the addition of 2 Problem-Oriented Policing Team/Homeless Outreach Team Officers.
