MOVE I-15 THROUGH TEMECULA VALLEY On September 5, 2017, the Temecula City Council appointed Matt Rahn, Mayor Pro-Tem, and Mike Naggar, Council Member and RCTC Commissioner, to the Interstate 15 Lane Expansion Task Force to initiate a conversation with local jurisdictions, and subsequently include regional transportation partners, to address the daily I-15 freeway traffic congestion between the I 15/215 Junction and the San Diego County line. Recently, Mayor Rahn and Council Member Naggar invited the Cities of Murrieta, Lake Elsinore, Wildomar, Menifee and the Pechanga Tribe to Temecula City Hall. Every jurisdiction shared the same, strong sentiment that traffic on I-15 through Temecula Valley is a major economic and quality of life concern for the region, and beyond. They expressed it is not a Temecula-only issue as residents, visitors, businesses and commuters from all cities in Southwest Riverside County are traveling to and from San Diego County and are significantly delayed by the bottleneck of traffic through Temecula Valley on I-15. Nationwide, the interstate connects Southern California to Canada passing through the states of California, Nevada, Arizona, Utah, Idaho, and Montana and is the major corridor for freight and commerce throughout Western United States. “Despite being ranked one of the worst congested freeway segments in the United States, this section of I-15 has not risen to the top of any state or federal plan,” stated Temecula Mayor Matt Rahn who also noted that Interstate 15 is not the jurisdiction or responsibility of the City of

2017 TEMECULA STATE OF THE CITY ADDRESS The 2018 Temecula State of the City Address will take place Thursday, May 31, 2018 at Pechanga Resort & Casino. During this event the honorable Mayor of Temecula, Matt Rahn will discuss the current achievements of the city, as well as projections for the forthcoming and future years. The theme of this year’s State of the City Address is “Temecula Safe”. This event is always a sell out with over 500 City Officials and guests in attendance for the presentation. “It is a privilege to serve as Mayor for the City of Temecula. Each year, the City places its highest priority on public safety so this year we are shining a spotlight on the high quality of life that our citizens, businesses and visitors enjoy as a result of being a SAFE City. Temecula’s strategy for success safeguards its private and public capital investments, and protects its most precious resource: our people. This includes maintaining and enhancing SAFE roadways, infrastructure, neighborhoods, schools, parks and amenities. The synergy of being a SAFE City not only fosters a prosperous socio-economic environment where residents and businesses

Temecula, or any city. “It is frustrating that our cities may have to wait 1020 years through state and federal processes to merely lay down asphalt along a center median of dirt that’s readily available for lanes along this stretch of I-15, so we are going to need to break through some barriers to ensure the collective voice of our citizenry is heard,” added Mayor Rahn. Emphasis was placed on supporting a grassroots effort in response to a groundswell of regional discontent for I-15 traffic, and the importance of working in concert with Riverside County Transportation Commission (RCTC), Caltrans, SCAG, and other partners together with Federal, State and County officials, to expedite expanding Interstate 15 with more lanes through Temecula Valley. Recognizing that funding is the primary barrier, the cities felt strongly that working as one cohesive platform representing a five-city coalition sends a powerful message. They agreed to travel together to Washington D.C. given a unique President who has promised to improve the nation’s infrastructure with a new administration overseeing the U.S. Department of Transportation. The vast majority of this region of California is Republican. Council Member Mike Naggar concurred that a trip to Washington D.C. in 2018 as a unified voice is worthwhile, “President Trump is different than any other administration and I think he might actually listen to us.” Naggar also agreed that it’s a multi-pronged approach, “We need to work with RCTC and SCAG to ensure the project is on the Regional Transportation Plan. We need to attract higher paying jobs and also build more affordable housing for our tourism/hospitality industry, which will help with the commute. Meanwhile, we have a failing traffic issue affecting hundreds of thousands of drivers every day with a simple and immediate solution to pave the median along Interstate 15; we just need state and federal funding to do it,” Naggar added. Future meetings will be organized to structure a formal Task Force moving forward.

There are some good bills we’ll be telling you about soon, like: • Asm. Melendez bill AB 2251, a measure that would require state agencies to undergo an audit every 10 years. How often does your business undergo an audit? Not the agencies that spend your money. • Asm. Marc Steinorth has his annual bill, AB 1758, to establish a savings account for first-time homeownership in an effort to address one element of the housing crisis.

THE SWCLC ACHIEVES

14 YEARS OF ADVOCACY As the Southwest California Legislative Council (SWCLC) enters its 14th year of advocacy on behalf of local businesses, we are pleased to welcome a new coalition partner. The Canyon Lake Chamber of Commerce joins the Temecula Valley Chamber, the Murrieta/Wildomar Chamber, the Lake Elsinore Valley Chamber, the Menifee Valley Chamber, and the Perris Valley Chamber. Communities along both the I-15 and I-215 corridors are well represented as Chambers appoint new members with diverse business experience to the Council while more experienced members bring continuity.

• Asm. Rocky Chavez has introduced AB 3027 which seeks to minimize extortion-type cases filed under the pretense of environmental protection, on CEQA grounds. Don’t forget your Ballot Props. We’ll be keeping an eye on those for you this year as well. There are five Props on the June ballot and there could be 20 or more for November. All Chamber members are welcome to attend SWCLC meetings, held the 3rd Monday of the month at 26529 Jefferson, the Realtor® House. Meetings start at noon and include updates from Legislative staff and local officials. Find out more at SWCLC.biz.

Hundreds of new bills have been printed over the last few days, following the February 16th deadline to introduce new legislation. This 2nd year of the 2017-2018 session has seen bills introduced at a breakneck pace. Legislators authored some 4,737 bills plus a variety of resolutions, constitutional amendments, and other obfuscations. You read that right. Sacramento Legislators believe there are 4,737 things going on in some facet of your life that they need to fix, tax, regulate and/or ban. It’s also the highest number of bills introduced in a two year session in the past decade. A new record! This session’s tally surpassed the previous high water mark of 4,396 set in 2015-2016. Prior to that session, the number of bills introduced averaged around 4,250 over three sessions. If you feel like there are more intrusions into your daily life, you’re probably right. The SWCLC will be analyzing dozens of these to determine their impacts on local businesses and determine SWCLC’s position. Because legislation must be in print for 30 days prior to a committee hearing, no new legislation will be eligible to be heard until March 19. However, it is unlikely that bills will be heard prior to April, because the Legislature’s spring recess runs March 22-30. The majority of committee hearings will not be scheduled until legislators return from recess on April 2. Some good news to report. One long-time SWCLC SUPPORTED bill authored by Assembly Member Melissa Melendez, was finally passed. This year’s AB 403 repeated a theme our Assembly Member had tried to pass in previous sessions, only to be killed in committee. This year with Legislative shenanigans being played out daily in the media, Melendez’ ‘Whistle Blower’ bill was too hard to continue to ignore. AB 403 passed with nary a single ‘NO’ vote – out of committee and signed by the Governor in four (4) days! Congratulations.
