It’s been nearly five years since Rancho Springs began its collaboration with the Neonatology Program at Rady Children’s Hospital – San Diego, which has one of thew most highly regarded NICU programs in the country. For nine consecutive years, Rady’s neonatology program has been named among the best in U.S. News & World Report’s “Best Children’s Hospitals” edition. And to make things even better, US News and World Report this past year has recognized the Neonatal Intensive Care Unit (NICU) at Rady Children’s Hospital San Diego as being in the top 5 in the nation. The partnership between the two facilities gives patients who deliver their babies at Rancho Springs access to Rady’s specialists and neonatal care – right here Southwest Riverside County.

Patients are getting every advantage of a specialized pediatric neonatal hospital, without actually having to physically go there, explains NICU Supervisor Dawn Hesson, BSN. “Common conditions that are reasons for admission to the NICU are prematurity, respiratory distress syndrome, hypoglycemia, sepsis and seizures,” says Richard Song, MD, Medical Director of the Rady Children’s NICU at Rancho Springs. “No one thinks about the NICU admission as part of the birth plan during pregnancy, but we are here just in case the birth doesn’t go as planned,” says Dr. Song, a specialist in neonatal-perinatal medicine. “A neonatologist is on call 24/7 with a team of advanced life skills registered nurses (RNs), bedside RNs, respiratory therapists and social workers.” “Ever since the collaboration of Rancho Springs Medical Center and Rady Children’s Hospital, the NICU has been keeping mom and baby

together in the same building,” says Dr. Song. “This is very important because prior to our collaboration, babies needing NICU care were transferred out and separated from their moms. The partnership further offers access to subspecialists, such as pediatric surgeons, neurologists and cardiologists, as well as specialized care.” Occasionally, the NICU team at Rancho Springs calls in its webcam “Spike,” which can stream video to Rady’s San Diego facility for consults with doctors there. When necessary, infants can be transferred to San Diego, but that is the exception. The majority stay at Rancho Springs, close to their families, Hesson says. Here’s more reassurance for moms and dads: Emergency medicine specialists from Rady Children’s Hospital in San Diego are on-site at Rancho Springs Medical Center seven days a week, from 7 a.m. to midnight, to provide specialized pediatric emergency care. During the hours that Rady children’s specialists are not at Rancho Springs, patients are seen by Rancho Springs Emergency Medicine physicians. “Because we see so many children, we’re familiar with their unique healthcare needs,” says Heather Conrad, MD, Pediatric Emergency Medicine Director at Rancho Springs Medical Center, who practices at both Rady Children’s and Rancho Springs. “That enables us to ensure timely, age appropriate care.” In addition, Rancho Springs Medical Center’s expanded affiliations with the Rady Children’s Hospital also include onsite perinatology services for mothers with high risk pregnancies. Having these services onsite eliminates the need for expectant mothers to commute to multiple sites. Another added benefit is the hospital’s commitment to a higher level of care by providing onsite services 24/7 with a board certified OB/GYN. The Childbirth Center at Rancho Springs is the largest facility of its kind in the region and assists in delivering roughly 300 newborns each month. It features spacious private labor and delivery suites, along with all private postpartum rooms, triage areas, a dedicated post-anesthesia

care unit (PACU) and cesarean section operating rooms. Loved ones are encouraged to participate in the childbirth experience, and visitors are always welcome. Comprehensive childbirth and parenting classes are offered to help parents prepare for the big day. And to make things even better, the Childbirth Center features complete couplet care which means that you and your newborn never have to be apart. After the baby arrives, skin-to-skin care and breastfeeding are strongly supported to promote a healthy start. Alison Decker who delivered at Rancho Springs had this to say about her experience, “Right away my nurse came in and introduced herself and was very attentive from the beginning, she made me feel real comfortable and right at home – we were always in-the-know,” said Alison, “I would recommend Rancho Springs 110% to anyone without any hesitation. It was a 5-star experience.”

CITY OF TEMECULA ACTIONS ON HOMELESSNESS Homelessness, one of the largest social issues of our day. What causes people to experience homelessness? What is the City of Temecula doing about this subject? Who can help? Below is a broad brush look into the four categories of homelessness. 1. Those who want and will accept a hand up to regain self-sufficiency 2. Those who may be suffering from mental illness, posttraumatic stress disorder, or other conditions that inhibit reasoning skills 3. Those who refuse help, and choose to live outdoors, while observing the law 4. Those who refuse help, make a conscious choice to be homeless, and may be engaging in illegal activity (generally associated with theft, public intoxication, trespassing, aggressive panhandling and vandalism) The City of Temecula has taken the lead on crafting a comprehensive approach to solving the problem of regional homelessness in a way that respects the inherent worth and dignity of every person. The “Responsible Compassion” program is consistent with the City’s Quality of Life Master Plan Core Value of Accountable and Responsive City Government and an effective approach to countering the causes and consequences of homelessness within our community. The City’s efforts include: 1. Partnering with law enforcement, neighboring municipalities, faith-based organizations, and select non-profits to create a cohesive network of resources, proactive outreach, and community education initiatives. 2. Initiating a cooperative agreement to support Community Mission of Hope and City Net in their missions to help individuals and families chart a path to self-sufficiency by addressing their physical, financial, social, and spiritual needs.

3. Supporting the Problem Oriented Policing (POP) model with a dedicated multi-agency Homelessness Outreach Team (HOT) which works on an individual basis to prevent and respond to unwanted behaviors. 4. Working to educate the community about appropriate avenues for helping homeless individuals without unintentionally exacerbating problem behaviors. 5. Distributing collateral (e.g., Responsible Compassion door hanger and tri-fold Social Services Resource Guide, posters) to assist in community education. 6. Participating in annual homelessness surveys to support a data-driven approach to policies and initiatives, as well as to gain insight into regional socio-economic factors which impact rates of homelessness in our community. 7. Encouraging continuity among personnel engaged in frontline outreach, because efforts are most effective when staff can engage individuals with an understanding of specific factors which may include mental illness, addiction, disability, willingness to accept help, access to family or other social support, and prior illegal activity. 8. Coordinating with Project T.O.U.C.H. to provide emergency shelter during the winter. 9. Sharing best practices with other regional agencies to improve local efforts and create a consistent climate of responsible compassion throughout the region. 10. Utilizing City Park Rangers, other staff, and the Community Action Patrol to act as “eyes and ears” supporting Temecula Police Department in its efforts to deter unlawful behavior and respond quickly to citizen concerns. The City remains committed to addressing the complex and evolving challenge of homelessness within our community. Future steps include broadening community education to leverage social media, deepening cooperation on the regional level, and reviewing existing initiatives to identify opportunities for improvement. Within that framework, the SWCLC weighed in on transportation and housing issues, reducing or eliminating tax and regulatory burdens, onerous environmental legislation, and minimum wage and healthcare reform.

REPORT CARD
The Southwest California Legislative Council has just released its 12th annual Legislative Report Card reflecting the degree to which our local representatives in the California Legislature voted in accord on bills that would impact our local business community. 2017 was the first year of a two year session in Sacramento that saw an increase in bills aimed at increasing both the time and cost of regulatory compliance for California businesses. We expect an equally busy year in 2018
Assigned as a percentage of time the Legislators voted in accord with the Council; Senator Jeff Stone (R) 89%; Senator Mike Morrell (R) 92%; and Senator Richard Roth (D) 37%. Assembly member Melissa Melendez (R) 96%; Assembly member Marie Waldron (R) 81%; Assembly member Sabrina Cervantes (D) 37%; and Assembly member Jose Medina (D) 25%. Governor Jerry Brown signed into law all seven bills SUPPORTED by the Council and vetoed another seven bill OPPOSED, but he also signed another 14 OPPOSE bills for a score of 50%. The Southwest California Legislative Council is an advocacy coalition of the Temecula Valley, Murrieta, Lake Elsinore Valley, Wildomar, Menifee Valley, and Perris Valley Chambers of Commerce. The Council meets the 3rd Monday of each month at: 26529 Jefferson Avenue, Murrieta. Council meetings are open to all Chamber members. The Southwest California Legislative Council considers it a privilege to advocate on behalf of business interests in Southwest Riverside County. There was some 2,980 bills, constitutional amendments, joint resolutions and other measures introduced this year of which 977 survived the legislative process to land on the Governor’s desk. The Council reviewed and adopted positions on a record 104 bills this session, up from 84 last year. And while the Council strives to be as supportive and bi-partisan as possible, this year SWCLC was able to SUPPORT just 40 bills while OPPOSING 64. Of those 104, 28 made it all the way through the process, 7 which we SUPPORTED and 21 we OPPOSED. 58 bills simply died in committee while the rest were amended beyond recognition and dropped from consideration. The SWCLC recognizes it is unrealistic to expect our legislators to vote in accord with the Council on every issue. Sometimes their vote reflects the fact that they have other constituencies with equally compelling but opposing arguments on an issue. This was apparent during the 2017 session with SB 649 (Heuso), a measure to expand the ability and reduce the cost of telecommunication companies to employ ‘small cell’ Wi-Fi technology on local utility poles. The Council adopted an OPPOSE position, yet the bill was SUPPORTED by all of our legislators across party lines only to have the matter VETOED by the Governor. Similarly SB 485 (O’Donnell) was a bill mandating that pet stores only sell dogs, cats, or rabbits from shelters. The Council OPPOSED the bill but none of our Legislators voted against the bill and it was signed by the Governor. Was the Council right and our Legislators wrong? Changes to just those two positions would have boosted Senator Stone’s accord vote to 96% and Assembly Member Melendez would have notched a perfect 100%. Once again MOST Southwest California legislators scored well, but not all. Some scores were abysmal. As in past years, this is indicative of the fact that Southwest County tends to elect more business-friendly, fiscally conservative legislators who reflect the needs of their constituency. The SWCLC focused on a broad spectrum of issues in keeping with our
