EXPERIENCE WHAT’S NEW IN 2016 IN
TEMECULA VALLEY SOUTHERN CALIFORNIA WINE COUNTRY Over 40 wineries spread across 1,300 acres of vines in Temecula Valley Wine Country. Each year more wineries open with the promise of new wines for visitors to enjoy. As the region grows, farmers, winemakers and entrepreneurs are attracted to the promise of the region. Fazeli Cellars opened January 2016 as a modern-Moorish winery; the wines’ roots run deep with ancient tradition of Persia. The Cave at Oak Mountain Winery recently opened the first wine cave in Southern California for touring, tasting and dining. Avensole Winery & Marketplace opened last February with a wine bar, craft beer bar, tasting room, and restaurant. Europa Village prelude tasting room is an old favorite to visitors in wine country, now their 45-acre vision of Old World European ambiance with wineries, restaurants, retail shops and spa will break ground in 2016. A new winery and farm-to-table restaurant will begin to plant 53 acres of wine grapes this spring and early summer. The new vineyard is the first component of a yet-to-be-named, experiential wine and food centered destination. The SIP 2016 Temecula Valley Weekday Wine Tasting Passport is now available. The Passport provides award-winning wine tasting at five wineries for $45 per person. Tickets can be purchased online under events at http://www.temeculawines.org.

Visitors find they need to stay multiple days to fully experience Temecula Valley, and overnight accommodations are just minutes away from everything there is to do. For history lovers, Hotel Temecula recently opened its doors to its historical 1891 building in Old Town Temecula. All the décor has been preserved and restored to its original condition. La Quinta Inn & Suites recently installed new carpets in its 56-spacious guest rooms, and added new tile and furniture to its lobby and breakfast room. Best Western Country Inn is renovating its 74 spacious guestrooms and baths with completion this May. Pechanga Resort recently broke ground on a $285 million expansion. When complete, visitors to Pechanga Resort & Casino will enjoy a resort-style pool complex, two new restaurants, a new two-story spa, and a new luxury 568-room/suite hotel wing. Promenade Temecula shopping mall proposed a new Main Street-style open-air plaza adjacent Macy’s for high-end retailers and restaurants. New restaurants include Kelsey’s Bar & Grill at Pechanga and Annata Bistro at Mount Palomar Winery. Kelsey’s is newly reinvented, serving slow-smoked, braised, fine-cut, aged meats and 40+ micro/craft beers on-tap. Annata Bistro opened early January with a Mediterraneaninspired menu and wine country views.

John Kelliher has been appointed by Gov. Jerry Brown to the California Travel and Tourism Commission. Kelliher said the governor was looking for somebody to represent Inland Southern California on the commission, also known as Visit California. It is a nonprofit organization that markets the state to the rest of the world. “It’s recognized that as a region we’re becoming more and more important to California’s tourism,” Kelliher said. “When there are opportunities to promote all of California by interweaving some information about some of the cool assets here in the Inland Empire, I think I’m better qualified to pull that to the front than anyone else.” Kelliher and his wife, Kim, founded Grapeline Wine Tours in 2002 to get visitors to local wineries. John said it was always envisioned as a multibranch operation. It now serves Santa Barbara, Paso Robles, Sonoma Valley and Napa Valley as well. In 2007 the Kellihers launched Stryder Transportation to provide corporate and leisure conveyance with a fleet of sedans, limiusines, SUVs, and buses.

NAMED 2016 CLERK OF THE YEAR FOR CALIFORNIA
The City Clerks Association of California (CCAC) awarded Randi Johl-Olson with its highest honor as 2016 City Clerk of the Year for California at the annual CCAC conference held in Newport Beach on April 28th. Randi Johl-Olson joined the City’s Executive Team as the City Clerk for the City of Temecula in 2014 after previously serving as City Clerk for the cities of Fountain Valley and Lodi and law clerk for Harper & Burns, LLP. Over the past two decades, Randi’s professional accomplishments include a law degree, a Master Municipal Clerk Certification, numerous leadership appointments and positions with the League of California Cities, the City Clerks Association of California, and the International Institute of Municipal Clerks (IIMC), as well as serving as a liaison to the Fair Political Practices Commission on behalf of city clerks. In her most active role to date, Randi continues to serve as the statewide Legislative Director for the CCAC. “We knew Randi would bring a high caliber of experience to the City but what we’ve found to be additionally exceptional is her outstanding work ethic, devotion and enthusiasm to serve the community and this is clearly notable statewide,” stated Temecula Mayor Mike Naggar. “I am not surprised she was selected as Clerk of the Year for California,” Mayor Naggar added. City Manager Aaron Adams concurred, “Randi has demonstrated leadership that is more than deserving to be selected as City Clerk of the Year based on her accomplishments, dedication to the profession, extra-curricular City Clerk leadership positions, legislative/lobbying intelligence, exceptional work product, and a high level of energy she brings to her department, colleagues and to the City.” Randi Johl-Olson was selected as City Clerk of the Year among 482 Cities throughout California. Nominations are received from council members, city managers, city attorneys, department directors, as well as city clerks. At the City Clerks Awards of Distinction ceremony, Byron Pope, President of the City Clerks Association of California, indicated that Johl-Olson received an astounding nine nominations. The City Clerks Association of California was founded in 1977 with the objective of promoting the City Clerk profession throughout the State of California. The organization provides leadership and management training opportunities and promotes professional administration and education, uniform standards of efficiency, and legislation which supports the goals and objectives of the organization.

made up of representatives elected to represent our own region, had the temerity to fire their long time Executive Director who had grown increasingly out of step with the needs of the region. Or SB 789 (Wiechowski) which would add as much as a 300% tax to water users to encourage conservation. Or SB 3 (Leno), which passed in great haste to raise the minimum wage across the state to $15.00.
WE’RE CROSS ABOUT CROSS-OVER We’ve reached that magical midway point in our Sacramento Legislative calendar known as cross-over where a bill must move from its house of origin or it’s dead for the session. Usually. That means if an Assembly Member authored a bill, it must have proceeded through any requisite committee hearings, endured several amendments and passed a full vote on the Assembly floor. Next it’ll be introduced to the Senate at which time it will go through the same process all over again. It’s very similar to the process of grain proceeding through the digestive tract of a bovine and the end result is strikingly similar in most cases. Last year, the first year of this cycle, your Southwest California legislative Council had adopted positions on 62 bills, opposing 31 and supporting 29. This year the SWCLC has taken positions on 67 bills but we’ve only found 24 that we thought would be beneficial to our local business community that we could support. At the same time, we opposed 42 bills we felt would be detrimental to our businesses, our schools, our hospitals and our wine country industry. There was some hope 2 - 4 years ago that the open primaries and term limits would lead to a more moderate legislature in Sacramento as our leaders forged paths toward the center instead of heading for the fringes of their parties. Rumors were rampant that there would be more collegiality and a greater spirit of cooperation from which would emerge more wholesome legislation and bills that were less reflective of antibusiness, pro-union, pro-environmental extremist views. Looking at the bills still alive in our capitol, little sign of that moderation is in evidence and the business community and some of our basic liberties are still being challenged on a daily basis. For example, AB 2261(Hernandez) would allow the Labor Board to investigate, cite or bring action against a business owner over perceived discrimination even if no complaint is received against that business. Or how about AB 2757 (Gonzalez) that would mandate overtime pay for agricultural workers in excess of 8 hours a day. The bill does not take into account the seasonality of the harvest, especially with fragile produce like wine grapes. Passage of this bill would cause every farmer and vintner in the state to incur additional costs rendering them uncompetitive with producers in other states. Or consider SB 1387 (De Leon) which seeks to expand the South Coast Air Quality Management District allowing Democrats to pack that board with their own appointees. Why? Because this independent board,
There have been a few wins - like SB 269 (Roth) which, even though substantially watered down from its initial form, does provide some protections to small businesses from ADA nuisance lawsuits. Or Roth’s SB 822, which will raise the per carton fee on citrus by 33% with the moneys going to fight citrus disease. This bill, supported by local wine and citrus growers, originally bequested $5 million from the state general fund to seed the citrus fight but that was removed. Roth’s perennial bill SB 817 to return Vehicle License Fees to our newest cities is still alive but Melendez’ bill with the same goal (AB 2277) is not. Three attempts to defund or otherwise derail the Bullet Train met similar ignominious ends with Huff’s SBX1-2 pronounced DOA last September and Melendez’ AB2049 and Wilks’ AB 1866 languishing without so much as a committee hearing since April. 2016: A PIVOTAL YEAR FOR CALIFORNIA The 12th Annual Legislative Summit will be held on Tuesday, October 11, 2016 at South Coast Winery Resort & Spa from 7:30 a.m. to 9:30 a.m. The event is an annual forum providing businesses and local leaders the opportunity to meet with peers and state policy experts to focus on priority legislative issues facing California business. By attending the Legislative Summit you become a part of the voice to State Legislators. Specifically, you will: • Receive information from those closest to the action. • Learn about the budget and the likely impact on you. • Get insights on current issues affecting our state. • Become a better advocate with tips and information you can use to make your voice heard. The cost is $50.00 per person and seating is limited so please register early. Corporate tables are also available for $500.00. Reserve an expo table for $125 (includes 1 ticket to the event.)
