SUCCESS IN BUSINESS: SOUTH COAST WINERY When most people think of Temecula Valley Southern California Wine Country, the 39-acre South Coast Winery Resort & Spa often comes to mind. After all, the winery has broken records in both international and domestic wine competitions over the years, accumulating over 2500 awards and metals, including a ground-breaking four-time win of the prestigious California State Winery of the Year title this year. Yet, very few know the story behind the man who, in spite of incredible obstacles, dared to move mountains and build the region’s shining star, South Coast Winery. This is the story of owner/vintner Jim Carter. If one would have asked Jim Carter 25 years ago what he would be doing with his life in 2016, odds are his answer would not have been owning two thriving Southern California winery resorts and several hundred acres of California certified sustainable vineyards. Truth be told, he doesn’t even drink much wine. But this is the way in which life sometimes takes you by the hand during troubled times and leads you into greater and larger projects in the most unexpected and amazing ways. Born and raised in Ohio, Jim Carter was always a big dreamer. Like most young boys, he loved digging in the dirt from a small age; but unlike most, he went to work at the young age of 12. He worked for his father for a bit; and with a strong spirit and a lot of heart, he soon landed a job with a farmer to build pre-fabricated homes and finishing high school on a co-op education program. By the age of 16, he had already fallen in love with the art of building things and had, in fact, built himself a fine reputation as a builder. Jim’s love of

building things took him to California for year-round activity and shortly upon making that move, he found himself with the title of “the youngest carpenter journeyman entered into the Union.” Jim Carter realized that he loved the “craft of building” -- that is, the entire process, from digging up the earth and laying the foundation, to putting on the roof and even its landscaping. His roots had been established, and so he started several businesses throughout the ensuing years; and in one year’s time had moved mountains and built over 2,500 homes. Projects got bigger as he kept building and then reinvesting his profits back into more. The ambitious Jim Carter eventually expanded his portfolio so that it not only included master home development, but he also became a builder of apartment complexes, fine shopping centers, a 250-acre tree farm, a 400acre parcel of land, a bank, and ultimately a successful savings and loan just before the savings and loan disaster of the 90s. This was when all those mountains came tumbling down, and Jim Carter learned an important lesson in cash flow. For the next ten years, Jim struggled to make ends meet, coming dangerously close to losing the very home in which he and his wife had raised their children. He aggressively sold his assets, reduced his workforce from 500+ down to 50 employees, as banks continued to turn their backs on him. As Jim so aptly puts it, “You have a lot more friends during an upward trend than you do when things are spiraling downward.”

A lesser man could have easily given up; but not Jim Carter; to him, quitting was not an option. Armed with the ambition and spirit of a “Wild West Settler,” Jim turned his energies to rebuilding his life and, most certainly, his spirit. He worked hard to take care of his large family, battling with banks, and trying to get back on his feet. While watching the movie, “A WALK IN THE CLOUDS,” he experienced a lifechanging epiphany. According to Jim, there was an instant connection with the movie’s story line of a thriving vineyard in a beautiful mountain valley that closely resembled the 400-acre parcel of land that he had managed to hang on to throughout those troubling years, which sits in the valley of the shadow of the Santa Rosa Plateau’s Palomar Mountain Range. In 1995 a renewal process had begun; Jim found himself moving another mountain by testing the soils, the water, lighting and temperatures on the 400-acre parcel of land and determined the conditions were perfect for growing outstanding varietals of grapes. With the assistance of his children, the gardeners from his apartment complexes and the mountains of quarters he continued to collect from the laundry facilities of those apartment complexes, Jim managed to plant one of the region’s finest vineyards, known today as South Coast Winery’s Wild Horse Peak Mountain Vineyards. Of course, following the tumultuous years of struggling with financial lending institutions, Jim was quite content working with the soil, moving the earth on his newly repurposed mountain and building a world-class vineyard. Contracts soon came in from other wineries to purchase fruit from Jim’s prized Southern California vineyards and life seemed to settle in to a nice pattern for a while. Yet, there was one more grander vision in store for Jim Carter; when one of his largest winery clients decided it no longer needed to buy the Wild Horse Peak Mountain Vineyard fruit. It was then that Jim was faced with the “when God gives you lemons...” proverbial test. Graced with a quality vineyard, Jim decided that he could produce some great wine. He sat down with his family and the idea of the Temecula Valley’s first winery

resort was birthed. Shortly thereafter, Jim brought in the finest winemakers, purchased Rolling Hills Vineyard and South Coast Vineyard in the Temecula Appellation, and began building the very first full-service winery resort. And he didn’t stop there. In 2015, after years of planning and hard work, the Valley welcomed Carter’s newest addition of premier resort wineries and, in honoring his family’s traditions and values, adorned it with the Carter Estate Winery and Resort name. This 109-acre winery resort is located just “around the round-about” at Anza and Rancho California Road and is positioned to become one of the state’s preeminent methode champenoise sparkling wine producers. Pulling into the olive-tree-lined driveway, guests have the opportunity to stop in the winery’s tasting room to experience Carter Estate’s menu of awardwinning wines and soon-to-be-released estate grown olive oils or continue on through the driveway and into a gated area, reserved exclusively for overnight guests. Adorned with 52-spacious bungalows touting expansive vineyard vistas, a pool and breathtaking outdoor dining venue serving breakfast, lunch and dinner. Today, Jim Carter continues to raise the bar and move mountains. 2016 TEMECULA CITY COUNCIL CANDIDATES
Nine candidates will be competing for the two available seats on the Temecula City Council in this November’s election. The field includes both incumbents: Mayor Mike Naggar, who will be seeking his fifth four-year term on the council, and Councilman Michael McCracken, who was appointed last year to serve on the council after Chuck Washington was appointed to serve on the Riverside County Board of Supervisors. 10 THINGS TO KNOW ABOUT MEASURE S • Temecula is a desirable place to live, visit, and do business. • Measure S is a local revenue measure that will maintain and prevent cuts to public safety and other vital services while ensuring that the high quality of life that Temecula residents enjoy and value remains intact. • Of the 8-cents collected on every dollar spent in Temecula, only 1-cent stays in Temecula to pay for Police, Fire, Parks, Public Works and other general city services. • Approximately one-half (50%) of the sales tax in Temecula is paid by non-residents, or those who live outside of the City. • If enacted by the voters, Measure S will add 1 cent per dollar to be spent locally in Temecula only, without being subject to State takeaways. Over the last 5 years alone, the State has taken away over $31 million from Temecula. • Measure S is needed because the City’s five-year financial forecast shows that there is a structural deficit, meaning expenditures are outpacing revenues.
On July 26, 2016 the City Council placed a local revenue measure on the November 8, 2016 ballot to be voted upon by Temecula citizens. On July 28, 2016, the Chamber Board voted to support Measure S. Here are 10 Things to Know about Measure S. For more information on Measure S, please visit www.TemeculaCA.gov/MeasureS • The primary reasons for the structural deficit include added public safety responsibilities placed on cities (including the State’s early release of parolees to alleviate overcrowding), the overall rise in public safety costs, and continuing State takeaways – Temecula is currently 9 officers below what is recommended for its population. • Over the last 10 years, the City contained costs by reducing staffing levels, maintaining vacancies, deferring maintenance on facilities and infrastructure, engaging in water and energy conservation efforts, limiting wage increases, participating in public safety service delivery studies, and implementing smart growth policies to offset public service fiscal impacts for new development. • Measure S funding, which is locally controlled and annually audited, will be spent to maintain and prevent cuts to 9-11 emergency response times, local paramedic, police, fire protection, school safety patrols, youth/after-school, senior, and disabled services, reduce traffic and provide for other general services. • Measure S will ensure that the high quality of life and vital services that Temecula residents and businesses enjoy and value are maintained without cuts to public safety, and other community based programs and services.

Representatives of a citizen-based social media Facebook Group named “Temecula Talk,” comprised of more than 36,000 members, received unanimous support by the Temecula City Council to champion a citywide “Blue Ribbon Campaign” as a way for the community to visibly show appreciation to the Temecula Police Department. Kerrin Smith and Dana Arrington, Admins of the social media group Temecula Talk, presented a handmade community-signed card to the City captioned, “We Support Our Police Officers,” and proposed a campaign to place blue ribbons outside City Hall and encourage residents and businesses to do the same throughout Temecula. The Blue Ribbon Campaign is, simply, the community display of blue ribbons to show appreciation of law enforcement. The campaign kicked off on September 17th and will continue until the holiday season. The initiative demonstrates that the citizens and businesses of Temecula recognize, respect and appreciate the responsibilities, hazards, and sacrifices made by law enforcement officers. “This initiative has been implemented in towns, cities and counties nationwide over the years and it’s our turn,” stated Temecula Mayor Mike Naggar. “We are grateful to the men and women who risk their own personal safety every day to safeguard our citizens’ property and lives and now, more than ever, the least we can do is hang blue ribbons as a gesture to show the City’s gratitude,” Mayor Naggar added. The Temecula Police Department, through its dedicated and proactive service to the citizens of Temecula, has established a family-friendly but tough-on-crime reputation that continues to preserve safe neighborhoods with superior public safety services for Temecula residents, visitors and businesses. Mayor Pro-Tem Maryann Edwards stated, “It’s wonderful to see the enthusiasm by our residents who are proposing this blue ribbon campaign. Chief Kubel and his team of police officers have done an outstanding job keeping Temecula ranked as one of the safest cities in the Nation, and Temecula citizens are very proud of this fact.” Over the past decade, Temecula has been consistently ranked each year as one of the safest cities in the United States per FBI statistics.

At the Councils regular meeting on August 15, each Director then presented the results of their efforts to an attentive audience. It was determined that, of the 17 measures, 5 had no impact on our local business community, those being: • Prop 56, The California Healthcare, Research and Prevention Tobacco Tax Amendment • Prop 60, The California Condoms in Pornographic Films Initiative • Prop 62, The California Death Penalty Repeal • Prop 63, The California “Safety for All” Gun Control Initiative
GOOD GRIEF CHARLIE BROWN! 17 BALLOT PROPOSITIONS?
Savvy voters may want to pack a small lunch and take bottles of water (or something stronger) with them when they visit the polls on November 8th. California voters will face a lengthy ballot document asking them to make decisions not only on who will govern our country, our state and our cities, but on whether residents in several local cities want to increase their own taxes, plus a record 17 ballot propositions. While the Southwest California Legislative Council can’t help you decide whom to vote for or whether or not you should agree to tax yourselves more, the Council has prepared a handy reference guide to help you through the myriad of ballot measures you will encounter. As soon as it was determined which measures would qualify for the ballot, the SWCLC assigned each initiative to one of our Directors with knowledge in the appropriate subject matter. Each Director was tasked to research an issue to determine first and foremost whether the issue had any potential impact on our local business community. Their research included such areas as:
• Prop 66, The California Death Penalty Procedure Regulation Initiative We encourage voters to do their own research on these issues as they are important enough that somebody invested significant time and money getting them qualified for the ballot and you are being asked to help make these issues become law in California. Of the remaining 12 propositions, the Council determined that they could only SUPPORT three: • Prop 51, The California Public Education Facilities Bond Initiative • Prop 52, The California Medi-Cal Hospital Reimbursement Initiative • Prop 54, The California “Legislature Transparency Act” Amendment The remaining nine initiatives were deemed to be lacking in good cause, inappropriate for a ballot measure, deceptively worded or too over-reaching for their intended target. • Does the proposition address an area within our Strategic Initiatives? • What does the measure seek to accomplish? • Is it ‘good government’ or will it cause more problems than it will resolve? • Who are the real sponsors, opponents and funders of the measure (follow the money)? • Is the measure written well or is it deceptively worded with distorted facts? • If the measure calls for additional resources or programs, does it create its own revenue source and, if so, do the benefits outweigh the costs? • Does it earmark, restrict or obligate government revenue? • If the measure seeks to amend the Constitution, is a ballot measure the appropriate venue to effect such change?
