Chamber Continues Fight

Against Proposed Workers Compensation Rate Increase The Temecula Valley Chamber of Commerce continues to fight against repealing any of the reforms from 2004 which have allowed the workers compensation system to remain equitable and keep the cost of doing business in California under control. As California’s workers’ compensation system continues its historic transformation, the Chamber urges employers to remain vigilant in the legislative, regulatory and legal arenas to protect the hard-fought reforms of 2004. The Workers’ Compensation Insurance Rating Bureau (WCIRB) is recommending a 24% increase in the benchmark rate for workers’ compensation insurance policies. “We have partnered with the Workers’ Compensation Action Network to continue our fight against unreasonable increases and the repealing of the 2004 reforms,” stated Alice Sullivan, President/CEO of the Temecula Valley Chamber of Commerce. “The Chamber has always made fighting these unreasonable increases a top priority and we will continue to seek solutions to improve the system,” stated Sullivan. The WCIRB recommended increase is for policies starting or renewing after July 1, 2009. The WCIRB based its recommendation on two components: increasing costs for medical treatment and anticipated cost increases stemming from recent court rulings by a judicial review

panel known as the Workers’ Compensation Appeals Board. In the mean time, The Insurance Commissioner has announced he will call a hearing to determine the causes of the rapidly increasing medical treatment costs. The WCIRB’s rate recommendation is only the beginning of the ratemaking process. The Insurance Commissioner will take the WCIRB’s recommendation under advisement and issue his own recommended benchmark rate to insurers. The Chamber will continue to urge the Insurance Commissioner to hold steadfast in the reforms of 2004 and take into account the slumping economy and the overall cost affect of worker’s compensation insurance rate increases on the Temecula Valley business community. The Chamber will also continue its partnership with the Workers’ Compensation Action Network to ensure any future changes to workers’ compensation promote the reform goals of increased efficiency, less litigation and better outcomes for injured workers. Temecula Valley Chamber of Commerce Promoting Pro Business Legislation The Temecula Valley Chamber of Commerce supports two proposed pieces of legislation that would clarify convoluted meal break laws for employers and ensure a level playing field for all business owners. SB 287 would provide a comprehensive solution to the meal period laws that often serve as challenges to employers and employees when allowing for appropriate meal breaks while on duty. SB 568 removes any capital gains from being considered as “ordinary” income and sets a flat rate of 2%, creating a more equitable tax rate that maintains conformity under federal law. The current system penalizes one tax bracket over another.

• Clarifies what it means “to provide,” a meal and rest period – reducing unnecessary litigation on this matter; • Includes an “on-duty” provision for when transporting or delivery of the product, will be destroyed or damaged if the employee is relieved of all duty; • And allows for the inclusion of meal and rest period provisions in collective bargaining agreements. SB 568 would do the following:

Temecula Auto Dealers First to be Recognized by the City of Temecula Mayor Maryann Edwards launched the City’s Business/ Industry Recognition Program at the May 26 Temecula City Council Meeting. The first industry recognized for their contribution to the community were the Temecula Auto Dealers. The Temecula Auto Dealer’s Association has continuously supported our community for years which is a core value of their Association. The Temecula Auto Dealer’s are major contributors that donated nearly $700,000 in 2007 to local charities, civic organizations and local school sports teams. The local dealers have provided jobs to residents and have contributed a large amount to the City’s budget through strong sales tax collections which provides the necessary programs and services needed, whether it is for police, fire, and parks & recreation, which make our City a safer place to live, work, and play. The City is partnering with the Temecula Valley Chamber of Commerce in promoting the “Shop Temecula First” program. With the slowdown in the state, national and local economy, we need continued participation to help keep Temecula the exceptional community that it is. By choosing to support local businesses, you can make a difference. One of Temecula’s strongest assets is its business community. The City of Temecula takes great pleasure in thanking Temecula businesses for their continued support and participation in making our City prosperous. From the business pioneers of our valley, to the many companies that have recently joined us, to the companies that continue to expand, we greatly appreciate their presence. A key component of Temecula’s Business Retention Program consists of site visits. Each month City Officials, staff and Temecula Valley Chamber representatives meet with various businesses and learn more about their company and their long-term interests. The site visits also provides an opportunity for the City and Chamber to answer questions and provide resources.

Mayor Maryann Edwards and the Economic Development Subcommittee of the City Council, Council Members Ron Roberts and Chuck Washington, developed the City of Temecula’s Business/ Industry Recognition Program. This is a monthly program recognizing the significant contributions the local businesses/industries have made to the local economy by providing jobs and increasing the economic vitality of the community.The program acknowledges and highlights our local companies that the City greatly values and appreciates. The Business/Industry Recognition Program runs in conjunction with the City’s business retention visits and supports the City’s economic development efforts. “This program is all about recognition for our businesses that have helped shape our community, it’s our turn to say thank you and keep up the great work,” said Mayor Maryann Edwards. Power Networking Workshop Book Review The 29% Solution By Ivan Misner, PhD. In the world of networking, how connected are you? How connected do you want to be? Instead of hoping for six degrees of separation (a misunderstood and largely mythical phenomenon), learn to become part of the statistically proven 29 percent of people who actually are connected to enough other people to find and interact with almost anyone. Dr. Misner’s in-depth and provocative book outlines and details steps necessary to become a networking guru and to stay that way. It isn’t as fluffy as merely showing up to socially appealing events, nor as intense or stuffy as hard-selling everyone with whom you come in contact. The book is divided into eight sections and 52 chapters, one for each week throughout a year. These chapters are intended to help even the most networking-challenged business person overcome the obstacles that keep them from being productive in this important form of marketing. “Most people understand that networking is important to their success—they just lack a step-by-step process to get the results they want.” Section One, set your networking goals (most people don’t have these; even fewer write them down). Section two tells you how to expand your network, diversify your contacts, meet the right people and stop being a cave dweller. From there you learn to be a catalyst, a partner and become more visible.

There are instructions in the book that validate information given out in the Chamber’s Power Networking Workshop, such as using a host mentality at networking functions rather than a guest mentality. And in the chapter on public speaking (week 48) Misner reiterates, “Remember, you’re the expert [in your field]. People want to hear what you have to say. They’re eager to learn something from you. If you focus on what you know best, you will feel more confident and be more credible. Believe in yourself and in your message.” Again, a message that is given at the Power Networking Workshop. After reading this book and following through with the steps outlined, you may find yourself in a position you’ve not been in before: a highpowered networker, one that others seek out when they need to be connected. Or, you might end up being a networking mentor. In any event, it’s important to do what others in business networking don’t: ask for feedback, write articles, ask for referrals, become a hub or a member of a power team. If you are not sure what this means, then get the book from the library or a book store and read for yourself how to become an amazing part of the 29 percent solution. Notice, “Great networkers don’t need to do much selling because many people come to them, ready to buy.” Wow! Pass Your Driving Test Are you Prepared?

he behind-the-wheel test is the last exam new drivers must take to obtain their California driver license. For some, it’s a breeze, thanks to the time spent driving under the tutelage of parents or diligent driving instructors. For others who haven’t studied or don’t have enough experience on the road, the test can be disastrous and very stressful. DMV examiners across the state have seen it all. Drivers changing lanes without checking their blind spots, speeding in school zones, and even waiting beyond the limit line when a train is headed right toward them! To avoid freezing up and be as prepared as possible for your test, study the handbook. It’s the best way to find out what is required on the drive test. But more importantly, spend ample time behind the wheel before your test so you feel comfortable and know what to expect. The key issues are listed below, with a quick tip for each.

1. Unsafe lane changes – Make sure to use the correct signal, check your mirrors and look over your shoulder to see if it’s safe before changing lanes. 2. Failure to yield – When making a left turn at a stop light, you must yield to oncoming traffic unless you are protected by the green arrow. Even in that case, you should make sure no other cars are still approaching before entering the intersection. 3. Failure to stop – You must come to a complete stop before you cross the limit line or proceed into a cross walk. After stopping and checking for pedestrians, it is then okay to slowly approach and make sure it is safe to make the turn. 4. Illegal left turns – Stay in your lane when making a left turn. Fading into the outer lane is an automatic fail on the test, is very dangerous and could result in a collision with another car. 5. Improper speed – Be aware of the speed limit everywhere you go. Always pay attention to the posted speed signs and adhere to them. They vary in school and construction zones, as well as residential and commercial areas, so it’s very important to stay aware at all times and heed the speed laws. 6. Lack of experience – Prepare for your test. Try to make sure that you are driving in different situations so that you can become more comfortable on the road. Review the YouTube page the DMV has to become more familiar with all the mistakes others have made before you, and then maybe you can avoid them altogether! 7. Unfamiliar with vehicle – Part of the behind- the-wheel test is knowing how to use certain functions of your car. Murphy Joins Temecula Valley Winery Management as E-Creative Director

In addition, Murphy will oversee TVWM’s advanced and comprehensive e-commerce system, including data base management, online shopping, purchasing and processing. TVWM’s 33,000-square-foot Virtual Vineyard to Vendor facility on Diaz Road in Temecula operates as a fully bonded winery host facility and provides a secured space for multiple winemakers to process their own grapes and produce their own wines under the guidance of award-winning consulting winemaker Tim Kramer. Temecula Valley Winery Management’s unique structure and services are possible because it operates as an “alternating proprietorship,” an arrangement that allows fledgling winemakers to work within a fully licensed wine making facility to produce and sell wine directly to consumers. Murphy has become a familiar face in Southern California’s wine industry. The Temecula resident is responsible for all of the winery management company’s Internet-based activities. “He is working with TVWM clients on their websites and their integration into the main TVWM/Wine Collective website,” said Patrick Bartlett, executive director of Temecula Valley Winery Management . “He also is responsible for Facebooking, Twittering, Blogging, Blasting, Googling, and myriad other things that help broaden consumers’ exposure to our clients’ wines.”

He worked as a retail clerk for an upscale wine store in Escondido and with industry giant Bevmo. He also was assistant hospitality manager at Callaway Vineyard & Winery. Have you ever thought to be thankful for a customer service experience gone awry? A less than perfect customer experience can be an opportunity for excellence. If you embrace your customer’s candidness and raw emotion, you can actually learn enough to ensure the situation doesn’t happen again.

Step up to the plate and take care of the problem.

Practice the follow service recovery strategies with your employees to empower them.

• Personally take care of the issue in a timely fashion. • The customer wants to feel that you have the ability to handle the problem, without having to escalate it to another level of company hierarchy. Offer some value-added compensation for the inconvenience.

Acknowledge that the customer has been inconvenienced and apologize for it.

• Offer a token of goodwill, or something that symbolizes you are sorry for the service breakdown.

• Often times just a simple non-defensive and genuine apology will help neutralize the situation.

• Empower front line service workers to appropriately compensate the customer for their inconvenience in a service breakdown situation.

• “I’m sorry about your experience today. Let me see how I can make this better for you.”

All service recovery begins with the expectation of fairness from the customer’s perspective. Nine times out of ten, the customer is only looking for a reasonable resolution to the problem. Consider service recovery an opportunity to keep customer satisfied after the worst happens.

Listen and empathize with the customer. • Listen carefully, and let the customer explain their point of view. Let them vent their frustrations. • Stay calm as the customer verbalizes their issue. It is important for the customer to be heard. Somewhere along the line their expectation of what they wanted, and the reality of what they received, did not sync, and
