Monitoring of Ukraine’s implementation of its commitments within the framework of the Energy Community Treaty Issue 25 (July – September 2015) On October 10, 2015 the President of Ukraine signed the Law No. 521-VIII “On Amendments to Certain Laws and Regulations of Ukraine to Ensure Transparency in Mining Industries”. On September 8 the government approved Action Plan for launching EITI (Ordinance No. 910-p), and on September 14 it nominated the Ministry of Finance the administrator of the Unified web portal for public funds use (Resolution No. 694, Ordinance No. 911-p). On September 15 the Verkhovna Rada adopted draft Law No. 2087a on public procurement reform, while the MEDT set Deregulation Office aimed at systematical revision of regulatory environment, assessment of efficiency and feasibility of every limitation measure. Other progressive steps are adoption of Procedure for examination of e-petitions (Order No. 523/2015) and creation of a special section on the President’s website. The Government launched program.kmu.gov.ua website as an electronic report, where every Ministry (including the Ministry of Energy) publishes data on Implementation of the Program of Activity of the Cabinet of Ministers in real-time mode. On July 10 at a meeting of the National Reforms Council progress in implementation of Energy independence and energy reform program in I semester 2015 was estimated at 29% (lower than expected) On July 29 Head of the Energy and Coal Industry Ministry's Department for European Integration M. Bno-Airiian communicated that Department offered to the EU to “reset relations” in energy sector and to sign a new Memorandum of understanding. On August 7 the Ministry of Energy published draft “New Energy Strategy of Ukraine: safety, energy efficiency, competitiveness” Project. On October 1 the second Japan-Ukraine Energy and Safety Assurance Seminar took place; Strategic plan for Energy Sector Reform (Master Plan) was presented to Ukraine at the seminar. On August 27 representatives of the government, namely the Minister V. Demchyshyn, participated in Celebration Ceremony of the 10th Anniversary of the Energy Community. On September 16 the Ministry of Energy approved new composition of the multilateral working group for development, implementation and monitoring of efficiency of reforms according to the commitments undertaken within the framework of participation in the Energy Community (Order No. 596) The Group included representatives of the government, market players, specialized associations and the public, including representatives of Energy Reforms coalition. On September 22 "Energy Diplomacy: New Challenges and Opportunities” discussion session took place, resulting of which the Minister V. Demchyshyn initiated founding the tactic focus-group for development of the strategy of Ukraine’s positioning in external energy markets. On September 28 the first meeting of Cluster 3 (Energy, Environment, Climate Action and Transport) of the Subcommittee on Economic and Sectorial Issues of the Committee on EU-Ukraine Association took place.
