The University of Arkansas Medical Sciences Campus was dedicated to a 'Second Century of Achievement' on Saturday, June 9th, at ceremonies in Ed I auditorium by Chancellor Harry P. Ward. In Chancellor Ward's speech he stated, “We accept our responsibility to the state and the nation in training and placing the needed number and kinds of health profes sionals. We will make every effort to assist communities of Arkansas in planning and developing appropriate health programs for the special needs of our state. Our state has provided the soil, our history has served as the seed and plant of our foundation; may the second cen tury serve as our flower." UAMSC has been involved in the training of health professionals since 1879, it is located on 26 acres in west Little Rock and serves as the center of medical education in the state of Arkansas, containing the Colleges of Medicine, Pharmacy, Nursing, Health Related Profes sions and the Graduate School.

I N T R O D U C T I O N : A n Area H ealth Education C enter (AHEC) program for the State of A rk a n sa s was originally proposed in January, 1973, by the G ov ern or's C o m m ittee on P rim ary H ealth Care as one of six major co m p o n e n ts of a State Plan for P rim ary Health Care. The proposed A HEC plan was su b s eq u en tly adopted, authorized an d funded by the State Legislature in February, 1973. T he program was assigned adm in istrativ ely to the U n iversity of A rk a n sa s for Medical Sciences an d the respo nsibility for the p rogram was delegated specifically to the C hancellor, U niversity of A rk an sas for Medical Sciences. As originally conceived, the AHEC Program was to focus principally on the state's p rim a ry health care needs, particularly in the medically u nderserved areas. T h e p ro g ram was to include efforts to retain more of the graduates of the state's College of Medicine for practice in A rkansas; the training of more p rim ary care physicians, particularly fam ily practitioners, for the state; an d to im prove the goegraphic d istrib u tio n of these ph y sicians over the state. T he p rogram was also to address the needs of the medically underserved areas of the state for other healthcare professionals and disciplines, inclu din g nurses, clinical nu rse practitioners, ph ysician's assistants, and other p erson n el needed for im proved p rim ary health care. RESOURCES: A H E C C en ters - T h e AHEC P rogram has established six education cente rs th ro u g h o u t A rkansas. These are located in El D orado, Fayetteville/Springdale, Fort Smith, Jonesboro, Pine Bluff and T exarkana. Faculty - Each A HEC has a full-tim e physician director, w h o is responsible for all p ro g ram s w ith in his specific area. T ho se AHECs th at have a Family Practice Residency Program also have a full-tim e residency p ro g ram director and assistant director. A full c o m p lem en t of c o m m u n it y physician-teachers, representative of the various medical specialties and subspecialties, participate in the teaching and tr ain in g pro g ram s of each AHEC. C om m un ity H ospitals - Each A HEC p ro g ram is designed to m ake the m ost effective use possible of the teaching and train in g resources of its c o m m u n it y hospitals. Library System - Each A H E C has a medical library of prin ted and audiovisual material and extends its services to health p ractitioners and health care in s titu tio n s of the s u r ro u n d in g geographic area. P R O G R A M S : S o ph o m o re Precep to rsh ip - S p onsored by the College of M edicine and adm in istered by AHEC, the sophomore preceptorship is an o ptional p ro g ram w hich offers stu d en ts an o p p o rtu n ity to w ork on a one-to-one relationship with a physicianteacher for periods ran g in g from four to six weeks. T h e program is designed to in troduce these future ph ysicians to the co nditions and o p p o rtu n itie s for practice in A rk an sas c o m m u n itie s w ith a p o pulatio n of less th a n 20,000. S enio r M edical S tu d e n t Electives - The senior year of medical school consists of a wide variety of educational experiences designed to allow s tu d en ts to elect program s which su p p le m e n t their prior tr ain in g a nd are best suited to their career goals. T ho se electives offered th rou gh the A HE C s a u g m en t the existing U niversity medical education experience by prov id in g s tu d e n ts an o p p o rtu n ity to participate in various aspects of private practice m edicine as it exists in a c o m m u n it y an d private hospital setting. N u rsin g S tu d e n t R otations - Fifth year nu rs e practitioner students from the U A M S are pro vided the o p p o r t u n it y to spen d three m o n t h s of their training at an AHEC. Family Practice Residencies - Fully accredited three-year residency tr ain in g p ro g ram s in Family Practice were begu n at AHEC-Fort S m ith an d AHEC -Fayetteville/Springdale in July, 1975, an d at A H E C -P in e Bluff in July, 1977. AHEC-El D orado and A H E C -Jonesboro have received accreditation for family practice residency p ro g ra m s an d will o p en in July, 1980. O t h e r P rim a ry Care Residencies - Residents from the D e p a rtm e n ts of Internal Medicine, Pediatrics an d o th er specialties and subspecialties are perm itted to spend periods of rotation away from their tr ain in g base. T h e A H E C s have been the p rim a ry sites chosen for these external train ing rotations. C o n ti n u in g Education - Each Area Health Education C enter provides an ideal org anizational system for co n tin u in g education, and an increasing n u m b e r of offerings are being pro vided in each of the six AHECs.

Established in N o v e m b e r of 1973, the El D orado AHEC program affords participating students and residents the o p p o rtu n ity to observe an d participate in the health sciences as practiced in rural and su b u r b a n co m m un ities of S outh A rk an sas. C u rren tly, em p h asis is being placed on electives for senior medical students and nurse practitioner stu d en ts, precep to rsh ip p ro g ram s for ju n io r medical students, and c o ntin uin g education for physicians and nurses. T h e facilities of W a rn e r Brown H ospital and U nio n M em orial Hospital are utilized in the training programs. AHECE1 D o rad o has recently received accreditation for a three year Family Practice Residency Program and will begin op eratio n in July, 1980. Jacob P. Ellis, M.D., is the AHEC Director.

T h e N o rth w e s t A rk a n sa s A H E C at Fayetteville was established in N ovem ber, 1974, with the a p p o in tm en t of Lee B. Parker, Jr., M .D ., as A H E C Director. In February, 1975, James K. Patrick, M.D., was appointed Director of the Family Practice R esidency P ro g ram w hich is based in the AHEC at Fayetteville. T his program, which began in July, 1975, inco rp o rates the facilities of W a s h in g to n Regional Medical Center, Fayetteville V.A. Hospital, Fayetteville City H ospital, and S p rin gd ale M em orial H ospital. Cumulatively, these hospitals represent a total of 692 beds with an average cen su s of 559, an d 82 ph y sician s w h o serve on the staff. AHEC Fayetteville also operates a satellite clinic at Lincoln, A rkansas. T h is clinic is staffed by faculty and residents from the Family Practice Residency Program. Dr. Parker
FORT SMITH T he Fort S m ith AHEC, u nd er the D irectorship of J o h n R. Williams, M.D., provides senior electives in most of the m ajor medical specialty and sub-specialty areas. T he excellence of this experience is due to the quality of the medical c o m m u n ity , some 165 in n u m b er. Sparks Regional Medical Center, which is cu rrently expanding to 681 beds, and St. Edward M ercy Center, w hich has recently increased its capacity to 339 beds, dem onstrate the progressive nature of the area. T h e Family Practice Residency Program, under the leadership of Dr. David Busby, is now in its fifth year w ith 21 residents in training. Dr. W illiam s
JONESBORO T he Jo n esbo ro AHEC, established in December, 1974, and Directed by Robert S. C ohen, M.D., offers elective pro g ram s for senior medical s tu d e n ts in alm ost 20 specialty fields. The facilities in Jonesboro include St. Bernards Regional Medical C enter, a 240 bed general hospital, and Craighead C o u n ty Mem orial Hospital, which are served by 62 physicians. A H E C Jo n es b o ro has recently received accreditation for a three year Family Practice Residency P rogram and will begin op eration in July, 1980. T h e trade area of over 300,000 persons also benefits from a mental health center w hich has bo th in a n d o u t-p atien t services. Dr. Cohen
PINE BLUFF A H E C Pine Bluff was established in Septem ber, 1973, and since April, 1974, has had successful clinical rotations for U A M S C medical stu d en ts and in ternal medicine residents. D onald L. Miller, M.D., is Director, with offices located by Jefferson H ospital. T h e hospital is a 315 bed facility, w ith a medical staff of 83 physicians. Medical and audiovisual libraries are located in the A H E C offices and staffed by U AM SC trained librarians. T he AHEC-Pine Bluff Family Practice R esidency Program , Directed by James A. Lindsey, M.D., first accepted residents in July, 1977, and n o w has 7 residents in training. Dr. Miller
TEXARKANA T h e Area H ealth Education C en ter-S o uth w est was established at T exarkana, Ark., on A ugust 1, 1975, with the a p p o in t m e n t of Jam es B. Kittrell, M.D ., as Director, T he A HEC -T exarkana headquarters is located in facilities provided by St. M ichael H ospital, Texarkana, Ark. T h e facilities of this hospital, as well as those of W adley Hospital in T exarkan a, Texas, are utilized for the A HEC educational program . O ver 40 c o m m u n ity physicians serve as faculty of the p rog ram . Since Ju ly of 1976, elective c lerksh ip s have been offered to senior medical stu d en ts at AHECT ex ark ana, w ith fu ture p lan s in clud ing d ev elopm ent of a Family Practice Residency Program. ir e s id e n c y I Fully accredited three-year residency training p ro gram s in Family Practice were b egu n at AFdEC-Fort S m ith and AHECFayetteville/Springdale in July, 1975, and at A H E C -P in e Bluff in July, 1977. Sim ilar p ro g ram s have been accredited at AHECJon esb o ro and A H E C -E lD orado and will begin operation in July, 1980. Each of these train in g p ro g ram s has a p hysician director and other full-tim e staff, and a full co m p lem en t of College of M edicine ap po inted teaching faculty in all the major medical specialties and subspecialties from a m o n g the practicing p h y s i cians in each of the three A HEC com m unities. T he overall goal of the residency p ro g ram is to teach and train future fam ily practitioners, e m p hasizing co n tin u in g care, and focusing on the total patient, his family, and c o m m u n ity . A n
other im p o rta n t goal of the pro gram is to achieve a better distri bu tio n of p rim a ry care phy sician s th ro u g h o u t the state, particu larly in the less populated areas of A rkansas. In order to achieve these goals, the residency training pro g ram s em phasize in s tru ctio n in internal medicine, pediatrics, obstetrics-gynecology, surgery, em ergency room, behavioral sci ence and psychiatry, w ith additional experience in a variety of subspecialties. Also, each pro gram has a fully staffed and equipped model Family Practice C en ter w hich is the focus of activity for o u tp atien t training d u rin g the three year program. D u rin g the present academic year, 1979-80, a total of 40 family practice residents are in train in g in the A HEC Program.

OFFICE OF COMMUNITY MEDICAL AFFAIRS
Mr. Bill North Director The Office of Community Medical Affairs was created by Dean Thomas A. Bruce in late 1975. The purpose of the Office is to serve as liaison between the College of Medicine and Arkansas communities; it is particularly interested in providing helpful information to medical students and housestaff who are interest ed in practicing medicine in Arkansas and in providing assistance to communities that are seeking to recruit physicians. A project titled, “Consultation and Assistance for Medically Underserved Rural Areas," was funded by HEW, and will be concluded in early 1980. The project was conducted jointly with the Arkansas Department of Health and has been providing technical assistance to rural communities which are medically underserved and are seeking to recruit physicians. Specific assistance was offered in the areas of; 1) organization and use of a Physician Recruitment Committee, 2) assessment of community health manpower needs, 3) sources from which to recruit physicians and 4) methods of recruiting physicians. Additional activities of the Office of Community Medical Affairs include: 1. Providing individual students and housestaff with, “Community Data Profiles" on any community in Arkansas which the student or housestaff is interested in exploring as a possible practice location site. If requested, arrangements will be made for individuals to make personal visits to any community in which they are interested. 2. “Another Arkansas Practice Opportunity" exhibit. This is a permanent display in the University Hospital which gives pertinent information regarding communities throughout the state that are attempting to recruit physicians. A new community is “featured approximately every three weeks. 3. The “Physicians Opportunity Fair." This is an annual event in which communities who are seeking to recruit physicians are invited to come to the UAMS campus for one day for the purpose of telling students and housestaff about the need in their communities for physicians and to provide specific information about their community. 4. “Arkansas Practice Opportunity Familiarization Program." Better known as, “the bus trips" enables junior and senior medical students, and their spouses, to meet with medical, business, and community leaders; to tour local medical facilities, as well as the town itself; to involve the students and their spouses in working with the communities in their physician recruitment and retention activities. There is no cost or commitment on the part of the student or spouse and the gathering of much information, always accompanied by great food and entertainment! 30

DR. HARRY P. WARD
Dr. Harry P. Ward joined the University of Arkansas Medical Sciences Campus as Chancellor in March of 1979. Dr. Ward, a leading medical educator in Colorado, had served the dual role of dean of the medical school and associate vice-president for health affairs for the University of Colorado Medical Center. He had also served as acting chancellor for one year. A hematologist. Dr. Ward has stated his interest in promoting opportunities for students from all UAMSC colleges to rotate through the six Arkansas AHEC'S. He has also addressed the issue of containing both educational and medical costs as a necessity. In an early press conference in February 1979, Dr. Ward stated his philosophy towards UAMSC and the rest of Arkansas. He said, "In the evolution of university centers, we have changed from that of school to a health center. Dr. Dennis started this concept and I pledge to continue this concept - striving for excellence."

Dr. Virginia R. Jarratt, a native of Mooringsport, LA, joined the University of Arkansas Medical Sciences Campus January 1,1980 as dean and professor of the College of Nursing. She previously held the position of dean and professor at Harris College of Nursing, Texas Christian U niversity in Fort Worth. Dr. Jarratt will succeed Dr. Elois R. Field, who stepped aside August 1, 1978 after serving for fourteen years as dean. Miss Gloria N. Rauch, professor and associate dean for administration, served as interm dean. Virginia Jarratt was a 1943 diplo ma graduate of the John Sealy Col lege of Nursing, Galveston Texas. She received her bach lor's degree in nursing for the University of Texas in 1956. In 1959, she com pleted her master's degree in nurs ing administration from the Uni versity of Minnesota, and later in 1967, she received her doctorate from the University of Texas Col lege of Nursing.

Our medical community covers nearly every specialty area. Although Warner Brown Hospital is housed in a new, well-equipped 181 bed facility, we have been serving this com munity of 26,000 since 1919. We con servatively estimate the population of our drawing area to be 80,000. The number of admissions for FYE June 30, 1977 was 5, 830 and the number of patient days was 44, 810.
