ACUERDO DE REVITALIZACIÓN DE SISTEMAS DE RIEGO COMO MECANISMO DE ADAPTACIÓN AL CAMBIO CLIMÁTICO Y LA PRODUCCIÓN SOSTENIBLE DE ALIMENTOS PRIMERA (ANTECEDENTES).- El Estado Plurinacional de Bolivia en el marco de la de la Contribución Nacionalmente Determinada 2021 – 2030, ha previsto como metas en el sector de agua fortalecer la gestión hídrica multinivel y multisectorial, comprometiéndose de esta manera a contar con cuencas estratégicas, subcuencas y microcuencas con una adecuada gestión, adaptadas y resilientes, que permitan un uso eficiente, equitativo e inclusivo de los recursos hídricos en sus múltiples usos y cuya gestión esté centrada en el bienestar de las personas y el equilibrio de la Madre Tierra. Además, se compromete a hacer más resilientes los sistemas de aprovechamiento de los recursos hídricos, tanto en términos de garantizar un acceso equitativo y seguro de agua potable y saneamiento mejorado, sistemas de riego revitalizados y servicios a nivel urbano y rural; como también, proteger, restaurar las fuentes de agua y áreas de recarga hídrica superficial y subterránea como la mejora de los sistemas de recuperación, tratamiento y almacenamiento de agua, incluyendo sistemas multipropósito y técnicas de cosecha de agua para consumo humano y riego. Bajo estas consideraciones, la Autoridad Nacional Designada al Fondo Verde del Clima, junto a la FAO Bolivia y luego de un proceso de Consentimiento Libre Previo e Informado, ha solicitado y aprobado la donación para la implementación del proyecto “Incremento de la Resiliencia Climática basada en Ecosistemas de Comunidades Rurales Vulnerables en la Macro-región Valles del Estado Plurinacional de Bolivia”, el mismo que tiene por finalidad lograr la resiliencia al cambio climático de las comunidades y pequeños agricultores de la Macro-región Valles, a partir del fortalecimiento de capacidades y desarrollo de mejores prácticas agrícolas para aumentar la productividad y la sustentabilidad de sus agroecosistemas bajo riego eficiente y manejo integral de cuencas, a fin de adaptarse al cambio y la variabilidad climática. SEGUNDA (DE LAS PARTES).- Son partes intervinientes del presente Acuerdo de Revitalización de Sistemas de Riego como Mecanismo de Adaptación al Cambio Climático y Producción Sostenible de Alimentos, las siguientes: a) La Organización de Naciones Unidas Para la Alimentación y la Agricultura en Bolivia - FAO Bolivia, representada por Rodrigo Roubach, en su calidad de entidad implementadora del Proyecto “Incremento de la Resiliencia Climática basada en Ecosistemas de Comunidades Rurales Vulnerables en la Macro-región Valles del Estado Plurinacional de Bolivia”, en adelante RECEM Valles; b) La Asociación de Regantes APURI, representada por Pedro Ticona, en su calidad de Secretario General, quién de libre y espontánea voluntad han manifestado la adehesión al Programa RECEM Valles de al menos 25 familias de regantes. TERCERA (OBJETVO).- El objeto del Acuerdo de Revitalización de los Sistemas de Riego como Mecanismo de Adaptación al Cambio Climático y Producción Sostenible de Alimentos, es brindar asistencia técnica y realizar inversiones en la revitalización de los sistemas de riego de 25 familias pertenecientes a la Asociación de Regantes APURI. CUARTO (DERECHOS Y OBLIGACIONES).- Son derechos y obligaciones de las partes intervinientes del presente acuerdo las siguientes:
I. Respecto a RECEM Valles: a) Brindar asistencia técnica para la identificación de necesidades en la revitalización de sistemas de riego de la Asociación de Regantes APURI. b) Brindar asistencia técnica en procesos de producción sostenible, agroecología y comercialización c) Promover la certificación orgánica y de origen de los productos de la agricultura familiar que dinamizan las economías locales. d) Proveer de insumos para revitalizar los sistemas de riego tradicionales con tecnologías que permitan mantener y mejorar los volúmenes de producción agrícola. e) Reducir la carga horaria en los procesos de riego por parte los administradores y también las y los usuarios del agua, a partir de la implementación de tecnologías de punta. f) Realizar monitoreo para la prevención y control de riesgos agropecuarios II. Respecto la Asociación de Regantes APURI: a) Elaborar su lista de beneficiarios del Proyecto por unidad familiar y la caracterización del sistema productivo que los identifica. b) Acompañar los procesos de diagnóstico sobre los avances y desafíos en la gestión integral del agua y la revitalización de los sistemas de riego. c) Comprometer la acción comunal de los miembros de la Asociación de Regantes para lograr implementar acciones de revitalización en sistemas de riego, mantenimiento de fuentes de agua y recuperación de prácticas sostenible. d) Invertir en el mantenimiento y/o renovación de los sistemas de riego, al menos por una sola vez, luego de haber recibido la asistencia técnica e insumos de RECEM VALLES. e) Participar de eventos nacionales e internacionales sobre gestión integral del agua, con énfasis en la aplicación de riego tecnificado, entre otros. QUINTA (SERVIDUMBRE ECOLÓGICAS, FUENTES E AGUA Y CONSUMO RESPONSABLE DEL AGUA) Como parte del compromiso y garantía de cumplimiento del acuerdo de referencia, la ASOCIACION DE REGANTES ACURI, compromete conservar sus fuentes de agua, el curso del río y/o servidumbres ecológicas y/o cobertura de vegetal cercana a una represa o sitio de embalse, manifestando además su conservación estricta y acompañamiento en su monitoreo. SEXTA (CONFORMIDAD) En señal de plena y amplia conformidad con todas y cada una de las cláusulas entes mencionadas, las partes intervinientes del presente acuerdo firman en doble ejemplar, a los 2 días del mes de agosto de 2022.

AGREEMENT FOR THE REVITALIZATION OF IRRIGATION SYSTEMS AS A MECHANISM FOR ADAPTATION TO CLIMATE CHANGE AND SUSTAINABLE FOOD PRODUCTION FIRST (BACKGROUND).- The Plurinational State of Bolivia, within the framework of the Nationally Determined Contribution 2021-2030, has established as goals in the water sector to strengthen multilevel and multisectoral water management, thus committing itself to having basins strategic, subbasins and micro-basins with adequate management, adapted and resilient, that allow an efficient, equitable and inclusive use of water resources in their multiple uses and whose management is focused on the well-being of people and the balance of Mother Earth. In addition, it commits to making water resource use systems more resilient, both in terms of guaranteeing equitable and safe access to drinking water and improved sanitation, revitalized irrigation systems and services at the urban and rural levels; as well as, protect, restore water sources and surface and underground water recharge areas as well as the improvement of water recovery, treatment and storage systems, including multipurpose systems and water harvesting techniques for human consumption and irrigation. Under these considerations, the Designated National Authority to the Green Climate Fund, together with FAO Bolivia and after a process of Free Prior and Informed Consent, has requested and approved the donation for the implementation of the project "Increasing Climate Resilience based on Ecosystems of Vulnerable Rural Communities in the Valles Macro-region of the Plurinational State of Bolivia”, which aims to achieve resilience to climate change in the communities and small farmers of the Valles Macroregion, based on the strengthening of capacities and development of better agricultural practices to increase the productivity and sustainability of its agroecosystems under efficient irrigation and integrated watershed management, in order to adapt to climate change and variability. SECOND (OF THE PARTIES).- The parties involved in this Irrigation Systems Revitalization Agreement as a Mechanism for Adaptation to Climate Change and Sustainable Food Production are the following: a) The United Nations Organization for Food and Agriculture in Bolivia - FAO Bolivia, represented by Rodrigo Roubach, in its capacity as implementing entity of the Project "Increasing Climate Resilience based on Ecosystems of Vulnerable Rural Communities in the Macro-region Valleys of the Plurinational State of Bolivia”, hereinafter RECEM Valles; b) The Association of Irrigators APURI, represented by Pedro Ticona, in his capacity as General Secretary, who of free and spontaneous will have manifested the adherence to the RECEM Valles Program of at least 25 families of irrigators.
THIRD (PURPOSE).- The purpose of the Irrigation Systems Revitalization Agreement as a Mechanism for Adaptation to Climate Change and Sustainable Food Production is to provide technical assistance and make investments in the revitalization of the irrigation systems of 25 families belonging to APURI Irrigation Association. FOURTH (RIGHTS AND OBLIGATIONS).- The following are the rights and obligations of the parties involved in this agreement: I. Regarding RECEM Valles:
a) Provide technical assistance for the identification of needs in the revitalization of irrigation systems of the APURI Irrigation Association. b) Provide technical assistance in sustainable production processes, agroecology and marketing c) Promote organic and origin certification of family farming products that boost local economies. d) Provide inputs to revitalize traditional irrigation systems with technologies that allow maintaining and improving the volumes of agricultural production. e) Reduce the hourly load in irrigation processes by administrators and also by water users, based on the implementation of state-of-the-art technologies. f) Carry out monitoring for the prevention and control of agricultural risks
II. Regarding the APURI Irrigation Association: a) Elaborate their list of beneficiaries of the Project by family unit and the characterization of the productive system that identifies them. b) Accompany the diagnostic processes on the advances and challenges in the integral management of water and the revitalization of irrigation systems. c) Commit the communal action of the members of the Irrigators Association to implement revitalization actions in irrigation systems, maintenance of water sources and recovery of sustainable practices. d) Invest in the maintenance and/or renovation of irrigation systems, at least once, after having received technical assistance and supplies from RECEM VALLES. e) Participate in national and international events on comprehensive water management, with emphasis on the application of technical irrigation, among others.
FIFTH (ECOLOGICAL EASEMENT, WATER SOURCES AND RESPONSIBLE WATER CONSUMPTION) As part of the commitment and guarantee of compliance with the reference agreement, the ACURI IRRIGATION ASSOCIATION undertakes to conserve its water sources, the course of the river and/or ecological easements and/or vegetation cover near a dam or reservoir site, also expressing its strict conservation and accompaniment in its monitoring. SIXTH (CONFORMITY) As a sign of full and broad compliance with each and every one of the aforementioned clauses, the parties involved in this agreement sign in duplicate, on the 2nd day of the month of August 2022.
