A.B. 551 A new assembly bill passed effective January 1, 2014 that is an urban iteration of the Williamson Act. It Allows local governments to establish “Urban Agriculture Incentive Zones” that permit 5 yr contracts between a property owner and city or county to assess property taxes on use rather than zoning. There is significant criticism that the bill is a tax shelter for developers with stalled projects.
