2018 RETURNING OFFICER General: UCSA is the University of Canterbury Students’ Association Incorporated. Established in 1894, the UCSA is a not for profit organisation with charitable status. Twelve elected student representatives govern the UCSA with the support and guidance of external advisors via an Advisory Board. At times, the UCSA employs up to 150 full time, part time and casual staff who report through to the Chief Executive. OUR VISION We are here for students. OUR MISSION Helping students succeed and belong. Main Purpose: To ensure the UCSA Elections are free and fair. To ensure the UCSA Elections are run effectively and in compliance with the UCSA Constitution and its rules. To manage the electioneering and voting processes. Accountable to: UCSA Chief Executive Reports to: UCSA Chief Executive Responsible for: No direct staffing responsibility Relationship with: Activities and Events Manager, UCSA Chief Executive, UCSA Media Team, UCSA Executive Personal Assistant, UCSA Reception, UCSA Building/Resources Manager & UC Security. Remuneration: Type: Salary; weekly amount (dependent on number of candidates) to be paid in a lump sum on completion of Election process. UCSA Returning Officer Position Description - 7 June 2018
Duties and responsibilities: General Work with the above named to ensure the UCSA Elections are free and fair; Have clear understanding of Constitution and campaign rules associated with the election; Provide and maintain clear and consistent guidelines to candidates; Liaise with UC to ensure all members are able to cast an electronic vote; Develop and maintain a professional and cooperative relationship with the E v e n t s a n d A c t i v i t i e s Manager, UC Security and any other parties involved in the Election campaign and results; Look for opportunities to improve procedures, and make improvements where appropriate in consultation with the Activities and Events Manager; Answer emails and phone queries from candidates in a timely manner, in accordance with the UCSA Constitution; Answer and resolve any concerns UC Security may raise; Attend a debrief meeting with relevant staff; Complete a post-election report including recommendations for future years. Tasks: Read and understand the UCSA Constitution, Membership and Election By-Laws; Read, understand and update all election documentation; Attend Executive Candidate sessions with Executive (who are not re-running); Check student membership eligibility and process nomination forms; Ensure UC Event Notification Forms (ENF) are completed correctly and submitted to UC; Organise candidate briefing; Ensure campaign rules are adhered to at all times; Be on-call both by email and phone/text between the hours of 8am to 10pm; Organise candidate profile boards in the Undercroft; Organise promotion of candidates at Halls of Residents; Monitor voting process on voting days; Announce election and voter turn-out results; Write report and include any recommendations; Ensure all campaign material is removed and taken down around campus; Advise UC Registrar of election results and President elect as student representative on UC Council. Qualifications and experience (preferred but not essential): Knowledge and understanding of the services offered by the UCSA; Knowledge and understanding of the UCSA, its election process and Constitution; Knowledge and understanding of the express (and implied) policies regarding marketing a n d e v e n t s on campus. Personal attributes: Ability to prioritise, multitask and work under pressure; Excellent communication and interpersonal skills; Self-motivated, proactive with excellent time management skills; Attention to detail and ability to receive and act on instructions delegated down; Friendly and approachable; Honest and reliable; Ability to conduct him or herself in a positive and professional manner at all times; Ability to effectively operate basic computer programmes.
