PRIVACY MATTERS FERPA The Family Educational Rights and Privacy Act (FERPA) permits the following: • UH faculty and staff may disclose personal identifiable information from an education record to appropriate individuals in connection with a health and safety emergency. • Information may be released to parents, police or others if knowledge of the information is necessary to protect the health and safety of the student or other individuals. • Observations of a student’s conduct or statements made by a

student are not education records or FERPA protected. Such information should be shared with University personnel when there is a specific need to know with appropriate consideration for student privacy.
The policy of the University of Houston (UH) is to ensure equal opportunity in all its educational programs and activities, and all terms and conditions of employment without regard to age, race, color, disability, religion, national origin, veteran’s status, genetic information or sex (including pregnancy), except where such distinction is required by law. STEP 1 As a faculty or staff of the UH community, you have a duty to report a complaint. A complaint may be raised by virtually anyone, including the victim, roommate, teammate, parent or an employee. The alleged harasser can be an employee, another student or a third-party visiting campus.
STEP 2 The University’s duty is to the victim and the entire community. Information reported to you is not confidential. While you can promise to keep the matter private, you cannot promise

TIPS • SAFETY FIRST – The welfare of the campus community is the top priority when a student displays threatening or potentially violent behavior. Do not hesitate to call for help. •B E DIRECT – Don’t be afraid to ask students directly if they are under the influence of drugs or alcohol, feeling confused or having thoughts of harming themselves or others. • BE PROACTIVE – Engage students early on, setting limits on disruptive behavior. • LISTEN SENSITIVELY AND CAREFULLY – Use a non-confrontational approach and a calm voice. REASONS TO CONSULT WITH COUNSELING AND PSYCHOLOGICAL SERVICES (CAPS) Academic Indicators

• Sudden decline in quality of work and grades • Repeated absences
• Self-disclosure of personal distress, such as family problems, financial difficulties, contemplating suicide, grief
• Disorganized performance
• Unusual/disproportional emotional response to events
• Multiple requests for extensions
• Excessive tearfulness, panic reactions
• Overly demanding of faculty and staff time and attention
• Irritability or unusual apathy
• Bizarre content in writing or presentations
• Expressions of concern about the student by his/her peers
• You find yourself doing more personal rather than academic counseling during office hours
Physical Indicators • Marked changes in physical appearance, including deterioration in grooming, hygiene or weight loss/gain
• Verbal abuse (e.g., taunting, badgering, intimidation)
Safety Risk Indicators • Unprovoked anger or hostility • Physical violence (shoving, grabbing, assault, use of weapon) • Implying or making a direct threat to harm self or others
• Disoriented or “out of it”
• Academic assignments dominated by themes of extreme hopelessness, rage, worthlessness, isolation, despair, acting out, suicidal ideations/violent behaviors, a “cry for help”
• Garbles, tangential, disconnected, or slurred speech
• Stalking or harassing
• Behaviors out of context or bizarre
• Communicating threats via email, correspondence, texting or phone calls
• Excessive fatigue/sleep disturbance • Intoxication, hangovers or smelling of alcohol
• Delusions and paranoia
How to Refer to CAPS If you have concerns for the student’s immediate safety or the immediate safety of another, call 911. Safety precedes treatment. You can: • Escort the student to the Dean’s Suite or call 713-743-7624 to request the associate dean to come to your location. •A sk the student to call CAPS in your presence OR call CAPS directly and put the student on the phone to speak to the consultant on duty. • Encourage the student to walk into CAPS to speak to the consultant on duty in person. Walk-in hours are Monday-Friday 8:30 a.m. to 4 p.m. • Call CAPS and ask to speak to a consultant on duty to indicate that you are concerned about a student’s well-being and that you will be walking them over to CAPS. Then, personally escort the student to CAPS. • CAPS is available during and after business hours. Call 713-743-5454 if you have any mental health questions or concerns regarding any student, staff or faculty.
CONDUCT ASSESSMENT AND RESPONSE TEAM (CART) The University of Houston is committed to providing a learning environment that not only promotes the safety and well-being of its students, but an environment conducive for students to develop to their fullest potential. To this end, the University has established CART in order to provide a proactive, multidisciplinary and collaborative approach to assessing and responding to students who exhibit threatening and/or concerning behavior such as: • Refusal to comply with faculty and staff direction • Overt inattentiveness • Loud and/or erratic behavior • Threats of physical assault • Behavior that disturbs the class • Romantic or obsessive behavior • Actions that intimidate others
Moderate Level of Disruption • No immediate danger, mildly distressed • Emotionally troubled, student impacted by situational stresses and/or trauma • Typically, a situation that can be handled informally between you and the student, and leads to resolution
High Level of Disruption • When a student exhibits behavior that warrants a greater degree of intervention, immediately address the student’s behavior. If this occurs, you should call UHPD at 713-743-3333. • Exhibiting clear distress, disturbance escalating and/or there is immediate danger of some kind • Damaging University property • Harming themselves or others, call 911 If you believe there is immediate danger to a person or property, immediately call the University of Houston of Public Safety at 713-743-333 or call 911. If the danger is not immediate, you may use the Incident Report Form.
Complete an Incident Report Form Submitting a Behavioral Incident Report Form to CART will initiate an assessment of the behavior of concern.
