Now in his final year as Chief Scout, Peter Duncan shares his memories of St George’s Day, reflects on the journey of a movement, and tips his hat to this year’s recipients
n a sunny day in April 1967, I stood 4’4” tall, outside the entrance to Windsor Castle wearing an itchy green jumper and piped Cub cap. I was visiting my Welsh cousin Stuart who had become a Queen’s Scout. No doubt the then Chief spoke from the steps of St George’s Chapel and congratulated the throng below. He would have praised them for their achievements and thanked the
volunteers, parents and friends for their dedication and passion to Scouting; just as I have done in my own way over the last few years. My leap from a small bony Cub to the ninth Chief Scout has more to do with serendipity than years of service, but having taken on the role with little experience, I have learnt what it means to those that participate. Scouting is an extraordinary template which allows the best aspects of the human spirit to thrive. The ideas of one organised, practical and creative man have morphed over a hundred years later into the cultures of every nation on earth. To be part of it means, you, today have a model to help use your talents while at the same time making a difference to the lives of others, and to our planet that needs to change to preserve itself. Congratulations to everyone who has received an award for your service, your inspirational actions or for just being part of the family.

Silver Wolf
‘In recognition of services to Scouting of the most exceptional nature’
The Silver Wolf Award was introduced by Lord Baden-Powell and remains The Scout Association’s highest award for service to Scouting. The Silver Wolf is the unrestricted gift of the Chief Scout and is only awarded ‘for service of an exceptional nature.’ It is not normally awarded until at least a Silver Acorn has been gained. In practice, this means that it is seldom awarded for less than 30 years’ service, although this is not always the case. 4

Sam Anderson – Silver Wolf Anyone who has visited Crawfordsburn Scout Centre in County Down will know it as a green and tranquil campsite, an ideal base for learning scoutcraft and pursuing adventure. Sam Anderson served as Commissioner for Crawfordsburn, initially a three month appointment that ended up being ten years! During that time, Sam played a key role in guiding the campsite towards the place it is today, securing investment and attracting interest from outside the Movement. Sam has also been an advocate of adult training, advising new leaders and passing on his significant Scouting knowledge. ‘Often Scouts turn up and just play football, so it’s good to encourage leaders to try different things, so that they can learn something useful. ’ i.SCOUT because… I want to pass on what I learned as a Scout to today’s Scouts and leaders.

Joan Goldsmith – Silver Wolf Joan puts her dedication to Scouting down to the many people who have helped and supported her in a variety of roles, including young people. It is ‘a deep and fundamental belief in the Movement’ that keeps her actively involved. As one of the first County Child Protection Co-ordinators, Joan was involved in the early stages of creating the Association’s yellow card, and is glad that Scouting got on board with safeguarding at an early stage. ‘Our policy is held up as good practice, not just among youth organisations, but across the statutory sector. David Hatliff – Bar to the Silver Acorn David has held many roles since starting up a Scout Group in 1961, both behind the scenes, and on the water as a canoeing and bell boating instructor. The best bits for David are the accumulation of little things that make it all worthwhile. ‘After one day walking in the Lake District, coming back down to the minibus, a lad turned to me and said “I really enjoyed that, it was brilliant!” He was the last person you’d expect to say it, and that made it special.’ i.SCOUT because… of the satisfaction of encouraging young people to learn and try new things.

Malcolm Smith – Silver Acorn Having progressed naturally into a leadership role at the age of 15(!), Malcolm has given over 45 years service, most recently as Group Scout Leader of the 27th Chingford. Stepping in wherever needed, Malcolm has volunteered as a leader in the Beaver, Cub and Scout sections, but it is in the latter that he has always felt at home. Highlights of an active Scouting career include taking Scouts abroad, to Switzerland and Germany, survival skills camps and training Patrol Leaders to take an active role in the leadership of the Troop. Only last year, Malcolm re-opened the Cub Scout Pack, with his son, now aged 30 as one of the leaders. i.SCOUT because… it’s so satisfying to help youngsters learn the skills needed to become self-sufficient.. A family affair Eric and Joyce Jackaman are one of a few Scouting families to be honoured together in this year’s awards Eric started his Scout Group in 1953, and has been recognised with the Silver Wolf. Loyalty is at the heart of his service. ‘Scouting gave me a yearning to keep on, and see the Scouts achieve. I didn’t want to let the Group down’. Eric has held practically every role within the Group, and remains the Group’s Treasurer. Joyce was ‘absolutely overwhelmed’ to be included in this year’s awards with a Silver Acorn of her own. ‘Having received the Medal of Merit many years ago, I was not expecting this award and am thrilled.’ A fundraising expert, over the years Joyce has knitted, crocheted and tombola’d hundreds of items for the Group, ‘so many I’ve lost count!’

Caroline Page – Silver Acorn Caroline first volunteered when her eldest son joined the Cubs in Saxlingham Nethergate, Norfolk. She started helping on the Group Executive Committee, and before long donned the uniform as a Cub Scout Leader. She has never looked back! Caroline played a key support role in the setting up of Explorer Scouting in the District in 2002, first as administrator and then as the District Explorer Scout Commissioner, taking care of ten Units in what is a large and challenging part of Norwich. ‘What’s so great about Scouting is when a child joins Cubs so timid, scared to go to camp, and gradually, through the things they learn, grows in confidence. Two years later they’re showing you how to pitch a tent correctly. It’s fantastic!’ i.SCOUT because… it did so much for my children, and I want to give something back. St George’s Day Awards
Good Service Awards Applications for Good Service can be submitted at any time of the year and if approved, the Chief Scout’s Commendation for Good Service, Award for Merit and its Bar are awarded usually within six weeks of application being received. Applications for the Silver Wolf, Silver Acorn and its Bar are usually considered for inclusion in the St George’s Day Awards list, although they can be requested ‘out of season’ given exceptional circumstances. Nominations that are made by Headquarters for members of staff or some County/Area Appointments for their service to Scouting occur once a year within the St George’s Day Awards.
