Summary Westminster City Council was asked by the London Notting Hill Carnival Ltd to resume a voluntary role as provider of communications support for the Carnival Season 2008. LNHCL required communications to promote Carnival as a series of events rather than just one weekend, to introduce the ‘Welcoming the World’ theme and present Carnival as a multicultural and unifying event. Furthermore, this helped position the Carnival in alignment with the 2012 Olympic handover event and the principles of the 2012 Olympic effort in general. The brief also required Westminster to manage the media launch of Carnival 2008, and to enhance the reputation of the Carnival as an exciting platform for brand opportunities. Public perception of crime provided an additional challenge this year and necessitated positive collaboration and partnership work with the Metropolitan Police.
What Westminster Did The Westminster team provided a dedicated Notting Hill phone presence that officially went live on 1 July. In reality, there proved to be a heavy demand for the phone service from early June onwards. The service dealt with general enquiries; particularly from international media, photo requests and took details for media accreditation applications for the Panorama event on Saturday 23rd August and the Carnival event on 24th and 25th August. Westminster co-ordinated a launch event to kick start the Carnival Season and to introduce the 2008 theme to the media. The event was held at the iconic London Odeon in Leicester Square and included extensive liaison with significant Notting Hill Carnival stakeholders including the Met Police and Mayor’s Office. Boris Johnson spoke at the event and subsequent print and broadcast coverage was very positive. A media grid was developed to deliver positive stories every week during the build up to position Carnival as a season of events and to enhance its reputation as an international platform. To give a broad appeal, different Carnival-related subjects were promoted, including food, fashion, business, charity and community. This year there was also an additional element provided by the 2012 linkup. The Westminster team manned the official Carnival media centre over the two days of the main weekend, supplying information, IT facilities and official accreditation. Additional support was provided for the Panorama event at Hyde Park. Supplementary communications support provided by Westminster included provision of web copy, shaping of the 2008 key messages, liaison with TFL, Kensington and Chelsea and provision of a distinct look and feel for the media launch.

Media coverage - Notting Hill Carnival 2008 A story grid was put in place, using the media launch to kick-start this year’s media campaign. This year’s launch was higher profile than last year, with the attendance of the Mayor of London, Boris Johnson, in his first year in office. The event was followed by a five-week story list covering several areas, including business, food and music and in the lead up to the carnival, a story a day was released. This activity raised the profile of the carnival locally, regionally, nationally and internationally. Prior to the media launch, Notting Hill Carnival was featured in Marketing Week as offering bespoke packages to potential sponsors; a result of LNHC asking the press office to raise their profile in this sector. This year, for the first time LNHC worked directly with Time Out. From July to the end of August, the press office provided information across all five carnival arenas to the title for their Notting Hill Special, their biggest selling issue. Westminster was also in regular contact with the Met police press office and remained informed about their media activities.
Releases were as follows: Week 1 Notting Hill Carnival: Welcoming the World 2008. Media launch at the Odeon Cinema, Leicester Square, attended by Boris Johnson. Organisers revealed this year’s theme, which integrated the carnival’s ideals with the 2012 Olympics. Week 2 The London Calypso Tent Week 3 Nursery Carnival Week 4 Costume Splash at Alexandra Palace Week 5 Day 1 Panorama at Hyde Park on Saturday August 23rd. Day 2 Unveiling of commemorative plaques for Claudia Jones, founder of the Notting Hill Carnival. Day 3 Carnival’s official charity of the year, the African Caribbean Leukaemia Trust. Focus on a seven-year-old boy appealing for bone marrow donors to come forward at carnival. Day 4 Letter from Boris Johnson issued by the GLA inviting all Londoners to the carnival Day 5 Notting Hill Carnival welcoming the world, in what fulfilled its promise to be the biggest and best spectacle of music and dance yet.

Media Evaluation Highlights › Printed media articles more than doubled to 612 articles › More than 80 journalists from print, radio and broadcast attended the media launch, which secured huge amounts of positive coverage. Boris Johnson’s support at the event was later followed by a letter to the media. › Despite a big focus on the Olympics handover, the papers, radio and broadcast covered the carnival due to our proactive approach. › This year a series of case studies was provided to BBC News online, which ran a story every day for seven days prior to the bank holiday weekend
Recommendations As in previous years, it is clear that communications can have a great impact on perception of the Carnival. Those who feel informed about events in London and about Carnival and those who feel media coverage has been positive are more likely to speak highly of Carnival and more likely to agree with positive statements about it. Areas for consideration in 2009 are:

Recommendations › It is clear from the results that the theme of Carnival was not recognised by the majority of this year’s visitors. It is recommended that the board test themes in future, use them in interviews and repeat the key message they are conveying. › Conducting proactive communications on Carnival had a great impact on the perception of media reporting as 71% of Londoners think the media viewed Carnival in a positive or neutral light. It is apparent that this type of strategy should be continued in future. › Those who feel they are informed about events in London and about Carnival and those who feel the media coverage had been positive about it are more likely to speak highly of Carnival and are more likely to agree with positive statements about it. This therefore improves Carnival’s reputation and means the board will be able to bid for more resources.

10 › Communications from the police about preventative measures taken was seen by 58% of those who have heard of Carnival and this along with other factors seems to have had a positive effect on the reputation of Carnival and of the police. › More promotion of Carnival as a season rather than just a bank holiday event is needed in future as very few Londoners seem to be aware that Carnival goes on for longer than just the bank holiday weekend. › Carnival is generally seen as an event for people from all sections of the community and as a good place for children to visit (53%) however, these results could be improved with further emphasis on the widespread appeal of Carnival in future.

Introduction The Notting Hill Carnival took place between the 25th to 26th August 2008. Westminster City Council conducted two public opinion surveys. A Visitor Survey was carried out face-to-face on the 25th-26th August 2008. 422 interviews were conducted by an independent market research company in four locations; Emslie Horniman’s Pleasance Park (A), Athlone Gardens (B), Powis Square (C), The Judging Point (D). Around 50 interviews were carried out each day in each of the locations.
A Londoners Survey of 401 interviews was conducted by an independent research company by telephone from 20th-30th August 2008 of Londoners aged 16 and over. Participants were chosen at random with quotas set by and data weighted by age, gender, work status and ethnicity to known profile of Londoners

Who visited the Carnival?

Visitor numbers
Eight percent of Londoners aged 16 and over say that they went to the Notting Hill Carnival in 2008. This is in line with the seven percent who said they went in 2007. There is no statistically significant difference between the two figures, so this does not imply a rise in visitor numbers, but does indicate that around 450,000 Londoners aged 16 and over visited Carnival. Though 61% (450,000 visitors) were from London, there was also an additional 39% visiting from outside London making up an additional 290,000 visitors and bringing the total visiting to 740,000. From the overall total, 20% bought children with them and (calculating on a one child per one adult basis), added an additional 200,000 to the total. This brings the final total of visitors to the Carnival just under a million. The in-street visitors survey also carried out a headcount in the four locations interviews were conducted. Interviewers conducted a head count for five minutes every hour and this was then multiplied by twelve to estimate the flow for that hour. Due to the multiplicity of entry and exit points at Carnival it cannot be assumed that everyone who visited Carnival went to these four areas. The figures show that Emslie Horniman’s Pleasance Park was the quietest location in terms of visitors on Sunday, but the busiest on Monday. The charts on the next page show the flow throughout the day, which shows this area was busiest between 1pm and 4pm on the Monday. Athlone Gardens maintained consistent visitor numbers throughout the two days, although slightly busier on the Monday, with the busiest time around 3-4pm. Powis Square peaked at noon on the Sunday and was the busiest location overall. The Judging Point peaked at 3-4pm on both days.

Three-quarters (76%) of visitors said that they would not have visited the area if it had not been for the Carnival. There was no particular group more likely to say this. Visitors to the Carnival are more likely to be men, aged under 45 and to be White British from another part of London than Notting Hill. One fifth (21%) of people visiting Carnival visit on their own, rising to 23% on the Monday (18% on the Sunday). Three in five (59%) visit with other adults only, 18% with both adults and children, and 2% with just children. All ages of children are brought to Carnival, reflecting the average age of 9-10 years. 1.3
How did people travel to Carnival?
Three in five (58%) travelled to Carnival by the Tube/underground for at least part of their journey, rising to 64% of those visiting on the Monday (52% of those on Sunday). Half walked (50%), rising to 62% of those visiting on Sunday (41% of those on Monday). Travelling by train was most popular on Monday (64% vs. 52% on Sunday) as was travelling by bicycle (41% vs. 30% on Sunday).

At the start of the Londoners survey, before mentioning that the survey was about Notting Hill Carnival, respondents were asked to recall which major public events such as festivals happened in London over the summer. Half (51%) said the Notting Hill Carnival, the Olympics Celebration was mentioned by 9%, 6% the Proms and 6% the Trafalgar Square festival. The survey was around the time of the Carnival, so a higher recall may be expected, but in 2007 the survey was carried out in October and 29% mentioned the Notting Hill Carnival with the Tour de France second on 6%. The Notting Hill Carnival is by far the most remembered public event in London over the summer. 2.2
Information sources
A third (34%) of visitors cited family and friends as giving them useful information about the Notting Hill Carnival. Three in ten (29%) cited the Notting Hill Carnival website as giving them useful information, followed by 9% from National newspapers and seven percent from Time Out. The website was

not up and running throughout the period, so it is possible that respondents confused the site with other Carnival information they found online. Googling “Notting Hill Carnival� returns 420,000 web pages and the top six hits are from separate organisations. The use of the internet is also prominent across London. Two in five (41%) Londoners state that they use the internet to find out about events in London, closely followed by BBC London News (30%), and local newspapers (27%). A quarter (24%) use Metro and this is also the most popular daily or London wide newspaper in London (30%).

Among Londoners who have heard of the Carnival 35% mention national television and another 35% local television as providing useful information about the Carnival. This highlights the importance of television in the Londonwide profile of the Carnival. As with visitors the role of friends and family is highlighted in giving information (29% of those who have heard of Carnival). Word of mouth is vitally important. Four in five (82%) of Londoners who have heard of Carnival and expressed an opinion stated that media coverage was positive or neutral, this is up from 79% in 2007.

Knowledge of Carnival
Among those who say that they have heard of the Notting Hill Carnival 12% say that the Notting Hill Carnival Board run it. Three in five (62%) say they do not know. There are also high proportions of Londoners who have heard of Carnival but do not know the main themes (79%) or can name the main events (74%). Half (51%) of Londoners who have heard of Carnival feel informed about how safe it is. Two-thirds (65%) feel informed about how to get there and 37% feel informed about the events happening. These are all in line with findings from 2007.

Among Londoners who have heard of the Carnival more than two in five (45%) speak highly of it. This is up from 36% in 2007. Only one in ten (10%) are critical. This reinforces the importance of word of mouth as highlighted by the findings from visitors.

Ratings of the Carnival have remained largely unchanged apart from an increase in perceptions that Carnival is a good place to visit (up from 68% in 2007 to 72% in 2008).

Among Londoners who have heard of the Carnival two in five (41%) state that the good thing about it is that it brings communities together (in line with the 42% who said this in 2007), followed by music/bands (19%), atmosphere (17%) and meeting people (12%). The bad things about the Carnival are seen, by Londoners who have heard of it, to be crime/violence/unsafe (58% in line with 57% in 2007), and crowds (22%). Nearly half (47%) of Londoners who have heard of Carnival say that the police could do more to make it safe (down from 52% in 2007), and just over half (56%) say that police preventative measures reassured them. Among all Londoners 21% want no changes to Carnival and 30% don’t know what changes they would make. The top change is to make it safer (16%). 3.2
Plans for the future
Nearly half (46%) of Londoners say that they are likely to go to Carnival in the future. Among those who say they are unlikely to go a quarter (24%) say they are not interested, one in five (20%) find it too busy, 18% dislike the crowds and 17% think it is unsafe.

Notting Hill Carnival survey 2008
The results of the survey are based on 401 interviews with London residents. The first survey was carried out via telephone between 20 August and 30 August. The results from this year’s survey are compared to those of last year’s, where 601 residents were interviewed. Fieldwork was conducted by Infocorp. A representative sample was interviewed with quotas set by age, gender, work status and ethnicity. Data has been weighted to the known profile of Londoners. If results do not add up to 100%, this may be due to more than one response being given, or figures being rounded up or down. If an asterisk ‘*’ is used, this means that a result of less than 1%, but more than zero, has been given. The results are based on all respondents giving an answer, unless it is stated.
