Introduction: The Elfasher Team Site is located in Zamzam town on grid reference 13.15 North and 25.36 East, 14 kilometer north of Elfasher. It has two (02) patrol sites; namely Zamzam Patrol Site and Abushouk Patrol Site. Zamzam Patrol site is situated 12 km North West from the Team site and Abushouk is 10 km south east. Zam zam patrol Site supervises Zam zam IDP Camp with approximately 183344 IDPs. The Abushouk Patrol Site supervises two IDP Camps, One is Abushouk IDP Camp and the other one is Al salam IDP Camp. In Abushouk Camp there are sixty thousand (60000) IDPs resides; whereas in Al salam IDP Camp fifty four thousand (54000) IDPs are residing. The major tribes are in those Camps reside are Fur, Zaghawa, Berti, Masaleet, Tunjur, Tama and Bago. Some more other tribes are also in minority. Economic situation: Majority of the people are Individual contractors with UNAMID whereas others depend on loaning their houses to UNAMID international staff. Some are employed as security guards. Commercial and small scale trading, artisanal works such as masonry, fitting, carpentry and constructional works is also common. Few locals support their family through farming and animal husbandry. They used to sell their goods in the market. Political situation: The area is totally dominated by the Government of Sudan. But the area receives episodic threats and disturbances from movements. Political situation within and around the El fasher town are calm and normal. Security situation: The security situation in the area of El Fasher Team site’s responsibility is calm and quiet but as

The Ethiopian Battalion provides the security to El fasher Team site supported by the Egyptian FPU, Indonesian FPU and Jordan FPU who provide the security to the patrol team. The IDP Camps are patrolled twenty four hours a day and seven days in a week. The security situation of the IDP Camps is up to now in normal condition.

EL-FASHER TEAM SITE D. Some Relevant Questions: 1. What is the impact & status of implementation of DDPD in the region?
Positive. Daily six to seven shift patrols, have succeeded in reducing fear amongst IDPs and local residents. Human Rights abuses have been reduced and issues affecting women and children are prioritized.
2. What has been the impact of patrols?
Positive. This is demonstrated by the free movement of residents due to confidence in the patrol activities; which have drastically reduced fear and anxiety, among residents have.
3. What has been the impact of capacity building?
Has an improved skill of especially Community Policing volunteers in security and safety. The GoS Police investigators have also benefitted tremendously and have had their investigative including interrogation and interviewing skills boosted. The local Police methods of handling suspects have also witnessed an overwhelming boost.
4. How locals see UNAMID role in peace keeping?
Neutral and inspiring. Residents however expect more from UNAMID in terms of Quick Impact Projects and other assistance.
5. How do they rate UNAMID police component/Patrol etc.?
Average but residents have higher expectations of material support.
6. What is the impact of QIPs program?
Positive. Residents have benefited from projects such school rehabilitation which has in turn increased school enrolment and a decrease in school drop-out rate. The Construction of Community Center and Women Center have bought unity amongst the women folks as well as other residents, and has also led to skills training and development among the youth.
7. What is the dynamics of the area/region?
Somehow peaceful with occasional conflicts. Residents are basically farmers and animal rearers. There is however worries about alleged attacks by personnel of the Central Reserve Force. Most of the IDPs do not co-operate with GoS-Police.

The team site is shifted from its current location to El Fasher town in between the two Co-location centers, in order to save fuel, time and the risk of traffic accidents. It will also ensure adequate monitoring of the Co-location centers and easy communication,

In view of the recent incidents within Team Sites’ Area of Responsibility, the incidents most likely or Scenario to emerge: In view of the recent killings of innocent people at Shagra village, there is the possibility of counter insurgency in the near future if adequate negotiations and mediations are not put in place. There is also the possibility of arms gathering which in itself, not conducive to peace and security

2. There must be regular maintenance and/or replacement of vehicles to facilitate operational activities, 3. Logistics such as computers, digital senders and other communication gadgets must be regularly serviced to ensure free flow of information, 4. More capacity building courses should be conducted to improve the skills of the GoS Police, IDPs and the local people; this will subsequently improve the relation between the local people and UNAMID. It will as well and improve the skills of the local Police in the investigation of crime, and treatment of suspects, 5. Quick Impact Projects should be intensified to ease the difficulties which local people especially IDPs face 6. Patrols should be intensified to allay the fears of especially IDPs so that they can go about their normal businesses, 7. The seeming threat posed by personnel of the Central Reserve Force to the IDPs and some locals, must be discussed at the top level with the GoS authorities to ensure the safety and security of the locals, and trust in the Police, 8. Language proficiency course (Arabic), can organized to Police Advisors to reduce the language difficulty and improve communication and interactions with the locals

A. Profile: Introduction: Kabkabiya Team site is located in UNAMID base camp about 03km from Kabkabiya town. It is bounded by OMM (aprox.52km) east, KONGOUR (aprox.56km) west, KUTAB (aprox.79km) north, GURAB (aprox.26km) south. Its direction is 135km west of Sector North Headquarters. The population of Kabkabiya locality is estimated at 100,000 and the number of IDP integrated within the community at about 65,000 Economic situation: Farming and trading are the major sources of livelihoods for the local population.

Political situation: Kabkabiya is managed by the GoS (GoS Police/Military/CRP/NISS are present on ground). However, the area inhabits some movements such as: SLA/W, LJM, Arab Malitia, SLA/W: Koura 36km East of Kabkabiya Team Site, LJM: Kallah 45 km South West and Gelli 27 km North East of Kabkabiya Team Site, Arab Malitia (Janjaweed). There is no IDPs Camp in Kabkabiya. Security situation: The security situation around Kabkabiya is calm but unpredictable. Recorded incidents of Kabkabiya included theft, robbery, rape, carjacking and murder cases. The UNAMID Police is involved with UN agencies, stakeholders and leaders in forms of established Community Safety Committees security coordination and protection of communities. Confidence and capacity building patrols, visits to clinics and rehabilitation of a school for children. The GoS police and CPVs members have benefited from training sessions of UNAMID. The AoR is covered by the Rwanbatt36 protection force and the Jordan FPU2.

MSA accommodation is expensive
2. Other components (Civilian/Military/NGOs and other UN Agencies):
Some NGOs were restricted by the GoS from providing Humanitarian Assistance to some affected area.
3. GoS – Police:
Sometimes, they are not willing to cooperate with UNAMID for the reason best known to them such failure to give information to UNAMID police during follow ups of criminal cases which are reported by local communities.
4. IDPs:
Many complaints are raised by the IDPs with regards as to lack of social amenities like food supplies from humanitarian agencies which are under the Humanitarian Assistance Commission, portable water, clinics and schools.
5. Other Factors hampering performance: Poor road condition which hinder patrols especially during rainy seasons as the roads become muddy and impassable. Lack of Toilets, the ones which are there not working properly. i. Slow or no internet/Lotus connectivity ii. Delay on maintenance of vehicles and CITS equipments. iii. We have no enough female officers for gender when redeployed; there is no replacement. iv. Non approval and non-implementation of QIPs in local community.

from UNAMID base camp that resulted to the death of Arab nomads while GoS police also sustained injury. Kabkabiya T/S AOR is solely controlled by the GoS Police. b. Tribes vs. Tribes: For example, Tarma and Fur by tribes. c. Nomads vs. Farmers: During harvest period, those nomads allow their livestock to destroy some crops on the farmlands and also Farmers usually complain about stealing of their crops and animals by the nomads. d. Economic Conflict: The limited resources and lack of job creation as a result of the War in the region has created a lot of problems on the Jobless people who are looking for means to survive by committing crimes such as dispute in Gold mining areas of Awry village 20km/South where 08 people were shot dead and 10 were injured on Monday 10th September 2012 at 1530 hrs. e. D. Some Relevant Questions : 1. What is the impact & status of implementation of DDPD in the region?
Not effective as the IDP`s who came to Kabkabiya locality from the affected areas are still around and have not returned to their own villages because of fear. This shows that the DDPD is weak. General security situation is still unpredictable and from time to time the circulation of violence breaks down the security situation.
2. What has been the impact of patrols?
With UNAMID Police patrols is able to monitor, verify security in the internally displaced persons and restored their lost confidence in the GoS Police in Darfur region as 75percent of all criminal cases are now been reported to the Government of Sudan Police for investigations.

The locals have seen UNAMID as mediators in developing close professional relationship both with the locals Police and communities and maintaining clear independence /impartiality., some think that UNAMID has a positive role in peace keeping especially most of these people who had suffered from the tribal conflict and they have had some benefits from UNAMID (Protection, Humanitarian, QIP`s,

Capacity building of Government of Sudan Police in Darfur by UNAMID has drastically reduced cases of abuse of human rights and assisted in awareness, contribute to the creation of conducive environment in respect for human rights in which effective protection are ensured and expertise development measures for GoS/Movement Police and other law enforcement agencies in human right issues and also trainings organized for the community policing volunteers from all areas of Kabkabiya locality, they have acquired knowledge on UNAMID mandate, human rights, and personal security and had contributed to the Community policing concept by being members of community policing volunteers which have improved the security and safety situation.

Very satisfactorily, and now understood that UNAMID Police have no executive responsibilities for the maintenance of public order but will closely monitor the work of the local Police and they are also to investigate complaints of abuse of human rights, breaches of the law or abuse of power involving Police, reporting through the chain of command in each case.
6. What is the impact of QIPs program?
As we had many QIP`s in AOR we can say that they are timely and beneficial to the people especially women Charitable society in Kabkabiya who had enjoyed part of the QIPs from UNAMID.
7. What is the dynamics of the area/region?
Kabkabiya TS AOR Rates of education, religion, cases, and lacks of social amenities.

General Assessment and Future Predictions In view of the recent incidents within Team Sites’ Area of Responsibility, the incidents most likely or Scenario to emerge: In view of the incident that took place in Jabel Amir Area recently that has displaced so many people to our AOR and increase the number of Civilians carrying weapons especially guns. The T/S is foreseeing ugly Scenario to emerge if GoS refuse to come to the rescue of the situation.

Continue to conduct CB and SAPs. Follow up pending Cases, community policing and assessing the security situation. Monitor SGBV cases. Sensitize the community on Un-exploded ordinances (UXOs). Encourage the setting up of community safety committees and building of confidence between the locals and GoS Police. UNAMID has to take an essential part in the reconciliation meetings to reduce the tension between the tribes in conflict of Kabkabiya T/S AOR Hold meetings with Umdas and other volunteers for community policing. Hold meetings with women groups. The Team Site recommends for a proper solution to check the large number of redeployment requests of Team Site Police Advisors because of the high rate of MSA prefab Deduction and more deployment of Family and Child Protection officers

A. Profile: Introduction: Kutum town is 100 km from North West of Sector North Headquarter and Mission Headquarters ELFasher in Northern Darfur state and it is the center of Kutum and Alwaha Locality Kutum. its geographic location is N 140 13’ 8.0’’ E 240 36’ 42.5’’. The team site shares its borders with: Umbaru team site in the North 118KM/NW, Korma 50KM/SE, Malha 100KM/NE, Mellit in North Eastern part, and Kabkabiya 58KM/SW. Kutum has two Internally Displaced Person (IDP) camps in its area of responsibility these are Kassab IDP about 12KM/E of the Kutum UNAMID base located at N 140 15’ 12’’ E 240 43’ 59’’ and Fataburno IDP 17KM/SW of the Kutum UNAMID base located at N 140 08’ 00’’ E 240 34’ 00’’. It has an estimated population of about 30,600 Internally Displaced persons (IDPs) that consist of about 03 tribes which are Tunjur, Zaghawa and Fur within a recorded total of 02 IDP camps in the area. The major tribes are: Fur, Zaghawa, Tunjur, Berti, Falata, Kinnin and Arab nomads the majority resident of Alwala Locality.

Economic situation: Farming, animal husbandry, Gold mining and small Business. Political situation: The IDPs in the camps in Kutum locality are controlled by the GoS. The major areas are exclusively under the control of the GoS authorities while some part of Kutum locality area are controlled by other faction like SLA/MM (Anabegi area), SLA/ Freewill (Kafod area) and SLA/W (Insuru area). Security situation: The security situation in KUTUM and ALWAHA Localities is calm but unpredictable. Recorded incidents of KUTUM included tribal conflicts relating to farming and land ownership. Other crimes recorded in Kutum include theft, robbery, carjacking and murder cases. The UNAMID Police is involved with UN agencies, stakeholders and IDP leaders in forms of established Community Safety Committees, security coordination and protection of IDP camps and communities. Confidence and capacity building

In order to improve the security situation in Kutum area a reconciliation dialogue started several months ago between the representatives of the two localities (KUTUM and ALWAHA) under the supervision of Northern Darfur ALWALI; UNAMID took part in these negotiations and try to push it towards.

Reasons behind belligerency/ tribal Conflict: The chronicle of the belligerency started between herders and the owners of the farms and as a consequences of that different reasons took place in the tribal conflict such as economics issues (gold mines), Social issues i.e revenge, for example the last tribal conflict which took place in Kutum Area was due to the murder of ALWAHA Locality commissioner who was from Arab tribe and as a revenge to his murder they attacked the people from the other tribes in Kutum Area iii. The key issues (reasons) for recent conflict (if any): The last conflict which took place in Kutum was due to the murder of the commissioner of Alwaha locality. The reason for the last conflict in Hashaba area is due to the gold mines and the herders and farmers. Hashaba Area is controlled by SLA/ MM who is not signatories to agreement. iv. Deliberations: There is no record of deliberations a. GoS Police vs. Movements: No deliberations due to the absence of GoS Police in the last five months due to the declaration of KUTUM area as a state of emergency after the last conflict took place in Kutum in August 2012. b. Kutum TS AOR consist of two localities and considered as a hot spot due to the composition of the population, The locality of Kutum located at the center of Kutum Area and the main tribes are TUNJUR, FUR and ZAGHAWA, the main livelihood is farming, trading and livestock keeping, while the ALWAHA locality is located in the suburb of Kutum and the majority of the residents are Arab nomad, the main livelihood is livestock keeping.

General assessment and Future Predictions: In view of the recent incidents within Team Sites’ Area of Responsibility, the incidents most likely or Scenario to emerge: In view for the last year the security situation still unpredictable and most of the reasons for conflict did not solve, and most of these reasons need for political solutions. The reconciliation meeting which started at the end of last year carrying some hope for the people for peacefully coexistence between the different tribes. On the other hand there is possibility to fan tribal if the same reasons did not solve.

A. Profile: Introduction: Malha Team site is located in the north east side of Darfur, 200km North East of El Fasher with Grid reference N15 04’ 07” E 26 09’ 20’’. It is bounded by Kutum and Mellit in the south, Kordofan in the east and north. There is no IDP camp in Malha and it has a total of 74 villages with the MIDOB as dominant tribe. The only challenge regarding security is the presence of two movements (DJEM and SLA), but they are far away from the center of Malha. Economic situation: Their source of livelihood is Farming, Petty trading and Animal husbandry .

Political situation: The area is controlled by GoS authorities, but some areas like JABAL Essa 50km North West and HELEF SANI 100km south of MALHA base camp is controlled by SLA and DJEM respectively, and they administered their authorities. Security situation: Though the security situation in Darfur is unpredictable, the AoR is one of the best in the sector, as the different factions, most of the times meet at an agreeable decision. Such decision is where the Movements always request permission to en route each other’s controlled territory without problem. A. Profile: Introduction: Mellit is a town in Northern Darfur:- 65 KM N/E of Elfasher its geographic location ( Lon. N14º 06’ 86.2” Lat. E 25º 34’ 44.4). Mellit Team Site for the past year has been engaged in different activities in the AL Abbasi IDPs camp, Villages and GoS Police posts in the effort of trying to build the Confidence in both the civilians and local Police/Military. The main Tribes in Mellit T/S AOR are (Berti, Zaghawa, Massaliet, Midobs,Zeadia) In Mellit there is only one Internally Displaced Person (IDP) Al-Abbasi IDP camp in its vicinity from BERTI tribe with Population of 6095 IDPS.

Economic situation: Farming and trading. Political situation: The IDPs camp in Mellit IS controlled by the GoS authorities. The major areas of Mellit are exclusively under the control of the GoS authorities, but certain areas are under the control of movements as following: SLA-SHAFI (Sudan Liberation Army) in the area of Masimbo 40km (N/W), Liberation and Justice Movement In the area of Mau & Madu 85 km (N/E) and TEGELMA 40 km (N/E), SLA/UNITY- located in Watoto, 60 KM (East). Security situation: The general security situation in Mellit `is fairly calm and peaceful, Three major incidents took place in Mellit as following: conflict between Perti and Zayadiah tribes, On Friday 22nd March 2013, at about 1230 hours GOS ANTONOV fighter dropped eight bombshells near to a water point, killed four persons injured one and killed more than 280 livestock and Carjacking. The UNAMID Police Advisors focused their patrols on proactive activities relating to safety , security of life , property , Confidence and capacity building patrols and interacting with IDP’s, UMDAS, and

A. Profile: Introduction: Shangil Tobaya Team Site is located 61km South west of Zamzam Team Site, 173 km west of Umkadada TS at Grid Reference N13 02 22.57, E 25 11 41.54. It has about 77 villages with 27 occupied and 50 abandoned/deserted. These occupied villages are inhabited by the Zaghawa, Brigitte, Tama, Fur, Arabs, Mima, Tunjuru and Barite Fur tribes. The Team Site has five IDPs camp, and it has a total of 43 Police Advisors (36 males and 7 females), with escort and security being provided by the Rwandese PKF and Bangladesh Formed Police Unit. Economic situation: The source of livelihood of the locals are farming, trading and animal husbandry

Political situation: The Government of Sudan exercises its political authority in this Team Site, but there are areas being controlled by other Movements/faction like SLA/MM, SLMP, SLA/A, and they carry out informal political authority in their various AoR. Security situation: The security situation is unpredictable, and prevalent crimes include rape and murder. Areas identified as Flash Point/Grey areas include Abuzerega-Thabit road and the Shangil Tobaya-Nyala road; and also Abuzerega village. Frequent clashes between Arabs nomads that usually graze their cattle in the Zagawa and Fur’s farms pose an imminent threat to the security of the area; and at times because of its political undertone and tribal indifferences can become so violent. Some of the challenges that are negatively impacting on the Team Site are that, some Police Advisors from some Arab speaking countries and even some Language Assistants whom they perceived to be from the opposite tribes had their movements restricted to the Abu Zerega, Sharafa and Nemera areas which are predominantly inhabited by Zagawa and Fur tribes.

The Team Site has five IDPs camp, and it has a total of 43 Police Advisors (36 males and 7 females), with escort and security being provided by the Rwandese PKF and Bangladesh Formed Police Unit.

Economic situation: The source of livelihood of the locals are farming, trading and animal husbandry. Political situation: Saraf Umra is a hot spot that sometimes witnesses tension and tribal clashes especially between the Aballa (Northern Rezeigat) and Beni Hussein in Jebel Amir over gold mining rights. Even though the area is controlled by the government of Sudan Authorities and is covered by the GoS Police and Military but sometimes they are stretched to limit by intermittent clashes especially between the Aballa (Northern Rezeigat) and Beni Hussein. The most recent clashes resulted to the displacement of over 100,000 people and about 100 fatalities. The existence of SLA/MM, JEM and LJM plus other armed groups and individuals are a serious threat to political stability. Notwithstanding the crises, the various tribes are interdependent and coexist without much problem. For example it was reported that during the Jabel Amir mining crisis many people from different tribes fled to Saraf Umra; and regardless of tribal differences, the Saraf Umra mixed community invited some of the displace people into their home, some even raised monies to pay for those who could not afford fare to return to their original home. Security situation: The security situation is now calm but unpredictable. Under the mediation of North Darfur Government, the two tribes signed an agreement to cease hostilities and open humanitarian space including

the roads into Al-Sireif that had been blockaded as a result of the fighting. UNAMID had also deployed peacekeepers to El Sireaf with a view to establishing a temporary Forward Operating Base to secure the area and facilitate the work of humanitarian organizations. The Base will be used as a humanitarian hub where agencies will preposition emergency stocks of medicine, Non-Food Items (NFIs) and food. Conflicts relating to farming and land ownership also exist. Other crimes recorded include Murder, Robbery, Rape and carjacking. Saraf Umra team site has total approved strength of 36 IPOs with an existing 41 on ground with an excess of 5. It is protected by RWANBATT in support of Police activities in the AOR

Reasons behind belligerency/ tribal Conflict: The tribal Conflict in JABEL AMIR Village is because of control over gold mining rights between BENI HUSSEIN tribe and ABBALA (ARAB NOMAD) - resulted in random attack and burning of villagers in ELSERIEF locality. In other area Arab tribe take advantage of the unstable situation to rob and loot livestock belonging to other tribes, even resort to killing villager who resist.
iii. The key issues (reasons) for recent conflict (if any): Tribal dispute over the control of mining area in Jabel Amir. iv. Deliberations: There is no record of deliberations a. GoS Police vs. Movements: There is no rebel movement group in Saraf Umra. The GoS police have never held any deliberation with any militia movement group before. b. Tribes vs. Tribes: The different tribes in Saraf Umra have live in harmony for many years doing farming and livestock breeding. Saraf Umra, the people in SARAF UMRA regardless of different tribe invited the displace people into their home, some even collect money to pay those who could not effort the 50 SD fare to go home. c. Nomads vs. Farmers: The last Deliberations between this two group was a conference held in 2009 in Saraf Umra Locality office to address the issue of Nomads livestock grazing and destroying the farms in the village during harvest time from Nov to Jan every year. d. Economic Conflict: Never was there a deliberation on this matter.. e.Regional hegemony: In Saraf Umra the dominant tribe is Fur which is 70 % of the population. Whereas in Al Sereif the dominant tribe is Beni Hussein which make up 90% of the population. No deliberation was ever done between other tribe.

SARTONI TEAM SITE
A. Profile: Introduction: Sortoni Team Site is located in the extreme South Western part of the Sector North, 207kms east of sector North HQ at GR: N 13° 20’ 54”; E 24° 25’ 15”. The general lie of ground is hilly and dominated by the Jebbel Marra Mountains spreading across the region and with Acacia thorny trees vegetation. Various seasonal rivers descend from these mountain ranges and form Wadis which offer pastoral sanctuary to the livestock and arable land for agriculture. It is bordered by Kabkabiya to the North West, Nertit (Sector West) to the South and Shangil Tobaya to the South West. Sortoni AOR is controlled by SLA/W whose headquarters is based in Kagro 17kms from Sartoni UNAMID Camp. The Fur tribe is the dominant tribe in the area who resides in villages east and south of the Sortoni UNAMID camp and the Arab nomads move from one area to another on the western and northern side of the Sortoni UNAMID camp in search of water and grazing areas for their animals. There are no IDP Camps in Sortoni team site AOR. The total number of Police Advisor is 43 under the protection of RWABATT PKF.

Security situation: The security situation in and around Sortoni is calm and quite since the 13 September, 2012 Arab militias/GoS attack on the SLA/W. The Arab militias were pushed back towards Kabkabiya leaving the area to be fully controlled the SLA/W faction. However, information was received that the Arab nomads are negotiating with SLA\W to come back in the area with their animals.

SARTONI TEAM SITE C. Challenges: 1. Within Police Component:
i. Lack of UN flights to SORTONI. This has continued to affect the administrative resupply system and recuperation of the Team Site. Personnel have to travel 52 kms to Kabkabiya to get food supplies and to gain access to chopper flights. This sometimes causes a reduction in the required staff strength at the TS because personnel returning from CTO have to wait until there is a convoy and personnel going have to leave in advance. ii. Communication. Sortoni TS AOR does not have the luxury of cellular phone coverage. As such personnel depend solely on UNAMID internet and dect phones to communicate. In recent times the phone and internet system has been very unreliable making it difficult to communicate with other places. iii. Inadequate number of Vehicles. With the personnel strength of forty (40) police advisors and three (03) language assistants, the team site has only six (06) vehicles.
2. Other components (Civilian/Military/NGOs and other UN Agencies):
Lack of Humanitarian assistance to the locals. There is no NGO operating in the AOR hence there is no humanitarian assistance. The population has common problems such as lack of food, water, medical care and inadequate school infrastructure and supplies.

5. Other Factors hampering performance:
Wear and Tear of the Equipment. The traffic ability of the roads is reviewed to be passable with limitations because of the rugged terrain. Tyres and vehicles wear out so easily due to rocky and undulating surfaces. Spare parts are not readily available in Sortoni as such the vehicles have to be taken to Kabkabiya TS for repairs. This poses a problem because some of the defective vehicles are not able to dry to Kabkabiya thus reducing the number of vehicle available for duty.

Sortoni UNAMID Team Site personnel heard sporadic gun firing and loud bomb explosions in the Sortoni AOR coming from those directions. iv. Deliberations: There is no record of deliberations Since this incident, the Arab nomads left the areas but have been negotiating with SLA\W so that they can reoccupy the area. A small number has since returned to the area with their animals for grazing and water.

Sortoni TS AOR is controlled by the SLA/W Movement who is not a party to that document. Even though the Sortoni UNAMID team has a good relationship with the SLA/W more need to be done to convince them to be signatory of the DDPD.
2. What has been the impact of patrols?:
The TS has managed to carry out daily patrols in the AOR in an effort to improve the relationship between the local people and the UNAMID and to gain their confidence. In doing so, the TS carried out daily patrol to KUBE water point and pumped water for the people for their domestic use and for their animals. The TS patrol team also distributed water to the villages and offered medical assistance to them when possible. During the patrols PAs conducted sensitization and awareness raising campaigns on various issues to improve their daily lives
3. What has been the impact of capacity building?:
The daily sensitization activities on Gender, Community policing and Human Rights have improved the awareness and knowledge of the people on various issues that affect their day to day activities.
4. How locals see UNAMID role in peace keeping?
Many locals believe that the presence of UNAMID in the area prevents the GoS from carrying out more attacks on them. While some think that UNAMID need to do more to protect them from the aerial bombardment by the GoS and attacks by the Arab militias.
5. How do they rate UNAMID police component/Patrol etc.?
So far the UNAMID police component enjoys a good relationship with the local people, Arab nomads and the SLA/W. The patrol team is permitted to patrol all the areas in the TS AOR without hindrance. However, of late the local population is getting impatient and keeps complaining of neglect due to the lack of humanitarian assistance to them. Currently there are no NGO operating in the TS AOR and efforts by the TS to get help for these people have been futile.
6. What is the impact of QIPs program?
Presently there are no QIP being undertaken by the TS due to restriction by the GoS on NGO’s to operate in the AOR. The QIP was in 2011 when repairs were done on the KUBE water point.
7. What is the dynamics of the area/region?
Sortoni Team Site is located in the extreme South Western part of the Northern Sector. The general area is hilly and filled with thorny trees vegetation. The Sortoni AOR is controlled solely by SLA/W.

i. Given the multifaceted nature of the many challenges facing both the UNAMID and the local population in our AOR, there is a genuine reason to plead for a more proactive approach to address these challenges. ii. The lack of humanitarian assistance to the local communities is seriously eroding the trust and confidence that the population has in the UNAMID. The main complaints being lack of food, school, water and health services, the UNAMID could make every possible effort to alleviate the suffering of the population by providing the basic services such as health care. iii. A clinic run by a UNAMID partner NGO should be set up at Sortoni TS to cater for the communities around our AOR. iv. In the absence of UN flights to Sartoni, humanitarian assistance can easily be hauled by road convoys as security situation is relatively calm though always unpredictable. v. Ageing accommodation tents now becoming a health hazard should be replaced. vi. The vehicles at our disposal operate in particularly hard conditions and the wear and tear is so pronounced that their regular replacement is the only durable solution. vii. Efforts should be made to restore a regular UN flight schedule so that UNAMID personnel at Sartoni can have easy access to food supplies in El Fasher.

A. Profile: Introduction: The Team Site is located in the Um Kadada town on grid reference N 13 34’ 5’’ and E 026 41’ 14’’. It is 185 Km East away from Sector North MHQ. The Team Site supervises all activities within the Um Kadada Township. Um Kadada is located on the main commercial route approximately 185 Km east of El Fasher with Boundaries: Mellit to the North, El Daein and Adila to the South, Western Kordofan to the East, Elfasher and Sheiria to the West. IDP Camps do not exist in our AOR.We Have 66 Villages with total population of 95.000.The major tribes within these villages include Berti, Baza, Bideria, Darhamid, Tunjul, Falata, Arab, Zagawa and Waradigoy.AOR (Area of Responsibility) covers about 150 Km length and 240 Km in width making total of 40.000 kms square. Economic situation: The major economic activity within the local villages is farming, animal husbandry and trading and sometimes sells and marketing in Um Kadada Town.

i. The large number of redeployment of TS Police advisors due to high rate of deduction for MSA Prefab. ii. Inadequate number of female police advisors. iii. In November, December 2012 and January 2013 our Protection force from EGYBATT-1 who was assisting us in monitoring our patrols, has been orded to finish their services in Umkadada TS. They will be replaced by a Protection force from Ethiopia. During this exchanging period Umkadada TS is apprehensive of the effect it may have on our daily duties. There is no confirmed date for the beginning of our regular patrolling because of the rotation proccess of PF is still in the beginning.

No doubt DDPD play a main role to safe and secure the region of DARFUR, because of this aggrement the peace process in DARFUR enhanced gradually and UN able to help and protect IDP Camps and all the villagers. The status of implementation of DDPD is good in DARFUR as well as in AOR. At the end we mentioned that Um Kadada is a white place because in our AOR no movement, no conflict and no threat. It’s a peaceful place and the security situation in UM Kadada is calm and quiet.
2. What has been the impact of patrols?:
During these patrols, locals in AOR feel safe and secure and they think that these patrols are for their safety and locals in Um Kadada can performed daily activities without any security threat. These patrols are the best way to show UN activities and people think that the UN working for them.

Capacity building briefing has a lot of impact on locals and the Institution of Gos Police. In this way the Police Advisor brief the Community and Gos Police new working methods and oncoming Challenges. Becouse of this way the level of their thinking and Working gradually enhanced.
4. How locals see UNAMID role in peace keeping?
The Locals think that the UNAMID play vital role in peace keeping in DARFUR as well as Um Kadada. They think that after coming UNAMID they feel themselve safe and secure. They also think that they explain their expression and thoughts frequent and freely to the UNAMID Police Advisors. At the end locals had lots of respect for UNAMID.
5. How do they rate UNAMID police component/Patrol etc.?
The locals gave good rating for the UNAMID Police, because they think that this police and its patrols for them. During this patrols they build a sense of security and safety. They also think that this police and patrols are the best way to convey their voice and their difficulties and their basic nesseceties to the UN and whole world.
6. What is the impact of QIPs program?
Although QIPs program is a good program because through this we help the locals and fullfill their basic nesseceties. Locals look QIPs program in high manner because this is the simple way to solve their basic problems. But this is not enough for them, they look more program for them especialy health and education sector.
7. What is the dynamics of the area/region?
The dynamics of this area/region is very quiet and calm, it’s called white Um Kadada because the security situation is good as compare to other areas/region. No movement, no security threat in Um Kadada,The main livelhood is farming, sheep owner &caw.

TAWILLA TEAM SITE
A. Profile:
SECTOR NORTH
Introduction: Tawilla Team Site is located in Sector North and is about 85 kms west of El-Fasher on a grid reference of N 13°32’07” E 24°52’44”. The total AOR is approximately 9,000 sq. kilometers. It is 90 kms apart from North to South and 110 kms apart from East to West and neighbours with Korma in the North, Shangil Tobaya in the South-East, Zamzam in the East and Kabkabiya in the West. There are 04 IDP camps: Rwanda, Argo, Dabenera and Dally IDPs Camp, with a population of approximately 65,000 IDPs. The Team Site covers one hundred and forty seven (147) villages including abandoned ones likes Um Dibeba, Dadinga, Nijou, Hujaji, Delmujo, Grulu and Dugo. Fifteen (15) of the villages under Tawilla AOR are not indicated on the map. The tribal divisions of the population in the IDP camps are Zagawa (majority), Meama and Berti occupying Dally and Argo IDPS camps and Fur (majority), Meama, Berti, Tunlur, Jimel, Tamar, Falata, Borno and Mazalit occupying Rwanda IDPS camp with few Zagawas occupying the outskirt of this IDP camp. Dabanera is dominated by the Fur. Economic situation: Crop farming, cattle rearing, firewood cutting and selling, bricks construction, stove making, and trading are the predominant sources of livelihood of the IDPS and locals. Political situation: The GoS Para-military is deployed in Tawilla while SLA/MM, SLA/AW, SLA/H, JEM, and LJM factions are also present on the ground, occupying different locations. This makes the political situation more complex as there are no GoS local administrators on the ground to run the affairs of the locality (the Locality Commissioner and other local authorities are all stationed in El- Fasher). The absence of institutions, infrastructures and support structures in Tawilla are limiting the peace process. The culture and frustrations of the IDPs and locals sometimes prevent them from reporting crimes to both UNAMID and the Para-Military. In many occasions, the locals had expressed their frustrations and annoyance against the UNAMID.

EL-FASHER TAWILLATEAM TEAMSITE SITE The existence of SLA/MM, SLA/AW, SLA/HISTORICAL, JEM, LJM and the Janjaweed Militia plus other smaller armed groups and individuals are a serious threat to political stability. Difficulties of communications with Factions/Movements and Community Leaders poses a serious challenge to UNAMID as there are very few areas which have cell phone network coverage. The impact and status of DDPD implementation in the region has not been clearly felt as there had been clashes between the GoS forces/Janjaweed militia and the Movements (SLA/AW, SLA/MM, SLA/ Historical, JEM and LJM) in the past which had led to some bombings by the GoS in some villages, whereby locals have been forced to flee their villages to settle in IDP Camps for fear of their lives and reprisal attacks by either force in misconstruing their identity. Small arms are also scattered all over the region which has contributed to an increase in the crime rate as perpetrators of these crimes make use these arms in their operations. Security situation: The security situation in Tawilla AOR is calm but unpredictable. Recorded incidents of Tawilla included conflicts between crop farmers and nomadic farmers, and factions for supremacy and control of territory. There had been occasional clashes between the GoS Para-Military forces and the movements as most of these movement are not signatory to the DDPD. The area often witnessed Highway attacks and robberies by individuals and armed groups. The triangle between Tawilla, Shangil Tobaya and the eastern part of Jebel Marra is a strategic area where the armed movements access supplies and logistics. Other crimes recorded in Tawilla include theft, abduction/kidnapping, armed robbery, rape, serious bodily injury and conflict related murder cases. The UNAMID Police is involved with UN agencies, stakeholders and IDPs leaders in form of established Community Safety Committees in providing security and protection to IDP camps and communities. Confidence and capacity building patrols, visits to clinics and construction of a school for children at Umassal village also form part of the activities of the UNAMID in Tawilla. The GoS Para-military and IDP members have benefited from training sessions of UNAMID. There are two bases in Tawilla Team Site- the old camp and the new camp and they are approximately five (05) kms apart. The Police Advisors have their accommodation in the new camp and their offices in the old camp. The Team Site is presently staffed with strength of sixty (60) IPOs. Forty- seven (47) are on the ground while others are on CTO/AL and some performing duties outside the Team site. RWANBATT 35 is presently deployed in Tawilla with a cross section of Djibouti FPU at the old camp as they are yet to fully deploy since their assignment to the mission.

Re-deployment of female Police Advisors from the Team Site without replacement is affecting the day to day activities of the Team Site.

Minimal strength of the military Protection Force as Patrols, especially during the night are most times cancelled by the Protection force (PF) due to their involvement in overstretched activities during the day, and the absence of a Formed Police Unit (FPU) to accompany Police advisors on constant Mobile Patrols.
3. GoS – Police:
There is no GoS Police Station within the AOR of Tawilla Team Site. Non approval of security clearance submitted by the Military Protection force by the GoS Security for patrol sometimes brought patrols to a halt and clearance most times given for patrols only limits UNAMID`s patrols within a short range in AOR, which means not covering the area of AOR.

Seldom reporting of crimes to the paramilitary deployed in Tawilla and UNAMID as they say little or no action is being taken by the paramilitary to address these crimes.

Reasons behind belligerency/ tribal Conflict: East of Tawilla is occupied by the Zagawa; occupying Sarafia, Janjuna, Yagoub village (Tindel), Kuem to Tabit and Dar el salaam and even South and South East of Tawilla. The Western part is a native place of the fur and some other minor tribes who are in co-existence. Tawilla is clustered with complicated jurisdiction on both sides of the East and west, whereby each group is fighting to take over land and power.

IDPs continue to complain about insufficient and irregular food supply, shortage of water, lack of medical centers and schools. Team Site continues to hold regular meetings with Umdas, Shiekhs, Women leaders and GoS Paramilitary in order to enhance security and minimize SGBV incidents. Patrol as a whole has yielded some dividend in building confidence in the people and assuring them of their security but more needs to be done in order to totally ally the fear of the people in terms of security and crime commission.
3. What has been the impact of capacity building?:
Since there are no government functionary, apart from the Paramilitary, as the administration of tawilla has been run from El- Fasher, the work of the UNAMID in terms of capacity building had been centered on the IDPs and locals. The UNAMID has capacitated the IDPs women in skills acquisition and sensitized on Human Rights and Sexual and Gender Based Violence issues. The children had been provided with learning institutions like the construction of a basic school in Umassal village by the Rwandese military battalion based in Tawilla. The Team Site also provided English enhancement classes for the IDPs and locals and this has contributed to their participation in their community policing activities with the UNAMID.

The locals see UNAMID role in peace keeping as a go between party that is trying to settle grievances between or among people who had been together but fell apart due to indifferences in their thoughts and aspirations.

A. Profile: Introduction: Tine Team Site is one of thirteen (13) team sites in Sector North, located at GR: N14 ̊59’38.5” E22 ̊48’55.5’’, 380kms from El-Fasher. Tine team site has only one functional patrol Site which operates from Tine UNAMID base camp. As being mentioned earlier, the security situation has been calm throughout, but this should not be taken for granted as the situation remains unpredictable. Our relationship with the factions has been cordial. There are several armed groups operating within our AOR and the notable groups are: i. GoS (SAF). These are located around Tine, Kornoi, Bassao etc. ii. SLA. These have strongholds in Helilia. This faction has split into several other groups and regrouped from time to time. iii. Janjaweed Militia. Unconfirmed reports are that the activities of this armed group exist on a small scale in our AOR and are sponsored by GoS. iv. JEM. Ever since they relocated, they have their bases in Chad, but still operate in Kornoi area. v. Chad and SAF Mixed Forces. This is a mixture of Chadian and Sudanese Government troops whose usual base is in Tine Sudan and conduct linear patrols along the two countries’ international boundary and slightly into Sudan territory especially to the south. vi. The people, who fled away to Chad, sometimes come to graze their animals and go back to Chad every day. Tine team site does not conduct night patrols as restrictions are imposed by the GOS military. The general view of the ground is plain and sandy. The land seems to be fertile for plantation. It is bordered by UMBARU to the EAST, KULBUS to the South, and CHADIAN border to the West and the desert of SAHARA to the North. Tine AOR is completely under control of GOS military Forces and they have a huge presence in this area, CHAD-SUDAN joint forces patrolling this AOR for the last two months provide enormous security over this region. The Zagawa tribe is the dominant tribe in the area who resides in all villages of the Tine AOR. Few nomads move from one area to another on the south-

The total number of Police Advisor is 32 under the protection of SENBATT PKF. Economic situation: Farming, Animals husbandry and trading (Nomadic way of living). Political situation: The political situation in Tine Team Site AOR is uncertain because most of the villages are deserted, habitant villages are having only few numbers of people and they have no political motivations only fighting with lack of water, food, health care and education. There are ruins of houses in the deserted villages. Security situation: The security situation in and around Tine is calm and quiet; the nomadic peoples are grazing their cattles without restrictions.

i. We are facing a challenge in communication between our patrols and the team site especially when our patrols are in long range patrols. ii. No radio room for the team site. iii. Our team site offices are not well protected due to the shortage of personnel in PKF. iv. No female language assistant. v. The number of vehicles and computers we have does not match with the numbers of personnel we have. vi. Problems of administrative matters in MSA Camp. vii. Land phone lines still not working in most offices.
