Anurag Goel is a retired career civil servant from the Indian Administrative Service (IAS). In a period spanning over four decades, he has served in a wide range of sectors such as corporate affairs, defense, home affairs, civil aviation, health, and finance. Mr. Goel is credited with the globally unique governance initiative of saving an IT company 'Satyam' after a $1.50 billion fraud. He also set up and operationalizing the hugely successful and widely appreciated MCA-21 e-governance system for corporate compliance. He has received a number of awards including the prestigious Prime Minister’s Award for Excellence in Public Administration. He is one of the principal architects of competition law and regulation in India, and played a key role in establishing the Competition Commission of India.
Chitra Chopra is a retired civil servant from Indian Administrative Service (IAS). She has worked in various capacities across several sectors and has held eminent positions in the policy formulation and implementation spheres of Government of India and State Governments. In a career spanning over four decades, she has extensively worked in the field of Urban Employment and Poverty Alleviation, social security, labor and personnel administration, revenue, excise and customs, women development, tribal development, among others. Post retirement, she has held eminent positions in Central Administrative Tribunal, and National Commission for Backward Classes, Ministry of Social Justice and Empowerment.

Max Everest-Phillips has been Director of the UNDP Global Centre for Public Service Excellence (GCPSE) in Singapore since July 2013. Under his leadership the Centre has become increasingly influential in promoting foresight, emphasizing the importance of motivation in public service, and re-examining the key challenges to successful reform around leadership, governance, political economy and public administration. Before joining GCPSE, Mr. EverestPhillips served as Director of Governance at the Commonwealth Secretariat in London, managing its largest division delivering public service reforms to the 54 member countries. He started his career serving in the UK Diplomatic Service, and worked at the Department for International Development of the United Kingdom, where he was Acting Chief Adviser, and responsible for the UK’s research on governance. He was a Fellow at the Overseas Development Institute in 2007. His latest book Neville Chamberlain and the Art of Appeasement (2013) examines how government policies are portrayed in art.
S. P Jakhanwal is a retired civil servant from Indian Administrative Service (IAS), and has served in several capacities at senior policy levels at state and central government. He has been a Convenor of Ad-Hoc Task Force (ATF) that was constituted to deliberate on MoUs and Result Framework Documents (RFDs) of Central Public Sector Enterprises (CPSEs) and the ministries of Government of India.
