Commissioner, Public Service Commission of Canada (PSC) He joined the federal public service in 1972 at Canada Customs where held progressively more responsible positions across the country. In 1990, he became Regional Head for the Atlantic Region and, from 1993 to 1997, served as an Assistant Deputy Minister, Customs, Excise and Taxation. From 1997 to 2001, he was the Chief Financial Officer and Assistant Commissioner with the Canada Customs and Revenue Agency in Ottawa, and from 2001 until joining Dalhousie University in 2005, he was Assistant Commissioner of Human Resources in Ottawa. Director of the UNDP Global Centre for Public Service Excellence (GCPSE), Singapore Max Everest-Phillips has been Director of the UNDP Global Centre for Public Service Excellence (GCPSE) in Singapore since July 2013. Under his leadership the Centre has become increasingly influential in promoting foresight, emphasizing the importance of motivation in public service, and re-examining the key challenges to successful reform around leadership, governance, political economy and public administration. Before joining GCPSE, Mr. EverestPhillips served as Director of Governance at the Commonwealth Secretariat in London, managing its largest division delivering public service reforms to the 54 member countries. He started his career serving in the UK Diplomatic Service, and worked at the Department for International Development of the United Kingdom, where he was Acting Chief Adviser, and responsible for the UK’s research on governance. He was a Fellow at the Overseas Development Institute in 2007. His latest book Neville Chamberlain and the Art of Appeasement (2013) examines how government policies are portrayed in art.

Devadas Krishnadas is the Chief Executive Officer of FutureMoves Group Pte. Ltd, Singapore. He has a unique career spanning defense, police services, strategy and policy appointments in government including Singapore Civil Service, consulting and executive education for clients in both private and public sectors. Devadas formed the first Whole-of-Government (WoG) Strategic Planning unit at the Ministry of Finance where he was also concurrently the Deputy Director of Fiscal Policy and the first Lead Foresight Strategist. He provides strategic consulting and advisory services to private and public sectors.

After few years in Trade Point Senegal, e-business department, he has conducted, as part of the missions assigned to GAINDE 2000 by Senegalese customs, the establishment of the electronic Single Window for trade of Senegal, which is evolving towards a paperless trade platform. Renowned expert within international trade facilitation bodies, he has since 2006 been occupying the post of Rapporteur for Africa of the UN Center for Trade Facilitation (UN/CEFACT).

Civil registration and Identification of Peruvian children, National Registry of Identification and Civil Status (RENIEC) / Identity Recovery and Social Support Office (GRIAS), Government of Peru Dr. Carlos Reyna is Peruvian, sociologist, professor at the Pontifical Catholic University of Peru, in the Faculty of Social Sciences and the Faculty of Sciences and Communication Arts. Since early eighties, he has been involved in several projects always related to social and civic development, as well in NGOs, or in public services offices, like National Election Office, or as advisor at Nacional Statistical Institute, or the Peruvian Congress. Since 2011, he manages the office of Identity Recovery and Social Support, whose basic task is to close he gaps of lack of documentation and registration in the poorest areas of Peru. This office assumes one of the primary functions of RENIEC, destined to ensure universal and effective identification of all citizens, so they can access unconditionally to all rights and benefits as Peruvians.
