VII. The Security Planning

Once an MSE is awarded, the security planning has to be initiated, leading to the creation of a comprehensive system, which can ensure an effective event security structure.

The security planning will have to capitalize on the vision developed at the time of the presentation of the Bid (see Chapter III on Foundations of Security at Major Sporting Events, in the section on Leadership and Vision) in order to ensure continuity across the overall process, review it in the light of possible new challenges and changes in the global, regional and local contexts, and define a clear roadmap leading up to the event. The purpose of this chapter is to draw attention to the security-planning process by focusing on the primary partners, their mandates and how they can work together to maximize the use of resources and create other efficiencies as a means of controlling costs during the planning phase and operations. It also focuses on the requirement to ensure proper management, taking into account the foundations and all elements that should drive the security planning, including leadership, good governance,
