Organizational Background: The United Nations Industrial Development Organization (UNIDO) is the specialized agency of the United Nations that promotes industrial development for poverty reduction, inclusive globalization and environmental sustainability. The mandate of UNIDO is to promote and accelerate inclusive and sustainable industrial development in developing countries and economies in transition. The responsibility of UNIDO’s Environment Department (ENV) is to contribute to inclusive and sustainable industrial development by improving the environmental performance, resource productivity and safety of existing, as well as by supporting the creation of new industries providing environmental goods and services. Project Context: The proposed project on low-carbon development for productivity and climate change mitigation through the Transfer of Environmentally Sound Technology (TEST) methodology aims to reduce the long-term risks of climate change and to support Cambodia in its efforts to achieve the objectives outlined in its Intended Nationally Determined Contribution (INDC). In this regard the current project preparation phase seeks to complete the project document for CEO Endorsement to the Global Environment Facility (GEF). The intended project will combine policy and advocacy elements with technology transfers in the areas where most manufacturing industries are located and present major negative environmental impacts. The TEST approach will be introduced and implemented in close consultation with the government in Phnom Penh and its surrounding areas including Kandal, Kampong Speu, Kampong Chhnang and the other industrialized provinces of Cambodia, mainly, Battambang, Siem Reap and Preah Sihanouk. As the garment industry dominates Cambodia's manufacturing sector, the project will focus on this industrial sector. Nevertheless, other sectors will also be involved as the TEST methodology can be applied to and adopted by all types of industries.

Scope of Work The project preparation phase seeks to finalize and submit the project document as well as to obtain the required co-financing letters from key stakeholders. As such the project document needs to include a detailed environmental and social management plan. This will need to be designed in consultation with key stakeholders through targeted engagement activities. These Terms of Reference (TOR) were developed in order to recruit a qualified Social and Environmental Screening Expert. Under direct coordination with the National Project Coordinator and supervision of the Project Manager based in UNIDO HQ, the Social and Environmental Screening Expert will be responsible for the following duties: MAIN DUTIES

1.2 Review the drafted project concept and document and identify potential environmental and social risks.

1.3 Identify any potential social and environmental risks that will require further assessment and management planning during implementation, identify the level of risk and probability, and incorporate these requirements into the project proposal. Ensure that identified social and environmental risks at the concept stage are effectively described in the final project proposals, addressing how the projects will avoid or mitigate negative impacts and incorporate appropriate environmental and social management plans as necessary. Screening includes identification of: (i) potential social and environmental risks; (ii) impact and probability rating; (iii) significance rating; (iv) overall project risk categorization; and (v) assessment and management measures.

Organizational development and innovation MINIMUM REQUIREMENTS Education: Advanced university degree (Master or above) in social and environmental sustainability or directly related field is required. Professional Experience: A minimum of 7 years professional experience related to climate change, and/ or social and environmental standards and impact assessment in an international development context is required. Specifically demonstrated knowledge of climate change mitigation, inter-governmental climate change processes and sustainable development environmental management issues and vulnerability and impacts of climate change is necessary. Experience in developing and conducting training related to social and environmental screening and assessment is an asset. Familiarity with the goals and procedures of UN and international organizations and good interpersonal and communication skills are essentials. Languages: Fluent written and verbal communication skills as well as ability to write precisely and clearly in Khmer and English are required.
