Foreword
In this my second year as head of the ITPO Italy I am pleased to present our 2005 Annual Report. During the past years the international community sharpened its focus on aid effectiveness, donor coordination, environmental sustainability, and progress toward meeting the Millennium Development Goals (MDGs) by 2015. UNIDO ITPO activities are an effort in the pursuit of a clear conception of energy, employment, and environmental policy within an integrated international framework. UNIDO ITPO Italy and its network of operational Units are at the forefront of meeting compelling challenges by enhancing private-sector development dynamics between Italy and developing countries. This report outlines small but significant efforts in terms of support to industrial investment promotion, transfer of technology, know-how, and managerial capabilities, institutional capacitybuilding, and decentralized cooperation activities. Institutional settings have been changing at an impressive pace, with decentralization enabling Italian regions and other local institutions to play an increasing role in international cooperation. Thus, strengthening our partnerships with them has become a core objective with a main goal: enriching our capability of involving the Italian business community in order to carry out more effective projects with firms and enterprises in developing countries. I am thoroughly convinced that this strategy, together with the improvement of our internal operating procedures, is helping us become more efficient, more responsive to the needs of our partners and clients in developing countries.

UNIDO
The Italian Industrial and Technology Promotion Office (ITPO Italy) of UNIDO was established on August 12, 1985, through an agreement between UNIDO and the Italian Government. ITPO Italy started operations in October 1987, within twin aims of promoting industrial cooperation between Italian and developing countries companies, and enhancing the diffusion of knowledge, information and technology. These activities are instrumental in raising productive employment, and establishing a competitive economy and a sound environment. In order to attain such goals, UNIDO ITPO Italy provides private companies and public institutions with services ranging from partners search and matching, to supporting negotiations, and the financial evaluation of the project. ITPO Italy has been pioneering the implementation of investment projects that trigger economic development. This has been pursued by presenting the Italian private sector with investment opportunities, by providing information on the laws and regulations governing foreign investment in developing countries, and by filling frequent information gaps. Relying on appropriate data analysis and return-risk methodology led to an increasing number of bilateral investment projects identified and promoted. ITPO Italy has also been consolidating its role in institutional support. It has been acting as a catalyst for bilateral investment promotion by coherently integrating initiatives involving both private and public institutions into its work programme.

UNIDO IPU Network
UNIDO ITPO Italy promotes industrial development and technology transfer with the support of locally based Investment Promotion Units (IPUs). Such Units were established in Egypt, Jordan, Morocco, Tunisia and Uganda, and entrusted with promoting local Small and Medium Enterprises (SMEs) development, and attracting Foreign Direct Investment (FDI). Beyond providing technical and financial assistance, IPUs facilitate industrial and trade relations between enterprises in rich countries and local SMEs. IPUs also publish national and regional policies relating to industrial sectors such as agrofood, textile and garments, leather, building materials, marble, plastic, automotive, environment, and renewable energies.
Delegate programme The Delegate Programme (DP) has been implemented by UNIDO’s industrial promotion offices, and allows ITPO Italy to recruit officers among developing countries’ residents on a temporary basis. Officers are appointed as delegates, with the specific objective of favouring industrial relations between those countries’ and Italian enterprises. Mostly recruited from public institutions, banks, and entrepreneurial associations (especially those related to FDI promotion), delegates are assigned the task of presenting Italian entrepreneurs with a portfolio of thoroughly selected investment opportunities. The DP turned out to be invaluable both as an institutional support instrument, and in stimulating bilateral interaction between home countries and Italy.

UNIDO
The cooperation agreement signed by the European Union (EU) and the United Nations (UN) in 2003 entitles UNIDO ITPO Italy to operate on the basis of European funds, throughout the implementation of cooperation projects financed by EuropeAid and the DG Development. Since then, UNIDO ITPO Italy has been developing 13 projects jointly with important Italian and international institutions (Chambers of Commerce, Regional Agencies for Development, and Business Centres). These projects aim at promoting FDI, fostering trade, and providing technical assistance to developing countries. Some additional activities are being developed within the framework of ALInvest and Interreg programmes, while others are under definition on the basis of other European programmes such as Asia-Invest, MEDA, Pro-Invest, and ESIPP. The main fields of activity of the European programmes encompass technical assistance, financial support, and economic cooperation. Technical assistance and financial support are devoted to enhancing living standards across regions and population in developing countries, and envisage interventions aimed at: Strengthening the economic, legal and social frameworks Protecting the environment and natural resources Supporting local administrations in the implementation of best practice for the creation of a more efficient development framework Economic cooperation mainly aims at sustaining trade and investment exchanges with emerging countries on a bilateral basis. The objectives pursued by these interventions are: Capacity-building at the scientific level, and transfer of both know-how and technology Institution-building for the improvement of economic, legal, and social conditions Support to the local private sector as a basis for increasing trade flows and the number of active industrial sectors

Decentralized cooperation & project development activities
The recently completed reform of the Italian Constitution which gives local and regional authorities greater autonomy, and allows local governments to participate in international cooperation policies has given real meaning to the EU strategy of empowering local institutions to act in regional networking and socio-economic development. UNIDO ITPO Italy is interested in matching complementarities and integrating core business initiatives. This especially applies to investment promotion and technology transfer initiatives by Italian local governments and institutions, and motivates UNIDO ITPO Italy recently starting a Decentralized Cooperation - Project Development Unit, which is devoted to identifying and promoting industrial development projects, and to stimulating dialogue among local governments, institutions, and international organisations (UNDP, ILO, IFC, EU, etc.) The actual policy implemented by UNIDO ITPO Italy consists of supporting local authorities, governments, and institutions in the development and implementation of projects and programmes undertaken in collaboration with institutions from developing and transition economies. Assistance to the design, negotiation, and implementation of either area or sector-specific investment promotion and technology transfer projects is granted according to priority criteria that are agreed upon with the institutions involved. UNIDO ITPO Italy’s technical assistance consists also of sharing operational know-how with new Italian international development cooperation actors, and of supplying developing countries advice on industrial investment based on the experience of the Italian SMEs. Furthermore, and with the aim of contributing to the achievement of the Millennium Development Goals, the Decentralized Cooperation - Project Development Unit of UNIDO ITPO Italy, in coordination with UNIDO Headquarters in Vienna, identifies, designs, and implements selected projects in the Mediterranean Basin, Sub-Saharan Africa, the Balkans (a Support Unit is operational in Serbia since February 2005), South-East Asia, and SouthAmerica.

Services to private companies
Dissemination of information on emerging markets ITPO Italy provides companies and institutions with updated information on legal matters and economic conditions, on investment financing, and on opportunities for industrial cooperation in developing and Eastern Europe countries. Screened and selected projects are promoted and brought to the attention of Italian entrepreneurs in order to identify possible business partners.
Search for partners For an industrial investment project to be successful, involvement of a local partner is essential. ITPO Italy, both directly and through its “operative antennae� across several countries, assists entrepreneurs in the identification of suitable partners for the development of investment projects.
Organisation of entrepreneurial meetings ITPO Italy organises business meetings among entrepreneurs throughout Italy and developing countries, mainly during or alongside specialized sectoral exhibitions at which delegations of local entrepreneurs have been invited.
Preliminary evaluations of investment projects ITPO Italy is able to assist Italian and developing countries entrepreneurs interested in formalising business relations by carrying out preliminary evaluations to assess the economic and financial feasibility of project ideas.
Assistance in negotiations including the preparation of business plans ITPO Italy provides assistance to Italian companies in their relations with potential counterparts in developing countries during all phases

of negotiations. These services include the organisation of company visits, the definition of the technical and economic parameters of the project, the drafting of the agreement, the identification of financial resources available for the implementation of the project and the preparation of complete business plans, so as to facilitate access to available credit lines and alternative financial sources.
Assistance to Italian and foreign companies applying for financing under law 49/87 art.6 ITPO Italy provides assistance to Italian and foreign companies from countries where open credit lines were released under art. 6 of law 49/87 by the Italian Ministry of Foreign Affairs to support the acquisition of updated industrial goods and services of (mainly) Italian origin in favour of local companies. ITPO Italy (i) provides information on the procedures and applicability to potential Italian exporters of technology and (ii) provides assistance in the preparation of the technical documents required for the application through the local banking systems in cooperation with local IPUs (wherever they exist, i.e. in Morocco, Tunisia, Egypt, Jordan).
Assistance to companies applying for financing under law 49/87 art.7 Under the agreement concluded with the Italian Ministry for Foreign Affairs, ITPO Italy is entrusted with (i) the promotion of the use of art. 7 application among potential Italian beneficiaries, (ii) the provision of information on the specific applicability to individual cases and, most of all, (iii) the preparation of the technical documents required to apply for financing the equity participation of Italian companies in a joint-venture under art. 7, law 49/87. Assistance to companies encompasses the preparation of either a business plan featuring a financial pre-appraisal, or a complete feasibility study, depending on the complexity of the project idea.

Competition or cooperation? The role of UNIDO in industrial cooperation and technology transfer interventions In Rome, under the high patronage of the President of the Italian Republic, and within the framework of the second edition of Giornate della Cooperazione 2005 (Cooperation Days 2005), issued by the Directorate General for Development Cooperation of the Italian Ministry of Foreign Affairs, on November 3rd UNIDO ITPO Italy held a conference on “Competition or Cooperation? The role in UNIDO for industrial cooperation and technology transfer interventions”. The event was aimed at stimulating dialogue and opened a new space for discussion and exchange between public and private stakeholders involved in international cooperation. The meeting was attended by more than 200 representatives of international, national and local institutions, authorities, development agencies and private companies. The debate focused on issues such as the challenges posed and the opportunities created by globalization for sustainable development through the establishment of profitable business linkages between companies in both developing and developed countries. In the morning session, Mr. Victor Zakharian Co-ordinator of the UNIDO ITPO Network, Ms. Diana Battaggia Head of UNIDO ITPO Italy, Minister Plenipotentiary Eugenio Campo from the General Directorate Cooperation and Development of the Italian Ministry of Foreign Affairs, Prof. Arduino Paniccia from the University of Trieste and Mr. Filippo Macchioni, Deputy Director of the Italian Company Team Group Spa, discussed innovative strategies, policies, and interventions to boost industrial development through international/regional networks and partnerships, industrial cluster development, activities of innovation management, and innovative resources mobilization. During the afternoon session, UNIDO ITPO Italy staff outlined priorities in the work programme for 2006. The session was also devoted to presentations on the top-notch engineering initiative Ponte di Archimede, the new capacity-building project for Iraqi and Jordanian economic and financial journalists, the new investment promotion campaign in sub-Saharan Africa, the results of Traceability projects in Egypt, and the new projects launched by the Decentralized Cooperation & Project Development Unit of the ITPO to support Italian local governments and authorities in the implementation of international cooperation projects.

The development of Serbian SMEs To strengthen local industrial potential, and to enhance the integration of Serbia in the global economy, UNIDO ITPO Italy, the Italian Ministry of Foreign Affairs, Regione Lazio and Provincia di Bologna agreed in 2005 to start the implementation of a cooperation project aimed at supporting the Serbian SMEs Development Agency in the process of industrial matchmaking between Italian and regional counterparts, through the attraction of both FDI and commercial flows. The policy implemented is that of upgrading the backstopping capacities of the SMEs Development Agency. The expected result consists of enabling the Agency to adequately accomplish its tasks of support to local SMEs, by providing them with updated information, management advice and technical assistance, suitable for private sector development. In order to fulfil this expectation, a Support Unit of UNIDO ITPO Italy - hosted by the Serbian Agency for the Development of Small and Medium-sized Enterprises and Entrepreneurship - is operational since February 2005.
Specific objectives of the project are: To enhance the Agency’s monitoring of the local entrepreneurial environment (including an upgrade of the IT system and related cross-networking), with special attention to the internationalisation process of local enterprises, and to supporting foreign investors interested in industrial and innovation technology cooperation. To facilitate the establishment of industrial and trade links between entrepreneurs from both countries, of cooperation channels between Serbian and Italian local authorities and institutions, to foster local development, to reinforce the supply chain, the internationalisation process, and the incubation of new enterprises. To improve the enactment of policies and services tailored to SMEs, through the mobilisation and optimisation of financial resources from different sources (i.e. national, EU etc,) with a bias in favour of young and female entrepreneurs. With reference to the successful initiatives of Regione Lazio and Provincia di Bologna, local staff will be trained at the Serbian Agency about formal procedures to establish, finance, and manage a revolving fund aimed at facilitating the above target group in the eligibility for soft loans. To foster sustainable cooperation among Serbian, Italian, and international key actors in the area of training, applied research (in particular in the field of renwable energy), and innovation.

FDI attraction and business promotion in Niger: the leather and meat sector Niger's food crisis is affecting 2.5 million out of the country's 12 million inhabitants, including a large number of pregnant and nursing women. Since the onset of the food shortage, UNDP, WFP, and FAO have been working jointly with the Government to develop a national emergency programme to address the problem. To this end, UNDP-Niger and UNIDO ITPO Italy decided to finalize an investment promotion project for the leather and meat processing sector, aimed at supporting and underpinning Niger’s industrial structure aiming to accelerate the industrialization process, achieve food self-sufficiency, and restore the country’s minimum living standards. This task will be carried out through the promotion of business opportunities flowing from a feasibility and market study for the leather and meat processing sector, by attracting FDI flows, and facilitating the integration of Niger in the globalized economy. The overall objective of the project is to identify strategic guidelines, best practice and business opportunities to facilitate direct linkages between the local business community and foreign investors. The project will be carried out along four main axes of intervention: Access to the market through FDI promotion accomplished raising the international community awareness on Niger economic potential and specific national investment promotion strategies. Definition of appropriate industrial programmes and policies. Technical assistance to the leather production and meat processing industries. Support in the design of a legal and administrative framework favouring the development of the private sector.

Fostering FDI dynamics and technology transfer in Iraq and Jordan – Master of Arts in Economic and Business Journalism Aim to improve the form of economic information, UNIDO ITPO Italy set-up a Master of Arts (MA) program for training a selected group of Iraqi and Jordanian journalists on economic, business, and financial issues. Trained journalists are expected to play a crucial role to support their countries in attracting FDI and technology transfers. The initial implementation of the program (December 2005 – January 2006) will consist of a pilot project to assess appropriateness and responsiveness to the needs of Iraqi and Jordanian journalists, who will be improving their skills by participating activities within economic/business/financial sections of national/international media organizations. Subsequently, an in-depth analysis will be carried out to revise the project and evaluate the opportunity to replicate it on a permanent basis. In addition to the Italian academic system contributing high-level faculty experience and teaching, the Italian media network will be exposing trainees to best practice in everyday journalism.
Global objective If the pilot is found satisfactory and appropriate by stakeholders, the project will be repeated over a 10 months period to operate a full academic year MA programme (across two academic years 2006/2007 – 2007/2008). The overall three-year (2005-2008) objective is to set-up the Master of Arts programme in Baghdad, Iraq (2007-2008), and select a group of Iraqi journalists that, by virtue of the excellent economic, financial and journalism knowledge acquired, will play a crucial role in improving their country’s favourable image, and in enhancing FDI attraction and technology transfers. The MA program will continue to receive participants from Jordan, and possibly from other countries of the area, thus becoming a reference for academic standards in the Middle East.

Energy and environment: bridging the gap between industrial development and sustainability UNIDO’s programmes and activities are aimed at improving people living standards and promoting global welfare by offering tailor-made solutions for sustainable industrial development of both developing countries and economies in transition. A number of activities related to the energy and environment sectors were carriedout by UNIDO ITPO Italy during 2005. Particular attention was devoted to programs/international agreements creating profitable opportunities for private companies willing to invest in environmentally-friendly projects.
Scouting and development of projects In collaboration with the United Nations Environmental Programme, and with the support of ITPO Italy, IPU Tunisia started researching technologies for water treatment, and defining possible related investment opportunities.
Project formulation assistance The IPU Morocco and the UNDP (United Nations Development Program) are undertaking the financial evaluation of projects complying with greenhouse gases emissions reductions certification according to the procedures of the Kyoto Protocol (to be promoted by ITPO Italy within the Italian business community). The IPU Tunisia collaborates with the National Agency for Renewable Energy to promote Kyoto Protocol investments.
Investment promotion ITPO Italy coordinated the participation of selected companies and institutions to specialized Italian trade fairs such as CO2 Expo 2005, Ecomondo 2005, Energy Med 2005, PV Tech 2005, where investment opportunities were presented to the Italian business community.
Institutional support In 2005 UNIDO ITPO Italy assisted Veneto Regional Council in the definition of specific instruments to encourage the involvement of local companies in investment projects within the framework of the Kyoto Protocol.

Energy out of marine current through Kobold turbine technology By the Messina Conference, held on September 23-25, the promotional phase of the Kobold turbine for marine current exploitation in South-East Asia was completed. At the same time, the second phase envisaging the set up of pilot plants in China, Indonesia, and the Philippines was launched.
The key objectives of the first phase of this initiative were to: Define jointly with competent national authorities (Ministry of Science and Technology of China, Indonesia and the Philippines) the modus operandi to secure an effective technology transfer. Identify the key national stakeholders at the public and private level that would eventually facilitate the adoption of the technology. Define the parameters necessary to choose the most effective site for the installation of the proposed pilot plants. The Messina Conference featured an opening message by the President of the Italian Republic, Mr. C. A. Ciampi, and a greeting from the Italian Minister of Foreign Affairs, Mr. G. Fini. The same conference launched the idea of setting up of a centre dedicated to marine technologies and related studies/applications within the existing Horcinus Orca Technology Park, under the umbrella of UNIDO. The activities of the centre will also involve the Universities of Messina and Reggio Calabria, the Messina CNR, ITPO Italy, and the private sector. The success of the Messina Conference attracted support from ITPO Italy and from Italian Foreign Ministry who agreed to co-finance the second phase of the project for the diffusion of Kobold applications for exploiting marine currents in South East Asia. The other co-financing partners will be the Ministries of Science and Technology in China and Indonesia, and the Italian company Ponte di Archimede. In December 2005, UNIDO fielded a mission to Indonesia and China to discuss with local counterparts the identification of companies that will be involved in the production of the two Kobold pilot plants. Indonesia quickly identified the company and negotiations were started for the establishment of a joint-venture for local manufacture of the Kobold turbine. It is expected that by end of March 2006, a representative of the Indonesian company will visit Italy to get acquainted with the Italian prototype and sign, at the ITPO Italy offices, the

official agreement for the establishment of the joint-venture. The start of the production of a Kobold turbine in Indonesia is due as early as July 2006. UNIDO Headquarters and ITPO Italy are investigating the possibility of further extending the promotion of the Kobold turbine in favour of the Small Island Developing States. With respect to this, the ITPO will participate with UNIDO Headquarters in the 14th Commission for Sustainable Development to be held in New York on May 1-12, 2006.

Technology and know-how for an ancient industry: ITPO Italy program to support the stone sector Once again in 2005 extraction and production of natural stone has been an important activity for ITPO Italy. In many developing countries this sector has an enormous potential not yet fully exploited because of problems like inadequate access to financial resources and lack of technology and know-how. For these reasons, UNIDO ITPO Italy carried out a program in this field to assist selected companies from developing countries. Moreover, the IPUs of Tunisia and Jordan, and the Argentinean Mining Secretary included this activity within their own development programs.
Jordan A small-size stone processing company located in Al Zarqa area is among the 16 companies supported by UNIDO-IPU Amman through the technical assistance programme launched in Jordan in 2001. According to recommendation by the UNIDO international stone (DS) expert, the company updated its technology in order to be able to export and be more competitive in the domestic market. It purchased a new processing line in 2001, and has since been actively involved in the DS programmes implemented in Jordan by UNIDO. The company also took part in the promotional campaign organized at various international fairs, namely MARMOTECC (Carrara, Italy) and MARMOMACC 2005 (Verona, Italy), and the country promotion event in June 2005 (Rome, Italy). In December 2005, the company requested UNIDO assistance to organize a meeting with Italian machine manufacturers of stone processing equipment and purchased a new gang saw (US$ 100,000). It started exporting in 2001 with approximately 50,000 tons of marble and limestone slabs, which increased to 700,000 tons in 2005, mostly to Iraq and Saudi Arabia.
Tunisia Answering to an increasing demand of support and assistance from Tunisian firms in the marble sector, the IPU – following request by the API (Investment Promotion Agency) - set up a promotion action that resulted in a vast range of business projects being implemented along with many missions to both Italy and Tunisia.

From 2004 onward, the IPU has been annually facilitating a delegation of Tunisian firms to take part in MARMOMACC – the International Trade Fair of Marble & Stone Technologies - taking place in Verona between September and October. Four Tunisian firms participated in the event in 2005, with an interest to developing industrial cooperation, and setting up joint initiatives for the extraction and processing of the Tunisian marble. MARMOMACC 2005 featured partnership workshops (15-16 April, 2005) organized by the IPU – in collaboration with the API and the OIM (International Organization for Migration) - in Le Kef (North-West of Tunisia). Seventeen firms (fourteen Italian, two Spanish and one Egyptian) took part in the event, along with six foreign companies (five Italian and one Spanish) and fifty other local firms. The workshop followed an informative seminar on investment opportunities in the marble sector in Tunisia. An overview of available quantities, different qualities of materials, and alternative options of waste retrieval, was given. On the second day, the workshop was dedicated to visits on production sites, and to ready-to-run quarries. The IPU supported these activities by conducting a survey of specifications and investment opportunities in the Tunisian marble sector. The survey was published in four languages (French, English, Italian and Spanish). The programme led to a number of collaborations between Italian and local companies. A joint-venture was set up for the exploitation of a quarry in Southern Tunisia, and twenty agreements for marble exchange are currently in execution.
Morocco In collaboration with the Centre for the Promotion of Exports (CMPE - Centre Marocain de Promotion des Exportations), IPU Rabat identified 4 companies that took part to MARMOMACC 2005, and were assisted by UNIDO ITPO Italy throughout the organization of a business meetings agenda.
Latin America Twenty-four companies were assisted in 2005, within a joint program between UNIDO ITPO Italy and the Argentinean Mining Secretary for the scouting and promotion of investment projects. With the financial support of the European Union, the program was extended to 3 Peruvian and 3 Uruguayan companies that also attended the “European Week MARMOMACC 2005” within the

framework of the AL-Invest III program. UNIDO’s delegation was involved in a technical seminar where the advantages of developing collective geographic brand names to protect stone products were illustrated by an Italian expert. Subsequently, with the contribution of both the Ambassador of the Republic of Argentina to Italy – H.E. Vittorio Taccetti – and the Mining Secretary – Min. Jorge Mayoral, investment opportunities in natural stone and marble were presented to Italian entrepreneurs. Finally, the Latin American companies participated in a study-tour featuring a visit to a quality control laboratory, and to a modern marble processing facility in an important industrial cluster in the Province of Verona
In 2005 we were able to participate for the fourth consecutive time in MARMOMACC. This event has become an important venue in our programs to support Argentinean mining companies. Along with ITPO Italy, through this kind of activities, we are improving the export capacity of existing companies giving them access to knowledge and technology to enhance the quality of their products in order to compete in global markets. On the other hand, this event has become a great chance to show the investment opportunities for private stakeholders within this sector in Argentina. Just five years ago there were only 3projects in the different sub-sectors of the mining industry. Today we count more than 140 projects showing a strong and growing sector pattern that we believe will be confirmed in the years to come. Excerpt from the speech of Min. Promoting best practice in sustainable agricultural production
In November, a group of Argentinean agricultural machinery companies participated in an event aimed at fostering industrial cooperation with European counterparts. Unlike many other international cooperation projects, this sector presents a unique opportunity for know-how and technology transfer from developing to developed countries. In the last fifteen years a new agricultural technique, named “sod seeding” (also “minimum” or “zero tillage”), has been developed to reduce damage to the soil. This practice reduces the disruption of the soil structure, of its composition and biodiversity, thereby minimising erosion, degradation, and water contamination, while affecting farmers’ revenues only slightly. Sod seeding is considered, in fact, a step towards a more sustainable commercial agriculture. Argentina and Brazil are world leaders in the application of this particular technique. Research and Development of appropriate machinery, tools and equipment was driven by the demand for adequate technical solutions. As a result, the state-of-the-art technology for sod seeding was developed in these countries. On the other hand, European farmers mostly apply traditional farming techniques that heavily depend on mechanization, thus degrading soil quality and fertility. Within the framework of UNIDO’s Program for the Recovery of Argentinean Industrial Sector, ITPO Italy organized a mission of Argentine agricultural machinery producers in order to present the advantages of sod seeding in European agriculture. The initiative was attended by the Italian Association of Sustainable Soil Management, according to which, the lack of know-how and technical solutions is responsible for slowing down the adoption of these techniques in Italy. The Argentinean experience illustrated during the seminar “Advanced Technology for Sod Seeding: An Opportunity from Argentina” was very valuable. The seminar was paralleled by more than 200 business meetings among machinery producers to reach industrial collaboration agreements for the transfer of technical solutions from Argentina to European companies.

African investment guides The African continent remains by and large marginalized in the world economy, with over half of the population living under US$1 a day. If the major Millennium Development Goal of reducing poverty by half by the year 2015 is to be achieved in Africa, a major policy shift is required, both at the national and international levels, to help boost growth and development in Africa. To this extent, UNIDO ITPO Italy launched in 2005 the African investment guides project with the aim to make aware the Italian private sector of investment opportunities in sub Saharan Africa. Through the analysis of sector potentialities and the collection of investment codes of more than 20 African countries, these guides attempt to increase understanding of the economic development of Africa and to promote actions required at the national, regional and international levels to accelerate the African economic development, as well as African countries' integration into the world economy. Investment guides available for: Angola, Benin, Botswana, Burkina Faso, Cameroun, Central African Republic, Chad, Congo Brazzaville, Democratic Republic of Congo, Ethiopia, Gabon, Ghana, Ivory Coast, Kenya, Mali, Mauritania, Niger, Senegal, Tanzania, Togo and Uganda.

Jordan as a gateway for trade and investment On June 27, the workshop “Jordan: a gateway for trade and investment workshop” was held in Rome. The event was intended as a promotional step in the organization of the Trade and Investment Forum Growing Business in Jordan Fostering Trade an Investment (due in Amman on June 2006). It was divided in two sessions, both aimed at presenting investment opportunities in Jordan to Italian entrepreneurs. The meetings benefited from the presence of Mr. Sharif Zu’bi, Minister of Industry of the Hashemite Kingdom of Jordan. More than 120 participants from Italian and Jordanian institutions, as well as from the private sector, attended the event. During the morning session, presentations were made by the Director General for Development Cooperation of the Italian Ministry of Foreign Affairs - Mr. Giuseppe Deodato and by Mr. Adrie De Groot - UNIDO Director Field Coordination and Resource Mobilisation Branch. Other presentations focused on industrial cooperation opportunities between Italy and Jordan. The lectures of Mr. Maen Nsour, CEO of the Jordan Investment Board (JIB), and of Mr. Angelo Di Stasi, Director General Enterprise Internationalisation – Italian Ministry of Productive Activities – were followed by the signature of the Memorandum of Understanding between the JIB and SIMEST (Italian State Owned Company with the mandate of promoting investments abroad). In the afternoon session, UNIDO ITPO Italy and IPU Amman scheduled about 75 business meetings involving company (28 Italian and 10 Jordanian) representatives of the sectors being addressed, namely olive oil, dimension stone, garment, dead sea cosmetics, and handicraft.The Al Hakeem Company and the Italian Barracane discussed a technology-transfer project implementable in Jordan. UNIDO IPU Amman supports both parties in their ongoing negotiations. Furthermore, the Italian Company Verona Fair informed both the Jordanian Minister and the JIB representative of the important trade fairs held in Italy: SOL (Olive Oil) and Marmomacc (Marble and Natural Stone). Jordanian officials recognized the importance of these two events and offered to assist the Italian side in any possible way.
The Free Trade Agreements with the USA, the access to the IMF, and the association agreements with the EU are some of the steps taken by Jordan that should ease the progressive globalization of Jordan, a country playing a strategic role within the Mediterranean basin and the surrounding area. Tianjin City: investment opportunities for Italian and European enterprises Within the framework of the 35th anniversary of the establishment of diplomatic relations between Italy and the People’s Republic of China, October 21-27, 2005, the Mayor of Tianjin City – Mr. Dai Xiang Long – led a delegation of more than 400 local enterprises and politicians to meet different public and private stakeholders in Italy. In this context, and among the many activities set up by various Italian organizations, UNIDO ITPO Italy organized two events in cooperation with Lazio Region and the Chinese embassy. On October 21, an official dinner in the presence of Mayor Dai and various high profile representatives of the Lazio Region and Italian entrepreneurs, was held in the Hotel Westin Excelsior in Rome. On October 24, another meet was organized in order to present investment opportunities in Tianjing city, and to do business-to-business meetings between Chinese and Italian companies and institutions. A numerous delegation of Italian institutional and entrepreneurial representatives took part in this meeting, and showed interest in the various investment. Mrs. Diana Battaggia, director of UNIDO ITPO Italy, and Mr. Liu Jian, head of the Tianjin Investment Promotion Agency, opened the debate. During the seminar, the most important driving sectors were presented: electronic, agro-business, chemical, and biotechnological. Within these sectors, important synergy opportunities were identified between Chinese and Italian industries that may eventually result in new productive alliances.
Commercial exchanges between Tianjin and Italy have a long history… But apart from history this city is important for other reasons. With a population of more than 10 million people, Tianjin is the most important economic area of the Bohai Sea Gulf in China (the second most important Chinese port after Shanghai). Electronics, car production, metal industry, biotechnology, oil, marine chemistry industry, and renewable energy production are the most important economic sectors… Within the framework of a rich program of activities prepared by Italian institutions and the Chinese Embassy, the United Nations Industrial Development Organization (UNIDO) in collaboration with the Italian Institute for Asia will organize a seminar for Italian companies interested in developing business relations with this important Chinese Municipality. Partnerships promotion within China’s Chemical Sector April 11 - 16, the Investment Bureau of Dongying (MPBDY) organized the Asia Enterprise EU – China Chemical Industries Partnership (ChinaChem). With the financial support of the EU Asia-Invest program and the Dongying municipal government, the Chemical Industries Association of the UK (CIA), UNIDO ITPO China and UNIDO ITPO Italy took part to the event by identifying private companies interested in participating in business meetings with Chinese selected counterparts. ChinaChem was further supported by CNNIC, VCI, Federchimica, Business Link, VNCI, Procesindustrien, providing European and Chinese small and mediumsized chemicals companies with a platform to establish a dialogue for exploring joint business opportunities. Over 139 Chinese and 26 European companies participated in the two days event. European participants held 130 formal meetings and 80 informal meetings with Chinese counterparts. Seventy-three of these meetings led to ideas that European participants said were worth following-up. During meeting days, 33 contracts and letters of intent were signed. The total value of these agreements reached about US $355 million. Ten Italian companies were invited to participate in events under UNIDO’s guidance.

Fostering dialogue between Chinese and European companies Qingdao city is among the most important automobile and auto parts producers in China. Many international companies active in this sector are located in this part of the country. Moreover, in recent years, the First Automobile Group, Qingdao Branch, implemented new technology allowing their productions to reach international quality standards. Every year 60,000 heavy trucks leave Qingdao, and the local company has turned from a minor into a large subcontractor truck producer. UNIDO ITPO Italy was invited to the second session of the “International Forum for the Development of Auto and Auto Parts Industries & The Investment & Trade Talks for Business Cooperation of Automobile and Auto Parts Enterprises” which was held in Qingdao China, April 23 – 30. During this event, organized to promote technical cooperation, trade, capital injection and/or information exchange, more than 800 Chinese companies and 200 foreign companies were given the chance of having face-to-face meetings. About 10 Italian enterprises were invited to attend the events under UNIDO’s assistance.

UGANDA Linking the Ugandan and Italian leather sectors: a market driven quality improvement programme TALIU Leather Industries and B. Spoke Conceria Arno started a collaboration for the production and marketing of Wet Blue hides towards the end of September 2005. The Ugandan company was struggling to find a market for its low quality products. It was basically on the verge of bankruptcy and working only on specific orders. With this new partnership it will benefit not only from technical know-how but also from the marketing expertise from the Italian partner contributing with over twenty years of experience within the sector. The Italian company contributed with new products with which to process the wet blue and furthermore held talks with the Government concerning the supply and quality of the hides brought to the plant. They also discussed the production of a small quantity of chemicals that could be used internally and sold both to other chemical factories and to the regional market. In this way, the venture will generate spillovers to other firms. Cattle breeders will also be benefiting from increased sales, and increasing demand for their hides will be an incentive to produce cattle of better quality. In the future, the partnership should be a point of reference for this innovative sector of the Ugandan economy and may be the start of new ventures.
Africa represents today not only a continent where humanitarian aid is directed, but also a new market for investments just as China and India did in the past years. Uganda represents a good example of this. TUNISIA Tunisia commitment in the environmental sector Under the instructions of the Tunisian Ministry of Industry and Energy, the IPU launched a programme for investment promotion in the renewable energy sector, as part of a strategy for: Investment promotion within the framework of Kyoto Protocol Promotion of an initiative in the technology sector for the production of renewable energy. This activity was performed by creating a portfolio of projects, from synthetic index-cards drafted in 2004 by the ANME (National Agency for Energy Conservation), in collaboration with UNDP. A first presentation of the project portfolio was carried out in the course of the CO2 Exhibition in Rome (September 29 – October 1, 2005). With regard to the promotion of entrepreneurial activities related to technology for renewable energy, the IPU selected a series of projects to be promoted through fairs and specific events. A group of four companies participated in ENERGYMED2005 in Naples (April 14-16, 2005) where IPU could present its own promotional activities in the renewable energy sector, and implemented partnership workshops. Tunisian companies participated in ECOMONDO/RICICLA 2005 Fair (October 26-29, Rimini), with the objective of promoting technology exchanges through joint-ventures. A Tunisian expert participated in a seminar during PVTECH 2005 (November 24, 2005 Milan) dedicated to forecasting worldwide market prospects in the photo-voltaic sector, so as to provide entrepreneurs with information about investment opportunities in Tunisia. Recycling and environmental sustainability are essential to IPU industrial promotion activities, thanks also to the collaboration with UNEP for a market study concerning the launching of Compact Units for treating both civil and industrial waste water.
University start-up incubators In 1999, the Tunisian Government delegated to API the responsibility of preparing and managing a programme for the creation of start-up incubators, so as to develop synergies between the academic and the entrepreneurial milieu. The “Enterprise zone” project features six universities contributing the structures necessary to host the start-up incubators. The know-how required for supporting new entrepreneurial projects (training future entrepreneurs, market feasibility studies, fund seeking) will be provided by API. The idea of a project to support Tunisian incubators took shape during 2004,

in response to a request to the UNIDO office of Tunis by the API. The project also encompasses assessing Tunisian incubators weaknesses and needs, and delineate Unido’s field of operation. In Sicily, in late September, 2005, UNIDO set-up an explorative encounter between Tunisian representatives and persons in charge of Messina, Catania, and Palermo’s incubators. The presentation of individual projects was instrumental to the exchange of knowledge and the identification of best practice. Scientific discussion was prompted by the visit to the Spin Lab incubator in Catania. A second meeting designed to illustrate a list of projects selected by IPU Tunis to Italian incubators is scheduled. The projects selection was the result of IPU Tunis visiting all Tunisian incubators to spot high-potential projects.

MOROCCO Development of wood and ceramic production within the Safi et Essaouira industrial district Ceramic and wood craftworks production is among most important industrial manufacturing activities in the region of Safi et Essaoura (southern Morocco). As a result of the collaboration between the Regional Centre for Investments for the Region of Doukkala Abda (Safi), and the Component 4B of UNIDO Integrated Program for Morocco, a number of producers’ cooperatives were created to attract the attention of important international stakeholders. The first part of this intervention was aimed at improving the productive organization of local artisans. At the same time, the study “The Ceramic Industry within the Region of Doukkala Abda: Raw Materials Analysis and Development of a Marketing Strategy” was finalized by IPU Rabat in collaboration with APC of Faenza (Italy). This work was presented at the Wilaya (Safi) conference allowed the Safi ceramic sector study to be publicised and raised awareness among local operators about development opportunities in the production of artisanal pottery for domestic and ornamental use. A consequence of creating producers cooperatives was the implementation of a more centralized chain of production of ceramic and wood crafts. This resulted in an improved product quality, eventually leading to a repositioning process within national and international markets. This tendency was confirmed during the participation of two representative cooperatives and one producer in the trade fair AF – Artigiano in Fiera (Artisan in Fair – Milan, December 3–11).

EGYPT Increasing the quality of Egyptian agro-exports UNIDO IPU Egypt was the player that made Mr. Mansour Amer and Mr. Andrea Belletti meet and join forces to improve the quality and quantity of Egyptian fresh fruits and vegetables production. In fact, in 2005, Mansour Amer Group (Egypt) and Eurofruit (Italy) created the joint-venture company Egytalia with an equity capital of 200,000 euro (51% Egyptian and 49% Italian). The joint-venture benefits from state of the art technology, know-how, and expertise of Eurofruit, which allow the newborn company to export its entire production to Europe. Egytalia complies with all of EU health and quality regulations, and produces according to standard suitable for foreign markets. The joint-venture between Mansour Amer Group and Eurofruit supported and assisted by UNIDO IPU Egypt is a successful example of breaking non-tariff trade barriers, such as lack of adequate information on foreign markets requirements. In December 2005, the joint-venture exported about 300 containers of fresh fruits and vegetables to Italy.
Reaching SMEs in Southern Egypt Egypt’s industry is mainly concentrated in the Governorates of Cairo and Alexandria. Nevertheless, a good number of SMEs is present in the southern part of the country, which is out of the reach of most development programmes and business services. UNIDO IPU joined hands with the Business Edge Programme of the International Finance Corporation in order to deliver training courses on marketing and pricing in 3 Governorates of Upper Egypt: Sohag, Qena and Minia. Mr. Michael Kher was one of the 60 company owners trained. Before attending the training, his tile producing company was facing stock losses and depending on the pricing policy of its unique supplier of raw materials. “After attending the training course” – he said – “I made contacts with more than one supplier and by doing this I no longer depend on the pricing policy of one supplier and I can get much lower prices for better quality material. Also, I learnt how to deal with our stock and how to produce just-in-time, without storing the goods for a long time”. Mr. Kher also increased the cash flow of his company by reducing the average number of days his accounts receivables remain outstanding.

JORDAN Technology transfer in the export of olive oil A Jordanian olive farming company located in Maan (Southern Jordan) approached UNIDO IPU Amman in early 2002 seeking advice on technologies to produce extra virgin olive oil. In May 2002, the company joined a Jordanian delegation visiting the Med Food fair in Tunis organized by UNIDO Tunis. During the fair, the company was exposed to new technology and market standards, such as the stainless steel tanks for olive oil storage, and export market demand preference as to packaging. The company purchased two extraction lines from an Italian supplier Gruppo Pieralisi, equipped for the production of 3 tons of olive oil per hour. The new plant was started in October 2002 and the company has been participating in various international events, among them Sana fair, UNIDO promotional campaign in Rome (June 2005) and MED Food. The company exported 50 tons of bottled extra-virgin olive oil to the USA, Saudi Arabia and Bahrain in 2005. It is now embarking on a plan to further expand its production capacity by utilising the Italian credit line.

Messina verrà creato il Centro internazionale per lo stuA dio del mare quale fonte energetica. Il centro studierà la possibilità di produrre energia dalle correnti marine, dal moto ondoso e dalle maree. Catalizzatore del centro internazionale per lo studio del mare che nascerà a Messina sarà la società Ponte di Archimede che ha brevettato il progetto della turbina ad asse verticale, Kobold, utilizzata in un progetto di sviluppo di questo tipo di energia a basso costo che è sostenuto dall'Unido (United nations industrial development organization) per il suo alto livello dieffficienza nella produzione energetica, facendola preferire ad altre tecnologie, ad asse orizzontale, fortemente sostenute dalle istituzioni inglesi, ma meno efficaci. Ora in questa nuova tecnologia sarà inportata dalla Cina per la produzione di energia. Il progetto Unido passa ora dalla fase sperimentale e scientifica, a quella operativa perché i governi delle Filippine, dell'Indonesia e della Repubblica popolare cinese, che, attraverso questa tecnologia, si
propongono di alimentare con energia dalle correnti marine le isole dei loro arcipelaghi, hanno annunciato che chiederanno finanziamenti alla Banca asiatica di sviluppo e alla Banca Mondiale per creare <<fattorie Kobold>> negli arcipelaghi asiatici. Il Centro per lo studio del mare come fonte energetica di Messina coagulerà, per la prima volta, le attività di università e governi asiatici e italiani. <<La collaborazione internazionale nella ricerca scientifica e tecnologica è lo strumento piu' efficace per rivoluzio-
nare il modo in cui si produce energia. Oggi più che mai la promozione di uno sviluppo sostenibile ed equo passa attraverso l'utilizzo di fonti di energia pulita e rinnovabile>>.
