Although my year as President began after the turbulent period of the Covid pandemic and the constraints of remote meetings, it ended with the joy of the 66th UIA Congress in Dakar. This first congress in Sub-Saharan Africa was an enormous success, not only because of the exceptional welcome offered to our participants, the famous Senegalese Teranga, but also because of the bonds of friendship and confraternity that were created with our Senegalese colleagues, who combined their time and efforts to give us the best of their magnificent country, whether from the highest authorities, the legal community, or renowned artists. In this respect, I would like to thank the Senegalese Bar Association and, particularly, Bar President Papa Laïty Ndiaye for his outstanding chairmanship of our congress. An annual report acts as a balance sheet. Representing our Association to professional institutions around the world has been a real source of pride, especially as we have seen an increase in the number of lawyers who have become members and renewed interest from Bars, with 10 new collective members joining us from 4
Algeria, Canada, France, Mauritania, Portugal, Kuwait, Italy and Spain. Within UIA, multilingualism and multiculturalism are two of our strengths that I have endeavoured to preserve throughout my term of office. It is also up to us as lawyers, whatever our mode of practice, to remain the guarantors of fundamental freedoms – whence the importance of the work done by our Institute for the Rule of Law, UIAIROL, which defends our colleagues throughout the world. Another project that I was pleased to propose to our members in May 2022 is the HELP diploma course, organised jointly with the Council of Europe, on the subject of privacy and data protection rights, under the supervision of a specialist in the field, Professor Jean-Luc Sauron. I have been honoured to preside the wonderful association that is UIA. Let us continue to support it and carry it forward, with the same determination to do it well, towards its centenary celebrations in 2027. Hervé Chemouli UIA President - 2021 - 2022

Si mon année de présidence a débuté après la période mouvementée liée à la pandémie de Covid et sous la contrainte des réunions à distance, elle s’est terminée dans la joie du 66e congrès de l’UIA à Dakar. Ce premier congrès en Afrique subsaharienne a été un grand succès, à la fois par l’accueil exceptionnel réservé à nos participants, la fameuse Teranga sénégalaise, mais aussi en raison des liens d’amitié et de confraternité qui se sont créés avec nos confrères sénégalais, qui ont conjugué leur temps et leurs efforts pour nous donner le meilleur de leur magnifique pays, que cela soit de la part des plus hautes autorités, de la communauté des juristes, mais aussi des artistes de renom. Je remercie, à ce titre, le Barreau du Sénégal et, en son nom, le Bâtonnier Papa Laïty Ndiaye pour sa remarquable présidence de notre congrès. Un rapport annuel, c’est un bilan. Représenter notre Association auprès des institutions professionnelles dans le monde a été une réelle fierté, d’autant plus que nous avons constaté un accroissement des avocats qui nous ont rejoints et un nouvel intérêt des Barreaux, avec l’arrivée de 10 nouveaux membres collectifs en provenance d’Algérie, du Canada, de France, de Mauritanie, du Portugal, du Koweït, d’Italie et d’Espagne. Au sein de l’UIA, multilinguisme et multiculturalisme sont deux de nos forces que je me suis attaché à préserver tout au long de mon mandat. Il nous appartient aussi en tant qu’avocats, quels que soient nos modes d’exercice, de rester les garants des libertés fondamentales d’où l’importance des travaux de notre Institut pour l’Etat de droit, UIA-IROL, qui défend nos confrères à travers le monde. Un autre projet que j’ai été heureux de proposer à nos membres en mai 2022
est celui de la formation diplômante HELP, organisée conjointement avec le Conseil de l’Europe, sur le sujet des droits à la vie privée et à la protection des données et sous la supervision d’un spécialiste en la matière, le professeur Jean-Luc Sauron. J’ai été honoré de présider cette très belle Association qu’est l’UIA. Continuons à la soutenir et portons-la avec la même volonté de bien faire, vers les célébrations de son centenaire, en 2027. Si bien mi año de presidencia comenzó tras un periodo convulso por la pandemia de covid, que nos obligó a mantener las reuniones a distancia, terminó con la alegría del 66.º congreso de la UIA en Dakar. Este primer congreso en el África subsahariana fue un gran éxito, tanto por la excepcional acogida de la que disfrutaron nuestros participantes — la famosa Teranga senegalesa — como por los lazos de amistad y confraternidad que se crearon con nuestros compañeros senegaleses, que dedicaron su tiempo y sus esfuerzos a darnos lo mejor de su magnífico país: tanto las más altas autoridades, como la comunidad de juristas y artistas de renombre. En este sentido deseo dar las gracias al Colegio de Abogados de Senegal y, en su nombre, al Decano Papa Laïty Ndiaye, por su notable presidencia de nuestro congreso.

Ha sido para mí un honor presidir esta magnífica Asociación que es la UIA. Sigamos apoyándola con la misma voluntad de hacer bien las cosas, ahora que nos acercamos a las celebraciones de su centenario en 2027.

Since 2018, the UIA has invited law firms to join its new membership programme. UIAdvance provides law firms with a complete range of services so that they can offer their lawyers all the benefits of being a UIA member. UIAdvance also focuses on law firms wishing to expand their global presence and build a wider network of trusted law firms with which they can collaborate. For law firms, the UIAdvance programme has been extraordinarily successful, attracting a powerful roster of some of the highest-quality law firms in the world. Commissions 2022
The UIA commissions and working groups work in specific areas in the fields of business law and general practice, as well as human rights law. Their works are available on the UIA Website. They also publish newsletters, hold sessions at the annual congress and are fully committed to the organization of seminars. These events offer the opportunity to share expertise and know how. In 2022, the UIA was composed of 42 scientific commissions chaired by Ian De Freitas, Director of Commissions and Matthias Stecher and Verena Moll, both Deputy Directors of Commissions. The In-House Counsel Working Group was created under the impulsion of Arianna Righi who presides this Working Group. The Food Law Commission changed its name to Agrifood Law in order to be more representative of its area of interest.

The 2022 Commission of the Year The Contract Law Commission was awarded the prize for the 2022 Commission of the Year. This award recognizes the regular activity of commissions, their involvement in the organization of several seminars during the year and their dynamism. Susanne Margossian received the prize on behalf of the president of the commission, Christoph Oertel.

UIA 2022 Congress
Dakar October 28-30 Un congrès historique Pour la première fois depuis 1927, date de création de l’UIA, le congrès s’est tenu en Afrique subsaharienne et plus précisément à Dakar, capitale du Sénégal. Les 800 participants ont été accueillis dans un écrin d’architecture contemporaine, le Centre International de Conférences Abdou Diouf (CICAD). Ils ont pu participer à 36 séances de commissions, 10 forums, une session du Sénat des barreaux et à une session spéciale dédiée « aux violences sexuelles dans les zones de conflits » avec pour invité d’honneur le prix Nobel de la Paix 2018, Dr Denis Mukwege.

UIA Awards Opening Ceremony En 2022, la cérémonie d’ouverture a été conduite par Hervé Chemouli, le Président sortant de l’UIA, Maître Mamadou Seck, Bâtonnier de l’Ordre des Avocats du Sénégal, Maître Papa Laïty Ndiaye, président du congrès et Bâtonnier sortant de l’Ordre des Avocats du Sénégal, et en présence de nos invités d’honneur, le Président de la République du Sénégal, Monsieur Macky Sall, ainsi que le Dr Denis Mukwege, Prix Nobel de la paix 2018. Ses actions, notamment en tant que défenseur des violences faites aux femmes, ont été présentées avec une vidéo de S.A.R. la Grande-Duchesse de Luxembourg.
UIA/LexisNexis Rule of Law Prize Awarded to Mr. Mohamed El-Baqer and “Wolne Sądy” (Free Courts) The UIA Rule of Law Award in cooperation with LexisNexis was awarded jointly to Mr. Mohamed El-Baqer, an Egyptian human rights lawyer and the Founder and Director of Adalah Center for Rights and Freedoms, and “Wolne Sądy” (Free Courts), an initiative established by a group of lawyers to defend and promote the independence of the judiciary in Poland.
Cette cérémonie a été ponctuée de deux intermèdes musicaux avec Slam (Le Duo) et la présence de l’un des musiciens sénégalais les plus connus UIA/LexisNexis LegalTech Inspiration Award Granted to SP Tech à l’international, Ismaël Lo. The UIA LegalTech Inspiration Award was created in cooperation with LexisNexis to encourage innovation in the legal field and reward the organizations or individuals that bring new ideas to the legal world which change lawyers’ outlook, practice or working methods. The second edition of this award was granted to SP Tech (Italy), represented by Alessandro Miele, for the presentation of a product which creates forensic certificates to prove illicit transmission. It was presented during the Opening Ceremony at the CICAD.

Día networking La jornada inaugural del congreso se desarrolló en el ambiente especialmente cordial que caracteriza a la UIA. Por la mañana, la CICAD dio la bienvenida a nuestros delegados en la prestigiosa ceremonia de apertura. La jornada continuó con la Asamblea General de la UIA, los foros especializados por lengua y por región y el «Networking UIA». Cada participante interesado en establecer contactos con bufetes de abogados de fuera de su jurisdicción tuvo la oportunidad de presentar su bufete en el escenario, para explorar las posibilidades de cooperación con abogados afines.

Gouvernance des ressources minières et énergétique en Afrique et au-delà Ce premier thème principal a fourni, tant aux intervenants qu’au public, l’occasion de discuter des problématiques liées à la négociation des contrats extractifs, miniers et énergétiques, d’une part et des défis et des opportunités des politiques de contenu local.
Ces deux sous-thèmes s’inscrivent dans le cadre de la mise en œuvre des politiques d’investissement dans les pays africains et en dehors de ce continent. A cet égard, ils ont suscité de nombreux et fructueux échanges dûs, principalement, à la grande qualité et la solide expérience des panelistes.

Comité des femmes El Comité de Mujeres de la UIA, presidido por Elisabeth Zakharia Sioufi (Líbano), dedicó su sesión al tema de los derechos de la mujer en el contexto mundial actual. Ponentes de distintos países, Marie-Aimée Peyron (Francia), Héleyn Uñac (Países Bajos), Nesrine Roudane (Marruecos), Mareike Heesing (Alemania) y Jean-François Henrotte (Bélgica) analizaron este tema antes de animar un debate general con los participantes.

The effectiveness and credibility of our judicial systems Moderated by Bénédicte Querenet-Hahn, the main theme allowed for fruitful discussions between magistrates, bar leaders and other expert practitioners from different regions of the world, and included the participation of Jaša Vrabec, President of the Council of Europe’s Working Group on the Evaluation of Judicial Systems (CEPEJ-GT-EVAL) and Fatou Faye Lecor Diop, Magistrate at the Supreme Court of Senegal, as well as Julie Couturier, Coco Kayudi Misamu, Stephen L. Dreyfuss, Brahim Ebety, Yoshihisa Hayakawa and Olufemi Sunmonu, respectively from France, Democratic Republic of Congo, United States of America, Mauritania, Japan and Nigeria. Adopting a comparative and constructive approach, the speakers addressed the topics of training and independence of judges, access to justice and evidence (discovery or no discovery), delays in justice, quality of judicial decisions and their enforceability. UIA would like to express its gratitude to the speakers from all over the world for their interventions, with a special mention for Jaša Vrabec, who brought the invaluable insight of the European Commission for the Efficiency of Justice (CEPEJ) and whose recent report can be found on the Web site of the Council of Europe*.

Soirée informelle Les participants ont eu le privilège d’assister à un concert privé de la star internationale Youssou N’dour. Ce concert exceptionnel a duré plus d’une heure dans une ambiance joyeuse et animée. Gala dinner
For this edition, the gala dinner was held in the prestigious 5* hotel, the TerrouBi located on the beach bordering the Atlantic Ocean. This event brought together around 450 guests who had the privilege of attending a fashion show, presenting traditional costumes created by Oumou Sy, an emblematic figure of Senegalese fashion.
Before assuming the Presidency of UIA, Urquiola De Palacio was an active member of the association, successively holding the positions of Advisor to the President; Deputy Director, Co-Director and Director - Independence of the Profession; and President of the Future of the Lawyer Commission. Urquiola De Palacio reiterated her intent to continue the work carried out by the Association during the pandemic, taking advantage of the dynamism and adaptability demonstrated by the UIA over this period. “We must strengthen our associative base by continuing the actions carried out during Hervé Chemouli’s term in office and focus on new memberships, in particular by developing UIA’s presence on all continents.”
Urquiola De Palacio succeeds Hervé Chemouli as UIA President Urquiola De Palacio officially took office at the closing ceremony of the Association’s 66th Annual Congress on October 29 in Dakar, succeeding Hervé Chemouli. A UIA member since 2011, Urquiola de Palacio del Valle de Lersundi has been a practicing attorney since 1992 and is an Associate Director with the firm, Palacio y Asociados, Abogados. She specializes in civil, business, European and international law. She is a mediator in civil and commercial law and has been an arbitrator since 2003.
Beyond these commitments, Urquiola De Palacio intends to continue to support UIA-IROL’s actions and the defense of the rule of law, the independence of the profession and, particularly, the defense of the right of defense itself – in other words, the protection of lawyers.

Dr Denis Mukwege Charte sur l’accès à la justice des femmes Le Comité des Femmes de l’UIA a proclamé la Charte des Principes Fondamentaux sur l’Accès à la Justice des Femmes Victimes de Violence le 8 mars 2022, à l’issue du séminaire qu’il a organisé conjointement avec le Conseil national des Barreaux (CNB) français, à l’occasion de la Journée internationale des droits des femmes. Cette Charte appelle les Barreaux et les avocats à jouer un rôle fondamental notamment « dans l’accompagnement et le soutien des femmes victimes de violence qui recherchent une protection et une assistance juridique ainsi que dans l’accès effectif de ces femmes à des services juridiques gratuits et à l’aide juridictionnelle. « La Charte est en ligne et disponible sur le site internet, sous la section « Comité des Femmes ».
Invité d’honneur de la cérémonie d’ouverture et de la session spéciale : les violences sexuelles en zone de conflit Le Dr Denis Mukwege est un gynécologue congolais (RDC), né le 1er mars 1955 à Bukavu. Il a étudié la médecine et s’est spécialisé en gynécologie et obstétrique. Il est détenteur d’un doctorat (PhD) en Sciences Médicales de l’Université Libre de Bruxelles. Depuis plus de 20 ans, le docteur Mukwege prend en charge des survivantes de violences sexuelles et des femmes souffrant de graves problèmes gynécologiques à l’hôpital de Panzi qu’il a fondé en 1999. Son action et son dévouement ont été reconnus dans le monde entier au travers de différents Prix tels que le Prix des Nations Unies pour les droits de l’homme (2008), le Prix Sakharov (2014) et le Prix Nobel de la Paix (2018). Il a également reçu des diplômes honorifiques de différentes universités. Son témoignage ainsi que les interventions de plusieurs orateurs spécialisés sur ces questions ont été émouvants et riches d’enseignement.

Juriste International Annuaire des membres L’annuaire des membres de l’UIA présente les coordonnées de tous les membres à jour de cotisation à la date du 31 juillet 2022. L’annuaire offre des informations pertinentes pour chaque membre de l’UIA, y compris leurs coordonnées et domaines d’expertise et permet la publication de la photo du membre, le logo de son cabinet, une brève description et un lien vers le site du cabinet.
Quatre numéros du Juriste International ont été publiés en 2022, tirés à près de 3000 exemplaires. Au total, 98 articles ont été publiés, dont 49 % en langue anglaise, 31 % en langue française et 20 % en langue espagnole, représentant un total de 339 pages. Parmi les 119 auteurs d’articles, 50 % étaient des femmes et 50 % des hommes. La rubrique consacrée à un thème spécial, le «Deep Dive», s’est focalisée sur les thèmes suivants : jeunes avocats, criminalité, enfance et droit, perspectives latino-américaines.
Newsletters L’UIA publie une newsletter d’informations dans laquelle sont exposés les points de vue d’avocats du monde entier sur des questions internationales d’ordre juridique et sur les développements qui affectent la profession au niveau de chaque pays. Le Programme du Conseil de l’Europe de formation aux droits de l’homme pour les professionnels du droit (HELP) a lancé en 2022, en collaboration avec l’UIA, un cours à distance sur les droits à la vie privée et à la protection des données, sous la supervision d’un spécialiste en la matière. 2022 Rule of Law Webathon Inspired by their pledge to defend and promote the Rule of Law, the UIA-IROL, together with the AIJA Human Rights Committee, the ABA International Law Section, the Law Society of England & Wales and the Inter-American Bar Association, organized the second annual 24-hour Rule of Law Webathon on May 10-11. The Webathon’s twelve panels spanned continents and time zones, with each panel addressing different aspects of how economic and social development interrelates with the Rule of Law, the focus of the 2022 Webathon. The UIA and the UIA-IROL were particularly involved in the organization of three of the panels: l Independence of the Justice Sector, Media and Civil Society: Institutional and Individual Impacts on Sustainable Development, organized with the Warsaw Bar Association. l Promoting a Gendered Approach to Economic Development and the Rule of Law, organized with the California Lawyers Association l Prevention, Protection and Prosecution: Forced Labor and Current Challenges to Sustainable Development, organized with the Japan Federation of Bar Associations (JFBA)

2nd International Fair Trial Day and Ebru Timtik Award Initiated in 2021 by a number of international bar associations and lawyers’ organisations, including UIA, the IFTD is to be held each year on June 14 to highlight the importance of this fundamental right and is focused on the situation of one country per year. In addition, the Ebru Timtik Award is attibuted in conjunction with the International Fair Trial Day in honor of Ebru Timtik, an imprisoned lawyer in Turkey who died on the 238th day of a hunger strike demanding a fair trial. The UIA-IROL, as a member of the IFTD Steering Committee, actively supported the commemoration of the second annual International Fair Trial Day (IFTD), which was focused on Egypt. The UIA-IROL was among the more than 60 signatories of a joint statement
calling for specific actions to be taken to protect and promote the right to a fair trial in Egypt. The 2022 IFTD Conference was held on June 17-18 and hosted by the Palermo Bar Association (Italy). Jacqueline R. Scott, representing the UIA-IROL, moderated a panel discussion with international experts. On this occasion, the Ebru Timtik Award was delivered to lawyers Mohamed El-Baqer and Haitham Mohammadein, both of whom have demonstrated “great dedication, determination and courage in their work as lawyers and human rights defenders”.
Día de la Abogacía en Riesgo 2022 dedicado a Colombia Como miembro de la coalición de colegios, asociaciones de abogados y organizaciones de la sociedad civil que apoyan la conmemoración del Día de

la Abogacía en Riesgo (DEL por sus siglas en inglés), el UIA-IROL participó en la preparación de su edición 2022 que estuvo dedicada a informar sobre la situación de los abogados y abogadas en Colombia. El DEL 2022 prestó especial atención a aquellos colegas colombianos que defienden los derechos humanos y a sensibilizar sobre las amenazas y los retos a los que se enfrentan muchos de ellos en ese país. Además de aportar su contribución al informe general coordinado por el Observatorio Internacional de la Abogacía en Riesgo, se invitó a los miembros de la UIA a apoyar esta iniciativa. Asimismo, el Comité de Dirección de la UIA publicó una declaración expresando apoyo a los abogados y abogadas en Colombia.
Relancement de l’exposition photo “Visages de la Liberté” L’UIA-IROL a continué de travailler activement avec le Barreau de Nantes et le Conseil national des barreaux français (CNB) pour revigorer l’exposition photographique « Visages de la Liberté ». qui présente des portraits d’avocats du monde entier, qui font ou ont fait l’objet de violences, d’intimidations ou de représailles pour avoir défendu les droits de l’homme ou d’autres défenseurs des droits de l’homme. La version actualisée de l’exposition physique a été présentée au congrès de l’UIA à Dakar.
Soutien au rallye raid en moto Paris/Dakar en hommage à Ebru Timtik En octobre 2022, Henri Carpentier, avocat et membre de l’UIA, a entrepris un rallye-raid en moto « Pour Ebru » sur la route mythique du Paris-Dakar. Cette action visait à rendre hommage à Ebru Timtik, avocate turque décédée le 28 août 2020, à la suite d’une grève de la faim qu’elle avait entamée dans le seul but d’obtenir un procès équitable. L’UIA et l’UIA-IROL ont soutenu cette initiative et ont suivi le parcours de Me Carpentier sur les réseaux sociaux, découvrant également certains des portraits de l’exposition photo « Visages de la Liberté ». « Ebru ! Regarde Ebru ! C’est le Rekkam ! Ce fameux plateau à l’Est du Maroc, pas loin de l’Algérie. Je suis bien content de le voir celui-là ! Déjà deux échecs à le traverser. Ce plateau au nom de pirate, avec ses pierres rouges. Rekkam le rouge, on te salue ! Brigand, flibustier, gredin, 300 kilomètres de piste pour te traverser. 10 heures à laisser fourbu l’honnête passant. Ah ! Tu mérites bien ton nom. Mais regarde encore Ebru ! Il se fait beau pour toi. Il te charme même ! Il se fait coquet, il laisse derrière lui le rouge et la sécheresse des pierres. Il se pare de nouvelles couleurs. Turkey CHD Trials January, September and November 2022 In 2022, the UIA-IROL continued to observe the mass trial initiated in Turkey in 2013 against 22 lawyers from the Çağdaş Hukukçular Derneği (ÇHD - Progressive Lawyers’ Association), including lawyers Selçuk Kozağaçlı’s and Barkın Timtik, whose harsh conviction were being reconsidered since April 2021. The UIA-IROL sent trial monitoring missions in January, March, September and November 2022, alternately or jointly represented by Sibylle Gioe (Belgium), Salvatore Filippini La Rosa (Italy) and Antonio Fraticelli (Italy). Following the verdict issued in November, the UIA-IROL, as a member

of the delegation of organisations and lawyers observing the trials, condemned the severe conviction of lawyers charged with membership in a terrorist organization and participating in terrorist propaganda, following a trial that, according to the observers’ conclusions, felt far short of international fair trial standards.
Support for the former members of the Board of the Ankara Bar Association The UIA-IROL followed with concern the criminal proceeding initiated against eleven former members of the Board of the Ankara Bar Association, including its former chairman and current President of the Union of Turkish Bar Associations (TBB). The eleven lawyers are accused of “insult to a public official” in relation to comments they made in response to a statement made by the Turkish Head of Religious Affairs. These lawyers

risk a sentence of up to two years in prison. Martin Pradel, UIA-IROL Deputy Director General, and Etienne Lesage, President of the UIA Criminal Law Commission, represented the UIA at the hearings held in March and June.
Colombia VII Caravana Internacional de Juristas Tras una pausa de dos años debido a las restricciones del COVID, la 7ª Caravana Internacional de Juristas viajó a Colombia del 20 al 28 de agosto de 2022. La UIA y el UIA-IROL estuvieron representados por Gustavo Salas Rodríguez, Director de la Sección Defensa de la Defensa del UIA-IROL. La delegación, constituida por 18 abogados representando diferentes organizaciones internacionales, se centró este año en la necesidad de la independencia judicial para combatir la impunidad y garantizar el acceso a la justicia., y visitó las regiones de Cali, Bucaramanga, Cartagena y Cúcuta, donde recogieron los testimonios de víctimas de violaciones de derechos humanos y de sus familiares, de representantes legales y de varios jueces y otras instituciones.
Ayoub Ghedamsi, membres de la Ligue tunisienne pour la défense des droits de l’homme (LTDH), qui ont dû comparaître devant le juge d’instruction, accusés d’«outrage à un fonctionnaire du système judiciaire », suite à une plainte portée par un juge. Les poursuites sont liées à leur demande de déférer un cas concernant des mauvais traitements devant un autre tribunal en raison notamment d’un manque d’impartialité et de la violation des droits de leurs clients à un procès équitable.

The UIA-IROL expressed its utmost concern about the continuously deteriorating situation of the legal profession in Belarus. Lawyers defending cases considered politically sensitive have been primary targets of systematic criminal prosecution, intimidation and/or arbitrary disciplinary proceedings, while the Minister of Justice has taken extensive control over the legal profession and the bar association.

The UIA-IROL expressed it support to and solidarity with Chinese human rights lawyers on the occasion of the China Human Rights Lawyers Day, which is commemorated each July 9 in remembrance of the “709 Crackdown”, on human rights lawyers and defenders in mainland China in 2015. Of particular concern this year, are the dozens of lawyers who have had their licenses arbitrarily suspended or permanently revoked in the last few years. On November 29, 2022, International Women’s Human Rights Defenders Day, the UIA-IROL joined 15 other organizations in a statement to express concern about the ongoing detention of the Chinese human rights lawyer, Li Yuhan.

Egypt Supporting Prosecuted Human Rights Lawyers In September 2022, the UIA-IROL welcomed the release of Haitham Mohamadein, an Egyptian human rights lawyer and trade union activist and one of the recipients of the 2022 Ebru Timtik Award. The UIA-IROL also joined several initiatives calling for the release of human rights lawyer Mohamed elBaqer, co-recipient of the 2022 UIA/ LexisNexis Award and the 2022 Ebru Timtik Award. Among other actions, the UIA-IROL submitted a petition to the Egyptian President, and invited UIA members to do the same.
Iran Support for Iranian lawyers in the context of the civil society crackdown The UIA-IROL followed with deep concern the situation of lawyers in Iran in the context of the crackdown on civil society protests that erupted across Iran in September, following the death of 22-year-old Jina Mahsa Amini. It firmly condemned the arrest, detention and prosecution of lawyers in Iran and expressed its support to and solidarity with all independent Iranian lawyers who continue to defend human rights in the face of great personal and professional risk. Among other actions, the UIA joined a statement issued on

Philippines The UIA-IROL continued to support Philippine lawyers who practice their profession in a particularly oppressive work environment. Among other actions, the UIA-IROL, represented by Jacqueline Scott, sent a message of solidarity to the National Union of People’s Lawyers (NUPL) on the occasion of its National Congress. Founded in 2007, NUPL has since lost five members “in murderous attacks” and several other members have faced trumped-up charges and “red-tagging.”
United Arab Emirates Dr. Mohammed al-Roken In 2022, the UIA-IROL reiterated its support to Dr. Mohammed Al-Roken and continued to call for his effective and unconditional release. Dr. AlRoken completed his 10-year sentence to which he was arbitrarily convicted. However, Dr. Al-Roken has not been released yet.
The UIA-IROL also expressed concern about: the conviction and life imprisonment sentences given to lawyers Hazza bin Ali Abu Shurayda al-Marri and Rashed bin Ali Abu Shurayda al-Marri, from Qatar. l
the murder of Mexican-Spanish lawyer Cecilia Monzón Pérez, a wellknown women’s rights defender in the municipality of San Pedro Cholula, in Mexico.

Le Prix International des Droits de l’Homme «Ludovic Trarieux» 2021 et 2022 Le 26 Prix Ludovic Trarieux 2021 a été remis à l’avocate afghane Freshta Karimi, co-fondatrice et directrice de l’association Da Qanoon Ghushtonky, lors d’une cérémonie organisée à l’occasion de la Rentrée solennelle du Barreau de Bordeaux. L’UIA, en tant que membre du Jury, a été représentée par son président Hervé Chemouli. Lors de la même cérémonie, le Barreau de Beyrouth a reçu la mention spéciale « Barreau de l’année » 2021. e
L’UIA a également participé à la délibération du 27e Prix qui a été attribué à l’avocat iranien Amirsalar Davoudi, défenseur de nombreux défenseurs des droits de l’homme et de prisonniers politiques, et actuellement emprisonné en Iran en raison de son travail en faveur

des droits humains. Le jury a également décerné la mention spéciale au Barreau de l’année 2021 au Barreau de Varsovie.
Prix État de droit UIA en coopération avec LexisNexis 2022 Le Prix 2022 UIA État de droit en coopération avec LexisNexis a été attribué de manière conjointe à Mohamed El-Baqer, avocat égyptien des droits de l’homme et le Fondateur et Directeur de l’association « Adalah Center for Rights and Freedoms », et « Wolne Sądy » (Free Courts/Tribunaux libres), une initiative créée par un groupe d’avocats pour défendre et promouvoir l’indépendance de la justice en Pologne. Le Prix a été présenté à la cérémonie d’ouverture du 66° Congrès annuel de l’UIA à Dakar.

Support for the Rule of Law and Independence of the Legal Profession Actions in relation to the situation in Ukraine The UIA has expressed grave concern about the invasion of Ukraine by the army of the Russian Federation, condemning the invasion in its strongest terms. Since that date, the UIA and the UIA-IROL have actively worked to coordinate and implement initiatives in support of Ukrainian lawyers and the Ukrainian National Bar Association. Among other actions, they encouraged its members to take various actions to support Ukrainian lawyers and their families in their respective countries, and welcomed the initiatives of many bar associations as well as individual UIA members who vigorously acted in support of Ukrainian citizens, and particularly lawyers. In addition, in collaboration with LexisNexis, the UIAIROL facilitated the availability of legal resources to help lawyers and legal professions providing legal assistance to, and obtaining protection for, Ukrainian nationals.
Rule of Law - Brazil The UIA-IROL followed with concern the situation of the Rule of Law in Brazil
and, in particular, the reported attacks and threats on judicial independence and the free exercise of civil and political rights and freedoms. The UIA expressed its support to the Brazilian legal community, which is actively mobilized to defend the Rule of Law in Brazil.

Préoccupation pour absence de dialogue entre le gouvernement et la profession L’UIA-IROL a exprimé sa préoccupation concernant un conflit opposant le Ministère de la Justice et le Ministère de l’Economie et des Finances du Maroc à l’Ordre des Avocats du Maroc (ABAM) et aux associations professionnelles d’avocats marocains au sujet des politiques fiscales pour la profession d’avocat, décidées sans impliquer les avocats marocains ni leurs institutions représentatives de la profession dans leur élaboration.
Vers l’abolition universelle de la peine de mort En tant que membre de la Coalition mondiale contre la peine de mort, l’UIA-IROL s’est associé à plusieurs déclarations importantes et, notamment, une déclaration commune condamnant la fin du moratoire officieux sur les exécutions au Myanmar. Par ailleurs, l’UIA-IROL a joint une déclaration orale
El 10 de octubre de 2022, la UIA-IROL se unió una vez más a la Coalición Mundial contra la Pena de Muerte y a los abolicionistas de todo el mundo para conmemorar el 20° Día Mundial contra la Pena de Muerte, que estuvo dedicado este año reflexionar sobre el vínculo que existe entre el uso de la pena de muerte y la tortura y otros tratos o penas crueles, inhumanos y degradantes. El UIA-IROL contribuyó a la difusión del material de promoción y sensibilización de la campaña entre los miembros de la UIA, à través de la página Web y las redes sociales de la asociación, y en publicaciones como la revista Juriste International. En esta ocasión, el UIA-IROL se sumó también a las más de 50 organizaciones de la sociedad civil que firmaron una declaración para alertar sobre el mayor riesgo de tortura que corren las mujeres y las personas LGBTQIA+ ante la pena de muerte. 33

Being elected President of the UIA, being recognised by your peers – lawyers from all over the world who seek to contribute to the improvement of the justice system by sharing their concerns and experiences in forums such as the Association – is a source of pride and personal satisfaction. But this mandate also implies taking on an immense responsibility, a commitment that I would describe as truly vital: that of devoting all my efforts to ensuring that our Association meets the difficult challenges of the present and the future successfully. The Covid pandemic is almost behind us and, little by little, a ‘new normal’ is taking hold. Before I turn to the future, I want to pay tribute to my three predecessors, who have steered UIA through this period and made the continuity of our Association’s activities possible. UIA’s fundamental aim is to create interaction and culture through the sharing of knowledge and values. This means getting to know each other, in order to generate empathy, build trust and strengthen ourselves – not formal “respect”, but a vital respect based on 40
affinity, I would even say complicity; and to do so we need to be present together, which we will be able to do more easily in 2023. I have every intention of meeting our members from all over the world. In this period of serious events, I believe it is necessary to reaffirm our fight vigorously, in a way that is absolutely compatible with our neutrality. UIA has no ideology, but it is firmly rooted in upholding the rule of law. Our association, for the protection of the profession and of collegiate institutions, is an important instrument in the defence of the rule of law, which I will promote throughout my term of office. Finally, allow me to conclude with the event that will mark the end of my year as President – the Rome Congress. The local committee is working to ensure the success of the Congress in the Eternal City. I am sure it will be, and I invite you to join us for the occasion! ARRIVEDERCI A ROMA !!! Enfin, permettez-moi de conclure sur l’événement qui marquera la fin de mon année de présidence : le Congrès de Rome. La pandémie de Covid est presque derrière nous et peu à peu, une « nouvelle normalité » s’installe. Avant de me tourner vers l’avenir, je veux rendre hommage à mes trois prédécesseurs, qui ont piloté l’UIA pendant cette période et rendu possible la continuité des activités de notre Association. L’objectif essentiel de l’UIA est de créer de l’interaction et de la culture à travers le partage de connaissances et de valeurs. Cela nécessite de se connaître, afin de générer de l’empathie, de construire la confiance et de renforcer, non pas un «respect» formel, mais un respect vital basé sur l’affinité, je dirais même la complicité ; et cela nécessite d’être présents ensemble, ce que nous pourrons faire plus facilement en 2023. J’ai d’ailleurs la ferme intention d’aller à la rencontre de nos membres de tous pays. En cette période d’événements graves, je crois qu’il est nécessaire de réaffirmer énergiquement notre combat, absolument compatible avec notre neutralité. L’UIA n’a pas d’idéologie, mais elle est fermement ancrée dans la défense de l’État de droit. Notre confrérie de défense de la profession et des institutions collégiales est un instrument important de défense de l’État de droit, que je vais promouvoir tout au long de mon mandat.

La pandemia de covid ya casi ha quedado atrás y poco a poco vamos recuperando una «nueva normalidad». Pero antes de mirar el futuro, quiero rendir homenaje a mis tres antecesores, que encabezaron la UIA durante ese periodo e hicieron posible la continuidad de las actividades de nuestra Asociación. El objetivo esencial de la UIA es crear interacción y cultura mediante el intercambio de conocimientos y valores. Para eso necesitamos conocernos, con el fin de generar empatía, forjar confianza y reforzar, no solo un «respeto» formal, sino un respeto vital basado en la afinidad, e incluso diría en la complicidad; y para eso necesitamos reunirnos en persona, algo que podremos hacer más fácilmente en 2023. De hecho, tengo la firme intención de visitar a nuestros miembros de todos 41
