Kantonalna bolnica „Dr. Irfan Ljubijankić“ u Bihaću centralna je zdravstvena ustanova u kojoj se liječi približno 300.000 stanovnika iz osam krajiških općina. Kroz godine, razvijajući se u pravi medicinski centar, ova je bolnica pružila svojim pacijentima i više od onog za što je bila predviđena, a njeno medicinsko osoblje je kroz različite uvjete i izazove uvijek nastojalo biti u toku sa evropskim standardima i znanjima o medicini. Bolnica kakvu imamo danas, reći će njeni uposlenici, nije zadovoljavala osnovne zahtjeve jedne moderne bolnice, a u procesu obnavljanja laboratorija i sporog renoviranja različitih odjeljenja bolnice koja su trebala unapređenje i novu opremu, bolnicu je zadesio veliki požar, u noći 26. 7. 2013. godine. Od posljedica ovog požara bolnica se još uvijek oporavlja, u čemu joj nastoje pomoći brojni prijatelji: UN-ove organizacije, različiti nivoi vlasti, kao i obični građani. U procesu rekonstrukcije bolnice, menadžment ima na umu njenu modernizaciju i prilagođavnje evropskim medicinskim standardima, kako bi u budućnosti i njena infrastruktura odgovarala ambicioznom, predanom i profesionalnom radu njenog osoblja.

The Cantonal Hospital “Dr. Irfan Ljubijankić” in Bihać is the central medical institution that treats approximately 300,000 inhabitants of the eight municipalities of the Una-Sana Canton, and as the nearest medical institution, the inhabitants of numerous bordering municipalities in Croatia. Over the years, it has developed into a proper medical centre and in serving its patients has gone above and beyond its original purpose. Its staff has weathered all kinds of hardships and challenges, always striving to keep up-to-date with European standards and the latest medical knowledge. The hospital we have today, the employees are wont to say, had never met the conditions expected of a modern hospital. In the process of upgrading the laboratories and slowly refurbishing the in need of upgrades and new equipment, the hospital was hit by a major fire on the night of 26 July 2013. Today, the hospital is still recovering with the help of numerous friends: UN organisations, various levels of government, as well as ordinary citizens. In the reconstruction process, the management aims to modernise the hospital and bring it in line with European medical standards, so that its infrastructure could live up to the ambition, dedication and professionalism of its staff.

Svoj boravak u Bosni i Hercegovini prije 15 godina, kao i ovaj sadašnji, koristim kao priliku da povučem neke paralele i sagledam situaciju iz neke druge perspektive. Posljeratni napredak u obnovi infrastrukture je ogroman te bi se moglo reći da suposljedice rata sve manje primjetne. Ono što je bilo vidljivo prije 15 godina, i što je vidljivo i danas, jest da ova zemlja dokazuje da može da se nosi sa svim problemima koji je snalaze. Solidarnost koju smo vidjeli prilikom požara u Kantonalnoj bolnici u Bihaću je od one vrste koja ne poznaje granice i vjere, i koja je prisutna u svima nama u trenucima kad nam je to najpotrebnije. I UNDP se vodio istim tim principom u procesu obnove i rekonstrukcije požarom uništene bolnice. Ne smatramo sebe UN agencijom koja, u okviru svog mandata, samo radi na rekonstrukciji bolnice, nego i iskrenim prijateljem Bihaća i bolnice, koji također pokušava da kroz princip solidarnosti doprinese boljem kvalitetu života u Krajini.

I am using my stay here in Bosnia and Herzegovina, both the present one and the one from 15 years ago, as an opportunity to draw certain parallels and see the situation from a different perspective. The progress in the reconstruction of the infrastructure after the war was immense, and it can be said that the visible scars of war are less and less noticeable. What was visible 15 years ago, and remains visible today, is the fact that this country is proving that it can deal with all the problems it faces. The solidarity we saw during the fire in the Cantonal Hospital in Bihać was blind to borders and differences of faith, the kind of solidarity we all have in ourselves, and it surfaces when we need it most. The UNDP was guided by the same principle in the refurbishment and reconstruction process. We do not see ourselves as a UN agency that merely works on the reconstruction of the hospital as part of its mandate, but rather as a true friend of Bihać and the hospital, a friend who is also trying to make a contribution to the quality of life in Krajina by applying the principle of solidarity.

Češka Republika je jedna od prvih tranzicijskih zemalja Srednje i Istočne Evrope koja je pokrenula razvojne programe i postala pouzdan donator. Okosnica našeg rada i programa je pružanje tehničke i materijalne pomoći, kao i prenos znanja i iskustava. U skladu s tim, odlučili smo sprovesti projekat u okviru kojeg ćemo donirati toplovodni kotao na biomasu kantonalnoj bolnici u Bihaću, koja je pretrpjela ozbiljna oštećenja u razornom požaru prošlog ljeta. Uvođenjem alternativnih energenata, troškovi grijanja u bolnici će se značajno smanjiti, te će se ta sredstva moći iskoristiti za obnovu bolnice i pružanje kvalitetnijih zdravstvenih usluga svima kojima su zdravstvena njega i pomoć neophodni.
The Czech Republic was among the first transition countries in Central and Eastern Europe to start development programmes and become a reliable donor. The backbone of our activities is the provision of technical and material aid, as well as the transfer of knowledge and experience. Accordingly, we have decided to implement a project within which we will donate a biomass boiler to the Cantonal Hospital in Bihać, which was seriously damaged in a destructive fire last summer. The introduction of alternative energy sources the hospital’s heating costs will be significantly reduced, and the savings can be directed towards the refurbishment effort and the provision of quality medical services to all who need care and help.

Kantonalna bolnica „Irfan Ljubijankić“ institucija je sa skoro stogodišnjom tradicijom. Njeni je uposlenici smatraju drugim domom. Zbog brojnih teškoća i izazova koje je prošla od svoga nastanka, pa do katastrofalnog požara koji se dogodio u noći 26. jula 2013. godine, njeni su uposlenici razvili posebnu etičku odgovornost i emociju prema njoj, budući da je dotad svojim skromnim kapacitetima predano služila pacijentima iz cijele Krajine. Njeno je osoblje i danas odlučno u nastojanjima da te usluge budu na što višem nivou kad je u pitanju stručni pristup, briga o pacijentima, ljubaznost i posvećenost, ali sanjaju i o uvjetima dostojnim jedne savremene bolnice, u kojima će se moći u potpunosti posvetiti pacijentima i ujedno dobiti priliku prakticirati medicinu po evropskim standardima. Od male bolnice s kapacitetom od 30 do 160 kreveta, Kantonalna bolnica u Bihaću pedesetih godina dvadesetog stoljeća dobiva status sreske bolnice i počinje pružati usluge i pacijentima iz drugih krajiških gradova, Cazina, Velike Kladuše, Drvara, Bosanskog Petrovca, Bosanske Krupe i Bosanskog Grahova. Bolnica kakvu danas imamo, izgrađena je šezdesetih i sedamdesetih godina prošlog stoljeća.

The Cantonal Hospital “Dr. Irfan Ljubijankić” is an institution with almost a hundred years of tradition. Its staff regards it as their second home. On account of the many hardships and challenges it has weathered, from its establishment to the catastrophic fire that broke out on 26 July 2013, its employees have developed a sense of special ethical responsibility and emotional attachment to it, seeing that it had provided services to patients from the entire northwestern region with its modest capacities. The staff is still determined to bring these services to the highest possible level of expertise, care, amiability

and commitment, but they also dream of working conditions worthy of a modern hospital that will enable them to devote themselves to the patients and practise medicine in accordance with European standards. In the 1950s, the Cantonal Hospital in Bihać went from a small hospital with 30-160 beds to a county hospital and began providing healthcare services to patients from other northwestern towns: Cazin, Velika Kladuša, Drvar, Bosanski Petrovac, Bosanska Krupa and Bosansko Grahovo. The hospital as we know it today was built in the 1960s and 1970s.
„Kantonalna bolnica je od jedne opće bolnice izrasla u ustanovu značajnu za ovaj kanton, rasla je svakim danom kako smo nove zgrade radili, kako smo razvijali zdravstvenu zaštitu“, kaže Mirsada Avdagić, šefica Službe za računovodstvo i jedna od uposlenica s najdužim stažom u bolnici. „Od sekundarnog nivoa zdravstvene zaštite, to je bio osnovni nivo zdravstvene zaštite koje smo mi pružali, mi smo proširili naše djelatnosti na tercijarni nivo zdravstvene zaštite i, naravno, tako je svakim danom rasla kako Kantonalna bolnica tako i kvalitet i kvantitet usluga.“ “The Cantonal Hospital went from a general hospital to an institution of importance for the Canton, it grew day by day as we built new buildings and developed our services,” explains Mirsada Avdagić, Head of Accounting, one of the longest-serving employees. “From secondary care -- and we mainly provided that level of healthcare -- we branched into tertiary, and, of course, the hospital grew every day, and the quality as well as the range of our services increased.”

Kompleks bolnice se prostire na oko 84.000m2, a u sklopu njega se nalazi nekoliko zgrada s bolničkim odjeljenjima, s raspoloživih 680 kreveta i stalnom popunjenošću sa oko 500 pacijenata dnevno. U dijagnostičkim metodama, ova bolnica nastoji, kroz suradnju sa stručnjacima iz zemlje i inostranstva, podići svoje usluge na što viši nivo, a u okviru konsultativno-specijalističke zdravstvene zaštite bolnica raspolaže sa 31 ambulantom. Dio usluga koje spadaju u ovu oblast zdravstvene zaštite obavlja se i na područjima drugih općina u Kantonu, kao i kroz terenski rad doktora specijalista. I prije požara, u bolnicu su ulagana određena sredstva kako bi se, polako, osigurali uvjeti za kvalitetno pružanje usluga iz različitih specijalističkih oblasti. No, napredak je bio spor i nedovoljan.

„Projekat obnove laboratorije za dijagnostiku tuberkuloze trajao je dugo, ali kada je napokon završen, bili smo jako sretni da možemo i mi imati nešto moderno, jer mikrobiologija u Kantonalnoj bolnici osnovana je pred početak rata, pa se vrlo malo ili nimalo ulagalo u mikrobiološku dijagnostiku“, sjeća se dr. Amela Dubinović Rekić, načelnica Mikrobiologije u ovoj bolnici, u kojoj radi već 8 godina. „Sve je bilo uređeno prema smjernicama Svjetske zdravstvene organizacije, imali smo laboratoriju sigurnosnog nivoa dva, izgrađen sistem ventilacije, međutim, sve je to u jednoj noći nestalo“, dodaje doktorica. “The TBC diagnostic lab refurbishment project took a very long time, but when it was finally completed we were so happy to have something that’s state of the art, because the microbiology unit was established before the war and little or no investment had been made in microbiological diagnostics since,“ recalls Dr. Amela Dubinović-Rekić, Head of Microbiology, who has worked at the hospital for eight years. “Everything was done in accordance with WHO guidelines; before the fire, we had a BSL-2 laboratory, a ventilation system, but all that disappeared in one night,” she adds.
The hospital complex stretches over 84,000 m2 and comprises several buildings housing 680 available beds, 500 of which are occupied every day. The hospital strives to raise its diagnostic services to the highest possible level of excellence through co-operation with domestic and international experts. As for specialist consultative care, the hospital has 31 -medical clinics and services from this area of healthcare are also provided in other municipalities in the canton, as well as through specialist field work. Even before the fire, investments were made in the hospital in order to to create the conditions for the quality provision of medical services in different areas of specialisation. However, progress was slow and insufficient.

POŽAR FIRE
U toj su se noći ispred zgrade bolnice okupili građani Bihaća, oni čiji su najmiliji bili tu noć u bolnici, ali i svi ostali koji su ugledali plamen. U akciju spašavanja i evakuacije pacijenata uključeni su policija, vatrogasci, oružane snage, doktori, medicinske sestre i tehničari, građani, a i pacijenti su pomagali jedni drugima. Zajedničkim snagama, uspjeli su evakuirati pacijente, a u toj noći rodila se i beba. On that night, citizens of Bihać, those whose loved ones were in the hospital and everyone else who had seen the flames, gathered in front of the hospital. Everyone did their part in the rescue and evacuation effort: the police, the firefighters, the Armed Forces, the doctors, the nurses, the citizens, and the patients, all of whom who were helping one another. They all joined forces and managed to evacuate the patients, without losing a single life. A baby was born on that night, too.

„Osjećala sam se grozno, gore nego da gori kuća u kojoj živim, jer sam znala da je ovo, u stvari, moja kuća. Ovo je moj dom, ovdje živim ja, moje kolegice, svi koji rade ovdje. Ovo je nešto što ne mogu uopšte da opišem, niti želim da se sjećam, a kada bih pisala, i imala više vremena da pišem, napisala bih knjigu...“, priča o svojim sjećanjima na požar Arifa Abdihodžić, medicinska sestra i voditeljica tima za akušerstvo. “I felt terrible, worse than I would have if my own house had been on fire, because I knew that this was my actual house, this was my home, this was where I lived, where my colleagues lived, and everyone else who works here. I don’t think I can even describe it, I don’t even want to remember, and if I were to write about it, if I had more time to write, then I would write a book,“ relates Arifa Abdihodžić, nurse and Head of Antenatal Care Team.
ALISA FAZLIJAJ
„Možda se ne bih toliko prepala da me nije boljelo. Radilo se o prijevremenom porodu, pa sam onda još više bila prestrašena“, kaže Alisa Fazlijaj, majka bebe rođene tokom požara. „Panika, buka...Požar se proširio dosta, bila sam u strahu jer sam mislila da neće biti nikakvih uslova, da se neće nešto zakomplicirati tokom poroda i poslije poroda, ali eto, to se nije desilo. Ja sam se porodila ujutro u pola osam: beba dobro, ja dobro, svi dobro!“
ELVIR BEŠIĆ
“Posebno bih istakao jedan događaj, malo dirljiv, kada su četiri bebe, tek rođene, jednim helikopterskim preletom za Sarajevo prebačene i spašene”, sjeća se major Elvir Bešić, komandant 2. Pješadijskog bataljona 6. Pješadijske brigade Oružanih snaga BiH, koji je rukovodio jedinicom pripadnika OS BiH koji su učestvovali u spašavanju i čišćenju zgarišta. “I’d like to single out an event, a bit touching, when four babies, newborns, where flown to Sarajevo in a single trip and rescued,” reminisces Major Elvir Bešić, the commander of the 2ndBattalion, 6thRegiment of Foot, who commanded a unit of BH AF soldierswho participated in the rescue operation and the clearing of the charred remains of the buildings.

“Perhaps I wouldn’t have been so scared if it hadn’t hurt. It was a preterm birth, which made me all the more scared, “says Alisa Fazlijaj, the mother of the baby who was born during the fire. “Panic, noise... the fire had spread quite a bit; I was scared because I thought it would be impossible to deliver, that there would be complications during or after the birth, but nothing happened. I woke up at half past seven in the morning: baby well, me well, everyone well! “

U strašnom požaru koji se desio ljetos, osoblje ove bolnice je opet pokazalo svoju hrabrost i požrtvovanost, evakuirajući 400 pacijenata iz gorućih zgrada. Šteta se procjenjuje na više miliona KM, a sredstva se prikupljaju sporo. Doktori u ovoj bolnici još intenzivnije i jasnije vide koliko je zapravo bolnica i prije ogromne štete koju je nanio požar oskudijevala u svemu što zaslužuje za svoj rad. In the terrible fire that happened last summer, the hospital personnel showed courage and selflessness when they evacuated 400 patients from the burning hospital. The damages to the buildings were estimated to amount to several million KM, and reconstruction funds are slowly being raised. The hospital’s doctors see more clearly and keenly what the hospital had lacked even before the fire.

Svojom humanošću i borbom za pacijente, ova je bolnica opravdala ime humaniste i predanog liječnika, dr. Irfana Ljubijankića, po kojemu je dobila ime 1998. godine. Kantonalna bolnica u Bihaću drugi je dom za sve zaposlenike, sigurno utočište za pacijente, a građani Bihaća je često doživljavaju kao simbol svoga grada, kojeg smatraju centrom ovog dijela BiH. Ova je bolnica mjesto gdje su rođeni oni, i njihova djeca, ona je mjesto radosti i života, i mjesto u kojem su građani, u bolesti i u zdravlju, sigurni da će biti tretirani s maksimalnom pažnjom, stručnošću i ljudskošću.
With their humaneness and devotion to their patients, the hospital staff haslived up to the name of the humanitarian MD, Dr. IrfanLjubijankić, whose name the hospital has born since 1998. The hospital is asecond home to its staff members, a safe haven for patients, and the citizens of Bihać often perceive it as a symbol of their city, which they see as the centre of this regionof Bosnia and Herzegovina.The hospital is their birthplace, and the birthplace of their children, a place of joy and celebration of life, where citizens, in sickness and in health, can be sure that they would be treated with maximal attention, expertise and humaneness.

„Ja smatram da zaista zaslužujemo bolje uslove, za sve ovo što smo uradili, i sve što smo prošli. Mi kada radimo i kada učimo, ne koristimo naše standardne bosanskohercegovačke smjernice, već ono što radimo, radimo po evropskim standardima i smjernicama. Znači, ako mi možemo da radimo i učimo po svjetskim standardima, onda zaslužujemo da radimo u boljim uslovima, a naši pacijenti da se liječe u boljim uslovima koje zaslužuju“, kaže dr. Mirsada Terzić-Avdagić, specijalistica endokrinologije i dijabetologije. “I think we do indeed deserve better working conditions for all we’ve done and all we’ve been through. When we work and study, we don’t follow our standard Bosnian-Herzegovinian guidelines, we do everything in accordance with European standards and guidelines. So, if we can work and study in accordance with global standards and guidelines, then we deserve better working conditions, and our patients deserve better treatment facilities,“ says Dr. Mirsada Terzić-Avdagić, endocrinologyand diabetology specialist.

Iako je u požaru stradao vitalni dio bolnice, osoblje i menadžment su se organizirali tako da se osigura osnovni nivo usluga za pacijente, ali dakako u smanjenom kapacitetu. Hitne službe bile su neprekidno u funkciji i na raspolaganju, a za slučaj potrebe, težim je bolesnicima organiziran sanitetski i helikopterski transport. Neposredno nakon sanacije požara, bolničko je osoblje moralo napraviti potpunu reorganizaciju i raditi na samo 5.500 kvadratnih metara.
OBNOVA
RECONSTRUCTION
Mnoga odjeljenja su združena, a tokom tih teških dana, međusobna solidarnost zdravstvenih radnika i pacijenata bila je ključna. Danas, međutim, uposlenici smatraju kako je neuvjetnost ove bolnice, s obzirom na njen značaj i kapacitet za prijem pacijenata, još vidljivija. Although the fire destroyed the vital part of the hospital, the staff and management organised themselves to ensure the provision of basic services for the patients, albeit on a smaller scale. Emergency services were functioning the entire time and ambulance and helicopter transportation was organised for patients with more serious conditions. Immediately after the site was salvaged, the staff had to reorganise themselves to work within 5,500 square metres instead of 22,000. Many wards were merged and, in those difficult times, the solidarity between medical personnel and patients was crucial. Today, however, the employees feel that the inadequacy of the facilities is all the more visible, considering the hospital’s size and importance.
Požar i požrtvovana akcija cijeloga kantona potaknula je u javnosti razgovor o uvjetima u kojima je dotada radila ova bolnica. Kako ističe osoblje, sanacija štete načinjene požarom neće biti dovoljna, jer uvjeti niti prije toga nisu bili na zadovoljavajućem nivou. The fire and the selfless engagement of the whole Canton have sparked public debate about the conditions in which the hospital had functioned. As the staff points out, repairing the damages caused by the fire will not be enough, as conditions were not satisfactory even prior to the fire.
Odjeljenje za ginekologiju, kao i nekoliko drugih koja su naročito oštećena u požaru, premještena su na druga odjeljenja ili čak na druge lokacije, kasarne, i druge zgrade. “Gdje čeljad nije bijesna, nije ni kuća tijesna” s osmijehom će reći Sedija Lipovača, medicinska sestra. Odjel za ginekologiju i akušerstvo vraćen je u svoje stare prostore, koji su sanirani i okrečeni, ali to nije dovoljno. Požar je, u tragovima koje je ostavio za sobom, još više istakao neophodnost potpunog renoviranja nekih odjela, kao što je hirurgija, a zastarjeli krov koji je izgorio i popravljen, ne bi smio biti izgrađen od zapaljivog materijala koji lako i brzo gori. „Mi moramo našoj mlađoj generaciji, našim pokoljenjima koja ostaju iza nas, obezbijediti nešto bolje. Ovo je 21. stoljeće. Mi smo skromni, mi smo inače po prirodi takav narod. Mi se zadovoljavamo svačim, ali treba nam kud i kamo bolje“, dodaje sestra Lipovača.

„Prostor u kojem su specijalističke ambulante je još 2000. godine proglašen kao neuvjetan i to je prostor u kojem je nekad radila naša hemodijaliza. Mi moramo reći da ovaj naš kanton ima između 250-300 hiljada ljudi, da ga čini osam općina, znači, svi ljudi dolaze tu, svi traže uslugu i trebaju dobiti uslugu, ali ja smatram da osoblje koje radi, doktori koji tu rade, specijalisti, sestre koje rade i najprije pacijenti koji tu dolaze, zaslužuju bolje uvjete za pregled, bolja mjesta gdje će nas čekati i sve ono što mi specijalisti i subspecijalisti znamo, ono što umijemo da im pokažemo i da im damo“, kaže doktorica Terzić-Avdagić. “The facility housing specialist clinics were declared inadequate as early as 200, that’s where our haemodialysis used to be. “Ja lično mislim da bi nova zgrada bila najbolje riješenje, jer se ne radi o jednom objektu, to je cijeli kompleks, cijeli pogon. Nije samo u pitanju zdravstvena usluga za pacijente, tu vam je sva ostala logistika; laboratorije, vešeraj, kuhinja, tehnička služba. To su ogromni pogoni, koji po modernim standardima moraju biti drugačije opremljeni, drugačije lokalizirani u odnosu na sam punkt pružanja zdravstvene zaštite, tako da mislim da se o tome i ranije trebalo povesti računa”, ističe dr. Sabahudin Komić, specijalista ginekologije i dežurni ljekar na Odjelu ginekologije i porodilišta u noći požara. “Personally, I think new buildings would be the best solution, because we’re not talking about one building here, it’s an entire complex, an entire works. It’s not just medical services provided to patients, there are the logistics as well: the labs, the laundry, the kitchen, the maintenance. These are enormous works, according to modern standards they have to be equipped differently, located differently in relation to the facilities where actual medical services are provided, these are the things that should have been considered the first time round,” says Dr. Sabahudin Komić, gynaecologist, doctor on call at the Gynaecology and Maternity Ward on the night of the fire.
The Gynaecology ward, along with a few others which were particularly badly damaged in the fire, was moved to other wards or even other locations, buildings or barracks. “The tiniest house can be comfortable, as long as the tenants are amiable,” says nurse Sedija Lipovača, with a smile. The Gynaecology and Maternity ward returned to its old space after repairs and whitewashing, but this is not enough. In the aftermath of the fire, the need for a complete refurbishment of some wards, such as Surgical, became even more apparent, and the old roof, burnt and mended, should not be replaced with one made of a flammable material. “We have to leave something better to the future generations. This is the 21st century. We are modest, that is our nature. We settle for little, though we need much more,” adds nurse Lipovača.

„Bio sam u Bosni u ljeto prošle godine. Te julske noći, sanjao sam ružan san. Ujutro su me zaprepastile i još više rastužile vijesti o stravičnom požaru u Kantonalnoj bolnici u Bihaću. Stravični snimci vatrene stihije, koja je za samo nekoliko sati progutala sve pred sobom, bili su mi pred očima i nisam mogao prestati razmišljati o nesreći koja je zadesila Bišćane i građane Unsko-sanskog kantona. Odlučio sam odmah u ranim jutarnjim satima krenuti do banke i polovinu svoje penzije uplatiti na račun Kantonalne bolnice u Bihaću. Kada sam to uradio, osjetio sam olakšanje. To je bilo stvarno iskreno i od srca“, kaže Nurija Kunosić iz Lukavca, penzioner koji živi u Njemačkoj i koji je odmah nakon požara prvi uplatio donatorska sredstva na žiro-račun Kantonalne bolnice u Bihaću. “Vjerujem da će Kantonalna bolnica u Bihaću biti obnovljena uz pomoć dobrih ljudi, kojih ima i koji će se odazvati onda kada je najteže”, dodaje Nurija.
EMDŽAD GALIJAŠEVIĆ NAČELNIK OPĆINE BIHAĆ THE MA JOR OF BIHAĆ
“I was in Bosnia last summer. I had a bad dream that night in July. In the morning, I was shocked and saddened by the news of the terrible fire in the Cantonal Hospital in Bihać. The horrifying footage of the fire that swallowed everything in its path in just a few hours was flashing in front of my eyes and I could not stop thinking about the misfortune that befell the citizens of Bihać and the Una-Sana Canton. I decided to go to the bank first thing in the morning and transfer half of my pension to the hospital. I felt relief when I did it. It was heartfelt, a gift from the heart,” says Nurija Kunosić from Lukavac, a pensioner who lives in Germany, the first person to donate money to the Cantonal Hospital in Bihać. “I believe the hospital will be refurbished with the help of good people who aren’t so few on the ground, and who will answer the call in times of hardship,” adds Nurija.
„To je jedan dugotrajan posao, i ponavljam da ovdje nije u pitanju jedan objekat koji je gorio. U pitanju je cijeli bolnički kompleks, koji se sastoji od 6-7 objekata. Neki su novijeg datuma, međutim, dva udarna objekta, kao što je objekat „Foča“, odnosno „Kasindol“, su preko 55 godina stari, i oni bi trebali doživjeti promjene. Međutim, teško je sada u te stare gabarite, u te stare instalacije, dovoditi neku savremenu medicinu. However, it’s difficult to install modern medical equipment in rooms sized to the old standards with old-style wiring. That should all be completely changed, structurally,” says Eminagić.

„U tim posebnim trenucima, prijatelji se vide“, kaže Emdžad Galijašević, načelnik Općine Bihać. „Možda je ovo i prilika da dođemo do jednog, neću reći kliničkog centra, ali do jedne savremeno opremljene bolnice. Mi imamo kapacitete, imamo kadrove, imamo ljekare, imamo ljude, pa ti ljudi su na kraju krajeva u ratnim uvjetima radili. I danas ti ljudi rade u zdravstvu s minimalnim sredstvima i sigurno da bi se radovali kada bi dobili jednu savremeno opremljenu bolnicu“, dodaje on.

“In those extraordinary moments, you see clearly who your friends are,” says Emdžad Galijašević, the mayor of Bihać. “This may be a good opportunity to build, well, not necessarily a clinical centre, but at least a modern hospital with up-to-date equipment. We have the capacity, we have the human resources, the doctors, after all, did their jobs in wartime conditions. They still work in healthcare on a shoestring and they would certainly be happy to get a modern, well-equipped hospital,” he adds.

PROMJENA
Uvjete u kojima danas radi bolnica njeni će uposlenici i ostali stručnjaci nazvati sasvim nedostojnim odgovornosti i ljudskim kapacitetima koje ima ova bolnica. Savremeni aparati, poput CT-a i MR aparata, nalaze se u za to potpuno neprilagođenim prostorijama za jednu savremenu bolnicu. Svi njeni uposlenici složit će se da je ona 50-ih godina možda bila savremena, ali da ju u budućnosti čeka mnogo nadogradnje kako bi zadovoljila standarde kakve njeni pacijenti i uposlenici zaslužuju. Arhitekt Emir Eminagić, čiji je otac jedan od osnivača ove bolnice i za koju je emocionalno vezan i za čiji razvoj osjeća osobnu odgovornost, ističe važnost projekta obnavljanja bolnice kao priliku da se prostor bolnice u potpunosti reorganizira, i da se skupljanje donacija za obnovu iskoristi za unapređenje ove bolnice kao zdravstvene institucije koja bi zadovoljavala evropske standarde.
CHANGE
The hospital staff and other experts point out that the conditions in which the hospital operates today areat odds with its human resources and its responsibility within the community. Modern equipment, such as CT and MRI scanners, is installed in completely in adequate rooms. The staff agree that the hospital may have been up to par in the 1950s, but there is a great deal of upgrading ahead if it is to meet the modern standards its patients and employees deserve. Architect Emir Eminagić, whose father was one of the hospital founders, is sentimentally attached to it and feels personally responsible for its developments. He stresses the importance of the refurbishment project as an opportunity to improve the hospital and turn it into a medical institution that meets European standards.

Dosad prikupljena sredstva za sanaciju štete na bolničkoj zgradi menadžment planira iskoristiti za prvu fazu radova, a koja bi bila uvod u potpunu rekonstrukciju kompleksa. Prva faza bi uključivala rekonstrukciju ulaza u sami kompleks i rekonstrukciju odjela dijagnostike, mikrobiologije, biohemije i radiološke dijagnostike. Nakon toga slijedi rekonstrukcija bolesničkih soba, tako što će sve osmokrevetne sobe postati trokrevetne, sa sanitarnim čvorom u svakoj sobi. Nakon toga, ovisno o finansijskim sredstvima, trebalo bi početi s rekonstrukcijom operacionih sala i intenzivne njege, a to se smatra najdužim i najtežim poslom koji čeka bolnicu u njenoj budućnosti.

The management intends to use the funds gathered so far for the first phase of reconstruction. The first phase will include the reconstruction of the entrance and the diagnostic, microbiology, biochemistry and radiology wards. This will be followed by the refurbishment of the patient rooms, whereby all the eight-bed rooms will be converted into three-bed rooms, with a toilet in each. After that, depending on the availability of funds, the reconstruction of the operating theatres and intensive care unit should begin. This is considered the longest and most difficult task facing the hospital.

„Ono štoje najvažnije, što nam tek predstoji, to je veliki projekat energetske efikasnosti za cijelu ustanovu, gdje se planira nova zgrada, odnosno energetsko-ekonomski blok, gdje bi bila izmještena kotlovnica, vešeraj, kuhinja, kao i centralna sterilizacija“, kaže direktor Kantonalne bolnice, dr. Hajrudin Havić.
“Ta bolnica nije samo bolnica grada Bihaća, nego bolnica svih osam općina u našem kantonu pa i šire, gdje god se ukaže potreba za to. Ljudska vrlina humanosti, tako da kažem, je proradila u našem gradu, uz nekoliko pojedinačnih donacija. Pozivam, zato, sve koji mogu da pomognu, kako bi ova bolnica bila u mogućnosti da pruža usluge zdravstvene zaštite svim građanima Unsko-sanskog kantona”, kaže Nedžad Zukanović, načelnik Općine Ključ.
“The most important task ahead is a large-scale energy efficiency project for the entire hospital, in which a new facility is foreseen, a logistics and energy-generation block as we call it, which would house the boiler room, the laundry, the kitchen and the central sterilisation unit,” says the hospital manager Dr. Hajrudin Havić.
“The hospital is not the hospital of the city of Bihać, but the hospital of all the eight municipalities in our Canton and beyond, wherever its services are needed. The virtue of humaneness has been awakened in our town; there have been some private donation, and I would like to call on everyone who is in a position to help to do so, so that the hospital may again become a proper hospital and continue to provide medical services to the citizens of the Una-Sana Canton,” says Nedžad Zukanović, the mayor of Ključ.
